<strong>LA</strong>DWP is advocating strongly for the<br />

various regulatory agencies to identify<br />

and hold the responsible parties<br />

accountable for cleaning up the SFB.<br />

<strong>LA</strong>DWP is also pursuing a parallel<br />

track to explore other administrative<br />

or legal remedies available to expedite<br />

cleanup, including the pursuit of<br />

monetary compensation for water lost<br />

due to contamination and the resulting<br />

pumping limitations.<br />

The capital budget for the Groundwater<br />

Management Program is $973 million<br />

over the next ten years, primarily<br />

focusing on projects to treat the<br />

groundwater and increase groundwater<br />

recharge and well production in<br />

the SFB. A key study by an outside<br />

consultant, the Groundwater System<br />

Improvement Study, involves an<br />

evaluation of the groundwater quality<br />

in the SFB and recommendations<br />

for treatment options, including a<br />

centralized groundwater treatment<br />

facility and/or wellhead treatment, to<br />

maximize the utility of the groundwater<br />

supply. <strong>LA</strong>DWP is also investigating<br />

opportunities for increased storage<br />

of groundwater in local and outside<br />

basins, creating a cost-effective,<br />

environmentally friendly reserve of<br />

water resources in case of extreme<br />

drought or other emergencies. Some<br />

of the projects being worked on<br />

include a conjunctive use storage<br />

project involving the replacement or<br />

rehabilitation of the Manhattan and<br />

99th Street Well Fields, and increased<br />

storage along the Los Angeles<br />

Aqueduct in the Owens and the<br />

Antelope Valleys.<br />
