UNDP has comparative advantages in providing<br />
technical cooperation, for e.g., upstream<br />
programming such as capacity development <strong>and</strong><br />
improvement of institutions. These complement<br />
UNODC’s strength in the normative legal <strong>and</strong><br />
enforcement aspects such as asset recovery <strong>and</strong><br />
mutual legal assistance (Hussman <strong>and</strong> Penailillo<br />
2007).<br />
Given that UNCAC contains a wide variety of<br />
preventive <strong>and</strong> punitive anti-corruption provisions,<br />
state parties to UNCAC are required to make<br />
considerable changes to their laws <strong>and</strong> institutions<br />
to comply with UNCAC provisions. The legislative<br />
reforms needed towards this are only a first step.<br />
The serious implementation of the Convention<br />
would require, in many cases, a comprehensive<br />
revision of institutional set-ups.<br />
UNDP’s ongoing activities on governance <strong>and</strong><br />
corruption in many countries, its presence in more<br />
than 135 countries <strong>and</strong> its proven capacity to<br />
mobilize partnerships make it particularly<br />
well-positioned to assist with these changes, in<br />
partnership with other organizations.<br />
4.3. UNDP’s Global Thematic Programme<br />
on Anti-<strong>Corruption</strong><br />
As a response to increasing dem<strong>and</strong> for<br />
anti-corruption interventions at the country level,<br />
UNDP has developed a Global Thematic<br />
Programme on Anti-<strong>Corruption</strong> for <strong>Development</strong><br />
Effectiveness (PACDE) 2008-2011. The global<br />
programme aims to align <strong>and</strong> streamline UNDP’s<br />
anti-corruption approach across its m<strong>and</strong>ated areas<br />
<strong>and</strong> providing COs <strong>and</strong> UNDP partners with access<br />
to knowledge <strong>and</strong> resources.<br />
