Section 1 - DISTRICT COMMANDER'S FOREWORD<br />

Kia ora koutou katoa, greetings and welcome to the Waikato <strong>Police</strong><br />

District Business Plan for the <strong>2008</strong>–<strong>2009</strong> year. This <strong>business</strong> <strong>plan</strong> is<br />

aimed at detailing the services the Waikato <strong>Police</strong> will provide in<br />

support of achieving the three key aims of the <strong>Police</strong> Strategic Plan -<br />

Community Reassurance, Policing with Confidence and<br />

Organisational Development. This abridged external version has<br />

been designed for the benefit of our key partner agencies from local,<br />

central government and NGO's.<br />

Last year saw a reduction in overall crime for the District, reversing a<br />

recent trend of increasing crime rates. Although this outcome is<br />

pleasing, we recognise that there is still the need to remain vigilant,<br />

particularly in addressing residential burglary, the negative impact of<br />

alcohol on offending and victimisation, and an increase in violent offending. Nevertheless<br />

outstanding results continued to be achieved around a range of crime types; most notable<br />

were ongoing reductions in vehicle crime and commercial burglary. However, we are<br />

committed to meeting the challenge to improve our service delivery and enhance the level of<br />

trust and confidence our communities have in us.<br />

The emphasis for the <strong>2008</strong> - <strong>2009</strong> year will be to continue to lift our level of performance in<br />

crime and crash reduction through enhanced intelligence-led deployment methodology<br />

supported by strong and effective community partnerships. One of our priorities supporting our<br />

community policing focus will therefore be the integration of additional community-focused<br />

staff over a range of police services.<br />

A cornerstone of our <strong>plan</strong> to improve outcomes revolves around our commitment to working<br />

with our partner agencies and the wider community at strategic, tactical and operational levels.<br />

The cooperation, support and trust we receive from them are the foundations upon which we<br />

can collectively build a safer community for all of us to enjoy. Two key priority examples of this<br />

joint alignment work are the continued development and implementation of the Family<br />

Violence Interagency Response System model, and the ongoing commitment to achieving our<br />

strategic road policing outcomes with our partner agencies.<br />

We aim to strengthen our already significant partnerships we have with Mäori and continue to<br />

work together to reduce victimisation and offending by Mäori. A major strategy will be to<br />

continue supporting Iwi in the production of Iwi led crime and crash reduction <strong>plan</strong>s and to<br />

assist in their implementation. Responsiveness to Mäori remains a cornerstone priority for<br />

Waikato <strong>Police</strong>.<br />

It is important to the future success of the <strong>district</strong> that we retain the quality staff we have now.<br />

It will be critical that we get right the basic fundamentals in order to police with confidence. A<br />

crucial component of this will be to continue to invest in training and leadership development in<br />

order to up-skill our staff. Making sure that we have the right staff in the right place at the right<br />

time is vital for both the organisation and the communities we serve, hence our prioritisation of<br />

understanding deployment, emergency response and demand management in the District.<br />

Waikato District comprises over 660 sworn and non sworn staff. By December <strong>2008</strong> this will<br />

have increased to 690 staff, thanks to additional staffing as a result of Government new<br />

initiative funding. <strong>Police</strong> will face this year with 'Passion, Pride and Professionalism', with the<br />

support of our communities and working with our partner agencies we will make Waikato a<br />

safer and more enjoyable place to live.<br />
