That it was the duty <strong>of</strong> tile Chairman to have put anl amendment in such a way as would havE<br />
tested the feeling <strong>of</strong> the Committee, but so as not to preclude another Honorable Member<br />
from moving his aniendinent. This rule is clearly laid down in " May," 10th edition,<br />
p . 457, 49 . i<br />
That the amendment to leave out certain words in clause 4 <strong>of</strong> the Public Works Committee<br />
Bill would have the effect <strong>of</strong> increasing the charge upon the Revenue, and was correctly<br />
ruled out <strong>of</strong> order by the Temporary Chairman, 50 .<br />
