Preparation Steps<br />

1- Basic Information<br />

The Sixth International Conference on New or Restored Democracies (ICNRD-6) will be held in the Conference Centre<br />

neighboring Sheraton Hotel of Doha between Oct .29 – 1 Nov. 2006 as follows:<br />

A- The Opening Session will be held at Al-Dafnah Hall on Sunday 29 Oct. 2006 at 19:00 evening. All participants from<br />

among Parliaments, Representatives of Governments and the Civil Society will take part in this session.<br />

B- Representatives of governments will continue their activities at Al-Dafnah Hall (1) and Al-Maha Hall of Sheraton Hotel<br />

on Monday and Tuesday 30-31 October 2006.<br />

C- Representatives of parliaments will continue their activities on Monday and Tuesday 30 - 31 0ct. 2006 at Al-Dafnah Hall<br />

(2) and Al-Ameriya Hall.<br />

D- Representatives of civil society will continue their activities at Al-Majlis and Al-Rayyan Halls on Monday and Tuesday<br />

30 - 31 0ct. 2006.<br />

E- All participants and representatives will attend the final session that will be held at Al-Dafnah Hall on Wednesday<br />

afternoon Nov. 1 2006 at 16:00.<br />

The <strong>Conferences</strong> Centre is situated at a distance of 5 km. from Doha City Centre.<br />

During the last two decades, Qatar has achieved an extraordinary record concerning offering a first quality organization<br />

and excellent security for hosting international events, sports and cultural occasions, in addition to offering quality<br />

services in simultaneous translation and documentation.<br />

2- Arrival of Delegations and Guests<br />

At Doha Airport:<br />

<strong>Part</strong>icipating delegations will arrive at the airport on 28/29 October 2006 through the following halls:<br />

- Public Hall<br />

- V.I.P. Hall<br />

- Ministerial Hall<br />

Civil escorts and representatives of Ceremonies Department at the Ministry of <strong>For</strong>eign Affairs will receive members of all<br />

official delegations – representatives of governments, civil society and parliaments, journalists, academicians, etc… - at the<br />

specified halls of Doha International Airport.<br />

Special desks and mechanisms have been prepared and put up in place in order to ease formalities and procedures of<br />

passports, customs and luggage delivery. Embassies of state members of U.N. that have diplomatic missions in Doha are<br />

required to inform the National <strong>Organizing</strong> <strong>Committee</strong> of the Conference of the names of officials designate to follow<br />

up related affairs in order to ease the process of issuing airport entrance permits to help delegations.<br />

The State of Qatar has organized a special working team in order to provide all states that have no embassies at Doha with<br />

the required support.<br />

Furthermore, there will be an official Protocol desk of ceremonies in order to take care of participants inquiries and needs<br />

before, during and after the Conference.<br />

3- Luggage.<br />

A special committee consisting of representatives of customs and other government establishments will work together along<br />

with representatives of the Diplomatic Missions of the participating states who are working in Qatar in order to facilitate<br />

the process of luggage delivery.<br />

The committee will also help the official delegations of the U.N. state members which have no embassies in Qatar.<br />

4- Tourist Data.<br />

There will be a special office for QatarTourism Authority on the location of conferences and mass media in order to furnish<br />

the participants with any required piece of information on tourism.<br />

The Hotels which are assigned for the Conference will advertise the names of the nearest marketing centers that are open<br />

from 10 a.m. to 10 p.m.<br />

Those hotels will render the best services to their guests from the ICNRD-6 participating delegations, such as restaurants,<br />

cafés and other available facilities.<br />

5- Facilities at Conference Halls<br />

The halls of the Conference are to be furnished with required facilities such as computers, internet access, printers, faxes,<br />

telephones, photocopiers and other equipment.<br />

6- Working Languages at the conference.<br />

Arabic, English, French and Spanish languages will be used at the Conference since they are the working languages at the<br />

U.N. Interpretation and translation service will be available during the sessions of the conference. All required facilities and<br />

equipment could be rendered to the delegations’ accompanying translators and interpreters in main halls (Al Dafna Hall,<br />

Dafna 1, Dafna 2, and Al Majlis Hall).<br />

Escorts, Volunteers and Liaison Officers<br />

1- Escorts.<br />

The Government of the State of Qatar will assign a special escort for each head of governmental delegation, as long as he<br />

holds a status of Minister or President of Parliament.<br />

In addition to civil escorts to the visiting delegations, there will be other officers in order to help the governmental visiting<br />

delegations to tackle any issue or satisfy their needs.<br />

Escorts will receive Ministers and Presidents of Parliaments of the participating countries at Doha International Airport at<br />

the scheduled time of their arrival and departure via the Ministerial Hall.<br />

