• CSAB 18 December 2008. Allan Darling – An email request has been sent to Fred<br />

Toepfer (NUOPC) asking <strong>for</strong> <strong>the</strong> materials <strong>for</strong> <strong>the</strong> AMS, even draft <strong>for</strong>m will be<br />

acceptable. No response back yet, but <strong>the</strong> plan is to distribute this in<strong>for</strong>mation to <strong>COPC</strong><br />

and CSAB be<strong>for</strong>e <strong>the</strong> next CSAB telcon (AMS meets be<strong>for</strong>e <strong>the</strong> next telcon).<br />

• CSAB 22 January 2009. The draft version <strong>of</strong> <strong>the</strong> NUOPC presentation was sent to<br />

<strong>COPC</strong> and CSAB on 09 January 2009. This action is now considered closed.<br />

• CSAB 22 January 2009. John Zapotocny was on leave <strong>for</strong> this meeting so this action<br />

will be updated during <strong>the</strong> next telcon.<br />

• CSAB 26 February 2009. John Zapotocny will present <strong>the</strong> list at <strong>the</strong> Spring F2F CSAB<br />

meeting.<br />

• CSAB 19 March 2009. John Zapotocny was not able to attend, but will present <strong>the</strong> list<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.3: CSAB will arrange <strong>the</strong> NUOPC Program Manager to present at<br />

• CSAB 22 January 2009. Allan Darling – Contacted Fred Toepfer (NUOPC) and<br />

received a verbal commitment that Fred will attend <strong>the</strong> Spring <strong>COPC</strong>. All members<br />

should send possible topics <strong>for</strong> Fred to cover at <strong>the</strong> <strong>COPC</strong> to John or Allan. Allan would<br />

like to send this list to Fred two months be<strong>for</strong>e <strong>the</strong> Spring <strong>COPC</strong> meeting.<br />

• CSAB 26 February 2009. Allan Darling – reconnect with Fred and confirm his<br />

presenting at <strong>COPC</strong> and CSAB F2F.


• CSAB 19 March 2009. Allan Darling – Fred has confirmed that he will attend <strong>the</strong><br />

<strong>COPC</strong> meeting, but I am still working to have him present at <strong>the</strong> CSAB F2F. Review<br />

and update <strong>the</strong> status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.4: Each <strong>COPC</strong> member will interact with <strong>the</strong>ir respective NUOPC<br />

Executive Steering Group member to emphasize <strong>the</strong> urgency <strong>of</strong> coordinating between NUOPC<br />

and <strong>COPC</strong>, especially within <strong>the</strong> areas that comprise transition points between<br />

design/development and operational execution. [NUOPC related]<br />

Zapotocny has discussed this with Col Murphy and Col St<strong>of</strong>fler and both understand <strong>the</strong><br />

need to coordinate <strong>the</strong> two groups.<br />

• CSAB 22 January 2009. Allan Darling mentioned that Dr. Uccellini has discussed<br />

NUOPC and <strong>COPC</strong> with Dr Hayes, so this issue has been discussed at <strong>the</strong> NWS<br />

Executive Steering Group level.<br />

• CSAB 26 February 2009. John Zapotocny – 13 March 2009 <strong>the</strong>re will be an Executive<br />

Steering Group meeting to re-look at NUOPC’s strategic mission.<br />

• CSAB 19 March 2009. Allan Darling – this will be reviewed at <strong>the</strong> <strong>COPC</strong> meeting to<br />

see if <strong>the</strong> Directors agree that it is getting <strong>the</strong> attention it needs. Review and update <strong>the</strong><br />

status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.5: JAG ODAA will provide a set <strong>of</strong> recommendations to<br />

accomplish end to end testing <strong>of</strong> NPP data assimilation.<br />

February, so he will have more in<strong>for</strong>mation at <strong>the</strong> next telcon. There has been some end<br />

to end testing with AFWA.<br />

• CSAB 26 February 2009. Jim Vermeulen – was not able to attend.<br />

• CSAB 19 March 2009. Jim Vermeulen – <strong>the</strong>re has been a lot <strong>of</strong> work done on this<br />

action. We have multiple data sets available and <strong>the</strong>y have to be linked toge<strong>the</strong>r.<br />

Additionally, a test data working group has been <strong>for</strong>med. Once one data set is developed<br />

and run through <strong>the</strong> IDPS, it will need to be distributed to <strong>the</strong> NPP users. This item will<br />

be included in <strong>the</strong> JAG/ODAA review <strong>for</strong> <strong>the</strong> CSAB meeting and <strong>the</strong> <strong>COPC</strong> meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.6: JAG ODAA will develop a set <strong>of</strong> standard test data based on<br />

contractor proxy simulations.<br />

Program <strong>Office</strong> (IPO).<br />

• CSAB 26 February 2009. Tony Ramirez – IPO has been contacted and will provide<br />

member names very soon.<br />

• CSAB 19 March 2009. Jim Vermeulen – IPO will provide 2 primary members: Rich<br />

