to increase citizen participation in decision-making. At the same time, Partners – Albania
facilitates exchange of best practices in national and regional level to benefit from positive
experiences and adopt successful models of participatory governance.
Training and Technical Assistance Program
The two main training programs that Partners – Albania offers to leaders and public
administration officials in local level are:
Cooperative Planning
Cooperative Planning is a change management methodology that brings together various
actors to build a consensus approach for a certain issue. This enables representatives of
civil society sector, local government, central government or business sector introduce
their attitudes and interests, considering also the opinions of the others.
In the training programs for cooperative planning, Partners – Albania facilitates the
dialogue among participants who focus on a problematic local concern, for the solution of
which a common planning and engagement of sectors is required. (NPO, local government,
business, media). During this process, the actors define their interests and responsibilities
throughout the process of implementation and monitoring of this commonly drafted
strategy.
Having gained a successful experience in the application of such a model, Partners –
Albania is providing not only training programs for cooperative planning, but is also
facilitating cooperative planning processes. Specific cases of some of the undertaken
initiatives can be found in Appendix 1.
Participatory Governance
Partners – Albania training program on “Participatory Governance” promotes the
importance of citizen involvement in the decision-making processes to improve the
policies and programs that impact local community development.
Through introduction of Participatory Governance techniques, these training programs
deliver information on operation of local government, the right of citizens to participate
in decision-making processes, as well as possible ways of cooperation between local
government and citizens. Through these programs, participants are trained to become an
active part of local governance.
In this context, Partners - Albania has facilitated the dialog between representative groups
of non-for profit sector and local government to improve local governance and promote
application of technics that enable citizen participation in decision-making.
