Home heating assistance<br />
available<br />
If you have trouble paying your winter heating bills, the <strong>Pennsylvania</strong> Low-<br />
Income Home Energy Assistance Program (LIHEAP) can help.<br />
LIHEAP provides cash grants to help low-income families heat their homes,<br />
as well as crisis grants for heating emergencies. The program began taking<br />
applications for cash grants on Nov. 2; crisis grant applications will be taken<br />
starting Jan. 4. A family of four with an annual income of up to $33,075 can<br />
qualify for assistance.<br />
You can obtain an application in my office, and my staff is available to assist you with<br />
completing it. You can also obtain an application by calling the Allegheny County<br />
Assistance Office. The number is 412-565-2146. Applications are also available through<br />
local utility companies, community service agencies and on the state Department of<br />
Public Welfare’s Web site: http://www.dpw.state.pa.us/servicesprograms/liheap/.<br />

Tax services<br />
available for 2010<br />
federal tax returns<br />
Starting in February, my office<br />
will host volunteers with the Tax<br />
Counseling for the Elderly Program<br />
who will be available to help you<br />
complete and file your federal tax<br />
returns at no cost. Low- to moderateincome<br />
seniors with an annual<br />
income of $35,000 (not including<br />
Social Security income) or less<br />
are eligible. We will begin taking<br />
appointments on Monday, Jan. 4.<br />
Time slots fill quickly for this free<br />
service, so please do not hesitate<br />
to call in January and set an<br />

Crafton Crime Watch<br />
honored for its service<br />
to community<br />
In September, I presented a number of legislative citations to area<br />
residents during a Community Service Awards program hosted by<br />
Crafton Mayor Susan O’Connell.<br />
The <strong>Pennsylvania</strong> <strong>House</strong> of <strong>Rep</strong>resentatives’ citations honored the<br />
members of the Crafton Crime Watch for their efforts in fighting crime.<br />
To have a group be the eyes and ears of a neighborhood or community<br />
is critical to thwarting crime. The police just can’t be everywhere all the<br />
time, and it is groups like these – with their 20-plus years of existence –<br />
that can make a real difference.<br />
More specifically, I presented citations to Janet Finlay, Katie Fazio, Bill<br />
Finlay, Mary Flemming, Dave Aston, Sandy Gibson, Diane McQuaide,<br />
O’Connell, Chief Harold Rost and Capt. Paul Tolkacevic for their<br />
involvement in the crime watch.<br />
Established in 1986, Crafton Crime Watch is a citizen crime watch<br />
program in which the town’s residents work with the Crafton Police<br />
Department to create a more secure community. Citizens demonstrate<br />
their presence at all hours of the day and night and report suspicious<br />
activity to the police who keep citizens abreast of pertinent information<br />
through the watch’s alert electronic mailings and police department<br />
Web site.<br />
Crafton is divided into six crime watch areas, each headed by an area<br />
coordinator.<br />

In October, I joined state <strong>Rep</strong>s. Nick Kotik<br />
and Robert Matzie to host a senior health<br />
expo at the River Rocks Bingo Hall.<br />
Allegheny County Treasurer John<br />
Weinstein’s staff was on hand to<br />
answer questions about county property<br />
tax exemptions and the homestead<br />
exemption program.<br />
Information was also available for<br />
services and products that benefit senior<br />
citizens, including information from local,<br />
state and federal agencies.<br />
These senior forums are so important. I<br />
look forward to hearing your views about<br />
the district and how, together, we can<br />
make the 27 th Legislative District the best<br />
it can be.<br />
PennDOT help in district offices<br />
My office can assist you with issues related to your driver’s license<br />
and motor vehicle needs through the <strong>Pennsylvania</strong> Department of<br />
Transportation. I work directly with PennDOT to have your paperwork<br />
processed in an expedited manner. I also have a notary public in my<br />
district office to notarize your PennDOT forms, free of charge.<br />

Help for small business owners<br />
I want to remind you about a program that is ongoing in my office. Because small businesses are facing many struggles<br />
in today’s economy, I felt it necessary to do all I can to provide them with information and advice. Throughout the year, I<br />
have been hosting a representative from the University of Pittsburgh’s Small<br />
Business Development Center (SBDC). The representative comes to meet<br />
with small business owners and prospective owners to answer questions<br />
related to start up and owning a small business and to provide any advice<br />
they may have.<br />
Office hours for SBDC will be 9 a.m. to 3 p.m. one Monday a month at<br />
my West End office. Please call the office for specific dates. The SBDC<br />
representative is also available by appointment at my satellite offices in<br />
Dormont or Avalon.<br />
My main office is located at 436 S. Main St. in Pittsburgh’s West End<br />
neighborhood. Office hours are 8:30 a.m. to 4:30 p.m. Monday through<br />
Friday. Extended hours are available on Thursday, until 6 p.m. The phone<br />