Ullman (DPD) and Marge Ripley (GSD) to attend <strong>the</strong> JAG/ODAA meetings and 2<br />

alternates: Joe Zajic (DPD) and Joe Mulligan (GSD). Closed.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.8: FNMOC will explore extending <strong>the</strong> <strong>for</strong>ecast period <strong>of</strong><br />

WESTPAC COAMPS from 48 to 84 hours. NWS will provide firm date when NOAA will fully<br />

utilize <strong>the</strong> COAMPS data. CSAB will report back on <strong>the</strong> above <strong>for</strong> Spring <strong>COPC</strong> meeting.<br />

• CSAB 18 December 2008. Nelson Seaman will contact <strong>the</strong> OCM members to start<br />

addressing this action item. Allan Darling – we have been in dialog with FNMOC on <strong>the</strong><br />

acquisition <strong>of</strong> <strong>the</strong> products and have made sure we understand <strong>the</strong> requirements.<br />

NCEP/NCO is also working with <strong>the</strong> TOC and NCEP is working to get <strong>the</strong> utilization in<br />

<strong>the</strong> Pacific Region.<br />

• CSAB 22 January 2009. Nelson Seaman – FNMOC has agreed to extend COAMPS to<br />

84 hours and <strong>the</strong>y are working on <strong>the</strong> communications portion now.<br />

• CSAB 26 February 2009. Nelson Seaman – We are now monitoring <strong>the</strong> situation and<br />

will assist if necessary.<br />

• CSAB 19 March 2009. Nelson Seaman – Monitoring, <strong>the</strong>re have been test packets sent<br />

from FNMOC to NCEP in February and now it is waiting until early April to be<br />

implemented into operations. Review and update <strong>the</strong> status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.9: JAG OCM will draft a plan to accomplish <strong>the</strong> proposed<br />

alignment <strong>of</strong> OCONUS windows to include resolution and <strong>for</strong>ecast period and establish mutual


support/backup. The plan shall include user and resource impacts and computational<br />

requirements.<br />

JAG/OCM telcon (28 Jan 2009).<br />

• CSAB 26 February 2009. Nelson Seaman – we have been focusing on <strong>the</strong> WESTPAC<br />

domain as <strong>the</strong> starting ef<strong>for</strong>t and if this works out well <strong>for</strong> all we can <strong>the</strong>n consider o<strong>the</strong>r<br />

domains. We have produced a draft plan and are working to finalize <strong>the</strong> document.<br />

• CSAB 19 March 2009. Nelson Seaman – we have not been able to meet, but we do have<br />

a telcon scheduled <strong>for</strong> 24 March 2009. Review and update <strong>the</strong> status at <strong>the</strong> next CSAB<br />

meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.10: JAG CCM will provide analysis <strong>of</strong> recent changes to DoD IA<br />

requirements regarding <strong>the</strong> category “unclassified but sensitive” and determine if this new<br />

guidance requires encryption <strong>for</strong> meteorological data. AFWA TD will capture <strong>the</strong> new guidance<br />

and provide to JAG CCM. [NUOPC related]<br />

• CSAB 18 December 2008. CCM plans to draft a short list <strong>of</strong> questions to start <strong>the</strong><br />

discussion with <strong>the</strong> TDs from AFWA, FNMOC, and NAVO. CCM plans to setup <strong>the</strong><br />

meeting with <strong>the</strong> TDs <strong>for</strong> mid January.<br />

• CSAB 22 January 2009. Luis Cano – Controlled Unclassified In<strong>for</strong>mation (CUI) will<br />

not impact operations right now. It will become a set <strong>of</strong> policies that will be developed<br />

over time. CCM has contacted <strong>the</strong> DOD task <strong>for</strong>ce on CUI and <strong>the</strong> <strong>Federal</strong> Working<br />

Group and it will be a <strong>Federal</strong> standard on markings to replace unclassified but sensitive.<br />

CCM has a meeting scheduled <strong>for</strong> 11 Feb 2009 to discuss <strong>the</strong> need and implementation <strong>of</strong><br />

encryption.<br />

• CSAB 26 February 2009. Luis Cano – we will add <strong>the</strong> Controlled Unclassified<br />

In<strong>for</strong>mation (CUI) in<strong>for</strong>mation to <strong>the</strong> JAG/CCM briefing to <strong>COPC</strong> and most likely<br />

recommend closing this action.<br />

• CSAB 19 March 2009. Luis Cano – we will include <strong>the</strong> Controlled Unclassified<br />

