<strong>Virginia</strong> <strong>Tech</strong> Board of Visitors Highlights<br />
<strong>Virginia</strong> <strong>Tech</strong>'s Board of Visitors approved the university budget for Academic Year 2010-<br />
11.<br />
With the closing of the General Assembly session, <strong>Virginia</strong> <strong>Tech</strong> will adopt an approximately<br />
$1.1 billion budget for all of its programs. This is an increase of $46 million over<br />
the adjusted 2009-10 budget. The increase reflects changes in nongeneral fund revenues<br />
for 2010-11, actions of the 2010 General Assembly session that will impact the<br />
2010-11 General Fund appropriation, and the federal support through the American Recovery<br />
and Reinvestment Act. The overall change includes an increase of $30 million<br />
attributable to the Educational and General program (primarily federal stimulus) and $9<br />
million of projected growth in auxiliary enterprises.<br />

The board also approved a resolution changing the university’s consulting policy which<br />
previously prohibited “regular outside employment.” The revision now allows outside employment<br />
with prior approval of the supervisor and relevant university officials. Approval<br />
is contingent on assurance that the primary commitment to <strong>Virginia</strong> <strong>Tech</strong> will be fulfilled<br />
and that the proposed employment does not constitute a conflict of interest.<br />
The board also approved a resolution that would close <strong>Virginia</strong> <strong>Tech</strong> Dec. 25 to Jan. 1<br />
each year beginning in 2011. An official university closing will create a consistent internal<br />
and external understanding that university offices will be closed and classes are not in<br />
session. In addition, the closing will allow facilities operations to optimize energy cost<br />
savings during periods of low employee and student activity. Department heads and senior<br />
managers may identify in advance the locations of critical operations to assure ongoing<br />
services where needed, such as research projects that would be negatively impacted<br />
if efforts were curtailed during the holiday closing.<br />
Salaried employees who do not work and have insufficient leave<br />
balances to cover the winter break will be placed in a leavewithout-pay<br />
status in accordance with state and university leave<br />
policies. Newly hired university staff will receive four days of family<br />
personal leave, regardless of their date of hire to cover time<br />
off during winter break.<br />

In addition, board members selected George Nolen, retired<br />
president and chief executive officer of Siemens Corporation, to<br />
serve as rector, and Shelley Duke, owner and manager of Rallywood<br />
Farm, located in Middleburg, Va., to serve as vice-rector.<br />
Kim O’Rourke, a member of the Office of the President, was<br />
reappointed as secretary to the board.<br />
The board honored seven current faculty members through appointments to endowed<br />
professorships. Thirty-three individuals were honored with emeritus status.<br />
The next full <strong>Virginia</strong> <strong>Tech</strong> Board of Visitors meeting will be held Aug. 29-30 on the<br />

Community Spirit: Sherry J. Fontaine, Ph.D.<br />
Greetings to all members of the <strong>Northern</strong> <strong>Virginia</strong> <strong>Center</strong> community. In the<br />
past two weeks I have had the fortunate opportunity to meet many of you. To<br />
those of you who I have not met with yet I want to briefly introduce myself. I<br />
am the new Associate Dean of the Graduate School in the National Capital<br />
Region and Director of the <strong>Northern</strong> <strong>Virginia</strong> <strong>Center</strong>.<br />
I have relocated here from Kansas City, Missouri, where I was Director and Associate Professor in<br />
the Healthcare Leadership Program at Park University. The transition from Kansas City to the Washington,<br />
DC metropolitan area does require a bit of adjustment but it is a welcome one.<br />
As you might expect, as the new Associate Dean and Director of the <strong>Northern</strong> <strong>Virginia</strong> <strong>Center</strong>, I<br />
have been quite busy orienting myself to my new role and responsibilities these past two weeks. I<br />
am very appreciative of the fact that I am able to rely on the knowledgeable and very capable administrative<br />
and management staff which is making my transition much easier.<br />
I also want to thank my predecessor, Dr. David Trauger, for all of his efforts in assisting me in my<br />
new role. Dr. Trauger accomplished a great deal as Associate Dean and Director of the <strong>Northern</strong><br />
<strong>Virginia</strong> <strong>Center</strong>. I plan to continue his efforts to promote the graduate and professional programs offered<br />
through the <strong>Northern</strong> <strong>Virginia</strong> <strong>Center</strong> and throughout the National Capital Region. I will also<br />
continue to focus on building an awareness of our unique identity and operational issues.<br />
I look forward to working with you to ensure that our programs and services continue to meet the<br />
needs of our student population. I am pleased to be part of <strong>Virginia</strong> <strong>Tech</strong> in the National Capital Region<br />
and to be at my new home at the <strong>Northern</strong> <strong>Virginia</strong> <strong>Center</strong>.<br />