2- Civil Escorts and Volunteers.<br />

A group of civil escorts and volunteers will be at service of the participating delegations in order to facilitate the procedures<br />

of reception, secretariat, transport, accommodation and departure.<br />

3- Liaison Officers.<br />

All participating state members of the U.N. which have accredited diplomatic missions to the State of Qatar are required<br />

to assign a liaison officer with the <strong>Organizing</strong> <strong>Committee</strong> of the Sixth International Conference On New or Restored<br />

Democracies (ICNRD-6)in order to secure a continuous connection before holding the conference.<br />

As for countries that have no embassies in Qatar, communication will be via Qatar’s <strong>Permanent</strong> Delegation to the U.N. at<br />

New York.<br />

All Diplomatic Missions of the state members to the U.N. are kindly advised to provide the National <strong>Organizing</strong><br />

<strong>Committee</strong> of the Conference with the names of their liaison officers and means of communication (Phone, fax, e-<br />

mail...) via the embassy concerned in Qatar or their delegation to the U.N. in order to assume the task of passports and<br />

luggage on flights of the heads of participating governmental delegations.<br />

As for countries that have no embassies in Qatar, the <strong>Organizing</strong> <strong>Committee</strong> will assign a working group in order to<br />

assume the task of procedures concerning the delegations’ passports and luggage. It will also arrange with their Missions at<br />

New York to assign service officers for the benefit of their delegations.<br />

1- Official delegations representing governments and parliaments.<br />

The State of Qatar shall cover accommodation expenses only for two members of the government delegations and two<br />

members of the parliamentarians. Ministers and Presidents (Speakers) of parliaments will be provided with suites, while<br />

rooms will be available to participants.<br />

As for delegations of the underdeveloped countries, Qatar will cover the expenses of air tickets and accommodation for<br />

four participants (2 for government and 2 for parliaments) on economy class, while Ministers and chairmen of parliaments<br />

will be on businessmen class.<br />

On the other hand, accredited diplomatic missions to Qatar will be responsible for expenses on additional delegations or<br />

participants on personal basis by presenting their private credit cards in the following hotels:<br />

2- Delegations representing the Civil Society.<br />

Transport<br />

General information<br />

The State of Qatar shall organize the process of transport in order to secure the arrival of all participants to the specified venues<br />

for different activities of the official program of the ICNRD-6.<br />

1- Official transport<br />

The Government of the State of Qatar will provide to each delegation, which is chaired by a minister or parliament<br />

Presidents, a car from the time of their arrival to Doha until their departure. Qatar will cover the expenses of 200 BMW<br />

cars in accordance with a non-standing system (i.e. pool).<br />

2- Transport of participants<br />

The Government of Qatar will make available “Regular Shuttle” transport (consisting of 300 cars and 50 buses) for delegates<br />

between Hotels and Conference Centre. So, participants and delegations will have the choice to use their special cars or<br />

collective transport.<br />

3- Media members transport<br />

There will be regular service transportation for members of the media from their hotels to the Conference Centre .There<br />

will be fifty vans for this service during the Conference.<br />

Accreditation Tags Issuance<br />

1- Office for Issuing accreditation tags and registration.<br />

The National <strong>Organizing</strong> <strong>Committee</strong> of the Conference has established four offices in order to issue accreditation tags for<br />

the participants. The offices are as follows:<br />

- <strong>For</strong> Government members in Sheraton Hotel.<br />

- <strong>For</strong> Parliamentarians in Rites Carlton Hotel.<br />

- <strong>For</strong> Guests of the Civil Society Organizations in Ramada Hotel.<br />

- <strong>For</strong> members of media and independent participants in Marriott Hotel.<br />

This step facilitates the participants’ access to the Conference Centre. It also secures full protection for the official delegations,<br />

since it is governed by a comprehensive system that includes sec urity side. Thus, such badges are untransferable and must<br />

be worn throughout the Conference in order to have access to the meeting halls and other official functions.<br />

2- Application forms for issuing badges of Official Delegations.<br />

The main office for issuing badges is located in Doha Sheraton Hotel. It will start issuing badges for the official delegations<br />

when receiving completed application forms (attached) as required from embassies of the countries that are members of<br />

the U.N. and have diplomatic missions in Qatar. As for the countries which have no embassies in Doha, they can do such<br />

procedures via their permanent delegations to the U.N. at New York before 05-10-2006, in addition to express registration<br />

through the special E-mail of the <strong>Organizing</strong> <strong>Committee</strong>: www.icnerd6.com<br />

To make it easy, participants can seek issuance of badges via sending required personal details as stated at the end of this<br />

booklet to the above-mentioned E-mail or send them to fax no. : 0974 4435836.<br />

