Introducti<strong>on</strong><br />

Recogniz<strong>in</strong>g that support<strong>in</strong>g an ever grow<strong>in</strong>g populati<strong>on</strong> <strong>and</strong> fulfill<strong>in</strong>g high c<strong>on</strong>sumpti<strong>on</strong><br />

dem<strong>and</strong>s with<strong>in</strong> <strong>the</strong> current framework of producti<strong>on</strong> is degrad<strong>in</strong>g <strong>the</strong> envir<strong>on</strong>ment <strong>and</strong><br />

significantly impair<strong>in</strong>g its ability to provide essential ecosystem services such as assimilat<strong>in</strong>g<br />

wastes, stor<strong>in</strong>g carb<strong>on</strong>, filter<strong>in</strong>g <strong>and</strong> distribut<strong>in</strong>g fresh water, <strong>and</strong> susta<strong>in</strong><strong>in</strong>g biological diversity,<br />

<strong>the</strong> <strong>in</strong>ternati<strong>on</strong>al community is work<strong>in</strong>g to address <strong>the</strong> negative impacts of unsusta<strong>in</strong>able<br />

patterns of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong>. This paper provides a brief background <strong>on</strong> <strong>the</strong><br />

development of <strong>in</strong>ternati<strong>on</strong>al policy <strong>on</strong> susta<strong>in</strong>able c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong> (SCP),<br />

describes <strong>the</strong> <strong>in</strong>ternati<strong>on</strong>al framework to stimulate <strong>and</strong> organize efforts, <strong>and</strong> discusses <strong>the</strong><br />

dist<strong>in</strong>guish<strong>in</strong>g characteristics of North America that <strong>in</strong>fluence our regi<strong>on</strong>al approach to SCP.<br />

Development of Internati<strong>on</strong>al Policy <strong>on</strong> SCP<br />

In 1987, <strong>the</strong> United Nati<strong>on</strong>s report, Our Comm<strong>on</strong> Future, formally <strong>in</strong>troduced <strong>the</strong> c<strong>on</strong>cept of<br />

susta<strong>in</strong>able development to <strong>the</strong> <strong>in</strong>ternati<strong>on</strong>al community, def<strong>in</strong><strong>in</strong>g it as “development that meets<br />

<strong>the</strong> needs of <strong>the</strong> present without compromis<strong>in</strong>g <strong>the</strong> ability of future generati<strong>on</strong>s to meet <strong>the</strong>ir<br />

own needs.” 1 To support susta<strong>in</strong>able development, it called for a fundamental change to <strong>the</strong><br />

systems of producti<strong>on</strong> <strong>and</strong> c<strong>on</strong>sumpti<strong>on</strong>. The report helped to organize <strong>in</strong>ternati<strong>on</strong>al th<strong>in</strong>k<strong>in</strong>g<br />

<strong>and</strong> served as a foundati<strong>on</strong> for <strong>the</strong> activities at <strong>the</strong> 1992 United Nati<strong>on</strong>s C<strong>on</strong>ference <strong>on</strong><br />

Envir<strong>on</strong>ment <strong>and</strong> Development, also known as <strong>the</strong> Rio Earth Summit. The c<strong>on</strong>ference resulted<br />

<strong>in</strong> several progressive <strong>and</strong> mean<strong>in</strong>gful outcomes, three of which have particular importance <strong>on</strong><br />

<strong>the</strong> issue of SCP:<br />

1.) The Rio Declarati<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment <strong>and</strong> Development<br />

With <strong>the</strong> goal of improv<strong>in</strong>g cooperati<strong>on</strong> <strong>and</strong> establish<strong>in</strong>g global partnership to work<br />

towards <strong>in</strong>ternati<strong>on</strong>al agreements that protect <strong>the</strong> <strong>in</strong>tegrity of <strong>the</strong> envir<strong>on</strong>ment <strong>and</strong> <strong>the</strong><br />

<strong>in</strong>terests of society, <strong>the</strong> Rio Declarati<strong>on</strong> established a foundati<strong>on</strong> of 27 pr<strong>in</strong>ciples. 2 Of<br />

particular relevance is Pr<strong>in</strong>ciple 8 which states, “To achieve susta<strong>in</strong>able development<br />

<strong>and</strong> higher quality of life for all people, States should reduce <strong>and</strong> elim<strong>in</strong>ate unsusta<strong>in</strong>able<br />

patterns of producti<strong>on</strong> <strong>and</strong> c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> promote appropriate demographic<br />

policies.” 3 This Pr<strong>in</strong>ciple <strong>in</strong>fused social aspects <strong>in</strong>to SCP.<br />

2.) Agenda 21<br />

Agenda 21 created a „bluepr<strong>in</strong>t‟ for <strong>in</strong>ternati<strong>on</strong>al activities that would foster susta<strong>in</strong>able<br />

development. 4 With<strong>in</strong> <strong>the</strong> pages of what is essentially an implementati<strong>on</strong> strategy for<br />

susta<strong>in</strong>able development, <strong>the</strong>re is a specific focus <strong>on</strong> c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> <strong>the</strong> role of<br />

developed countries. Chapter 4 of Agenda 21, “Chang<strong>in</strong>g C<strong>on</strong>sumpti<strong>on</strong> Patterns,”<br />

places resp<strong>on</strong>sibility <strong>on</strong> <strong>in</strong>dustrialized countries <strong>and</strong> calls for acti<strong>on</strong>s to improve global<br />

underst<strong>and</strong><strong>in</strong>g of <strong>the</strong> role of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> how to shift to more susta<strong>in</strong>able patterns<br />

of c<strong>on</strong>sumpti<strong>on</strong> that have m<strong>in</strong>imal envir<strong>on</strong>mental impacts while meet<strong>in</strong>g <strong>the</strong> needs of<br />

society.<br />

3.) The establishment of <strong>the</strong> United Nati<strong>on</strong>s Commissi<strong>on</strong> <strong>on</strong> <strong>Susta<strong>in</strong>able</strong> Development<br />

The UN Commissi<strong>on</strong> <strong>on</strong> <strong>Susta<strong>in</strong>able</strong> Development (CSD) was charged with ensur<strong>in</strong>g<br />

effective follow-up <strong>on</strong> <strong>the</strong> c<strong>on</strong>ference outcomes, <strong>and</strong> m<strong>on</strong>itor<strong>in</strong>g <strong>and</strong> report<strong>in</strong>g <strong>on</strong> <strong>the</strong><br />

implementati<strong>on</strong> of Agenda 21. In 1995, CSD elaborated up<strong>on</strong> <strong>the</strong> def<strong>in</strong>iti<strong>on</strong> of<br />

susta<strong>in</strong>able c<strong>on</strong>sumpti<strong>on</strong>, acknowledg<strong>in</strong>g its many aspects <strong>and</strong> <strong>in</strong>corporat<strong>in</strong>g a str<strong>on</strong>ger<br />

emphasis <strong>on</strong> social equity. CSD def<strong>in</strong>es susta<strong>in</strong>able c<strong>on</strong>sumpti<strong>on</strong> as “<strong>the</strong> use of<br />

services <strong>and</strong> related products which resp<strong>on</strong>d to basic needs <strong>and</strong> br<strong>in</strong>g a better quality of<br />

life while m<strong>in</strong>imiz<strong>in</strong>g <strong>the</strong> use of natural resources <strong>and</strong> toxic materials as well as <strong>the</strong><br />

emissi<strong>on</strong>s of waste <strong>and</strong> pollutants over <strong>the</strong> life cycle so as not to jeopardize <strong>the</strong> needs of<br />

future generati<strong>on</strong>s.”<br />

S<strong>in</strong>ce <strong>the</strong> Rio Earth Summit, <strong>the</strong> <strong>in</strong>ternati<strong>on</strong>al community has c<strong>on</strong>t<strong>in</strong>ually reaffirmed susta<strong>in</strong>able<br />

c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong> as essential to meet<strong>in</strong>g <strong>the</strong> objectives of susta<strong>in</strong>able development.<br />

