Virginia Tech Board of Visitors Highlights
Virginia Tech's Board of Visitors approved the university budget for Academic Year 2010-
11.
With the closing of the General Assembly session, Virginia Tech will adopt an approximately
$1.1 billion budget for all of its programs. This is an increase of $46 million over
the adjusted 2009-10 budget. The increase reflects changes in nongeneral fund revenues
for 2010-11, actions of the 2010 General Assembly session that will impact the
2010-11 General Fund appropriation, and the federal support through the American Recovery
and Reinvestment Act. The overall change includes an increase of $30 million
attributable to the Educational and General program (primarily federal stimulus) and $9
million of projected growth in auxiliary enterprises.
Shelly Duke
“... board members selected
George Nolen,
retired president and
chief executive officer
of Siemens Corporation,
to serve as rector,
and Shelley Duke,
owner and manager of
Rallywood Farm, located
in Middleburg, Va.,
to serve as vice-rector.”
The board also approved a resolution changing the university’s consulting policy which
previously prohibited “regular outside employment.” The revision now allows outside employment
with prior approval of the supervisor and relevant university officials. Approval
is contingent on assurance that the primary commitment to Virginia Tech will be fulfilled
and that the proposed employment does not constitute a conflict of interest.
The board also approved a resolution that would close Virginia Tech Dec. 25 to Jan. 1
each year beginning in 2011. An official university closing will create a consistent internal
and external understanding that university offices will be closed and classes are not in
session. In addition, the closing will allow facilities operations to optimize energy cost
savings during periods of low employee and student activity. Department heads and senior
managers may identify in advance the locations of critical operations to assure ongoing
services where needed, such as research projects that would be negatively impacted
if efforts were curtailed during the holiday closing.
Salaried employees who do not work and have insufficient leave
balances to cover the winter break will be placed in a leavewithout-pay
status in accordance with state and university leave
policies. Newly hired university staff will receive four days of family
personal leave, regardless of their date of hire to cover time
off during winter break.
George Nolan
In addition, board members selected George Nolen, retired
president and chief executive officer of Siemens Corporation, to
serve as rector, and Shelley Duke, owner and manager of Rallywood
Farm, located in Middleburg, Va., to serve as vice-rector.
Kim O’Rourke, a member of the Office of the President, was
reappointed as secretary to the board.
The board honored seven current faculty members through appointments to endowed
professorships. Thirty-three individuals were honored with emeritus status.
The next full Virginia Tech Board of Visitors meeting will be held Aug. 29-30 on the
Blacksburg campus. More information on the Virginia Tech Board of Visitors may be
found online. www.bov.vt.edu
Community Spirit: Sherry J. Fontaine, Ph.D.
Greetings to all members of the Northern Virginia Center community. In the
past two weeks I have had the fortunate opportunity to meet many of you. To
those of you who I have not met with yet I want to briefly introduce myself. I
am the new Associate Dean of the Graduate School in the National Capital
Region and Director of the Northern Virginia Center.
I have relocated here from Kansas City, Missouri, where I was Director and Associate Professor in
the Healthcare Leadership Program at Park University. The transition from Kansas City to the Washington,
DC metropolitan area does require a bit of adjustment but it is a welcome one.
As you might expect, as the new Associate Dean and Director of the Northern Virginia Center, I
have been quite busy orienting myself to my new role and responsibilities these past two weeks. I
am very appreciative of the fact that I am able to rely on the knowledgeable and very capable administrative
and management staff which is making my transition much easier.
I also want to thank my predecessor, Dr. David Trauger, for all of his efforts in assisting me in my
new role. Dr. Trauger accomplished a great deal as Associate Dean and Director of the Northern
Virginia Center. I plan to continue his efforts to promote the graduate and professional programs offered
through the Northern Virginia Center and throughout the National Capital Region. I will also
continue to focus on building an awareness of our unique identity and operational issues.
I look forward to working with you to ensure that our programs and services continue to meet the
needs of our student population. I am pleased to be part of Virginia Tech in the National Capital Region
and to be at my new home at the Northern Virginia Center.
Pile Driving Continues This Weekend at I‐66 and Dulles Connector Road;
Service between East and West Falls Church Stations to be Disrupted
The Dulles Corridor Metrorail Project will continue pile driving activities near the future connection point for the
Dulles Rail extension and Metro’s existing Orange Line at I‐66 and the Dulles Connector Road this weekend.
This work will take place in the median of I‐66 and the
Dulles Connector Road just east of the West Falls
Church Metro Station. This activity drives steel piles
into the soil to support foundations for future spans
that will carry the aerial portion of the tracks for the
new rail line into the median of the Dulles Connector
Road.
Pile driving began last Saturday. Pile driving work will
begin at 7 a.m. each morning and will continue until 9
p.m. each evening.
Pile driving will take place on June 12 and 13. Residents of the neighborhoods surrounding this work area can expect
significant noise. Pile driving usually is done in intervals of about 15 minutes with a similar break in between
activities.
In addition to the daily pile driving, Dulles Metrorail crews will be performing a variety of other construction activities
at this site from midnight, Friday, to 4 a.m. on Tuesday.
Because of the proximity of these activities to the Orange Line tracks, Metro has already announced plans to cancel
service between the East and West Falls Church Metro stations on the weekend.
The East Falls Church and West Falls Church‐VT/UVA Metrorail stations will remain open.
To help people get around the construction zone, Metro will operate free shuttle buses between the East Falls
Church and West Falls Church‐VT/UVA Metrorail stations. Customers should expect delays and build an extra 30
minutes into their travel plans if they need to pass through the work zone.
During the project, the Dulles Corridor Metrorail Project will perform construction on a pier located east of the
West Falls Church‐VT/UVA Metrorail Station, drive piles outside of the right‐of‐way fence along the I‐66 west and
eastbound lanes and replace ties on the tracks. All of this work is necessary to connect the new rail line to the Orange
Line.
For additional information on Metro service plans during this service disruption, visit www.metroopensdoors.com.
The work is being done in conformance with Fairfax County noise policies.
For Dulles Metrorail construction‐related emergencies, call the Project Hotline at 877‐585‐6789. For information
about the project, visit www.dullesmetro.com or call 703‐572‐0506.

Construction is underway for Virginia Tech's major research center in the Ballston area of Arlington,
in the National Capital Region. The highly visible, state-of-the-art facility will further the university's
mission to expand its research portfolio in a region that offers great opportunity for partnerships with
corporate research entities and close proximity to government agencies and other public and private
-sector organizations.
The seven-floor, 144,000-square-foot building, designed by Cooper Carry to meet the Silver U.S.
Green Building Council’s LEED Building Rating Systems, will be located on the 800-900 block of
North Glebe Road. The building is part of a larger JBG Companies' development project in Ballston.
The interior, designed by Gensler, will include computational laboratories, offices, and conference
space to accommodate executive programs,
training programs, and workshops.
“This new research center plays a significant
role in our continuing efforts to establish
a major presence in the region for Virginia
Tech,” said Charles Steger, president
of Virginia Tech. “While a broad range of
research programs will be housed in the
facility, our primary focus is on technology,
particularly computational technologies and
network systems.”
Steger also noted that faculty in residence
in the National Capital Region will be inextricably
linked to faculty expertise in Blacksburg,
strengthening Virginia Tech’s research
capabilities in the area even further.
