Port Phillip’s Foreshore Management Plan The development of the Foreshore Management Plan involved a number of steps which were founded on the community’s input. The steps range from the ‘vision’ which is the overarching aspiration for the Port Phillip foreshore to the ‘actions’ that provide the specific measurable detail for implementation. Figure 1 describes the Plan’s components.