Both <strong>the</strong> United Nati<strong>on</strong>s Human Development report <strong>in</strong> 1998 <strong>and</strong> <strong>the</strong> establishment of UN<br />

Millennium Development Goals <strong>in</strong> 2000 <strong>in</strong>tegrate <strong>the</strong> need to shift to susta<strong>in</strong>able patterns of<br />

c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong> to enable susta<strong>in</strong>able development <strong>and</strong> achieve <strong>the</strong> goals for<br />

global social provisi<strong>on</strong>.<br />

Build<strong>in</strong>g <strong>on</strong> <strong>the</strong> c<strong>on</strong>cept of shift<strong>in</strong>g patterns of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong>, <strong>in</strong> 2002, <strong>the</strong> United<br />

Nati<strong>on</strong>s Envir<strong>on</strong>ment Program clarified <strong>the</strong> mean<strong>in</strong>g of patterns of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> presented<br />

an alternative c<strong>on</strong>ceptual approach for describ<strong>in</strong>g SCP. „Patterns of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong><br />

producti<strong>on</strong>‟ refers to both <strong>the</strong> c<strong>on</strong>sumpti<strong>on</strong> of goods <strong>and</strong> services, <strong>in</strong> terms of volume <strong>and</strong> use,<br />

<strong>and</strong> <strong>the</strong> envir<strong>on</strong>mental <strong>and</strong> social impacts that result from <strong>the</strong>ir producti<strong>on</strong>. It is <strong>in</strong>fluenced by<br />

three <strong>in</strong>ter-related systems 5 :<br />

1. Provisi<strong>on</strong> - <strong>the</strong> way products <strong>and</strong> services are sourced, produced, delivered <strong>and</strong> utilized;<br />

2. Motivati<strong>on</strong> – market <strong>in</strong>centives <strong>and</strong> c<strong>on</strong>sumer tastes shape <strong>the</strong> provisi<strong>on</strong> <strong>and</strong> dem<strong>and</strong> for<br />

envir<strong>on</strong>mentally preferable products <strong>and</strong> services; <strong>and</strong><br />

3. Access – factors that enable or discourage c<strong>on</strong>sumer participati<strong>on</strong> <strong>in</strong> <strong>the</strong> market <strong>and</strong><br />

affect access to particular products <strong>and</strong> services.<br />

This systems perspective provides a useful <strong>in</strong>sight <strong>in</strong>to <strong>the</strong> different aspects of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong><br />

producti<strong>on</strong> <strong>and</strong> serves as a c<strong>on</strong>ceptual framework for organiz<strong>in</strong>g analysis <strong>and</strong> activities.<br />

With a str<strong>on</strong>g focus <strong>on</strong> implementati<strong>on</strong>, <strong>in</strong>ternati<strong>on</strong>al acti<strong>on</strong> <strong>on</strong> SCP progressed fur<strong>the</strong>r at <strong>the</strong><br />

World Summit <strong>on</strong> <strong>Susta<strong>in</strong>able</strong> Development (WSSD) <strong>in</strong> Johannesburg <strong>in</strong> 2002. The WSSD<br />

identified chang<strong>in</strong>g patterns of c<strong>on</strong>sumpti<strong>on</strong> as <strong>on</strong>e of <strong>the</strong> three key elements for susta<strong>in</strong>able<br />

development, <strong>the</strong> o<strong>the</strong>r two be<strong>in</strong>g poverty eradicati<strong>on</strong> <strong>and</strong> protect<strong>in</strong>g <strong>and</strong> manag<strong>in</strong>g <strong>the</strong> natural<br />

resource base. An outcome of <strong>the</strong> c<strong>on</strong>ference was development of <strong>the</strong> Johannesburg Plan of<br />

Implementati<strong>on</strong> (JPOI). 6 Chapter 3, titled “Chang<strong>in</strong>g Unsusta<strong>in</strong>able Patterns of C<strong>on</strong>sumpti<strong>on</strong><br />

<strong>and</strong> Producti<strong>on</strong>,” of <strong>the</strong> JPOI beg<strong>in</strong>s by articulat<strong>in</strong>g <strong>the</strong> need to change c<strong>on</strong>sumpti<strong>on</strong> patterns<br />

<strong>and</strong> directs developed countries to take <strong>the</strong> lead based <strong>on</strong> <strong>the</strong> pr<strong>in</strong>ciple of comm<strong>on</strong> but<br />

differentiated resp<strong>on</strong>sibilities (See appendix for <strong>the</strong> full text, which describes <strong>in</strong> detail <strong>the</strong><br />

specific acti<strong>on</strong> areas). From this basis, all parties <strong>and</strong> stakeholders have a role to play <strong>in</strong><br />

support<strong>in</strong>g SCP with primary resp<strong>on</strong>sibility rest<strong>in</strong>g with developed countries.<br />

To kick start <strong>and</strong> organize countries‟ efforts, <strong>the</strong> JPOI called for <strong>the</strong> development of “a 10-year<br />

framework of programs <strong>in</strong> support of regi<strong>on</strong>al <strong>and</strong> nati<strong>on</strong>al <strong>in</strong>itiatives to accelerate <strong>the</strong> shift<br />

towards SCP to promote social <strong>and</strong> ec<strong>on</strong>omic development with<strong>in</strong> <strong>the</strong> carry<strong>in</strong>g capacity of<br />

ecosystems by address<strong>in</strong>g <strong>and</strong>, where appropriate, de-l<strong>in</strong>k<strong>in</strong>g ec<strong>on</strong>omic growth <strong>and</strong><br />

envir<strong>on</strong>mental degradati<strong>on</strong> through improv<strong>in</strong>g efficiency <strong>and</strong> susta<strong>in</strong>ability <strong>in</strong> <strong>the</strong> use of<br />

resources <strong>and</strong> producti<strong>on</strong> processes <strong>and</strong> reduc<strong>in</strong>g resource degradati<strong>on</strong>, polluti<strong>on</strong> <strong>and</strong> waste.”<br />

The 10 year framework of programs (10YFP) is to <strong>in</strong>clude acti<strong>on</strong>s that:<br />

(a) Identify activities, tools, policies, <strong>in</strong>dicators, <strong>and</strong> m<strong>on</strong>itor<strong>in</strong>g for measur<strong>in</strong>g <strong>and</strong><br />

assess<strong>in</strong>g progress;<br />

(b) Adopt <strong>and</strong> implement policies based <strong>on</strong> <strong>the</strong> polluter pays pr<strong>in</strong>ciple;<br />

(c) Us<strong>in</strong>g scientific approaches, develop policies to reduce <strong>the</strong> envir<strong>on</strong>mental <strong>and</strong> health<br />

impacts of products <strong>and</strong> services;<br />

(d) Develop awareness-rais<strong>in</strong>g programs, especially <strong>in</strong> developed countries, <strong>on</strong> <strong>the</strong><br />

importance of susta<strong>in</strong>able producti<strong>on</strong> <strong>and</strong> c<strong>on</strong>sumpti<strong>on</strong>;<br />

(e) Develop <strong>and</strong> adopt, <strong>on</strong> a voluntary basis, effective, transparent, verifiable, n<strong>on</strong>mislead<strong>in</strong>g<br />

<strong>and</strong> n<strong>on</strong>-discrim<strong>in</strong>atory c<strong>on</strong>sumer <strong>in</strong>formati<strong>on</strong> tools; <strong>and</strong><br />

(f) Increase eco-efficiency, with capacity build<strong>in</strong>g, technology transfer with develop<strong>in</strong>g<br />

countries.<br />

The <strong>in</strong>itial process of discuss<strong>in</strong>g <strong>and</strong> develop<strong>in</strong>g <strong>the</strong> 10YFP is referred to as <strong>the</strong> “Marrakech<br />

Process.” The Marrakech Process works to develop strategies <strong>and</strong> coord<strong>in</strong>ate voluntary acti<strong>on</strong><br />

through meet<strong>in</strong>gs of <strong>in</strong>ternati<strong>on</strong>al experts, regi<strong>on</strong>al roundtables, <strong>and</strong> task forces. Under <strong>the</strong><br />

umbrella of <strong>the</strong> Marrakech Process <strong>the</strong>re have been work<strong>in</strong>g groups <strong>on</strong>: producti<strong>on</strong> processes<br />

