Communities. In September 2008,<br />
Pr<strong>of</strong>essor Julia King CBE FREng was<br />
nominated onto the EIT Governing<br />
Board. On 25 March 2009, Pr<strong>of</strong>essor<br />
King was the keynote speaker at<br />
an <strong>Academy</strong> briefing, co-hosted<br />
by the Department for Innovation,<br />
Universities and Skills, which<br />
gave potential UK participants<br />
in Knowledge and Innovation<br />
Communities (KICs) the opportunity<br />
to put their questions to the EIT<br />
Governing Board and to network<br />
with prospective partners.<br />
Newton International Fellowship<br />
scheme<br />
The Newton International<br />
Fellowship scheme, a £13 million<br />
government initiative to fund<br />
research collaborations and improve<br />
links between UK and overseas<br />
researchers, was launched in June<br />
2008 by the Science Minister Ian<br />
Pearson MP. The scheme is run jointly<br />
by the <strong>Academy</strong>, the British <strong>Academy</strong><br />
and the <strong>Royal</strong> Society, and aims to<br />
attract the world’s best postdoctoral<br />
researchers to the UK for two year<br />
fellowships. Funding for follow-on<br />
activities will continue for 10 years<br />
after the fellowship ends, to enable<br />
Newton Fellows to build long-term<br />
links with the UK.<br />
The three Academies received over<br />
700 applications and 51 Newton<br />
Fellows were selected. A total <strong>of</strong> 13<br />
engineers were selected from eight<br />
different countries including China,<br />
Japan, India, Ukraine and Trinidad.<br />

provided in the annex.<br />
Research exchanges with China<br />
and India<br />
The Research Exchanges with<br />
China and India scheme promotes<br />
academic collaboration between<br />
high quality engineering researchers<br />
in the UK and China/India and<br />
supports the expansion <strong>of</strong><br />
international networks <strong>of</strong> excellence.<br />
Of the 21 awards made this year,<br />
nine were Major Awards (for<br />
exchanges <strong>of</strong> 3 to 12 months) and<br />
12 were Short Awards (for exchanges<br />
lasting up to a month). The majority<br />
<strong>of</strong> applications received and awards<br />
made have been for exchanges with<br />
China.<br />
Food security briefing<br />
The <strong>Academy</strong> convened a briefing<br />
to highlight the role <strong>of</strong> engineers in<br />
tackling global food security on 21<br />
October 2008, in partnership with<br />
the Institution <strong>of</strong> Civil Engineers and<br />
Institution <strong>of</strong> Agricultural Engineers.<br />
The event was chaired by Pr<strong>of</strong>essor<br />
Sir Gordon Conway KCMG HonFREng<br />
FRS, then Chief Scientific Adviser to<br />
the Department for International<br />
Development, and featured speakers<br />
from academia and industry. Work<br />
is now underway to produce an<br />
<strong>Academy</strong> position paper on global<br />
food security and consider possible<br />
future activities on the subject.<br />
<strong>Engineering</strong> Change<br />
A collection <strong>of</strong> essays, <strong>Engineering</strong><br />
Change: Towards a Sustainable<br />
Future in the Developing World, was<br />
launched at the <strong>Academy</strong> on<br />
21 October 2008. This collection <strong>of</strong><br />
essays, written by engineers and<br />
development experts, explores<br />
the ways in which engineers<br />
around the world contribute to<br />
improving the quality <strong>of</strong> life <strong>of</strong> the<br />
poor, and seeks to re-examine the<br />
role that engineering can play in<br />
enabling sustainable growth. The<br />
collection was edited by Pr<strong>of</strong>essor<br />
Peter Guthrie OBE FREng, Pr<strong>of</strong>essor<br />
Calestous Juma HonFREng FRS and<br />
Dr Hayaatun Sillem.<br />
Millennium Technology Prize<br />
Pr<strong>of</strong>essor David Payne CBE<br />
FREng FRS was one <strong>of</strong> two British<br />
researchers shortlisted for the<br />
Millennium Technology Prize,<br />
awarded every two years by the<br />
Technology <strong>Academy</strong> <strong>of</strong> Finland for<br />
a technological innovation that has<br />
significantly improved the quality<br />
<strong>of</strong> human life. The list <strong>of</strong> finalists<br />
was announced via webfeed from<br />
Helsinki at a press conference held<br />
at the <strong>Academy</strong>, chaired by Dr Scott<br />
Steedman FREng. The winner <strong>of</strong> the<br />
Prize, Pr<strong>of</strong>essor Robert Langer, was<br />
announced at a ceremony in Helsinki<br />
on 11 June 2008.<br />
International strategy<br />
In May 2008, the <strong>Academy</strong> published<br />
its first International Strategy to<br />
guide development <strong>of</strong> its suite<br />
<strong>of</strong> international activities. This<br />
document has now been revised<br />
in light <strong>of</strong> the <strong>Academy</strong>’s growing<br />
portfolio <strong>of</strong> international activities<br />
to take into account the President’s<br />
priorities and the new Strategic<br />
Impact and Outcomes paper.<br />
INTERNATIONAL RESPONSES<br />
Offshore Wind Energy in Europe<br />
The <strong>Academy</strong> responded in July<br />
2008 to the European Commission<br />
consultation on measures to<br />
promote <strong>of</strong>fshore wind energy<br />
in Europe. It identified planning<br />
uncertainty as the greatest barrier to<br />
new wind energy build, and called<br />
for a greater role for engineers in<br />
planning an European transmission<br />
grid and renewable energy<br />
infrastructure.<br />
Lisbon Strategy<br />
In June 2008, the <strong>Academy</strong><br />
responded to the Department for<br />
Business, Enterprise and Regulatory<br />
Reform’s consultation on the UK’s<br />
progress towards Lisbon Strategy<br />
targets for jobs and growth. The<br />
<strong>Academy</strong> response demonstrated<br />
how its portfolio <strong>of</strong> activities<br />
contribute to the delivery <strong>of</strong> key<br />
National Reform Programme goals,<br />
