For too many years, Congress has been presented with proposed budget reductions in the federal-aid highway<br />

program. The current proposal reduces highway funding by $2.5 billion in 2004, and would not rise above $31.8<br />

billion until 2007. These potential decreases in highway funding could result in, I believe, a blow to the hot-mix<br />

industry for several years.<br />

As a senior member of the House Transportation & Infrastructure Committee, and Subcommittee on Highways, I<br />

have joined my colleagues in designing a bold proposal to increase highway spending from $40 billion in 2004<br />

to $60 billion in 2009. This includes a two-cent per year phase in of the highway user fee, a necessary measure to<br />

help restore the viability and sustainability of the Highway Trust Fund.<br />

I believe this is the best vehicle for economic stimulus that will boost the national economy by creating more<br />

than 1.3 million new jobs in all 50 states.<br />

A recent economic analysis prepared by Global Insight, Inc., asserts that the House highway proposal would<br />

provide a significant shot in the arm for the U.S. economy by adding $290 billion to the Gross Domestic Product<br />

and increasing consumer disposable income by $129 billion over the Administration’s budget proposal. In fact,<br />

by comparison our Transportation Committee proposal<br />

• Generates more than $2.50 in additional economic activity for every federal dollar invested in highway and transit capital<br />

outlays.<br />

• Increases federal tax receipts by $102 billion as a result of increased economic activity to help reduce the federal deficit.<br />

• Leads to a $129 billion increase in consumer disposable income. While the average household would average a $45<br />

annual increase in federal gas tax payments, the proposal would generate an additional $150 in annual disposable<br />

household income - a net $3 to $1 return on investment.<br />

This is a serious matter. The Department of Transportation’s own “2002 Conditions & Performance” report indicates that an<br />

annual investment level of $75 billion in highway and transit capital infrastructure is needed in order to begin to improve the<br />

condition of the nation’s highways, bridges, and transit systems. I think any motorist can see that America’s highway infrastructure<br />

is old and getting worse:<br />

• The federal interstate system is almost 50 years old.<br />

• 32 percent of our major roads are in poor or mediocre condition;<br />

• 28 percent of our bridges are structurally deficient or functionally obsolete;<br />

• Congestion costs the average commuter $1,160 a year;<br />

• The average commuter loses 62 hours a year sitting in traffic, costing an estimated $67.5 billion a year due to 3.6 billion<br />

hours of delay and 5.7 billion gallons of wasted fuel;<br />

• More than 1,000 fatalities per month due to substandard road conditions;<br />

• More than 42,000 people die each year on our roads and highways.<br />

As you can see, a fully funded federal highway bill is more than just important to the hot-mix industry; it is a matter of stimulating<br />

PAC in the history of the <strong>Association</strong><br />

At the March Board Meeting, LAPA adopted the<br />

recommendation of the Legislative Affairs Task Force and<br />

moved to establish the: <strong>Louisiana</strong> <strong>Asphalt</strong> <strong>Pavement</strong><br />

<strong>Association</strong>- “LAPA PAC” to become politically active<br />

on major state elections and district races. The plan is to<br />

be active in the <strong>2003</strong> gubernatorial election and beyond.<br />

The PAC will be incorporated and information will be<br />

sent out soon. The bank account has been opened and<br />

donations may be accepted. Make your check out to LAPA<br />

PAC and mail it to the LAPA office. LAPA is still<br />

The roots of the IRS date back to the War of Northern<br />

Aggression. In 1862, President Lincoln and Congress created<br />

the Commissioner of Internal Revenue and illegally enacted an<br />

income tax to pay war expenses. That tax was repealed 10 years<br />

later. Congress revived it in 1894, only to have the Supreme<br />

Court deem it unconstitutional the next year. In 1913, the 16 th<br />

Amendment was ratified, giving Congress the authority to<br />

enact an income tax. That same year, Congress introduced the<br />

first 1040 Form and levied a one percent tax on net personal<br />

income above $ 3000, with a six percent surtax on incomes<br />

above $500,000. It was during WW II that payroll withholding<br />

and quarterly tax payments were introduced.<br />

DOTD NEWS<br />

Using engineering analysis, the condition of roads maintained by DOTD has<br />

shown steady improvement since the department began compiling figures<br />

over the past several years, according to DOTD Secretary, Dr. Kam<br />

Movassaghi. These state maintained roadways are classified into four<br />

categories- the interstate highway system, the national highway system, the<br />

statewide system and the regional highway system. The condition of the four<br />

categories was classified as either excellent, good, fair poor or very poor,<br />

according to Don Carey, DOTD Management System Administrator.<br />

“According to ARAN analysis, the percentage of DOTD maintained roads in<br />

poor or very poor condition has been reduced in each of the four categories,”<br />

Movassaghi said.<br />

Individual income taxes represent the largest component<br />

Of the Americans’ tax bills. In 2002 Americans worked<br />

An average of 51 days to pay federal, state and local<br />

Income taxes and another 29 days for payroll taxes that<br />

Fund social insurance programs such as Social Security<br />

And Medicare. Other taxes—such as sales and excise<br />

taxes—are less apparent to most taxpayers. Americans<br />

work 18 days to pay these add-on taxes, another 11 days<br />

to pay property taxes (mostly levied by local governments)<br />

and an additional eight days to pay their share of corporate<br />

income taxes. That’s a grand total of 117 days--- and it<br />

surpasses the number of days the average American must<br />

work for food, clothing and shelter combined (106 days).<br />

Only in the last decade have taxes exceeded spending on<br />

these basic necessities, with federal taxes alone costing<br />

more than any other major budget item.<br />
