Government Staff Workshop Summary - December 5, 2012<br />

• <strong>in</strong>formation on waste flow issues fac<strong>in</strong>g <strong>Metro</strong> <strong>Vancouver</strong>, and waste flow<br />

management options<br />

• <strong>in</strong>formation on the preferred approach and how it was identified<br />

• opportunities for <strong>in</strong>put regard<strong>in</strong>g the preferred waste flow management approach<br />

and the other potential options.<br />

As part <strong>of</strong> the engagement and consultation program, <strong>Metro</strong> <strong>Vancouver</strong> hosted<br />

stakeholders at two waste flow management workshops:<br />

• December 5, 2012 for government staff<br />

• December 6, 2012 for <strong>in</strong>dustry representatives.<br />

Staff will consider all <strong>in</strong>put received <strong>in</strong> the development <strong>of</strong> the recommended <strong>Waste</strong> <strong>Flow</strong><br />

<strong>Management</strong> approach.<br />

Engagement and Consultation Program Timel<strong>in</strong>e<br />

• Phase 1 Engagement and Consultation to receive and consider <strong>in</strong>itial<br />

feedback (November 16, 2012 - January 25, 2013). Consultation activity<br />

<strong>in</strong>cludes:<br />

o Government staff and <strong>in</strong>dustry workshops<br />

o Onl<strong>in</strong>e feedback and written comments<br />

• Deliver draft recommended approach and phase 1 consultation results to<br />

Zero <strong>Waste</strong> Committee (February 28) and Board (March 15)<br />

• Phase 2 Engagement and Consultation to receive and consider consultation<br />

feedback on draft recommended approach (March to May 2013).<br />

Consultation activity to <strong>in</strong>clude:<br />

o Stakeholder workshop (April)<br />

o Special meet<strong>in</strong>g <strong>of</strong> Zero <strong>Waste</strong> Committee (May)<br />

o Onl<strong>in</strong>e feedback and written comments<br />

• Deliver to Zero <strong>Waste</strong> committee and Board <strong>in</strong> July:<br />

o Phase 2 consultation results<br />

o Recommended approach<br />

o Bylaw<br />

• Submit bylaw for M<strong>in</strong>istry <strong>of</strong> Environment approval: Summer 2013<br />

2. Government Staff Workshop<br />

The Government Staff Workshop on <strong>Metro</strong> <strong>Vancouver</strong> <strong>Waste</strong> <strong>Flow</strong> <strong>Management</strong> took<br />

place December 5, 2012 from 8:30 am to 1 :00 pm at the Firefighters' Club Banquet and<br />

Conference Centre <strong>in</strong> Burnaby, BC.<br />

Invitees to the workshop <strong>in</strong>cluded:<br />

• Member municipal staff (members <strong>of</strong> <strong>Metro</strong> <strong>Vancouver</strong> regional adviSOry<br />

committees and waste reduction coord<strong>in</strong>ators)<br />

• Staff <strong>of</strong> First Nations and tribal councils/associations whose traditional territories<br />

lie with<strong>in</strong>, overlap, or have an <strong>in</strong>terest <strong>in</strong> <strong>Metro</strong> <strong>Vancouver</strong>, Fraser Valley<br />

Regional District (FVRD) and Squamish-Lillooet Regional District (SLRD)<br />

• Staff <strong>of</strong> adjacent regional districts, <strong>in</strong>clud<strong>in</strong>g FVRD and SLRD<br />

• Government agency staff (e.g. M<strong>in</strong>istry <strong>of</strong> Environment)<br />
