South County Human Relations Commission<br />

is a 12 man commission and that the appointments can be citizens at<br />
large from the community<br />
Mr Jones suggested that Council take applica<br />
tions from interested parties<br />
Mayor Rooker asked for interested citizens to also submit their<br />
applications for the Planning Commission vacancy created by the resignati<br />
<strong>of</strong> William Warren and noted that annother Planning Commission term was<br />
about to expire<br />
Oral Communications from the Audience<br />
Mr Leonard Gingras speaking on behalf <strong>of</strong> the members<br />
<strong>of</strong> the Sunset<br />
Palisades Improvement Association asked Council for consideration in<br />
reference to the application <strong>of</strong> Ordinance 100 He advised that the<br />
Ordinance had been in effect since 1963 in <strong>Pismo</strong> <strong>Beach</strong> but that the<br />
Sunset Palisades area was not annexed into the <strong>City</strong> until 1967<br />
that the<br />
property owners were not even aware that the Ordinance existed until<br />
recently when a property owner building a new home was advised he could<br />
not take occupancy<br />
until curbs gutters and sidewalks were put in or<br />
put up a 2400<br />
bond<br />
Mr Gingras noted that there was no design for laying <strong>of</strong> the grade<br />
for curbs gutters and sidewalks in the area and stated he had made<br />
estimate that from 20 25 homes would be denied access to their garages<br />
if these improvements<br />
were enforced Asked<br />
Council to consider an<br />
amendment to the Ordinance for Sunset Palisades or at least have an<br />
engineering feasibility study made <strong>of</strong> the area<br />
an<br />
Mayor Rooker directed Mr Jones to look into the curb gutter<br />
and sidewalk problem in the Sunset Palisades area<br />
Councilman Crescione stated he felt the entire <strong>City</strong> needed to be<br />
studied as there were other areas such as portions <strong>of</strong> Shell <strong>Beach</strong><br />
where these improvements might not be feasible<br />
Councilwoman Husemeyer suggested holding up<br />
the curbs gutters<br />
and sidewalks assessment in the Sunset Palisades until council reviews<br />
the information to be submitted by Mr Jones Council concurred<br />
Discussion was held on the condition <strong>of</strong> Indio Drive Mr Jones<br />
reported it would take 23 weeks to make all the repairs to the streets<br />
and the <strong>City</strong> did not wish to start making repairs on the streets at this<br />
time as it might appear to OShaughnessy that the <strong>City</strong> was accepting the<br />
job<br />
Mayor Rooker reported that the TV camera showed 7 or 8 leaks and<br />
it appeared fairly certain that the majority are from OShaughnessy<br />
work<br />
Mr Lynn Latta spoke from the audience expressing his approval <strong>of</strong><br />
the new Council<br />
No further business appearing motion made by Councilman Hargate<br />
seconded by Councilman Warren and unanimously approved to adjourn<br />