In<strong>for</strong>mation (CUI) in<strong>for</strong>mation in to <strong>the</strong> JAG/CCM briefing with a recommendation <strong>of</strong><br />

closing. Review and update <strong>the</strong> status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.11: JAG CCM shall coordinate <strong>the</strong> development <strong>of</strong> <strong>the</strong> next<br />

generation <strong>COPC</strong> shared network infrastructure with DoD and NOAA IT leadership. The JAG<br />

CCM shall leverage projects currently underway that are planning a NOAANet-DoD enterprise<br />

network capability. [NUOPC related]<br />

• CSAB 18 December 2008. CCM has invited Craig Hegemann to brief <strong>the</strong> current ef<strong>for</strong>t<br />

<strong>of</strong> a NOAAnet to DOD enterprise solution, at <strong>the</strong> next CCM telcon. The goal is to<br />

widen <strong>the</strong> scope <strong>of</strong> this project to also consider Navy and NESDIS. Review and update<br />

<strong>the</strong> status at <strong>the</strong> next CSAB telcon.<br />

• CSAB 22 January 2009. Luis Cano – CCM has a meeting scheduled <strong>for</strong> 11 Feb 2009<br />

with AFWA TD, CNMOC N6, Navy TDs, NESDIS Deputy CIO, and TOC Director.<br />

Review and update <strong>the</strong> status at <strong>the</strong> next CSAB telcon.<br />

• CSAB 26 February 2009. Luis Cano – CCM held <strong>the</strong> meeting and produced <strong>the</strong> Next<br />

Steps, which includes a data requirements ga<strong>the</strong>ring ef<strong>for</strong>t.<br />

• CSAB 19 March 2009. Luis Cano – need to hear back from Craig Hegemann to see if<br />

he has been in contact with <strong>the</strong> appropriate level at DISA. Review and update <strong>the</strong> status<br />

at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.12: JAG CCM will provide an ongoing process to capture and<br />

coordinate telecommunication requirements across <strong>COPC</strong> partners. These requirements would<br />

include <strong>the</strong> size <strong>of</strong> <strong>the</strong> data, when <strong>the</strong> data needs to be transmitted, when <strong>the</strong> data needs to be<br />

received, which <strong>COPC</strong> partner will send <strong>the</strong> data, which <strong>COPC</strong> partner will receive <strong>the</strong> data, <strong>the</strong><br />

schedule <strong>of</strong> when new data will or needs to be enabled, encryption requirements, o<strong>the</strong>r data<br />

restrictions, and related <strong>COPC</strong> business functions. As a follow-on action item, this process would<br />

be used to validate technical designs and resource estimates <strong>for</strong> new network infrastructure<br />

initiatives. This process would provide <strong>COPC</strong> continuing value by supporting network capacity<br />

management <strong>for</strong> existing infrastructure and help justify funding requests <strong>for</strong> future network<br />

upgrades. [NUOPC related]<br />

requirements to allow <strong>for</strong> technical analysis on <strong>the</strong> capacity that is needed <strong>for</strong> <strong>the</strong> future<br />

and to assist with budgetary decisions.<br />

• CSAB 22 January 2009. Luis Cano – CCM has a meeting scheduled <strong>for</strong> 11 Feb 2009<br />

and we may start to touch on each OPC’s requirements. Review and update <strong>the</strong> status at<br />

<strong>the</strong> next CSAB telcon.<br />

• CSAB 26 February 2009. Luis Cano – CCM held <strong>the</strong> meeting and produced <strong>the</strong> Next<br />

Steps, which includes a data requirements ga<strong>the</strong>ring ef<strong>for</strong>t.<br />

• CSAB 19 March 2009. Luis Cano – The requirements ga<strong>the</strong>ring data call went out to<br />

<strong>the</strong> <strong>COPC</strong> CIOs on 11 March with a response date <strong>of</strong> 24 April. Review and update <strong>the</strong><br />

status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.13: NESDIS will provide a timeline <strong>of</strong> product availability during<br />

Critical Infrastructure Protection (CIP) operations and a listing <strong>of</strong> products in each priority<br />

category.<br />

Status as <strong>of</strong> 19 March 2009: Open.<br />

• CSAB 18 December 2008. Selina Nauman has already delivered <strong>the</strong> listing <strong>of</strong> products,<br />

but <strong>the</strong> priority (order <strong>of</strong> delivery) <strong>of</strong> products when <strong>the</strong> CIP is invoked, has not been<br />

developed yet.


