A message from the<br />

CHAIRMAN<br />

As the voice of business in <strong>Greater</strong> <strong>Oklahoma</strong> <strong>City</strong>,<br />

the <strong>Chamber</strong> is your advocate on issues affecting the<br />

business community. Each year, the legislative session<br />

presents us with the opportunity to strengthen our<br />

region’s business climate.<br />

We saw significant progress during the 2011 legislative<br />

session, but our work is far from over. The priorities<br />

laid out in our 2012 agenda will foster growth, both for<br />

<strong>Greater</strong> <strong>Oklahoma</strong> <strong>City</strong> and the business community.<br />

As our region continues to grow and expand, we must<br />

ensure that the decisions made at the capitol will not<br />

impede our progress.<br />

As we’re presented with another election year, the<br />

work of the <strong>Greater</strong> <strong>Oklahoma</strong> <strong>City</strong> <strong>Chamber</strong> Political<br />

Action Committee (<strong>Greater</strong> OKC <strong>Chamber</strong> PAC) is<br />

as important as ever. Through the PAC, we are able<br />

to support candidates for elected office who share our<br />

vision to create a business-friendly city. I cannot express<br />

how vital it is that the individuals who represent us in<br />

the halls of government share our vision for a greater<br />

<strong>Oklahoma</strong> <strong>City</strong>. During the last election year, the PAC<br />

supported 22 candidates – with 21 of those candidates<br />

elected to office.<br />

AGENDA<br />

ECONOMIC DEVELOPMENT<br />

Business Incentives<br />

All business incentives should provide the state with a<br />

benefit that outweighs the cost of the incentive.<br />

The <strong>Chamber</strong> therefore supports increased<br />

scrutiny, transparency and openness in<br />

evaluating the effectiveness of the<br />

state’s economic development<br />

incentives and the creation<br />

of a process to do so. In<br />

addition, we support<br />

revising the language<br />

of any incentive that<br />

needs to be changed or<br />

narrowed to accomplish<br />

its intended purpose.<br />

The <strong>Chamber</strong> relies heavily<br />

on a number of the state’s<br />

economic development and<br />

incentive programs to recruit<br />

companies to <strong>Greater</strong> <strong>Oklahoma</strong><br />

<strong>City</strong> and to promote the growth of<br />

our existing companies. We believe it is<br />

critical that certain programs be retained by<br />

the state.<br />

Our position on specific economic development<br />

incentives is:<br />

• The <strong>Chamber</strong> supports retaining premier<br />

economic development incentives that are critical<br />

in attracting new businesses to the <strong>Greater</strong><br />

<strong>Oklahoma</strong> <strong>City</strong> area and in providing existing<br />

businesses an economic incentive to expand.<br />

These incentive programs are for the most part<br />

unique to <strong>Oklahoma</strong> and separate the state from<br />

what other states and competing locations are<br />

offering. We will oppose attempts to change,<br />

sunset or repeal the following premier economic<br />

development incentives: The Quality Jobs Program<br />

(QJP), The 21st Century QJP, The Small<br />

Employer QJP, The Prime Contractor QJP and<br />

The Aerospace Engineer Tax Credit.<br />

• The <strong>Chamber</strong> supports protecting <strong>Oklahoma</strong>’s<br />