<strong>and</strong> <strong>in</strong>dustrial development; urban plann<strong>in</strong>g; waste management; susta<strong>in</strong>able products; public<br />

procurement; build<strong>in</strong>gs <strong>and</strong> c<strong>on</strong>structi<strong>on</strong>; tourism; agriculture; <strong>and</strong> energy, climate <strong>and</strong> air<br />

polluti<strong>on</strong>. Some of <strong>the</strong> efforts with<strong>in</strong> <strong>the</strong>se workgroups, <strong>in</strong>clud<strong>in</strong>g energy, climate <strong>and</strong> air<br />

polluti<strong>on</strong>, have been <strong>in</strong>corporated <strong>in</strong>to o<strong>the</strong>r <strong>in</strong>ternati<strong>on</strong>al <strong>in</strong>itiatives or <strong>in</strong>formed through exist<strong>in</strong>g<br />

nati<strong>on</strong>al programs. The <strong>in</strong>tended purpose of <strong>the</strong> Marrakech Process is to have a body of work<br />

<strong>and</strong> experiences from which to provide <strong>in</strong>put <strong>and</strong> recommended acti<strong>on</strong>s to CSD for<br />

c<strong>on</strong>siderati<strong>on</strong> <strong>and</strong> <strong>in</strong>clusi<strong>on</strong> <strong>in</strong> susta<strong>in</strong>able development policy <strong>and</strong> <strong>in</strong>itiatives. At CSD 18<br />

countries will highlight <strong>and</strong> discuss <strong>the</strong>ir efforts, <strong>in</strong>itiatives, <strong>and</strong> less<strong>on</strong>s learned that will help<br />

advance <strong>the</strong> underst<strong>and</strong><strong>in</strong>g of how to shift patterns of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong>. At CSD 19<br />

<strong>the</strong> discussi<strong>on</strong> will look to focus primarily <strong>on</strong> negotiati<strong>on</strong>s to <strong>the</strong> actual 10YFP which will <strong>in</strong>clude<br />

key elements of a framework that will support SCP. The 10YFP would <strong>the</strong>n be launched <strong>in</strong><br />

2011 <strong>and</strong> <strong>in</strong> effect through 2021.<br />

Internati<strong>on</strong>al Activities Support<strong>in</strong>g SCP<br />

At its most expansive, SCP encompasses a broad spectrum of activities such as efforts to:<br />

<strong>in</strong>crease <strong>the</strong> c<strong>on</strong>sumpti<strong>on</strong> rates of those struggl<strong>in</strong>g to fulfill <strong>the</strong>ir life-essential needs; improve<br />

social equality; develop ec<strong>on</strong>omic measures that capture societal well-be<strong>in</strong>g <strong>in</strong> additi<strong>on</strong> to gross<br />

domestic product; modify c<strong>on</strong>sumer behavior <strong>and</strong> material aspirati<strong>on</strong>s; reduce <strong>the</strong><br />

envir<strong>on</strong>mental footpr<strong>in</strong>t of products <strong>and</strong> services; improve urban plann<strong>in</strong>g; <strong>and</strong> reth<strong>in</strong>k <strong>the</strong><br />

design, producti<strong>on</strong>, distributi<strong>on</strong>, <strong>and</strong> utilizati<strong>on</strong> of entire systems. Through <strong>the</strong> Regi<strong>on</strong>al<br />

Marrakech Process C<strong>on</strong>sultati<strong>on</strong>s, different regi<strong>on</strong>s have identified energy, agriculture, <strong>the</strong> built<br />

envir<strong>on</strong>ment, transportati<strong>on</strong>, tourism, waste, <strong>and</strong> water as priority sectors. Countries <strong>and</strong><br />

regi<strong>on</strong>s have chosen to focus <strong>on</strong> specific aspects of SCP based <strong>on</strong> <strong>the</strong>ir priorities, capabilities,<br />

<strong>and</strong> potential to affect positive change. For example, France <strong>and</strong> Italy are lead<strong>in</strong>g <strong>in</strong>itiatives<br />

address<strong>in</strong>g susta<strong>in</strong>able public procurement <strong>and</strong> educati<strong>on</strong> <strong>on</strong> susta<strong>in</strong>able c<strong>on</strong>sumpti<strong>on</strong>,<br />

respectively. 7 The United K<strong>in</strong>gdom‟s activities have primarily centered <strong>on</strong> susta<strong>in</strong>able products<br />

<strong>and</strong> market transformati<strong>on</strong>. Africa tailored <strong>the</strong>ir 10YFP to <strong>the</strong>ir priorities of energy, water <strong>and</strong><br />

sanitati<strong>on</strong>, habitat <strong>and</strong> susta<strong>in</strong>able urban development, <strong>and</strong> <strong>in</strong>dustrial development. 8 Although<br />

countries <strong>and</strong> regi<strong>on</strong>s have emphasized various comp<strong>on</strong>ents of SCP, <strong>the</strong> ultimate <strong>in</strong>tent of<br />

<strong>the</strong>se activities is to change systems of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong>.<br />

Dist<strong>in</strong>guish<strong>in</strong>g characteristics of North America that <strong>in</strong>fluence our approach to SCP<br />

North America‟s character <strong>and</strong> priorities are dist<strong>in</strong>guishable from o<strong>the</strong>r regi<strong>on</strong>s <strong>and</strong><br />

c<strong>on</strong>sequently <strong>in</strong>fluence <strong>the</strong> North American approach <strong>on</strong> SCP. Canada <strong>and</strong> <strong>the</strong> United States<br />

have many unique ec<strong>on</strong>omic, envir<strong>on</strong>mental <strong>and</strong> cultural similarities. For example, <strong>the</strong>y have<br />

democratic governments with delegated resp<strong>on</strong>sibilities to <strong>the</strong> prov<strong>in</strong>ces <strong>and</strong> states, <strong>and</strong> similar<br />

policy perspectives <strong>on</strong> <strong>the</strong> use of ec<strong>on</strong>omic <strong>and</strong> envir<strong>on</strong>mental regulati<strong>on</strong>s. Both countries<br />

ma<strong>in</strong>ta<strong>in</strong> a relatively laissez faire approach to <strong>the</strong> market, <strong>and</strong> preserve a high degree of<br />

c<strong>on</strong>sumer sovereignty. They have globally competitive ec<strong>on</strong>omies with robust <strong>in</strong>ternati<strong>on</strong>al<br />

trade. There are <strong>in</strong>tertw<strong>in</strong>ed manufactur<strong>in</strong>g systems, with both comp<strong>on</strong>ents <strong>and</strong> products<br />

cross<strong>in</strong>g <strong>the</strong> border.<br />

The two countries have similar <strong>in</strong>frastructure <strong>in</strong> terms of waste management, transportati<strong>on</strong><br />

networks, populati<strong>on</strong> distributi<strong>on</strong>, hous<strong>in</strong>g <strong>and</strong> <strong>the</strong> built envir<strong>on</strong>ment, <strong>and</strong> energy use patterns.<br />

Shared envir<strong>on</strong>mental characteristics <strong>in</strong>clude str<strong>on</strong>g natural resource bases, massive amounts<br />

of l<strong>and</strong>, <strong>and</strong> open space. Additi<strong>on</strong>ally, Canada <strong>and</strong> <strong>the</strong> US have cultural likenesses <strong>in</strong> <strong>the</strong>ir<br />

levels of pers<strong>on</strong>al wealth, social aspirati<strong>on</strong>s, c<strong>on</strong>sumer behavior, <strong>and</strong> high c<strong>on</strong>sumpti<strong>on</strong> of<br />

goods.<br />

These characteristics <strong>in</strong>fluence <strong>the</strong> North American approach to SCP <strong>and</strong> <strong>the</strong> relevant activities<br />

undertaken. For <strong>the</strong> most part, SCP activities <strong>in</strong> North America have focused <strong>on</strong> improv<strong>in</strong>g<br />

aspects of <strong>the</strong> system of provisi<strong>on</strong>, chang<strong>in</strong>g <strong>the</strong> way products <strong>and</strong> services are produced,<br />

delivered <strong>and</strong> utilized by reduc<strong>in</strong>g envir<strong>on</strong>mental impacts <strong>and</strong> improv<strong>in</strong>g producti<strong>on</strong> efficiencies.<br />

