3. <strong>BOEC</strong> examinations<br />
• It is a 1-<strong>to</strong>-1 carefully structured conversation<br />
between <strong>the</strong> c<strong>and</strong>idate <strong>and</strong> a trained, certified<br />
examiner.<br />
• The genuine interaction measures fluency,<br />
accuracy <strong>and</strong> communication skills.<br />
• It was launched in 2002, <strong>and</strong> revised in 2007.<br />
• In 2009, <strong>BOEC</strong> was completely computerized in<br />
registration, administration <strong>and</strong> reporting results.

analytical scores against five analytical cr<strong>it</strong>eria:<br />
Grammar <strong>and</strong> vocabulary (range <strong>and</strong> flexibil<strong>it</strong>y, accuracy)<br />
Discourse Management (coherence, extent, relevance)<br />
Pronunciation (stress <strong>and</strong> rhythm, in<strong>to</strong>nation, individual sounds)<br />
Interaction (in<strong>it</strong>iating <strong>and</strong> responding, hes<strong>it</strong>ation, turn taking)
• Each cr<strong>it</strong>erion is described on an assessment scale<br />
of five main levels w<strong>it</strong>h complete descrip<strong>to</strong>rs attached<br />
<strong>to</strong> levels 1, 3 <strong>and</strong> 5.<br />
• Add<strong>it</strong>ional halfway levels (1.5, 2.5, 3.5, 4.5) make<br />
nine b<strong>and</strong> scores in <strong>to</strong>tal. The 3.0 b<strong>and</strong> is considered<br />
an adequate performance.<br />
• The 4.5 b<strong>and</strong> <strong>and</strong> above is considered outst<strong>and</strong>ing.<br />
• All exams are recorded <strong>and</strong> each examiner will be<br />
reviewed by <strong>the</strong> advanced examiner.