foundational incentive programs, which are<br />

basic incentives offered by virtually<br />

every other state and competing<br />

location. Without the following<br />

programs, <strong>Oklahoma</strong><br />

will not be considered<br />

a viable location by<br />

most companies: fiveyear<br />

ad valorem tax<br />

abatement and sales tax<br />

exemption on facilities<br />

and equipment used<br />

in manufacturing<br />

and warehouse and<br />

distributions systems,<br />

the Freeport (Inventory)<br />

Exemption and the<br />

Investment/New Jobs Tax<br />

Credit.<br />

• The <strong>Chamber</strong> supports the<br />

retention of several industry specific incentives that<br />

are necessary for the growth and development of<br />

industries important to <strong>Oklahoma</strong>’s economic<br />

future. Those programs are: the <strong>Oklahoma</strong><br />

Quality Events Act, <strong>Oklahoma</strong> Film & Music<br />

office incentives, the Sales Tax Exemption &<br />

Refund for Aircraft Repairs and Modification,<br />

the Sales Tax Exemption & Refund for Aircraft<br />

Maintenance or Manufacturing Facilities and the<br />

Excise Tax Exemption on Aircraft Sales.<br />

• The <strong>Chamber</strong> supports retaining the following<br />

Community Development Programs: 1) Tax<br />

Credit for Qualified Rehabilitation Expenditures<br />

for Historic Buildings; 2) Tax Credit for<br />

Electricity Generated by Zero-Emission<br />

• adopt the “Transparency in Private Attorney<br />

Contracting Act” to establish policies and limits<br />

on the use of private contingency fee attorneys<br />

on behalf of the state.<br />

• ensure the <strong>Oklahoma</strong> Evidence Code (section<br />

2407) mirrors the Federal Rules of Evidence<br />

with regard to products liability and subsequent<br />

remedial measures.<br />

• require that prior to any action, claim or<br />

motion for discovery against an officer, director,<br />

shareholder or member of a corporation or LLC,<br />

a judgment against the corporation or LLC must<br />

be unsatisfied.<br />

Facilities; and, 3) Tax Credit for Energy Efficient<br />

Residential Construction. These programs have<br />

different policy objectives than the economic<br />

development incentive programs and should<br />

therefore be evaluated under different metrics.<br />

Research and Development<br />

The <strong>Chamber</strong> advocates for full funding of programs<br />

managed by OCAST, including the Seed Capital Fund<br />

and other programs managed by i2E, to support the<br />

creation and growth of small businesses and jobs in<br />

<strong>Oklahoma</strong>.<br />

We advocate for the protection of the Economic<br />

Development Generating Excellence Fund (“EDGE<br />

Fund”) from being repealed or borrowed from and<br />

support identifying a permanent funding source to allow<br />

the Fund to reach $1 billion.<br />

Liquor Laws<br />

The <strong>Chamber</strong> will work with industry stakeholders,<br />

legislators and others to update the state’s liquor laws.<br />

We support legislation to address liquor licensing issues in<br />

Bricktown relating to the 300-foot rule, which prevents<br />

the ABLE Commission from granting liquor licenses to<br />

new bars within 300 feet of schools or churches.<br />

Lawsuit Reform<br />

The <strong>Chamber</strong> supports legislation that will:<br />

• significantly reform the state’s class action lawsuit<br />

statutes.<br />

• permit the admissibility of evidence of collateral<br />

source payments.<br />

Workers’ Compensation Reform<br />

The <strong>Chamber</strong> believes the impact of the reforms<br />

enacted during the 2011 legislative session should be<br />

fully evaluated before enacting additional, significant<br />

reforms. Until then, we support incremental reforms<br />

to streamline the process, eliminate waste and delay<br />

from the system and produce lower premium costs for<br />

<strong>Oklahoma</strong> employers.<br />

Business Tax Reform<br />

The <strong>Chamber</strong> supports legislation or a constitutional<br />

amendment to permanently address the 2009 ruling<br />

of the <strong>Oklahoma</strong> Supreme Court which held that ad<br />

valorem tax is owed on a company’s Intangible Personal<br />

Property (such as trademarks, patents, computer<br />

software, contracts, customer lists, goodwill and<br />

advertising campaigns).<br />

Income Tax Reform<br />

The <strong>Chamber</strong> supports a reduction in the state income<br />

tax provided the necessity of generating increased revenue<br />

does not fall disproportionately or unfairly on businesses.<br />

Immigration Reform<br />

The <strong>Chamber</strong> opposes illegal immigration. We support an<br />

improved immigration process that promotes the ability of<br />

students and workers to enter the U.S. lawfully and allows<br />

employers to accurately verify the status of employees<br />

through a federal database. We believe that immigration<br />

policy should be set by the federal government and<br />

support comprehensive reform at that level.<br />

Additionally, the <strong>Chamber</strong> will support immigration<br />

reform on the state level that:<br />

1) is consistent with federal law;<br />

2) does not place unreasonable burdens, costs or<br />

penalties on <strong>Oklahoma</strong> employers;<br />

3) is directed toward law enforcement issues related<br />

to <strong>Oklahoma</strong> crimes;<br />

4) will not lead to “racial profiling” by law<br />

enforcement officials; and,<br />

5) does not limit the ability of students graduating<br />

from <strong>Oklahoma</strong> high schools to qualify for statesupported<br />

aid or pay in-state tuition.<br />

American Indian Cultural Center & Museum<br />

The <strong>Chamber</strong> supports legislation to allow state bonds to<br />

be issued to match privately-raised funds to facilitate the<br />

completion of the American Indian Cultural Center &<br />

Museum.<br />

Water<br />

The <strong>Chamber</strong> will work with the <strong>City</strong> of <strong>Oklahoma</strong><br />

