It is important to clarify that banks may not be used at all if the settlements can be d<strong>on</strong>e by<br />

reverse transacti<strong>on</strong>s, which <str<strong>on</strong>g>of</str<strong>on</strong>g>ten is the case. When transacti<strong>on</strong> amounts are small and the travel<br />

is frequent, banks or other instituti<strong>on</strong>s are not used at all. Reverse transacti<strong>on</strong>s through<br />

immigrati<strong>on</strong> or travel are usually adequate to settle accounts. Almost all <str<strong>on</strong>g>of</str<strong>on</strong>g> the unregistered<br />

Financial Agents prefer to use the reverse settlement process because <str<strong>on</strong>g>of</str<strong>on</strong>g> its obvious c<strong>on</strong>venience,<br />

the lack <str<strong>on</strong>g>of</str<strong>on</strong>g> banking facilities or due <str<strong>on</strong>g>of</str<strong>on</strong>g> the remote destinati<strong>on</strong>s served.<br />

4.8. Fees / Flow <str<strong>on</strong>g>of</str<strong>on</strong>g> Funds:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> fees charged for executing transacti<strong>on</strong>s by the Financial Agents vary and depend <strong>on</strong> a number<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> factors. Nati<strong>on</strong>al ec<strong>on</strong>omic and security driven policies/regulati<strong>on</strong>s seemingly affect the<br />

amount <str<strong>on</strong>g>of</str<strong>on</strong>g> fees charged. Fees for funds flowing from the Source Countries into the Recipient<br />

Countries differed in the three communities.<br />

Also, the fees charged for funds flowing into the recipient countries differed from fees charged<br />

for funds flowing from the recipient countries (regardless <str<strong>on</strong>g>of</str<strong>on</strong>g> the destinati<strong>on</strong>, not limited to the<br />

Source Countries).<br />

4.9. Educati<strong>on</strong>/ Language Skills:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> primary language <str<strong>on</strong>g>of</str<strong>on</strong>g> the Financial Agents was not English but the language <str<strong>on</strong>g>of</str<strong>on</strong>g> the country <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

origin. For example, in the Afghani community the primary language used is Pashto or Dari. In<br />

the Pakistani community the primary language used is Punjabi or Urdu. In the Indian community<br />

it is Hindi, Punjabi or Gujarati. <str<strong>on</strong>g>The</str<strong>on</strong>g> level <str<strong>on</strong>g>of</str<strong>on</strong>g> educati<strong>on</strong> compared to the clients is higher (i.e., the<br />

Financial Agents are more educated than clients). And the Indian Financial Agents are the most<br />

educated <str<strong>on</strong>g>of</str<strong>on</strong>g> all interviewed. <str<strong>on</strong>g>The</str<strong>on</strong>g>y typically had an undergraduate or higher degree.<br />

5.1. Destinati<strong>on</strong>:<br />

Funds are transferred in Afghanistan to Kabul, Herat, Mazar-i- Sharif and Kandahar. In Pakistan<br />

(by Afghani Financial Agents), funds are transferred mainly to Peshawar where the Afghani’s<br />

immigrated during the Taliban regime. But currently due to the reverse immigrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Afghani’s back to Afghanistan (Kabul mainly), not many Financial Agents send funds to<br />

Peshawar.<br />
