SUPPLEMENTARY INFORMATION: We are<br />

soliciting public comments to permit<br />

the Department to:<br />

• Evaluate whether the proposed<br />

information collection is necessary for<br />

the proper performance <strong>of</strong> our<br />

functions.<br />

• Evaluate the accuracy <strong>of</strong> our<br />

estimate <strong>of</strong> the burden <strong>of</strong> the proposed<br />

collection, including the validity <strong>of</strong> the<br />

methodology and assumptions used.<br />

• Enhance the quality, utility, and<br />

clarity <strong>of</strong> the information to be<br />

collected.<br />

• Minimize the reporting burden on<br />

those who are to respond, including the<br />

use <strong>of</strong> automated collection techniques<br />

or other forms <strong>of</strong> technology.<br />

Abstract <strong>of</strong> proposed collection:<br />

The information collected is an<br />

important part <strong>of</strong> the Department’s<br />

responsibility to coordinate U.S.<br />

Government planning; institutionalize<br />

U.S. Reconstruction and Stabilization<br />

(R&S) capacity; and help stabilize and<br />

reconstruct societies in transition from<br />

conflict or civil strife so they can reach<br />

a sustainable path toward peace,<br />

democracy, and a market economy. The<br />

information gathered will be used to<br />

identify Civilian Response Corps<br />

members who are available to<br />

participate in CRC missions.<br />

Methodology:<br />

Presently respondents will complete a<br />

paper version <strong>of</strong> the DS–4096. Current<br />

planning is underway so that within<br />

two years respondents will be able to<br />

complete and submit the form<br />

electronically via the Web site (http://<br />

www.crs.state.gov).<br />

Designations <strong>of</strong> United Self-<strong>Defense</strong><br />

Forces <strong>of</strong> Colombia and Liberation<br />

Tigers <strong>of</strong> Tamil Eelam, as Foreign<br />

Terrorist Organizations pursuant to<br />

Section 219 <strong>of</strong> the Immigration and<br />

Nationality Act, as Amended<br />

Based upon a review <strong>of</strong> the<br />

Administrative Records assembled in<br />

this matter pursuant to Section<br />

219(a)(4)(C) <strong>of</strong> the Immigration and<br />

Nationality Act, as amended (8 U.S.C.<br />

1189(a)(4)(C)) (‘‘INA’’), and in<br />

consultation with the Attorney General<br />

and the Secretary <strong>of</strong> the Treasury, I<br />

conclude that the circumstances that<br />

were the basis for the 2003 redesignations<br />

<strong>of</strong> the aforementioned<br />

organizations as foreign terrorist<br />

organizations have not changed in such<br />

a manner as to warrant revocation <strong>of</strong> the<br />

designations and that the national<br />

security <strong>of</strong> the United States does not<br />

warrant a revocation.<br />

Therefore, I hereby determine that the<br />

designations <strong>of</strong> the aforementioned<br />

organizations as foreign terrorist<br />

organizations, pursuant to Section 219<br />

<strong>of</strong> the INA (8 U.S.C. 1189), shall be<br />

maintained.<br />

This determination shall be published<br />

in the Federal Register.<br />

Notice <strong>of</strong> Meeting April 7, 2009.<br />

SUMMARY: The <strong>Defense</strong> <strong>Trade</strong> Advisory<br />

Group (DTAG) will meet on April 7,<br />

2009 from 9:30 a.m. to 1 p.m. in the Loy<br />

Henderson Conference Room at the U.S.<br />

Department <strong>of</strong> State, Harry S. Truman<br />

Building, Washington, DC. The meeting<br />

will be open to the public. Entry and<br />

registration will begin at 8:45 a.m.<br />

Please use the building entrance located<br />

at 23rd Street, NW., Washington, DC<br />

between C & D Streets. The purpose <strong>of</strong><br />

the meeting will be to discuss current<br />

defense trade issues and topics for<br />

further study.<br />

As access to the Department <strong>of</strong> State<br />

facilities is controlled, persons wishing<br />

to attend the meeting must notify the<br />

DTAG contact person by COB Tuesday,<br />

March 31, 2009. If notified after this<br />

date, the DTAG Secretariat cannot<br />

guarantee that the Department’s Bureau<br />

<strong>of</strong> Diplomatic Security can complete the<br />

necessary processing required to attend<br />

the April 7 plenary. Each non-member<br />

observer or DTAG member needing<br />

building access that wishes to attend<br />

this plenary session should provide:<br />

his/her name; company or<br />

organizational affiliation; phone<br />

number; date <strong>of</strong> birth; and identifying<br />

data such as driver’s license number,<br />

U.S. Government ID, or U.S. Military ID,<br />

to the DTAG contact person, Allie<br />

accordance with the Chair’s<br />

instructions. Members <strong>of</strong> the public<br />

may, if they wish, submit a brief<br />

statement to the committee in writing.<br />

speaker. Written comments should be<br />

sent to the DTAG Executive Secretariat<br />

contact person no later than March 31,<br />

2009 so that the comments may be made<br />

available to the DTAG members for<br />

consideration.<br />