<strong>City</strong> to ensure the availability of a long-term water supply<br />

for central <strong>Oklahoma</strong>. We will continue to monitor the<br />

implementation of the state comprehensive water plan<br />

and water-related legislation to protect central <strong>Oklahoma</strong>’s<br />

water supply.<br />

Pension Reform<br />

The <strong>Chamber</strong> supports a constitutional amendment to<br />

protect and strengthen the financial condition of the<br />

state’s pension plans by requiring existing pension benefit<br />

obligations be satisfactorily funded before adopting<br />

additional benefit improvements.<br />

PRE-K - 12 EDUCATION<br />

Early Childhood Education<br />

The <strong>Chamber</strong> has been a steadfast supporter for early<br />

childhood education including support for full funding of<br />

pre-kindergarten and kindergarten programs. We support<br />

legislative initiatives that would enhance early childhood<br />

education programs and initiatives.<br />

Transformational Education Reform<br />

In 2011 legislation was introduced that would create an<br />

in-state competitive program to fund new and innovative<br />

programs to improve performance, close the achievement<br />

gap and raise accountability. The <strong>Chamber</strong> supports<br />

passage of legislation that will allow the State Department<br />

of Education to create an in-state grant program to<br />

encourage innovative programs.<br />

Charter Schools and School Choice<br />

The <strong>Chamber</strong> has been a strong advocate for the creation<br />

and use of charter schools and creation of more education<br />

choices. We support reforms that enable charter schools<br />

to fund infrastructure, including changes to the school<br />

funding formula and/or allowing charter schools to be able<br />

to utilize bond funding. We also support efforts to lift the<br />

caps on how many students can attend a charter school.<br />

Improved Transparency<br />

In 2011 the legislature enacted a new law that requires<br />

all schools to be graded on an A-F system instead of the<br />

current 0-1500 rating scale – improving transparency and<br />

making it easier for parents to evaluate school performance.<br />

We support passage of follow-up legislation and regulatory<br />

changes needed to improve transparency. In particular we<br />

encourage careful consideration of key factors that impact<br />

the new grading system including data matching issues,<br />

economic development impact and utilization of overall<br />

school improvement data.<br />

Online Education / Virtual Schools<br />

Programs that offer online education opportunities are<br />

expanding rapidly, but there are concerns about the impact<br />

on school funding and questions about the quality and<br />

accountability of online providers. We support legislation<br />

to define curriculum and academic requirements that will<br />

allow students to earn academic credit via online courses.<br />

We support changes only if online education providers<br />

meet content and rigor requirements similar to local<br />

public schools. We support legislation to clarify the rules<br />

governing online and/or virtual schools and that creates<br />

transparency for providers, school districts, parents and<br />

students.<br />

Increased Instruction Time<br />

Studies show a correlation between student time in<br />

the classroom and increased academic performance.<br />

<strong>Oklahoma</strong> currently requires only 175 instructional days,<br />

which is among the lowest in the nation, and some schools<br />

have instructional days of six hours or less. We support<br />

legislation that facilitates increasing instruction time in the<br />

classroom and time on-task. This may include additional<br />

days and/or additional hours in the instructional day.<br />

Improved Teacher Preparation<br />

Teachers face many challenges, and schools that train<br />

teachers must continue to improve curriculum and<br />

better prepare teachers. We support implementation of<br />

programs that will improve the education of teachers and<br />

provide them with additional “real world experience”<br />

before they enter the workforce. Higher education<br />

should also monitor graduates once they start teaching.<br />

Incentives for Excellence in Teaching<br />

The recruitment, development and retention of strong<br />

and dedicated teachers are fundamental elements of any<br />

successful educational system. We support<br />

utilization of the National Board<br />

Certification (NBCT) model as a<br />

basis for creating high performing<br />

teachers but encourage these<br />

reforms:<br />

• pay teachers who<br />

previously qualified<br />

for NBCT stipends<br />

for the remainder of<br />

their certification, plus<br />

the years missed.<br />

• recommit to offering<br />

NBCT scholarships<br />

for teachers to pursue<br />

certification and/or recertification,<br />

with a cap to<br />

contain costs.<br />

• phase-out NBCT stipend as the certification hits<br />

the 10-year expiration date.<br />

• invest in a pilot, whole-school professional<br />

development model.<br />

• initiate discussion of pay-for-service stipend<br />

model for future NBCTs.<br />

Teacher Salaries - Pay for Performance<br />

The business community has regularly supported efforts<br />

to raise teacher salaries to the regional average. The<br />

<strong>Chamber</strong> will continue to support creating competitive<br />

salary and benefits for teachers, but any future benefit<br />

enhancements should be based on improved student<br />

performance.<br />

In 2010 legislation authorized creation of an innovative<br />

Teacher and Leader Evaluation (TLE) system that will<br />

tie evaluation to student performance, change definition<br />

of tenure and create an incentive pay system. We support<br />

aggressive implementation of the TLE system and a payfor-performance<br />

