The Legislative Process<br />
Any Member of the National Assembly may propose legislation referred to as Proposed<br />
Law. A Proposed Law must be written, divided into articles and accompanied by a statement<br />
of cause explaining why the Proposed Law is needed. The Proposed Law is forwarded to<br />
the appropriate Commission for review.<br />

A member of the appropriate<br />
Ministry submits<br />
the draft law for consideration<br />
to the Ministry's<br />
Legislative Working<br />
Group.<br />

The Council of Jurists examines<br />
the draft legislation and consults<br />
with the Legislative Working<br />
Group to clarify the legal issues<br />
related to the law. Once completed,<br />
they submit it to the Inter-<br />
Ministerial Committee.<br />