N.B. Some badges could be made out for members of delegations right after their arrival by contacting the Special<br />

Information Office of the <strong>Organizing</strong> <strong>Committee</strong> Protocol.<br />

3- Requirements.<br />

Two 2X2 cm size photos should be attached to the application form, one glued to the application and the other should<br />

bear the applicant’s name on its back.<br />

Diplomatic Missions in Doha are required to submit completed application forms with personal details to the <strong>Committee</strong><br />

of Protocol, which is responsible for the reception procedures of the chairperson of governmental delegation, chairman of<br />

the parliamentarian delegation or the delegation members at Doha International Airport (only four persons, Ambassador<br />

included). This <strong>Committee</strong> is in charge of taking all necessary procedure concerning passports, luggage and customs .So,<br />

permits issuance is subject to the above-indicated information.<br />

As for countries which have no Diplomatic Missions at Doha, a supporting team will be formed for this goal in order to<br />

do all required procedures in collaboration with Qatari officers.<br />

Application <strong>For</strong>ms for National and <strong>For</strong>eign Members of the Press.<br />

Accredited members of the foreign press, who are temporarily present in Qatar, are required to submit their completed<br />

application forms along with two 2X2 cm size photographs to the <strong>For</strong>eign Information Agency.<br />

The Approval of the National Press is also subject to the above-stated procedures.<br />

It is also possible to send your completed forms via www.icnrd6. com. Any way, it is advisable to send application forms<br />

before 5-10-2006.<br />

4- Special badges<br />

Only chairpersons of delegations, who are of the rank of a minister or parliament speaker or higher, who will be provided<br />

with special badges on arrival at their residence.<br />

5- Badges of Delegations<br />

All participants, except ministers and parliaments speakers, are required to wear identification badges that show their category<br />

in order to have access to the designated places as shown below:<br />

- Blue : Halls of Parliamentarians Sessions<br />

- Pink : Halls of Civil Society Organizations<br />

Chapter Eleven:<br />

Security<br />

1- General Information<br />

In preparation for hosting the Sixth International Conference on New or Restored Democracies in Qatar, the Ministry<br />

of Interior in collaboration with Interior Security <strong>For</strong>ces, will be in charge of securing the safety of participants from<br />

governments and parliaments and civil Society Organizations.<br />

Security arrangements will be carried out strictly from the time of arrival till departure. Chairpersons of delegations will<br />

be protected during the time of all activities of the conference, at places of accommodation, transport and at any special<br />

activities.<br />

2- Places of Accommodation<br />

Security will be ensured at palaces of accommodation through: (1) control of access, (2) the entry is restricted to holders of<br />

official permit, (3) special teams will inspect rooms, luggage and even presents before handing them to guests, in addition to<br />

setting up a logistic centre near the Conference Centre.<br />

3- Doha International Airport<br />

Officers from the Ministry of Interior, in coordination with the Protocol Department at the Ministry of <strong>For</strong>eign Affairs,<br />

will undertake the task of dealing with documents and procedures concerning the arrival and departure of delegations.<br />

Furthermore, there will be full coordination with the Security <strong>Committee</strong> of the Conference and Customs Office concerned<br />

in the State of Qatar in connection with bringing in any communications equipment, along with any other needs of<br />

delegations.<br />

4- The International Conference Centre<br />

Access to the main hall of the conference (Al-Dafnah) in the opening and final sessions will be limited to holders of<br />

participation badges, so only authorized persons will have access to the Conference Hall. Special badges will be given to<br />

them with the heading word: <strong>Part</strong>icipant, name of the state, the party represented and the particular position or duty.<br />

Access to halls of the side meetings will be restricted to participants from each party as shown: Governmental, Parliamentarian<br />

and Civil Society, with different colors.<br />

N.B. Each party will be granted some 20 badges for participants who are authorized to move from one place to another.<br />

Access to the Three-party meeting will be confined to those who hold invitation cards (200 for each party).<br />

5- Other Procedures<br />

The Ministry of Interior shall assume the task of taking necessary procedures that ensure security for all VIP and other<br />

participants at all designated places for the official program of the Conference as well as the places of activities of the<br />

delegation heads.<br />

6- Security of transport<br />

Full protection will be ensured for heads of delegations by security systems of the Ministry of Interior and Interior Security<br />

<strong>For</strong>ces.<br />

7- Entrance of security persons, firearms, communications and protection and inspection<br />

equipment and luggage.<br />

Security staffs are required to submit a formal request to be officially authorized. In case of need, they are to introduce a<br />

formal permit license application of possessing firearms and ammunition.<br />

Authorized documents of such persons will bear a distinguishing mark.<br />