system to provide financial incentives<br />

for high performing educators.<br />

Student Records Systems<br />

In 2009 the legislature enacted a bill to begin creation<br />

of a statewide P-20 student records system. In 2010<br />

additional legislation required dramatic improvement of<br />

the system as part of the TLE. The system must include<br />

student level, course grades, testing results, demographic<br />

and personal information. The system would also help<br />

track students who move from district to<br />

district and help monitor graduation<br />

rates. The <strong>Chamber</strong> supports<br />

aggressive implementation of<br />

a uniform, statewide student<br />

records system.<br />

Improve Curriculum<br />

Standards<br />

In 2010 legislation was<br />

passed that requires the<br />

State Board of Education<br />

to adopt the K-12<br />

Common Core Standards.<br />

We support aggressive and<br />

full implementation of the core<br />

standards and, in particular, encourage<br />

higher math standards.<br />

Maintain and Protect Graduation Requirements<br />

The <strong>Chamber</strong> and the <strong>Oklahoma</strong> Business & Education<br />

Coalition (OBEC) worked to ensure all high school<br />

graduates are academically prepared to enter college or<br />

the workforce and supported the Achieving Classroom<br />

Excellence (ACE) law that requires students to complete<br />

rigorous coursework and pass four of seven end-ofinstruction<br />

exams. We oppose weakening graduation<br />

requirements or curriculum standards, as well as<br />

legislative and administrative actions that could reduce<br />

the rigor of the testing system.<br />

<strong>Oklahoma</strong> School of Science and Mathematics<br />

The <strong>Oklahoma</strong> School of Science and Mathematics<br />

(OSSM) has consistently ranked among the nation’s top<br />

public high schools, and has the highest average ACT<br />

score in the U.S. We support the full funding of OSSM<br />

so it can remain a center for excellence. Also, we will<br />

oppose efforts that would require OSSM students to pay<br />

for portions of their tuition or room and board, as this<br />

would create a barrier for certain students to attend.<br />

Health and Wellness<br />

The health statistics of <strong>Oklahoma</strong>ns and in particular,<br />

children, are alarming. A key factor in improving our<br />

overall health is awareness of what can be done to improve<br />

our health status. We support initiatives to encourage<br />

more health and wellness programs in our schools.<br />

HIGHER EDUCATION<br />

College Degree Completion<br />

In September 2011, Gov. Mary Fallin announced a new<br />

higher education initiative to increase the number of<br />

<strong>Oklahoma</strong>ns who have post secondary certificates and<br />

college degrees. The <strong>Chamber</strong> supports passage of the<br />

legislative initiatives that will enhance implementation of<br />

Gov. Fallin’s college degree completion plan.<br />

Funding<br />

Increasing the number of college graduates in <strong>Oklahoma</strong><br />

will increase our per capita income and strengthen<br />

our economy. We support higher education funding<br />

as growth revenue is available and support leaving the<br />

tuition setting authority with the <strong>Oklahoma</strong> State<br />

Regents for Higher Education. The <strong>Chamber</strong> supports<br />

higher education capital and maintenance improvements<br />

to support record enrollment growth. We also support<br />

continuation of OTEG (equalization grants) and OTAG<br />

(aid grants).<br />

Endowed Chairs<br />

The Endowed Chairs program is an effective program<br />

that provides state funding to match private contributions<br />

for teaching and research professorships. The <strong>Chamber</strong><br />

supports finding a solution to help the state meet the<br />

commitment to match private contributions.<br />

Campus Safety<br />

In the past three years legislation has been introduced<br />

that would allow certain students to carry concealed<br />

weapons onto college property. The <strong>Chamber</strong> continues<br />

to oppose efforts to permit the carrying of concealed<br />

weapons on higher education campuses.<br />

<strong>Oklahoma</strong>’s<br />

Promise<br />

OK Promise is<br />

one of the most<br />

successful college<br />

access programs<br />

in the country.<br />

There have been<br />

efforts in past<br />

sessions to change<br />

the program’s<br />

requirements to<br />

reduce the number<br />

of students eligible<br />

to participate.<br />

Changing the<br />

program’s requirements would alter its intent, which is<br />

to ultimately provide students more access to college,<br />

resulting in an increase in <strong>Oklahoma</strong> college graduates.<br />

We oppose legislation that would change the focus of the<br />

program.<br />

Career Tech System<br />

The <strong>Oklahoma</strong> Career Tech System is recognized as<br />

one of the top systems in the nation. The <strong>Chamber</strong><br />

supports enhancement of Career Tech programming<br />

and funding. In particular we support legislation that<br />

creates additional flexibility in utilizing the building<br />

fund and legislation requiring a fourth unit of math that<br />

recognizes CTE (career technology education) math as<br />

meeting graduation requirements.<br />

The <strong>Chamber</strong> opposes legislation that further expands<br />

possession of firearms on technology center campuses.<br />

HEALTH CARE<br />

Mandates<br />

The <strong>Chamber</strong> opposes new health insurance mandates<br />

and liability that will undermine an employer’s ability to<br />

provide quality health insurance at a reasonable cost to<br />

employees.<br />

Health Insurance Network<br />

The <strong>Chamber</strong> supports the creation of an <strong>Oklahoma</strong>-led<br />