Products <strong>and</strong> services are directly c<strong>on</strong>nected to issues of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong> given<br />

that <strong>the</strong> types <strong>and</strong> volume of products c<strong>on</strong>sumed, <strong>and</strong> <strong>the</strong> manner <strong>in</strong> which <strong>the</strong>y are sourced,<br />

produced, delivered, used, <strong>and</strong> managed at <strong>the</strong>ir end of life determ<strong>in</strong>e <strong>the</strong>ir impacts. Therefore,<br />

work<strong>in</strong>g to improve aspects of a product‟s life cycle can have positive repercussi<strong>on</strong>s throughout.<br />

There have been a variety of efforts to green supply cha<strong>in</strong>s, m<strong>in</strong>imize waste, improve <strong>the</strong><br />

energy efficiency of products, <strong>and</strong> move towards a service oriented model of provisi<strong>on</strong>. Broadly<br />

focus<strong>in</strong>g <strong>on</strong> products can also serve as a tangible entrée for beg<strong>in</strong>n<strong>in</strong>g to discuss issues of<br />

c<strong>on</strong>sumpti<strong>on</strong>, work to educate c<strong>on</strong>sumers about <strong>the</strong> impacts of <strong>the</strong>ir purchas<strong>in</strong>g decisi<strong>on</strong>s, <strong>and</strong><br />

harness <strong>the</strong> market to support a shift towards products that are more <strong>in</strong> l<strong>in</strong>e with <strong>the</strong> goals of<br />

susta<strong>in</strong>ability.<br />

Summary<br />

The United Nati<strong>on</strong>s Envir<strong>on</strong>ment Program has described SCP, as a term that “br<strong>in</strong>gs toge<strong>the</strong>r a<br />

number of key issues, such as meet<strong>in</strong>g needs, enhanc<strong>in</strong>g quality of life, improv<strong>in</strong>g resource<br />

efficiency, m<strong>in</strong>imiz<strong>in</strong>g waste, tak<strong>in</strong>g a lifecycle perspective, <strong>and</strong> tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> equity<br />

dimensi<strong>on</strong>.” 9 The complexity of <strong>the</strong>se key issues necessitates significant, coord<strong>in</strong>ated effort<br />

am<strong>on</strong>gst all stakeholders. Canada <strong>and</strong> <strong>the</strong> United States are work<strong>in</strong>g toge<strong>the</strong>r as a regi<strong>on</strong> <strong>and</strong><br />

with <strong>the</strong> <strong>in</strong>ternati<strong>on</strong>al community to support SCP. With c<strong>on</strong>certed, cooperative effort North<br />

America can change unsusta<strong>in</strong>able patterns of c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong>, <strong>and</strong> <strong>the</strong>reby<br />

improve envir<strong>on</strong>mental quality, ma<strong>in</strong>ta<strong>in</strong> ec<strong>on</strong>omic competitiveness, <strong>and</strong> foster susta<strong>in</strong>able<br />

development.<br />

14. Fundamental changes <strong>in</strong> <strong>the</strong> way societies produce <strong>and</strong> c<strong>on</strong>sume are <strong>in</strong>dispensable for<br />

achiev<strong>in</strong>g global susta<strong>in</strong>able development. All countries should promote susta<strong>in</strong>able<br />

c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong> patterns, with <strong>the</strong> developed countries tak<strong>in</strong>g <strong>the</strong> lead <strong>and</strong> with all<br />

countries benefit<strong>in</strong>g from <strong>the</strong> process, tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> Rio pr<strong>in</strong>ciples, <strong>in</strong>clud<strong>in</strong>g, <strong>in</strong>ter alia,<br />

<strong>the</strong> pr<strong>in</strong>ciple of comm<strong>on</strong> but differentiated resp<strong>on</strong>sibilities as set out <strong>in</strong> pr<strong>in</strong>ciple 7 of <strong>the</strong> Rio<br />

Declarati<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment <strong>and</strong> Development. Governments, relevant <strong>in</strong>ternati<strong>on</strong>al<br />

organizati<strong>on</strong>s, <strong>the</strong> private sector <strong>and</strong> all major groups should play an active role <strong>in</strong> chang<strong>in</strong>g<br />

unsusta<strong>in</strong>able c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong> producti<strong>on</strong> patterns. This would <strong>in</strong>clude <strong>the</strong> acti<strong>on</strong>s at all levels<br />

set out below.<br />

15. Encourage <strong>and</strong> promote <strong>the</strong> development of a 10-year framework of programmes <strong>in</strong> support<br />

of regi<strong>on</strong>al <strong>and</strong> nati<strong>on</strong>al <strong>in</strong>itiatives to accelerate <strong>the</strong> shift towards susta<strong>in</strong>able c<strong>on</strong>sumpti<strong>on</strong> <strong>and</strong><br />

producti<strong>on</strong> to promote social <strong>and</strong> ec<strong>on</strong>omic development with<strong>in</strong> <strong>the</strong> carry<strong>in</strong>g capacity of<br />

ecosystems by address<strong>in</strong>g <strong>and</strong>, where appropriate, del<strong>in</strong>k<strong>in</strong>g ec<strong>on</strong>omic growth <strong>and</strong><br />

envir<strong>on</strong>mental degradati<strong>on</strong> through improv<strong>in</strong>g efficiency <strong>and</strong> susta<strong>in</strong>ability <strong>in</strong> <strong>the</strong> use of<br />

resources <strong>and</strong> producti<strong>on</strong> processes <strong>and</strong> reduc<strong>in</strong>g resource degradati<strong>on</strong>, polluti<strong>on</strong> <strong>and</strong> waste.<br />

All countries should take acti<strong>on</strong>, with developed countries tak<strong>in</strong>g <strong>the</strong> lead, tak<strong>in</strong>g <strong>in</strong>to account<br />

<strong>the</strong> development needs <strong>and</strong> capabilities of develop<strong>in</strong>g countries, through mobilizati<strong>on</strong>, from all<br />

sources, of f<strong>in</strong>ancial <strong>and</strong> technical assistance <strong>and</strong> capacity-build<strong>in</strong>g for develop<strong>in</strong>g countries.<br />

This would require acti<strong>on</strong>s at all levels to:<br />

(a) Identify specific activities, tools, policies, measures <strong>and</strong> m<strong>on</strong>itor<strong>in</strong>g <strong>and</strong> assessment<br />

mechanisms, <strong>in</strong>clud<strong>in</strong>g, where appropriate, life-cycle analysis <strong>and</strong> nati<strong>on</strong>al <strong>in</strong>dicators for<br />

measur<strong>in</strong>g progress, bear<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d that st<strong>and</strong>ards applied by some countries may be<br />

<strong>in</strong>appropriate <strong>and</strong> of unwarranted ec<strong>on</strong>omic <strong>and</strong> social cost to o<strong>the</strong>r countries, <strong>in</strong> particular<br />

develop<strong>in</strong>g countries;<br />

(b) Adopt <strong>and</strong> implement policies <strong>and</strong> measures aimed at promot<strong>in</strong>g susta<strong>in</strong>able patterns of<br />

producti<strong>on</strong> <strong>and</strong> c<strong>on</strong>sumpti<strong>on</strong>, apply<strong>in</strong>g, <strong>in</strong>ter alia, <strong>the</strong> polluter-pays pr<strong>in</strong>ciple described <strong>in</strong><br />

provided, while reduc<strong>in</strong>g envir<strong>on</strong>mental <strong>and</strong> health impacts, us<strong>in</strong>g, where appropriate, sciencebased<br />

approaches, such as life-cycle analysis;<br />

(d) Develop awareness-rais<strong>in</strong>g programmes <strong>on</strong> <strong>the</strong> importance of susta<strong>in</strong>able producti<strong>on</strong> <strong>and</strong><br />

c<strong>on</strong>sumpti<strong>on</strong> patterns, particularly am<strong>on</strong>g youth <strong>and</strong> <strong>the</strong> relevant segments <strong>in</strong> all countries,<br />

especially <strong>in</strong> developed countries, through, <strong>in</strong>ter alia, educati<strong>on</strong>, public <strong>and</strong> c<strong>on</strong>sumer<br />