• CSAB 22 January 2009. Selina Nauman could not attend this meeting.<br />

• CSAB 26 February 2009. Selina Nauman provided <strong>the</strong> documented requirements <strong>for</strong><br />

priority 1 products (produced within 24 hours) and priority 2 products (produced within<br />

48 hours). Currently, priority 3 products are not intended to be produced at all. <strong>Action</strong><br />

can be closed with <strong>the</strong> addition <strong>of</strong> some definitions and <strong>the</strong>n distributed at <strong>the</strong> <strong>COPC</strong><br />

meeting.<br />

• CSAB 19 March 2009. Selina Nauman could not attend this meeting. Allan Darling<br />

will ask Selina to include in<strong>for</strong>mation from <strong>the</strong> NESDIS 9 April briefing. Review and<br />

update <strong>the</strong> status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.14: CSAB will oversee <strong>the</strong> work <strong>of</strong> <strong>the</strong> “Dropout Team” to<br />

continue examining <strong>the</strong> per<strong>for</strong>mance dropout issue and how lessons learned can be applied to<br />

numerical model per<strong>for</strong>mance improvements. This activity shall include establishing periodic<br />

interface with ECMWF to exchange QC methodologies/best practices. Recommendations <strong>for</strong><br />

QC <strong>of</strong> data, acquisition <strong>of</strong> new data sources and any o<strong>the</strong>r relevant issues shall be presented to<br />

<strong>the</strong> Spring 2009 <strong>COPC</strong>.<br />

• CSAB 22 January 2009. Brad Ballish – <strong>the</strong> dropout team reported on what <strong>the</strong>y have<br />

done at <strong>the</strong> AMS meeting. Allan Darling – A possible delivery <strong>for</strong> this action will be a<br />

list <strong>of</strong> best practices and an action plan.<br />

• CSAB 26 February 2009. Brad Ballish – drafted a letter to send to <strong>the</strong> European Centre<br />

and I’m waiting on comments from <strong>the</strong> dropout team. The letter is asking <strong>for</strong> possible<br />

explanations <strong>for</strong> some <strong>of</strong> <strong>the</strong> work we have done and <strong>for</strong> possible help <strong>for</strong> getting some<br />

higher resolution analysis.<br />

• CSAB 19 March 2009. Brad Ballish – still waiting on a response from <strong>the</strong> European<br />

Centre. Review and update <strong>the</strong> status at <strong>the</strong> next CSAB meeting.<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.15: CSAB will <strong>for</strong>mally invite NUOPC Program Manager (or<br />

designee) to attend all future <strong>COPC</strong> meetings and to participate in CSAB and JAG OCM<br />

<strong>COPC</strong> <strong>Action</strong> Item 2008-2.16: JAG OCM will examine <strong>the</strong> possibility <strong>of</strong> establishing a<br />

common post-processing baseline. This activity shall include scoping and bounding <strong>the</strong> issue,<br />

defining how it would work and what it would comprise (i.e. common set <strong>of</strong> s<strong>of</strong>tware),<br />

examining <strong>the</strong> effect <strong>of</strong> NUOPC ESMF decisions that have already been made and proposing a<br />

Zapotocny and <strong>the</strong> group will look at <strong>the</strong> areas where <strong>the</strong>re is potential to benefit from<br />

AIs (<strong>COPC</strong> AI 2008-01.3 and 2008-01.4) and that work is ongoing.<br />

• CSAB 26 August, 2008. CDR Moran noted <strong>the</strong> briefing out to <strong>COPC</strong> should cover all<br />

three AIs (<strong>COPC</strong> AI 2008-01.3, 2008-01.4, and 2008-01.5).<br />

• CSAB 18 September, 2008. Recommend closing three AIs (<strong>COPC</strong> AI 2008-01.3, 2008-<br />

01.4, and 2008-01.5) by preparing one briefing that addresses <strong>the</strong> content <strong>of</strong> each AI.<br />

Status: Prepare a briefing to review <strong>the</strong> global models issues <strong>for</strong> <strong>COPC</strong> and a draft<br />

briefing at <strong>the</strong> next CSAB meeting.<br />

• CSAB 22 October, 2008. Determine <strong>the</strong> way <strong>for</strong>ward from <strong>the</strong> <strong>COPC</strong> Executive<br />

Session. After <strong>the</strong> Dropout Team’s briefing to <strong>COPC</strong>, does <strong>COPC</strong> want continued work<br />

towards developing a real-time monitoring system as a daily analysis tool.<br />

• CSAB 21 November, 2008. Jim Vermeulen and Brad Ballish will have a<br />

recommendation at <strong>the</strong> next CSAB telcon.<br />

• CSAB 18 December 2008. Allan Darling will work with Jim Vermeulen and Brad<br />

Ballish to determine if this item needs to be adjusted in scope.<br />