and private sector-based state health insurance network<br />

that will provide a marketplace for <strong>Oklahoma</strong>ns and<br />

primary care physicians and allied health professionals<br />

in <strong>Oklahoma</strong>, especially in rural and underserved areas,<br />

through expansion of residency programs in the state’s<br />

medical schools, scholarships, loan forgiveness and other<br />

incentives. We further support efforts to identify new<br />

funding streams dedicated to this initiative.<br />

serve to prevent the imposition of burdensome federal<br />

mandates upon the State of <strong>Oklahoma</strong> required under<br />

the current federal health care law.<br />

Research and Development<br />

The <strong>Chamber</strong> will oppose efforts to unreasonably restrict<br />

the continued development of the state’s bioscience and<br />

research programs and will support efforts to foster an<br />

environment that is conducive to further research.<br />

Medicaid<br />

Because HB 1381 (the Supplementary Hospital Offset<br />

Payment Program (SHOPP) Act) expires in 2014, the<br />

<strong>Chamber</strong> supports a long-term solution to fund the<br />

state’s Medicaid program through full reimbursement<br />

funding for Medicaid services provided by hospitals to<br />

the federal upper payment limit (UPL). The <strong>Chamber</strong><br />

further supports setting the Medicaid reimbursement<br />

rate for physicians at no less than 100 percent of<br />

Medicare rates.<br />

Wellness<br />

The <strong>Chamber</strong> supports state wellness and prevention<br />

programs that serve to improve the health of<br />

<strong>Oklahoma</strong>ns, such as programs supported through the<br />

State Department of Health, outreach initiatives, as well<br />

as workplace and school-based wellness programs.<br />

Smoking<br />

The <strong>Chamber</strong> supports legislation that would remove<br />

the restriction on the hiring of non-smokers after Nov.<br />

1, 2012.<br />

The <strong>Chamber</strong> will monitor legislation that would give<br />

municipalities the right to ban smoking in public places.<br />

Increased Health Professional Workforce<br />

The <strong>Chamber</strong> supports incentives to recruit and retain<br />

Federal Issues<br />

The <strong>Chamber</strong> supports improving health care quality,<br />

coverage and affordability without imposing new<br />

mandates and/or taxes on business. Therefore, we<br />

oppose a single-payer government-run/public option or<br />

health care system with government mandates.<br />

The <strong>Chamber</strong> will advocate for funding and completion<br />

of the I-40 Crosstown realignment mainline in 2012.<br />

The <strong>Chamber</strong> will advocate for funding and completion<br />

of the teardown of the elevated portion of the existing<br />

I-40 Crosstown to make way for the Downtown<br />

Boulevard by 2013.<br />

The <strong>Chamber</strong> will work with the Congressional<br />

Delegation, the <strong>Oklahoma</strong> Department of Transportation<br />

(ODOT), and the <strong>City</strong> of <strong>Oklahoma</strong> <strong>City</strong> to complete<br />

the Downtown Boulevard by 2014.<br />

The <strong>Chamber</strong> will advocate for completion of the<br />

Lincoln/Byers project to connect Bricktown to the<br />

<strong>Oklahoma</strong> River and Boathouse Row in 2012.<br />

Federal Highway Trust Fund<br />

The <strong>Chamber</strong> will work with ODOT, the <strong>City</strong> of<br />

<strong>Oklahoma</strong> <strong>City</strong> and our Congressional Delegation to<br />

secure a permanent funding solution for the Federal<br />

Highway Trust Fund. We also support the reauthorization<br />

of the multi-year Surface Transportation Act.<br />

Major Interchanges<br />

The <strong>Chamber</strong> will advocate for funding and completing<br />

work on major interchanges located at I-44 and<br />

Broadway Extension, I-240 and I-35 (Crossroads) as well<br />

The <strong>Chamber</strong> will advocate for completion of the I-235/<br />

Harrison/10th Street ramp access improvements in<br />

Governor’s Bridge Improvement and Turnpike<br />

The <strong>Chamber</strong> supports Governor Fallin’s Bridge<br />

Improvement and Turnpike Modernization Plan to<br />

<strong>Oklahoma</strong> to operate the Heartland Flyer Amtrak<br />

service to Forth Worth.<br />

Quiet Zones<br />

The <strong>Chamber</strong> will work with the <strong>City</strong> of <strong>Oklahoma</strong><br />