<strong>in</strong>formati<strong>on</strong>, advertis<strong>in</strong>g <strong>and</strong> o<strong>the</strong>r media, tak<strong>in</strong>g <strong>in</strong>to account local, nati<strong>on</strong>al <strong>and</strong> regi<strong>on</strong>al cultural<br />

values;<br />

(e) Develop <strong>and</strong> adopt, where appropriate, <strong>on</strong> a voluntary basis, effective, transparent,<br />

verifiable, n<strong>on</strong>-mislead<strong>in</strong>g <strong>and</strong> n<strong>on</strong>-discrim<strong>in</strong>atory c<strong>on</strong>sumer <strong>in</strong>formati<strong>on</strong> tools to provide<br />

16. Increase <strong>in</strong>vestment <strong>in</strong> cleaner producti<strong>on</strong> <strong>and</strong> eco-efficiency <strong>in</strong> all countries through, <strong>in</strong>ter<br />

alia, <strong>in</strong>centives <strong>and</strong> support schemes <strong>and</strong> policies directed at establish<strong>in</strong>g appropriate<br />

regulatory, f<strong>in</strong>ancial <strong>and</strong> legal frameworks. This would <strong>in</strong>clude acti<strong>on</strong>s at all levels to:<br />

(a) Establish <strong>and</strong> support cleaner producti<strong>on</strong> programmes <strong>and</strong> centres <strong>and</strong> more efficient<br />

producti<strong>on</strong> methods by provid<strong>in</strong>g, <strong>in</strong>ter alia, <strong>in</strong>centives <strong>and</strong> capacity-build<strong>in</strong>g to assist<br />

enterprises, especially small <strong>and</strong> medium-sized enterprises, particularly <strong>in</strong> develop<strong>in</strong>g countries,<br />

<strong>in</strong> improv<strong>in</strong>g productivity <strong>and</strong> susta<strong>in</strong>able development;<br />

(b) Provide <strong>in</strong>centives for <strong>in</strong>vestment <strong>in</strong> cleaner producti<strong>on</strong> <strong>and</strong> eco-efficiency <strong>in</strong> all countries,<br />

such as state-f<strong>in</strong>anced loans, venture capital, technical assistance <strong>and</strong> tra<strong>in</strong><strong>in</strong>g programmes for<br />

small <strong>and</strong> medium-sized companies while avoid<strong>in</strong>g trade-distort<strong>in</strong>g measures <strong>in</strong>c<strong>on</strong>sistent with<br />

<strong>the</strong> rules of <strong>the</strong> World Trade Organizati<strong>on</strong>;<br />

(c) Collect <strong>and</strong> dissem<strong>in</strong>ate <strong>in</strong>formati<strong>on</strong> <strong>on</strong> cost-effective examples <strong>in</strong> cleaner producti<strong>on</strong>, ecoefficiency<br />

<strong>and</strong> envir<strong>on</strong>mental management <strong>and</strong> promote <strong>the</strong> exchange of best practices <strong>and</strong><br />

know-how <strong>on</strong> envir<strong>on</strong>mentally sound technologies between public <strong>and</strong> private <strong>in</strong>stituti<strong>on</strong>s;<br />

(d) Provide tra<strong>in</strong><strong>in</strong>g programmes to small <strong>and</strong> medium-sized enterprises <strong>on</strong> <strong>the</strong> use of<br />

<strong>in</strong>formati<strong>on</strong> <strong>and</strong> communicati<strong>on</strong> technologies.<br />

17. Integrate <strong>the</strong> issue of producti<strong>on</strong> <strong>and</strong> c<strong>on</strong>sumpti<strong>on</strong> patterns <strong>in</strong>to susta<strong>in</strong>able development<br />

policies, programmes <strong>and</strong> strategies, <strong>in</strong>clud<strong>in</strong>g, where applicable, <strong>in</strong>to poverty reducti<strong>on</strong><br />

strategies.<br />

18. Enhance corporate envir<strong>on</strong>mental <strong>and</strong> social resp<strong>on</strong>sibility <strong>and</strong> accountability. This would<br />

<strong>in</strong>clude acti<strong>on</strong>s at all levels to:<br />

(a) Encourage <strong>in</strong>dustry to improve social <strong>and</strong> envir<strong>on</strong>mental performance through voluntary<br />

<strong>in</strong>itiatives, <strong>in</strong>clud<strong>in</strong>g envir<strong>on</strong>mental management systems, codes of c<strong>on</strong>duct, certificati<strong>on</strong> <strong>and</strong><br />

public report<strong>in</strong>g <strong>on</strong> envir<strong>on</strong>mental <strong>and</strong> social issues, tak<strong>in</strong>g <strong>in</strong>to account such <strong>in</strong>itiatives as <strong>the</strong><br />

(a) Provide support for <strong>the</strong> development of susta<strong>in</strong>able development strategies <strong>and</strong><br />

programmes, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> decisi<strong>on</strong>-mak<strong>in</strong>g <strong>on</strong> <strong>in</strong>vestment <strong>in</strong> <strong>in</strong>frastructure <strong>and</strong> bus<strong>in</strong>ess<br />

(e) Use envir<strong>on</strong>mental impact assessment procedures.<br />

20. Call up<strong>on</strong> Governments as well as relevant regi<strong>on</strong>al <strong>and</strong> <strong>in</strong>ternati<strong>on</strong>al organizati<strong>on</strong>s <strong>and</strong><br />

o<strong>the</strong>r relevant stakeholders to implement, tak<strong>in</strong>g <strong>in</strong>to account nati<strong>on</strong>al <strong>and</strong> regi<strong>on</strong>al specificities<br />

<strong>and</strong> circumstances, <strong>the</strong> recommendati<strong>on</strong>s <strong>and</strong> c<strong>on</strong>clusi<strong>on</strong>s adopted by <strong>the</strong> Commissi<strong>on</strong> <strong>on</strong><br />

<strong>Susta<strong>in</strong>able</strong> Development c<strong>on</strong>cern<strong>in</strong>g energy for susta<strong>in</strong>able development at its n<strong>in</strong>th sessi<strong>on</strong>,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> issues <strong>and</strong> opti<strong>on</strong>s set out below, bear<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d that <strong>in</strong> view of <strong>the</strong> different<br />

c<strong>on</strong>tributi<strong>on</strong>s to global envir<strong>on</strong>mental degradati<strong>on</strong>, States have comm<strong>on</strong> but differentiated<br />

(a) Take fur<strong>the</strong>r acti<strong>on</strong> to mobilize <strong>the</strong> provisi<strong>on</strong> of f<strong>in</strong>ancial resources, technology transfer,<br />

capacity-build<strong>in</strong>g <strong>and</strong> <strong>the</strong> diffusi<strong>on</strong> of envir<strong>on</strong>mentally sound technologies accord<strong>in</strong>g to <strong>the</strong><br />

recommendati<strong>on</strong>s <strong>and</strong> c<strong>on</strong>clusi<strong>on</strong>s of <strong>the</strong> Commissi<strong>on</strong> <strong>on</strong> <strong>Susta<strong>in</strong>able</strong> Development, as<br />

c<strong>on</strong>ta<strong>in</strong>ed <strong>in</strong> secti<strong>on</strong> A, paragraph 3, <strong>and</strong> secti<strong>on</strong> D, paragraph 30, of its decisi<strong>on</strong> 9/1 9 <strong>on</strong> energy<br />

for susta<strong>in</strong>able development;<br />

(b) Integrate energy c<strong>on</strong>siderati<strong>on</strong>s, <strong>in</strong>clud<strong>in</strong>g energy efficiency, affordability <strong>and</strong> accessibility,<br />