Pile Driving Continues This Weekend at I‐66 and Dulles Connector Road;<br />
Service between East and West Falls Church Stations to be Disrupted<br />
The Dulles Corridor Metrorail Project will continue pile driving activities near the future connection point for the<br />
Dulles Rail extension and Metro’s existing Orange Line at I‐66 and the Dulles Connector Road this weekend.<br />
This work will take place in the median of I‐66 and the<br />
Dulles Connector Road just east of the West Falls<br />
Church Metro Station. This activity drives steel piles<br />
into the soil to support foundations for future spans<br />
that will carry the aerial portion of the tracks for the<br />
new rail line into the median of the Dulles Connector<br />
Road.<br />
Pile driving began last Saturday. Pile driving work will<br />
begin at 7 a.m. each morning and will continue until 9<br />
p.m. each evening.<br />
Pile driving will take place on June 12 and 13. Residents of the neighborhoods surrounding this work area can expect<br />
significant noise. Pile driving usually is done in intervals of about 15 minutes with a similar break in between<br />
activities.<br />
In addition to the daily pile driving, Dulles Metrorail crews will be performing a variety of other construction activities<br />
at this site from midnight, Friday, to 4 a.m. on Tuesday.<br />
Because of the proximity of these activities to the Orange Line tracks, Metro has already announced plans to cancel<br />
service between the East and West Falls Church Metro stations on the weekend.<br />
The East Falls Church and West Falls Church‐VT/UVA Metrorail stations will remain open.<br />
To help people get around the construction zone, Metro will operate free shuttle buses between the East Falls<br />
Church and West Falls Church‐VT/UVA Metrorail stations. Customers should expect delays and build an extra 30<br />
minutes into their travel plans if they need to pass through the work zone.<br />
During the project, the Dulles Corridor Metrorail Project will perform construction on a pier located east of the<br />
West Falls Church‐VT/UVA Metrorail Station, drive piles outside of the right‐of‐way fence along the I‐66 west and<br />
eastbound lanes and replace ties on the tracks. All of this work is necessary to connect the new rail line to the Orange<br />
Line.<br />

College of Natural Resources and Environment<br />
National Capital Region<br />
The <strong>Virginia</strong> <strong>Tech</strong> Board of Visitors approved a resolution allowing<br />
the College of Natural Resources to change the college name<br />
to the College of Natural Resources and Environment.<br />
“The new name will align the college with current and proposed<br />
academic programs and positions the college to take advantage of<br />
opportunities in emerging scholarship,” said Dean Paul Winistorfer.<br />

Graduate School Summer Hours<br />
Blacksburg offices operate with reduced schedule:<br />
From June 1, 2010 through July 30, 2010, the Blacksburg offices of the Graduate School<br />
will be open from 9:00am to 4:00pm, Monday through Friday (except for holidays).<br />
Regular business hours (8:00am-5:00pm) will resume on Monday, August 2.<br />

<strong>Virginia</strong> <strong>Tech</strong> Research <strong>Center</strong> in Arlington<br />

Construction is underway for <strong>Virginia</strong> <strong>Tech</strong>'s major research center in the Ballston area of Arlington,<br />
in the National Capital Region. The highly visible, state-of-the-art facility will further the university's<br />
mission to expand its research portfolio in a region that offers great opportunity for partnerships with<br />
corporate research entities and close proximity to government agencies and other public and private<br />
-sector organizations.<br />
The seven-floor, 144,000-square-foot building, designed by Cooper Carry to meet the Silver U.S.<br />
Green Building Council’s LEED Building Rating Systems, will be located on the 800-900 block of<br />
North Glebe Road.The building is part of a larger JBG Companies' development project in Ballston.<br />
The interior, designed by Gensler, will include computational laboratories, offices, and conference<br />
space to accommodate executive programs,<br />
training programs, and workshops.<br />
“This new research center plays a significant<br />
role in our continuing efforts to establish<br />
a major presence in the region for <strong>Virginia</strong><br />
<strong>Tech</strong>,” said Charles Steger, president<br />
of <strong>Virginia</strong> <strong>Tech</strong>. “While a broad range of<br />
research programs will be housed in the<br />
facility, our primary focus is on technology,<br />
particularly computational technologies and<br />
network systems.”<br />
Steger also noted that faculty in residence<br />
in the National Capital Region will be inextricably<br />
linked to faculty expertise in Blacksburg,<br />
strengthening <strong>Virginia</strong> <strong>Tech</strong>’s research<br />
capabilities in the area even further.