<strong>City</strong> to establish a Railroad Quiet Zone on the BNSF<br />

mainline running through downtown <strong>Oklahoma</strong> <strong>City</strong>.<br />

Alternative Transportation<br />

The <strong>Chamber</strong> encourages the construction of sidewalks,<br />

trails and bike lanes where appropriate.<br />

AGENDA<br />

The <strong>Greater</strong> <strong>Oklahoma</strong> <strong>City</strong> <strong>Chamber</strong> recognizes the<br />

benefits of partnerships when working to represent the<br />

business community and create a pro-business climate<br />

statewide. In 2012, the <strong>Chamber</strong> will work with the<br />

Tulsa Metro <strong>Chamber</strong> in lobbying the state legislature on<br />

the following issues.<br />

EDGE Endowment Fund<br />

The <strong>Chamber</strong>s advocate protecting the Economic<br />

Development Generating Excellence (EDGE) fund from<br />

being repealed or borrowed from and support identifying<br />

a permanent funding source to allow the fund to reach<br />

$1 billion.<br />

DEVELOPMENT,<br />

ECONOMY & TAXES<br />

Economic Development Incentives<br />

The <strong>Chamber</strong>s support legislation or a constitutional<br />

amendment to permanently address the 2009 ruling<br />

of the <strong>Oklahoma</strong> Supreme Court which held that ad<br />

valorem tax is owed on a company’s Intangible Personal<br />

Property (such as trademarks, patents, computer<br />

software, contracts, customer lists, goodwill and<br />

advertising campaigns).<br />

The <strong>Chamber</strong>s support the continued implementation<br />

of effective tax credits as a means of maintaining<br />

<strong>Oklahoma</strong>’s competitiveness with surrounding states<br />

and to continue attracting high-quality jobs for our<br />

citizens. In particular, we support the Quality Jobs<br />

Program (QJP); the 21st Century QJP; the Qualified<br />

Rehabilitation Expenditures for Historic Buildings<br />

incentive and the Investment/New Jobs Tax Credit.<br />

The <strong>Chamber</strong>s support funding the Governor’s Quick<br />

Action Closing Fund provided the safeguards currently<br />

in HB 1953 remain in place and measurable employee,<br />

salary and capital investment targets are implemented<br />

to ensure accountability and transparency in project<br />

selection.<br />

<strong>Oklahoma</strong> Quality Events Act<br />

The <strong>Chamber</strong>s support full implementation of the<br />

<strong>Oklahoma</strong> Quality Events Act.<br />

Liquor Laws<br />

The <strong>Chamber</strong>s will work with all significant stakeholders<br />

to examine the benefits and consequences of updating<br />

the state’s liquor laws.<br />

OCAST<br />

The <strong>Chamber</strong>s advocate full funding for programs<br />

managed by OCAST, including the Seed Capital Fund<br />

and other programs managed by i2E, to support the<br />

creation and growth of small businesses and jobs in<br />

<strong>Oklahoma</strong>.<br />

TRANSPORTATION<br />

Bridge Improvement & Turnpike<br />

Modernization Plan<br />

The <strong>Chamber</strong>s support Gov. Fallin’s Bridge Improvement<br />

& Turnpike Modernization Plan to repair or replace all<br />

of <strong>Oklahoma</strong>’s structurally deficient and functionally<br />

obsolete bridges by 2019 and to expand the Creek and<br />

Kilpatrick Turnpikes provided that it does not negatively<br />

impact funding levels for education.<br />

Existing Road Funding<br />

The <strong>Chamber</strong>s will defend all existing road funding;<br />

prevent any diversion of monies; and support increased<br />

funding for transportation by developing an adequate,<br />

comprehensive funding strategy to broaden the sources<br />

of funds and increase the total amount going to<br />

transportation statewide.<br />

The <strong>Chamber</strong>s support efforts made by the state<br />

legislature to secure transportation funding and preserve<br />

ODOT’s eight-year construction work plan. We support<br />

methods to expedite the critical need for weigh station<br />

completion and weigh-in-motion infrastructure that<br />

protect road and bridge quality from overweight freight<br />

traveling through the state.<br />

Workers’ Compensation Reform<br />

The <strong>Chamber</strong>s believe additional reforms to the state’s<br />

workers’ compensation laws are necessary to protect<br />

business and improve our state’s competitive position for<br />

economic development. However, we believe the impact<br />

of the reforms enacted during the 2011 legislative<br />

session should be evaluated before additional reforms are<br />

pursued.<br />