<strong>in</strong>to socio-ec<strong>on</strong>omic programmes, especially <strong>in</strong>to policies of major energy-c<strong>on</strong>sum<strong>in</strong>g sectors,<br />

<strong>and</strong> <strong>in</strong>to <strong>the</strong> plann<strong>in</strong>g, operati<strong>on</strong> <strong>and</strong> ma<strong>in</strong>tenance of l<strong>on</strong>g-lived energy c<strong>on</strong>sum<strong>in</strong>g<br />

<strong>in</strong>frastructures, such as <strong>the</strong> public sector, transport, <strong>in</strong>dustry, agriculture, urban l<strong>and</strong> use,<br />

tourism <strong>and</strong> c<strong>on</strong>structi<strong>on</strong> sectors;<br />

(c) Develop <strong>and</strong> dissem<strong>in</strong>ate alternative energy technologies with <strong>the</strong> aim of giv<strong>in</strong>g a greater<br />

share of <strong>the</strong> energy mix to renewable energies, improv<strong>in</strong>g energy efficiency <strong>and</strong> greater reliance<br />

<strong>on</strong> advanced energy technologies, <strong>in</strong>clud<strong>in</strong>g cleaner fossil fuel technologies;<br />

(d) Comb<strong>in</strong>e, as appropriate, <strong>the</strong> <strong>in</strong>creased use of renewable energy resources, more efficient<br />

use of energy, greater reliance <strong>on</strong> advanced energy technologies, <strong>in</strong>clud<strong>in</strong>g advanced <strong>and</strong><br />

cleaner fossil fuel technologies, <strong>and</strong> <strong>the</strong> susta<strong>in</strong>able use of traditi<strong>on</strong>al energy resources, which<br />

could meet <strong>the</strong> grow<strong>in</strong>g need for energy services <strong>in</strong> <strong>the</strong> l<strong>on</strong>ger term to achieve susta<strong>in</strong>able<br />

development;<br />

(e) Diversify energy supply by develop<strong>in</strong>g advanced, cleaner, more efficient, affordable <strong>and</strong><br />

cost-effective energy technologies, <strong>in</strong>clud<strong>in</strong>g fossil fuel technologies <strong>and</strong> renewable energy<br />

technologies, hydro <strong>in</strong>cluded, <strong>and</strong> <strong>the</strong>ir transfer to develop<strong>in</strong>g countries <strong>on</strong> c<strong>on</strong>cessi<strong>on</strong>al terms<br />

as mutually agreed. With a sense of urgency, substantially <strong>in</strong>crease <strong>the</strong> global share of<br />

renewable energy sources with <strong>the</strong> objective of <strong>in</strong>creas<strong>in</strong>g its c<strong>on</strong>tributi<strong>on</strong> to total energy supply,<br />

recogniz<strong>in</strong>g <strong>the</strong> role of nati<strong>on</strong>al <strong>and</strong> voluntary regi<strong>on</strong>al targets as well as <strong>in</strong>itiatives, where <strong>the</strong>y<br />

exist, <strong>and</strong> ensur<strong>in</strong>g that energy policies are supportive to develop<strong>in</strong>g countries' efforts to<br />

eradicate poverty, <strong>and</strong> regularly evaluate available data to review progress to this end;<br />

(f) Support efforts, <strong>in</strong>clud<strong>in</strong>g through provisi<strong>on</strong> of f<strong>in</strong>ancial <strong>and</strong> technical assistance to<br />

develop<strong>in</strong>g countries, with <strong>the</strong> <strong>in</strong>volvement of <strong>the</strong> private sector, to reduce flar<strong>in</strong>g <strong>and</strong> vent<strong>in</strong>g of<br />

gas associated with crude oil producti<strong>on</strong>;<br />

(g) Develop <strong>and</strong> utilize <strong>in</strong>digenous energy sources <strong>and</strong> <strong>in</strong>frastructures for various local uses <strong>and</strong><br />

promote rural community participati<strong>on</strong>, <strong>in</strong>clud<strong>in</strong>g local Agenda 21 groups, with <strong>the</strong> support of <strong>the</strong><br />

<strong>in</strong>ternati<strong>on</strong>al community, <strong>in</strong> develop<strong>in</strong>g <strong>and</strong> utiliz<strong>in</strong>g renewable energy technologies to meet <strong>the</strong>ir<br />

daily energy needs to f<strong>in</strong>d simple <strong>and</strong> local soluti<strong>on</strong>s;<br />

(h) Establish domestic programmes for energy efficiency, <strong>in</strong>clud<strong>in</strong>g, as appropriate, by<br />

accelerat<strong>in</strong>g <strong>the</strong> deployment of energy efficiency technologies, with <strong>the</strong> necessary support of <strong>the</strong><br />

<strong>in</strong>ternati<strong>on</strong>al community;<br />

(i) Accelerate <strong>the</strong> development, dissem<strong>in</strong>ati<strong>on</strong> <strong>and</strong> deployment of affordable <strong>and</strong> cleaner energy<br />

efficiency <strong>and</strong> energy c<strong>on</strong>servati<strong>on</strong> technologies, as well as <strong>the</strong> transfer of such technologies, <strong>in</strong><br />

particular to develop<strong>in</strong>g countries, <strong>on</strong> favourable terms, <strong>in</strong>clud<strong>in</strong>g <strong>on</strong> c<strong>on</strong>cessi<strong>on</strong>al <strong>and</strong><br />

preferential terms, as mutually agreed;<br />

(j) Recommend that <strong>in</strong>ternati<strong>on</strong>al f<strong>in</strong>ancial <strong>in</strong>stituti<strong>on</strong>s <strong>and</strong> o<strong>the</strong>r agencies' policies support<br />

develop<strong>in</strong>g countries, as well as countries with ec<strong>on</strong>omies <strong>in</strong> transiti<strong>on</strong>, <strong>in</strong> <strong>the</strong>ir own efforts to<br />

establish policy <strong>and</strong> regulatory frameworks which create a level play<strong>in</strong>g field between <strong>the</strong><br />

follow<strong>in</strong>g: renewable energy, energy efficiency, advanced energy technologies, <strong>in</strong>clud<strong>in</strong>g<br />

advanced <strong>and</strong> cleaner fossil fuel technologies, <strong>and</strong> centralized, distributed <strong>and</strong> decentralized<br />

energy systems;<br />

(k) Promote <strong>in</strong>creased research <strong>and</strong> development <strong>in</strong> <strong>the</strong> field of various energy technologies,<br />

<strong>in</strong>clud<strong>in</strong>g renewable energy, energy efficiency <strong>and</strong> advanced energy technologies, <strong>in</strong>clud<strong>in</strong>g<br />

advanced <strong>and</strong> cleaner fossil fuel technologies, both nati<strong>on</strong>ally <strong>and</strong> through <strong>in</strong>ternati<strong>on</strong>al<br />

collaborati<strong>on</strong>; streng<strong>the</strong>n nati<strong>on</strong>al <strong>and</strong> regi<strong>on</strong>al research <strong>and</strong> development <strong>in</strong>stituti<strong>on</strong>s/centres<br />

<strong>on</strong> reliable, affordable, ec<strong>on</strong>omically viable, socially acceptable <strong>and</strong> envir<strong>on</strong>mentally sound<br />

energy for susta<strong>in</strong>able development;<br />

(l) Promote network<strong>in</strong>g between centres of excellence <strong>on</strong> energy for susta<strong>in</strong>able development,<br />

<strong>in</strong>clud<strong>in</strong>g regi<strong>on</strong>al networks, by l<strong>in</strong>k<strong>in</strong>g competent centres <strong>on</strong> energy technologies for<br />

susta<strong>in</strong>able development that could support <strong>and</strong> promote efforts at capacity-build<strong>in</strong>g <strong>and</strong><br />

technology transfer activities, particularly of develop<strong>in</strong>g countries, as well as serve as<br />

