Councilman Warren asked how long it would take to raise the<br />

other5000 through the construction fund Mr Jones estimated the<br />

amount per year to be 10 000 to 15 000 but that this was merely a<br />

guess as there was no historical background on this to really go on<br />

Councilman Crescione recommended that Council instruct the <strong>City</strong><br />

Administrator to hire someone to get an appraisal<br />

<strong>of</strong> the property<br />

Councilwoman Husemeyer suggested that they first accept the plan<br />

as submitted by Mr Merriam and Miss Dodd<br />

Upon motion by Councilwoman Husemeyer seconded by Councilman<br />

Crescione and upon roll call vote the Spyglass Park Plan was unanimousl<br />

approved<br />

Public Hearing<br />

Paul Geihs advised that the Building Inspector William George<br />

had reported that the fireplace and chimney at 167 Pier Street Don<br />

Neuman s Property had been torn down That Mr Neuman had secured a<br />

permit and regular inspections would be made Mr Geihs recommended<br />

that council drop the abatement proceedings at this time<br />

Upon motion by Councilman Warren seconded by Councilman Crescione<br />

it was<br />

unanimously approved to terminate abatement proceedings against<br />

Mr Don Neuman at this time<br />

Current Business<br />

Mr Jones advised that a condition had come up at the March 14<br />

1973 Planning Commission meeting where Atlas Bridges asked for and<br />

received a Use Permit to construct a 6 unit addition to an existing<br />

motel at 371 <strong>Pismo</strong> Avenue Stated that there was no provision<br />

in<br />

Ordinance 168 or 170 for an exemption for projects <strong>of</strong> this nature<br />

so a building permit would not be issued until the moratorium is<br />

lifted Mr London recommended that Ordinance 170 be amended to<br />

cover this situation<br />

Councilwoman Husemeyer felt that two things should be covered here<br />

that an amendment to Ordinance 170 would take some time and the <strong>City</strong><br />

was involved with a downtown study with Western Continental Developers<br />

Mr Bridge s motel is in the downtown area currently under study and<br />

Councilwoman Husemeyer suggested that Mr Geihs prepare an ordinance<br />

that would stop the building in the downtown area until the study has<br />

been completed<br />

Councilman Hargate concurred<br />

Councilman Crescione recommended that Council wait to see what<br />

happens with e new well and see what the downtown study presents that<br />

if the study pinpoints the area then they could consider stopping<br />

building<br />

Mayor Rooker stated that it did not appear that taking down 4 or 5<br />

buildings and replacing them with 5 or 6 would add to the water usage<br />

Attorney Geihs stated he felt the <strong>City</strong> already had two ordinances<br />

166 which requires that all<br />

building be in accordance with the general<br />

plan and 170 the Building Moratorium and advised another ordinance<br />

was not necessary<br />

Planning Commission Chairman Eugene Freer asked council to consider<br />

modifying Ordinance 170 so as to<br />

provide for replacement building that<br />

there are a number <strong>of</strong> substandard buildings in the area and if these<br />

buildings cantbe replaced the owners will not tear them down<br />

Councilwoman Husemeyer agreed the idea was sound but not for the<br />

downtown area and advised she would agree to an amendment to cover the<br />

replacing <strong>of</strong> buildings on a one for one basis if the downtown area was<br />

eMcluded Paul Geihs advised that this was not possible<br />

Mr Jones reported it would take approximately 60 days<br />

amendment to take effect that in approximately 30 days we<br />