Lawsuit Reform<br />

The <strong>Chamber</strong>s believe additional lawsuit reforms<br />

should be considered to help foster a positive business<br />

environment in <strong>Oklahoma</strong>.<br />

EDUCATION<br />

The <strong>Chamber</strong>s support passage of legislative initiatives<br />

which will enhance implementation of Gov. Fallin’s<br />

college degree completion plan, helping to reduce and<br />

eliminate <strong>Oklahoma</strong>’s critical shortage of highly skilled<br />

and educated workers.<br />

The <strong>Chamber</strong>s support passage of the legislation that will<br />

allow the State Department of Education to create an instate<br />

grant program to encourage incentive programs.<br />

The <strong>Chamber</strong>s support legislation to define curriculum<br />

and academic requirements that will allow students<br />

(older and secondary) to earn academic credit via online<br />

courses. We support legislation only if online education<br />

providers meet academic content, rigor and assessments<br />

requirements similar to public schools. We also support<br />

legislation that clarifies the rules governing online/virtual<br />

schools, enrollment periods and that creates transparency<br />

for providers, school districts and parents.<br />

The <strong>Chamber</strong>s support legislation that facilitates<br />

increasing instruction time in the classroom and time<br />

on-task. This may include additional days and/or<br />

additional hours in the instructional day.<br />

The <strong>Chamber</strong>s support utilization of the National Board<br />

Certification (NBCT) model as a basis for creating high<br />

performing teachers but encourage these reforms:<br />

• pay teachers who previously qualified for NBCT<br />

stipends for the remainder of their certification,<br />

plus years missed.<br />

recommit to offering NBCT scholarships for<br />

teachers to pursue certification and/or recertification,<br />

with a cap to contain costs.<br />

• phase-out NBCT stipend as the certification hits<br />

the 10-year expiration date.<br />

• invest in a pilot, whole-school professional<br />

development model.<br />

• initiate discussion of pay-for-service stipend<br />

model for future NBCTs.<br />

IMMIGRATION<br />

The <strong>Chamber</strong>s oppose illegal immigration. We support<br />

an improved immigration process that promotes the<br />

ability of students and workers to enter the United<br />

States lawfully and allows employers to accurately verify<br />

the status of employees through a federal database. The<br />

<strong>Chamber</strong>s believe that immigration policy should be set<br />

by the federal government and support comprehensive<br />

reform at that level that recognizes the need for essential<br />

workers so the U.S. can continue to attract the best and<br />

brightest talent from around the world.<br />

PENSION REFORM<br />

The <strong>Chamber</strong>s support protecting and strengthening<br />

the financial condition of the state’s pension plans by<br />

requiring existing pension benefit obligations to be<br />

satisfactorily funded before adopting additional benefit<br />

improvements.<br />

FEDERAL<br />

The <strong>Chamber</strong>s will encourage members of Congress to<br />

restrict federal agency rulemaking authority so that rules<br />

potentially resulting in a strong detrimental economic<br />

impact to the business community are required to<br />

produce a proven environmental benefit in order to be<br />

passed. This includes, but is not limited to, regulatory<br />

initiatives related to the regulation of ozone levels,<br />

carbon and greenhouse gases and water.<br />

The <strong>Chamber</strong>s support fair and equal treatment of local<br />

business through the passage of the Marketplace Fairness<br />

Act, allowing collection of sales tax from online sales and<br />

preventing the further erosion of our local merchants’<br />

competitiveness.<br />

The <strong>Chamber</strong>s support timely reauthorization of the<br />

multi-year surface transportation act and securing<br />

a permanent and adequate funding solution for the<br />

Highway Trust Fund.<br />

The <strong>Chamber</strong>s will work to attain Center for<br />

Medicare and Medicaid Services (CMS) approval of<br />

the Supplemental Hospital Offset Payment Program<br />

(SHOPP).<br />

The <strong>Chamber</strong>s support the development of an<br />

intermodal transportation system, including streets,<br />

transit, express buses, ports, airports, and rail.<br />

HEALTHCARE<br />

The <strong>Chamber</strong>s support the creation of an <strong>Oklahoma</strong>-led<br />