<strong>in</strong>formati<strong>on</strong> clear<strong>in</strong>g houses;<br />

(m) Promote educati<strong>on</strong> to provide <strong>in</strong>formati<strong>on</strong> for both men <strong>and</strong> women about available energy<br />

sources <strong>and</strong> technologies;<br />

(n) Utilize f<strong>in</strong>ancial <strong>in</strong>struments <strong>and</strong> mechanisms, <strong>in</strong> particular <strong>the</strong> Global Envir<strong>on</strong>ment Facility,<br />

with<strong>in</strong> its m<strong>and</strong>ate, to provide f<strong>in</strong>ancial resources to develop<strong>in</strong>g countries, <strong>in</strong> particular least<br />

developed countries <strong>and</strong> small isl<strong>and</strong> develop<strong>in</strong>g States, to meet <strong>the</strong>ir capacity needs for<br />

tra<strong>in</strong><strong>in</strong>g, technical know-how <strong>and</strong> streng<strong>the</strong>n<strong>in</strong>g nati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s <strong>in</strong> reliable, affordable,<br />

ec<strong>on</strong>omically viable, socially acceptable <strong>and</strong> envir<strong>on</strong>mentally sound energy, <strong>in</strong>clud<strong>in</strong>g promot<strong>in</strong>g<br />

energy efficiency <strong>and</strong> c<strong>on</strong>servati<strong>on</strong>, renewable energy <strong>and</strong> advanced energy technologies,<br />

<strong>in</strong>clud<strong>in</strong>g advanced <strong>and</strong> cleaner fossil fuel technologies;<br />

(o) Support efforts to improve <strong>the</strong> functi<strong>on</strong><strong>in</strong>g, transparency <strong>and</strong> <strong>in</strong>formati<strong>on</strong> about energy<br />

markets with respect to both supply <strong>and</strong> dem<strong>and</strong>, with <strong>the</strong> aim of achiev<strong>in</strong>g greater stability <strong>and</strong><br />

predictability, <strong>and</strong> to ensure c<strong>on</strong>sumer access to reliable, affordable, ec<strong>on</strong>omically viable,<br />

socially acceptable <strong>and</strong> envir<strong>on</strong>mentally sound energy services;<br />

(p) Policies to reduce market distorti<strong>on</strong>s would promote energy systems compatible with<br />

susta<strong>in</strong>able development through <strong>the</strong> use of improved market signals <strong>and</strong> by remov<strong>in</strong>g market<br />

distorti<strong>on</strong>s, <strong>in</strong>clud<strong>in</strong>g restructur<strong>in</strong>g taxati<strong>on</strong> <strong>and</strong> phas<strong>in</strong>g out harmful subsidies, where <strong>the</strong>y exist,<br />

to reflect <strong>the</strong>ir envir<strong>on</strong>mental impacts, with such policies tak<strong>in</strong>g fully <strong>in</strong>to account <strong>the</strong> specific<br />

needs <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s of develop<strong>in</strong>g countries, with <strong>the</strong> aim of m<strong>in</strong>imiz<strong>in</strong>g <strong>the</strong> possible adverse<br />

impacts <strong>on</strong> <strong>the</strong>ir development;<br />

(q) Take acti<strong>on</strong>, where appropriate, to phase out subsidies <strong>in</strong> this area that <strong>in</strong>hibit susta<strong>in</strong>able<br />

development, tak<strong>in</strong>g fully <strong>in</strong>to account <strong>the</strong> specific c<strong>on</strong>diti<strong>on</strong>s <strong>and</strong> different levels of development<br />

of <strong>in</strong>dividual countries <strong>and</strong> c<strong>on</strong>sider<strong>in</strong>g <strong>the</strong>ir adverse effect, particularly <strong>on</strong> develop<strong>in</strong>g countries;<br />

(r) Governments are encouraged to improve <strong>the</strong> functi<strong>on</strong><strong>in</strong>g of nati<strong>on</strong>al energy markets <strong>in</strong> such<br />

a way that <strong>the</strong>y support susta<strong>in</strong>able development, overcome market barriers <strong>and</strong> improve<br />

accessibility, tak<strong>in</strong>g fully <strong>in</strong>to account that such policies should be decided by each country, <strong>and</strong><br />

that its own characteristics <strong>and</strong> capabilities <strong>and</strong> level of development should be c<strong>on</strong>sidered,<br />

especially as reflected <strong>in</strong> nati<strong>on</strong>al susta<strong>in</strong>able development strategies, where <strong>the</strong>y exist;<br />

(s) Streng<strong>the</strong>n nati<strong>on</strong>al <strong>and</strong> regi<strong>on</strong>al energy <strong>in</strong>stituti<strong>on</strong>s or arrangements for enhanc<strong>in</strong>g regi<strong>on</strong>al<br />

<strong>and</strong> <strong>in</strong>ternati<strong>on</strong>al cooperati<strong>on</strong> <strong>on</strong> energy for susta<strong>in</strong>able development, <strong>in</strong> particular to assist<br />

develop<strong>in</strong>g countries <strong>in</strong> <strong>the</strong>ir domestic efforts to provide reliable, affordable, ec<strong>on</strong>omically viable,<br />

socially acceptable <strong>and</strong> envir<strong>on</strong>mentally sound energy services to all secti<strong>on</strong>s of <strong>the</strong>ir<br />

populati<strong>on</strong>s;<br />

(t) Countries are urged to develop <strong>and</strong> implement acti<strong>on</strong>s with<strong>in</strong> <strong>the</strong> framework of <strong>the</strong> n<strong>in</strong>th<br />

sessi<strong>on</strong> of <strong>the</strong> Commissi<strong>on</strong> <strong>on</strong> <strong>Susta<strong>in</strong>able</strong> Development, <strong>in</strong>clud<strong>in</strong>g through public-private<br />

partnerships, tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> different circumstances of countries, based <strong>on</strong> less<strong>on</strong>s<br />

learned by Governments, <strong>in</strong>ternati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s <strong>and</strong> stakeholders, <strong>in</strong>clud<strong>in</strong>g bus<strong>in</strong>ess <strong>and</strong><br />

<strong>in</strong>dustry, <strong>in</strong> <strong>the</strong> field of access to energy, <strong>in</strong>clud<strong>in</strong>g renewable energy <strong>and</strong> energy-efficiency <strong>and</strong><br />

advanced energy technologies, <strong>in</strong>clud<strong>in</strong>g advanced <strong>and</strong> cleaner fossil fuel technologies;<br />

(u) Promote cooperati<strong>on</strong> between <strong>in</strong>ternati<strong>on</strong>al <strong>and</strong> regi<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s <strong>and</strong> bodies deal<strong>in</strong>g with<br />

different aspects of energy for susta<strong>in</strong>able development with<strong>in</strong> <strong>the</strong>ir exist<strong>in</strong>g m<strong>and</strong>ate, bear<strong>in</strong>g <strong>in</strong><br />

m<strong>in</strong>d paragraph 46 (h) of <strong>the</strong> Programme of Acti<strong>on</strong> for <strong>the</strong> Fur<strong>the</strong>r Implementati<strong>on</strong> of Agenda<br />

21, streng<strong>the</strong>n<strong>in</strong>g, as appropriate, regi<strong>on</strong>al <strong>and</strong> nati<strong>on</strong>al activities for <strong>the</strong> promoti<strong>on</strong> of educati<strong>on</strong><br />

<strong>and</strong> capacity-build<strong>in</strong>g regard<strong>in</strong>g energy for susta<strong>in</strong>able development;<br />

(v) Streng<strong>the</strong>n <strong>and</strong> facilitate, as appropriate, regi<strong>on</strong>al cooperati<strong>on</strong> arrangements for promot<strong>in</strong>g<br />

cross-border energy trade, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> <strong>in</strong>terc<strong>on</strong>necti<strong>on</strong> of electricity grids <strong>and</strong> oil <strong>and</strong> natural<br />

gas pipel<strong>in</strong>es;<br />

(w) Streng<strong>the</strong>n <strong>and</strong>, where appropriate, facilitate dialogue forums am<strong>on</strong>g regi<strong>on</strong>al, nati<strong>on</strong>al <strong>and</strong><br />

