compared when the bids come in Accounts Payable After discussion motion made by Councilwoman Husemeyer seconded by Councilman Crescione and upon roll call vote accounts payable were unanimously approved as submitted Administrator Report Mr Jones announced receipt of an invitation from the City of San Luis Obispo for Council to participate in the La Fiesta Parade May 19 1973 at 10 30 am Councilman Crescione suggested that the Fire Chief be instructed to get the old fire truck shined up and engine running and enter the truck in the parade Suggested that now that there is a full Council they should get together to go over the sewer revenue program Councilman Warren and Councilman Hargate indicated they would be available only on Saturday and Mr Jones advised he would contact Don Burr and try to set up a Saturday morning session Reported on the present status of the well that drilling should be completed about mid week and the pump test will be made next week Reported for Council information that Howard Mankins had set up a second water meeting on adjudication for April 6 1973 in the Vet s Memorial Bldg and the Downtown Study was also being held that date at the Judkins School which might be in conflict Advised the date of the Leaque of California Cities Mayors and Councilman Conference to be held in Sacramento Council Statements and Requests Councilwoman Husemeyer stated that she had enjoyed the Saturday meeting and interviews with prospective Police Chief applicants Councilman Warren let the citizens know that his telephone number was in the book that his mailbox was on the street and that he would enjoy hearing what the people are thinking on the issues facing the City Councilman Hargate advised that he was the Director of the Sunset Palisades Improvement Association and announced he was publicly resigning from that position effective immediately in order to leave himself free to make decisions on the Council with a clear conscience Mr Leonard Gingras President of the Sunset Palisades Improvement Association was in the audience and accepted the resignation Mayor Rooker announced that the new Police Chief would be Jim Keane previously of South San Francisco and that his salary would be 1048 00 per month The Mayor read the resignation of William Warren resigning Planning Commission effective immediately due to his appointment City Council from the to the Requested the City Clerk to prepare a new to be attended by Council such as Planning Commission Chamber of Commerc and Parks and Recreation schedule of the meetings Asked Councilwoman Husemeyer to continue attending the Zone 3 Water Meetings Also appointed Councilwoman to Husemeyer the Sewer and Water Committees Councilwoman Husemeyer accepted both appointments Mayor asked if Council wished to take up the issue of selecting a Mayor and Mayor Pro Tem however it was decided to take the matter up at the next regular meeting Councilman Crescione reported on his attendance at a Promote Trails Commission meeting Stated the commission was trying to establish trail throughout the state and were asking for feed back from citizens organizations etc Councilman Crescioneadvisedthe Planning Director
if he should have anything to feed back to this commission to put it down in writing and send it to them Councilman Crescione also welcomed the two new council members Mayor Rooker brought up the matter appointing South County Human Relations Commission someone to the Mr Jones explained that this is a 12 man commission and that the appointments can be citizens at large from the community Mr Jones suggested that Council take applica tions from interested parties Mayor Rooker asked for interested citizens to also submit their applications for the Planning Commission vacancy created by the resignati of William Warren and noted that annother Planning Commission term was about to expire Oral Communications from the Audience Mr Leonard Gingras speaking on behalf of the members of the Sunset Palisades Improvement Association asked Council for consideration in reference to the application of Ordinance 100 He advised that the Ordinance had been in effect since 1963 in Pismo Beach but that the Sunset Palisades area was not annexed into the City until 1967 that the property owners were not even aware that the Ordinance existed until recently when a property owner building a new home was advised he could not take occupancy until curbs gutters and sidewalks were put in or put up a 2400 bond Mr Gingras noted that there was no design for laying of the grade for curbs gutters and sidewalks in the area and stated he had made estimate that from 20 25 homes would be denied access to their garages if these improvements were enforced Asked Council to consider an amendment to the Ordinance for Sunset Palisades or at least have an engineering feasibility study made of the area an Mayor Rooker directed Mr Jones to look into the curb gutter and sidewalk problem in the Sunset Palisades area Councilman Crescione stated he felt the entire City needed to be studied as there were other areas such as portions of Shell Beach where these improvements might not be feasible Councilwoman Husemeyer suggested holding up the curbs gutters and sidewalks assessment in the Sunset Palisades until council reviews the information to be submitted by Mr Jones Council concurred Discussion was held on the condition of Indio Drive Mr Jones reported it would take 23 weeks to make all the repairs to the streets and the City did not wish to start making repairs on the streets at this time as it might appear to OShaughnessy that the City was accepting the job Mayor Rooker reported that the TV camera showed 7 or 8 leaks and it appeared fairly certain that the majority are from OShaughnessy work Mr Lynn Latta spoke from the audience expressing his approval of the new Council No further business appearing motion made by Councilman Hargate seconded by Councilman Warren and unanimously approved to adjourn Approved as Corrected April 9 1973 City C 1 erk Ken Rooker Mayor City of Pismo Beach
