49/12 Chair’s Announcements
The Head of <strong>Development</strong> Management advised the <strong>Committee</strong> of the formal withdrawal
of planning application 7/2009/3123.
The Chair reminded Members of the change in date of the next <strong>meeting</strong> <strong>from</strong>
Wednesday 6 June to Thursday 7 June due to the extended Bank Holiday.
50/12 Declarations of Interest
Mrs Rees declared a personal interest in planning application 7/2010/5649 as she is a
member of Lakes Parish Council. She advised the <strong>Committee</strong> that she had taken no
part in any discussion relating to the planning application.
Professor Rowan-Robinson declared a personal interest in planning application
7/2010/5649 as he was a former colleague and friend of Mr Barden, the applicant’s
representative.
Ms Cooke declared a personal and prejudicial interest in planning application
7/2012/3014 as the applicant is a neighbour and colleague on the Parish Council. She
left the room and took no part in the discussion or debate on the application.
Ms Cooke declared a personal interest in planning application 7/2012/3014 as she had
attended Parish Council <strong>meeting</strong>s where issues of caravan sites in the area were
discussed.

As soon as he became aware Mr Jefferson declared a personal interest in planning
application 7/2012/2038 as the objector to the planning application was personally
known to him.

There were no questions, petitions or deputations of a general nature relating to the

52/12 Site Inspections
Paul Haggin, Team leader <strong>Development</strong> Management advised Members of a proposed
site inspection at -
Hollin Head Wood, Canny Hill, Newby Bridge (7/2012/5123)
Conversion of existing garage with storage above into domestic dwelling and provision
of septic tank
For those Members of the <strong>Committee</strong> who could not attend the site inspection at
Backbarrow Ironworks (7/2011/5621) last month, he proposed a further tour of the site
on the 9 May 2012.
Members agreed the proposals.

to conduct site inspections on 9 May 2012 at:
Backbarrow Ironworks, Backbarrow; and
Hollin Head Wood, Canny Hill, Newby Bridge.
53/12 Planning Applications with Public Speaking
In accordance with the Authority’s Policy for Public Speaking at Meetings, the public
participated at this stage in the <strong>meeting</strong>. Details of those attending in respect of specific
applications are set out in Annex 1 to these minutes.

a) Storage Containers, Ambleside Salutation Hotel

The Compliance Planner presented the report outlining the breach of planning control at
the Salutation Hotel, Ambleside, which it was considered expedient to take enforcement
action against. Since writing the report, the landowner had agreed to remove the
containers, but the Compliance Planner felt it prudent to continue to serve the
enforcement notice.
Decided:
the <strong>Committee</strong> agreed the serving of an enforcement notice to:
a) secure the removal of the two containers.
57/12 Delegated Compliance Matters
Certain planning enforcement and related actions are delegated to the Head of
<strong>Development</strong> Management. It is a requirement of the scheme of delegation that such
actions be reported to the next available <strong>Development</strong> <strong>Control</strong> <strong>Committee</strong> for
information. The report provides that information.

The Head of <strong>Development</strong> Management presented the report which outlined information
on the performance of the <strong>Development</strong> Management Service for the fourth quarter of
2011/12; 1 January to 31 March 2012 and where appropriate compared this with the
previous quarter, our annual performance and the national average.

For the future, the Chair asked officers to consider providing a brief summary of the
information provided.
The Chairman of Resources <strong>Committee</strong> advised Members of the proposed discussion
on the work of the <strong>Development</strong> Management service at the next Resources <strong>Committee</strong>,
where it was hoped to look the current trends of planning applications together with the
issues of capacity and dealing with the demands the service is experiencing.
In answer to a question raised, the Head of <strong>Development</strong> Management advised the
<strong>Committee</strong> of his thoughts on the introduction of a charge for the pre-application service.
