ORGANIZATION OF THIS TECHNICAL MEMORANDUM<br />

This technical memorandum is organized into three separate secti<strong>on</strong>s: Secti<strong>on</strong> I. Workshop II<br />

Report, Secti<strong>on</strong> II. Knowledge to Date about the <str<strong>on</strong>g>Shark</str<strong>on</strong>g> <str<strong>on</strong>g>Predati<strong>on</strong></str<strong>on</strong>g> at FFS and its Mitigati<strong>on</strong>, and<br />

Secti<strong>on</strong> III. <strong>Hawaiian</strong> M<strong>on</strong>k Seal Research Program’s (HMSRP) Premises, Positi<strong>on</strong>s and Post-<br />

Workshop Developments. The first secti<strong>on</strong> describes the informati<strong>on</strong>, views and opini<strong>on</strong>s<br />

presented by participants at Workshop II, al<strong>on</strong>g with a summary of the discussi<strong>on</strong> that followed<br />

each topic’s presentati<strong>on</strong> where applicable, as interpreted by the HMSRP. Each stakeholder or<br />

agency perspective is summarized in this secti<strong>on</strong> in the form of an abstract authored by their<br />

representatives who attended the workshop. The scope and history of the shark predati<strong>on</strong> and<br />

its mitigati<strong>on</strong> at FFS was briefly summarized at the workshop; however, a full accounting is<br />

detailed in the next secti<strong>on</strong> of this technical memorandum.<br />

The sec<strong>on</strong>d secti<strong>on</strong> serves as a reference of the knowledge, inferences, and experiences<br />

gathered to date <strong>on</strong> the issue of shark predati<strong>on</strong> <strong>on</strong> <strong>Hawaiian</strong> m<strong>on</strong>k seal pups and chr<strong>on</strong>icles the<br />

advances and setbacks HMSRP has experienced in attempting to stem shark predati<strong>on</strong> of m<strong>on</strong>k<br />

seal pups over the last decade. At the workshop, it was recommended that some facts, figures<br />

and definiti<strong>on</strong>s pertaining to HMSRP’s understanding of the shark predati<strong>on</strong> issue be included<br />

in this report. This secti<strong>on</strong> summarizes and c<strong>on</strong>solidates informati<strong>on</strong> from many sources: peerreviewed<br />

articles, government reports, and field scientists’ experiences. As such, a more<br />

complete picture of the issue is available here that was not fully formed at Workshop II because<br />

of time c<strong>on</strong>straints.<br />

The third secti<strong>on</strong> describes the HMSRP’s developments in regards to the recommendati<strong>on</strong>s<br />

from Workshop II. Prioritized research queries and mitigati<strong>on</strong> opti<strong>on</strong>s are c<strong>on</strong>sidered in more<br />

detail and plans to execute some of these acti<strong>on</strong>s are provided. The latter are organized as<br />

individual Appendices and ideas presented here will be modified over time as new insights,<br />

input, and informati<strong>on</strong> arises with each field seas<strong>on</strong> of research.<br />

The views and opini<strong>on</strong>s expressed in the last two secti<strong>on</strong>s bel<strong>on</strong>g to no <strong>on</strong>e member of the<br />

HMSRP; rather, they are communicated to dem<strong>on</strong>strate the breadth of thinking of the team as a<br />

whole. The shark predati<strong>on</strong> issue at FFS has many sides and each mitigati<strong>on</strong> activity has its<br />

pros and c<strong>on</strong>s. It is likely valuable to present these different aspects in <strong>on</strong>e report to properly<br />

take stock and progress forward <strong>on</strong> the issue. In this way, these two secti<strong>on</strong>s also serve as a<br />

reference for stakeholders wishing to gain additi<strong>on</strong>al understanding about management<br />

decisi<strong>on</strong>s put forth by HMSRP in the past and those likely to be pursued in the future.<br />
