Sub:- Pay Revision 2004 - further clarifications issued.<br />

In the letter cited above, the Accountant General (A&E), Kerala<br />

has sought clarifications on various points relating to Pay Revision<br />

2004. Government have examined the points in detail and are pleased<br />

to issue the following clarifications.<br />

1) A question has been raised as to whether the prior Govt. service<br />

(regular/provisional) which is not in the feeder category post can be<br />

reckoned for service weightage at the rate of one increment for each<br />

completed 4 years year of service. It is clarified that the following prior<br />

State Government service will be reckoned for giving service<br />

weightage:<br />

i) Prior regular service of those who are appointed to posts<br />

having same/higher time scale of pay by direct recruitment<br />

by PSC or by transfer method while officiating in a post.<br />

ii)<br />

Prior regular service of those appointed from posts having<br />

higher time scale of pay to one on lower time scale of pay<br />

through PSC.

iii)<br />

Prior regular service of those who are on higher time scale<br />

of pay appointed to posts on lower time scale of pay as per<br />

provisions in special rules.<br />

2) Provisional service reckoned for increment alone will be reckoned as<br />

qualifying service for weightage.<br />

3) In respect of employees whose increments are withheld for want of<br />

declaration of probation, service weightage is admissible only after<br />

excluding the periods during which the increments are withheld. In<br />

such cases, admissible service weightage can be allowed by reckoning<br />

the excluded period also, only after declaration of probation and grant<br />

of withheld increments.<br />

4) The benefit of opting to remain in the pre revised scale till the date of<br />

promotion is restricted to the employees who were promoted during<br />

the period from 1/7/2004 to 24/3/<strong>2006</strong> vide Rule 7(2) of Annexure 2<br />

of Pay Revision Order. However, those employees who are eligible for<br />

the improved ratio/percentage based higher grades as per orders<br />

contained in the Pay Revision Orders,with effect from 25/3/<strong>2006</strong><br />

cannot opt to continue in the lower pre-revised scale beyond<br />

25/3/<strong>2006</strong>. They have to come over to the higher grade post in the<br />

revised scale with effect from 25/3/<strong>2006</strong> itself. In respect of newly<br />

created ratio/percentage based higher grade an employee cannot opt<br />

revision of pay w.e.f. 25/3/<strong>2006</strong>.<br />

5) Those who were appointed to new posts by direct recruitment by<br />

PSC, transfer method by PSC or by provisions in special rules during<br />

the period from 1/7/2004 to 25/3/<strong>2006</strong> in the pre-revised scale, are<br />

not eligible to opt for the revision of scale of pay of above posts under

Rule 7(1) of Annexure 2 of Pay revision order. They will be deemed<br />

to have been appointed in the revised scale and will therefore not be<br />

eligible for fixation benefits.<br />