and private sector-based state health insurance network<br />

that will provide a marketplace for <strong>Oklahoma</strong>ns and<br />

serve to prevent the imposition of burdensome federal<br />

mandates upon the State of <strong>Oklahoma</strong> required under<br />

the current federal health care law.<br />

Because HB 1381 (the SHOPP Act) expires in 2014,<br />

the <strong>Chamber</strong>s support a long-term solution to fund the<br />

state’s Medicaid through full reimbursement funding for<br />

Medicaid services provided to the federal upper payment<br />

limit (UPL). The <strong>Chamber</strong>s further support setting the<br />

Medicaid reimbursement rate for physicians at no less<br />

than 100 percent of Medicare rates.<br />

The <strong>Chamber</strong>s oppose new health insurance mandates<br />

and liability that will undermine an employer’s ability<br />

to provide quality health insurance at reasonable cost to<br />

employees.<br />

The <strong>Chamber</strong>s support incentives to recruit and retain<br />

primary care physicians and allied health professionals<br />

in <strong>Oklahoma</strong>, especially in rural and underserved areas,<br />

through expansion of residency programs in the state’s<br />

medical schools, scholarships, loan forgiveness and other<br />

incentives. The <strong>Chamber</strong> further supports efforts to<br />

identify new funding streams dedicated to this initiative.<br />

The <strong>Chamber</strong> also partners with the Central<br />

<strong>Oklahoma</strong> Regional Advocacy Alliance (CORAA),<br />

a regionally-focused advocacy group composed<br />

of <strong>Greater</strong> <strong>Oklahoma</strong> <strong>City</strong> area chamber of<br />

commerce executives and business leaders that<br />

is dedicated to active dialogue and engagement<br />

on core issues impacting the economic health of<br />

central <strong>Oklahoma</strong>.<br />

In 2012, the <strong>Chamber</strong> will work with CORAA<br />

and its members to advocate on behalf of key<br />

issues such as federal air quality standards;<br />

transportation infrastructure funding; and the<br />

protection of water supplies.<br />

The Research Institute for Economic Development<br />

SCORES<br />

The Research Institute for Economic Development<br />

(RIED) evaluates voting records of legislators in the<br />

<strong>Oklahoma</strong> House and Senate to determine their support<br />

for business, jobs and economic growth legislation.<br />

Founded in 1997 by business, industry and financial<br />

leaders across the state, RIED is a non-partisan<br />

organization endorsed by the <strong>Greater</strong> <strong>Oklahoma</strong> <strong>City</strong><br />

<strong>Chamber</strong>, the Tulsa Metro <strong>Chamber</strong> and The State<br />

<strong>Chamber</strong>.<br />

The results of the evaluation are published in an annual<br />

study.<br />

The 2011 study showed strong support for economic<br />

growth in both the House and Senate. This year, 64%<br />

of the House and Senate earned passing scores. When<br />

RIED released its first evaluations in 1999, only 35% of<br />

<strong>Oklahoma</strong>’s legislators supported business and economic<br />

growth issues.<br />

Legislators’ RIED scores for 2005-2011 are listed<br />

The administrative body of <strong>Oklahoma</strong> County is the Board of County<br />

Commissioners, which was created by the <strong>Oklahoma</strong> Legislature. <strong>Oklahoma</strong><br />

County, like all counties in <strong>Oklahoma</strong>, is divided into three districts. The<br />

districts are as equal in population as possible, numbered 1, 2, and 3, and<br />

subject to alteration by the <strong>Oklahoma</strong> Legislature not more than once every 10<br />

years. One commissioner is elected from each district for a term of four years.<br />

Elections are held every two years, beginning with a primary on the last<br />

Tuesday in July. The run-off is held on the fourth Tuesday of Aug., and the<br />

general election is on the first Tuesday following the first Monday in Nov.<br />

<strong>Oklahoma</strong> <strong>City</strong> is governed by a council/manager system established by<br />

an amendment to the city charter in 1927. The charter, adopted in 1916,<br />

originally called for a commission form of government. The mayor and<br />

eight city council members are elected to four-year terms. In order to keep<br />

continuity within city government, half of the council is elected every two<br />

years. The city is divided into eight wards. The voters of each ward elect a<br />

council member to represent them, and the mayor is elected at large. The<br />

mayor and the council appoint a city manager to serve as the city’s chief<br />

administrative official.<br />

Primary elections are held the first Tuesday of March. The general election is<br />

held the first Tuesday of April. The filing period is neither more than 29 days<br />

nor less than 24 days before the primary election. Elections for the city wards<br />

are always held in odd-numbered years, while the mayoral election is held in<br />

an even-numbered year. Elections for 2011 are as follows:<br />

Since our beginning, we have lived the mission of the Sisters of Mercy who founded our<br />

ministry. Today, Mercy continues to live across seven states we serve. And in the months<br />

to come, all of us will not only be united in name and in spirit, but by a new symbol. This<br />

symbol — a contemporary version of the one first used by Catherine McAuley, founder of<br />

the Sisters of Mercy — will represent Mercy everywhere we serve. Moving forward,<br />

together we will continue to listen, learn and transform the way we care.<br />
