WAIKATO POLICE 2008 / 2009 BUSINESS PLAN - External Abridged Version
Section 1 - DISTRICT COMMANDER'S FOREWORD
Kia ora koutou katoa, greetings and welcome to the Waikato Police
District Business Plan for the 2008–2009 year. This business plan is
aimed at detailing the services the Waikato Police will provide in
support of achieving the three key aims of the Police Strategic Plan -
Community Reassurance, Policing with Confidence and
Organisational Development. This abridged external version has
been designed for the benefit of our key partner agencies from local,
central government and NGO's.
Last year saw a reduction in overall crime for the District, reversing a
recent trend of increasing crime rates. Although this outcome is
pleasing, we recognise that there is still the need to remain vigilant,
particularly in addressing residential burglary, the negative impact of
alcohol on offending and victimisation, and an increase in violent offending. Nevertheless
outstanding results continued to be achieved around a range of crime types; most notable
were ongoing reductions in vehicle crime and commercial burglary. However, we are
committed to meeting the challenge to improve our service delivery and enhance the level of
trust and confidence our communities have in us.
The emphasis for the 2008 - 2009 year will be to continue to lift our level of performance in
crime and crash reduction through enhanced intelligence-led deployment methodology
supported by strong and effective community partnerships. One of our priorities supporting our
community policing focus will therefore be the integration of additional community-focused
staff over a range of police services.
A cornerstone of our plan to improve outcomes revolves around our commitment to working
with our partner agencies and the wider community at strategic, tactical and operational levels.
The cooperation, support and trust we receive from them are the foundations upon which we
can collectively build a safer community for all of us to enjoy. Two key priority examples of this
joint alignment work are the continued development and implementation of the Family
Violence Interagency Response System model, and the ongoing commitment to achieving our
strategic road policing outcomes with our partner agencies.
We aim to strengthen our already significant partnerships we have with Mäori and continue to
work together to reduce victimisation and offending by Mäori. A major strategy will be to
continue supporting Iwi in the production of Iwi led crime and crash reduction plans and to
assist in their implementation. Responsiveness to Mäori remains a cornerstone priority for
Waikato Police.
It is important to the future success of the district that we retain the quality staff we have now.
It will be critical that we get right the basic fundamentals in order to police with confidence. A
crucial component of this will be to continue to invest in training and leadership development in
order to up-skill our staff. Making sure that we have the right staff in the right place at the right
time is vital for both the organisation and the communities we serve, hence our prioritisation of
understanding deployment, emergency response and demand management in the District.
Waikato District comprises over 660 sworn and non sworn staff. By December 2008 this will
have increased to 690 staff, thanks to additional staffing as a result of Government new
initiative funding. Police will face this year with 'Passion, Pride and Professionalism', with the
support of our communities and working with our partner agencies we will make Waikato a
safer and more enjoyable place to live.