<strong>in</strong>ternati<strong>on</strong>al producers <strong>and</strong> c<strong>on</strong>sumers of energy.<br />

21. Promote an <strong>in</strong>tegrated approach to policy-mak<strong>in</strong>g at <strong>the</strong> nati<strong>on</strong>al, regi<strong>on</strong>al <strong>and</strong> local levels<br />

for transport services <strong>and</strong> systems to promote susta<strong>in</strong>able development, <strong>in</strong>clud<strong>in</strong>g policies <strong>and</strong><br />

plann<strong>in</strong>g for l<strong>and</strong> use, <strong>in</strong>frastructure, public transport systems <strong>and</strong> goods delivery networks, with<br />

a view to provid<strong>in</strong>g safe, affordable <strong>and</strong> efficient transportati<strong>on</strong>, <strong>in</strong>creas<strong>in</strong>g energy efficiency,<br />

reduc<strong>in</strong>g polluti<strong>on</strong>, c<strong>on</strong>gesti<strong>on</strong> <strong>and</strong> adverse health effects <strong>and</strong> limit<strong>in</strong>g urban sprawl, tak<strong>in</strong>g <strong>in</strong>to<br />

account nati<strong>on</strong>al priorities <strong>and</strong> circumstances. This would <strong>in</strong>clude acti<strong>on</strong>s at all levels to:<br />

(a) Implement transport strategies for susta<strong>in</strong>able development, reflect<strong>in</strong>g specific regi<strong>on</strong>al,<br />

nati<strong>on</strong>al <strong>and</strong> local c<strong>on</strong>diti<strong>on</strong>s, to improve <strong>the</strong> affordability, efficiency <strong>and</strong> c<strong>on</strong>venience of<br />

transportati<strong>on</strong> as well as urban air quality <strong>and</strong> health <strong>and</strong> reduce greenhouse gas emissi<strong>on</strong>s,<br />

<strong>in</strong>clud<strong>in</strong>g through <strong>the</strong> development of better vehicle technologies that are more envir<strong>on</strong>mentally<br />

sound, affordable <strong>and</strong> socially acceptable;<br />

(b) Promote <strong>in</strong>vestment <strong>and</strong> partnerships for <strong>the</strong> development of susta<strong>in</strong>able, energy efficient<br />

multi-modal transportati<strong>on</strong> systems, <strong>in</strong>clud<strong>in</strong>g public mass transportati<strong>on</strong> systems <strong>and</strong> better<br />

transportati<strong>on</strong> systems <strong>in</strong> rural areas, with technical <strong>and</strong> f<strong>in</strong>ancial assistance for develop<strong>in</strong>g<br />

countries <strong>and</strong> countries with ec<strong>on</strong>omies <strong>in</strong> transiti<strong>on</strong>.<br />

22. Prevent <strong>and</strong> m<strong>in</strong>imize waste <strong>and</strong> maximize reuse, recycl<strong>in</strong>g <strong>and</strong> use of envir<strong>on</strong>mentally<br />

friendly alternative materials, with <strong>the</strong> participati<strong>on</strong> of government authorities <strong>and</strong> all<br />

stakeholders, <strong>in</strong> order to m<strong>in</strong>imize adverse effects <strong>on</strong> <strong>the</strong> envir<strong>on</strong>ment <strong>and</strong> improve resource<br />

efficiency, with f<strong>in</strong>ancial, technical <strong>and</strong> o<strong>the</strong>r assistance for develop<strong>in</strong>g countries. This would<br />

<strong>in</strong>clude acti<strong>on</strong>s at all levels to:<br />

(a) Develop waste management systems, with <strong>the</strong> highest priority placed <strong>on</strong> waste preventi<strong>on</strong><br />

<strong>and</strong> m<strong>in</strong>imizati<strong>on</strong>, reuse <strong>and</strong> recycl<strong>in</strong>g, <strong>and</strong> envir<strong>on</strong>mentally sound disposal facilities, <strong>in</strong>clud<strong>in</strong>g<br />

technology to recapture <strong>the</strong> energy c<strong>on</strong>ta<strong>in</strong>ed <strong>in</strong> waste, <strong>and</strong> encourage small-scale wasterecycl<strong>in</strong>g<br />

<strong>in</strong>itiatives that support urban <strong>and</strong> rural waste management <strong>and</strong> provide <strong>in</strong>comegenerat<strong>in</strong>g<br />

opportunities, with <strong>in</strong>ternati<strong>on</strong>al support for develop<strong>in</strong>g countries;<br />

(b) Promote waste preventi<strong>on</strong> <strong>and</strong> m<strong>in</strong>imizati<strong>on</strong> by encourag<strong>in</strong>g producti<strong>on</strong> of reusable<br />

c<strong>on</strong>sumer goods <strong>and</strong> biodegradable products <strong>and</strong> develop<strong>in</strong>g <strong>the</strong> <strong>in</strong>frastructure required.<br />

23. Renew <strong>the</strong> commitment, as advanced <strong>in</strong> Agenda 21, to sound management of chemicals<br />

throughout <strong>the</strong>ir life cycle <strong>and</strong> of hazardous wastes for susta<strong>in</strong>able development as well as for<br />

<strong>the</strong> protecti<strong>on</strong> of human health <strong>and</strong> <strong>the</strong> envir<strong>on</strong>ment, <strong>in</strong>ter alia, aim<strong>in</strong>g to achieve, by 2020, that<br />

chemicals are used <strong>and</strong> produced <strong>in</strong> ways that lead to <strong>the</strong> m<strong>in</strong>imizati<strong>on</strong> of significant adverse<br />

effects <strong>on</strong> human health <strong>and</strong> <strong>the</strong> envir<strong>on</strong>ment, us<strong>in</strong>g transparent science-based risk assessment<br />

procedures <strong>and</strong> science-based risk management procedures, tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong><br />

precauti<strong>on</strong>ary approach, as set out <strong>in</strong> pr<strong>in</strong>ciple 15 of <strong>the</strong> Rio Declarati<strong>on</strong> <strong>on</strong> Envir<strong>on</strong>ment <strong>and</strong><br />

Development, <strong>and</strong> support develop<strong>in</strong>g countries <strong>in</strong> streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong>ir capacity for <strong>the</strong> sound<br />

management of chemicals <strong>and</strong> hazardous wastes by provid<strong>in</strong>g technical <strong>and</strong> f<strong>in</strong>ancial<br />

assistance. This would <strong>in</strong>clude acti<strong>on</strong>s at all levels to:<br />

(a) Promote <strong>the</strong> ratificati<strong>on</strong> <strong>and</strong> implementati<strong>on</strong> of relevant <strong>in</strong>ternati<strong>on</strong>al <strong>in</strong>struments <strong>on</strong><br />

chemicals <strong>and</strong> hazardous waste, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Rotterdam C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Prior Informed<br />

C<strong>on</strong>sent Procedures for Certa<strong>in</strong> Hazardous Chemicals <strong>and</strong> Pesticides <strong>in</strong> Internati<strong>on</strong>al Trade 10<br />

so that it can enter <strong>in</strong>to force by 2003 <strong>and</strong> <strong>the</strong> Stockholm C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Persistent Organic<br />

Pollutants 11 so that it can enter <strong>in</strong>to force by 2004, <strong>and</strong> encourage <strong>and</strong> improve coord<strong>in</strong>ati<strong>on</strong> as<br />

well as support<strong>in</strong>g develop<strong>in</strong>g countries <strong>in</strong> <strong>the</strong>ir implementati<strong>on</strong>;<br />

(b) Fur<strong>the</strong>r develop a strategic approach to <strong>in</strong>ternati<strong>on</strong>al chemicals management based <strong>on</strong> <strong>the</strong><br />

Bahia Declarati<strong>on</strong> <strong>and</strong> Priorities for Acti<strong>on</strong> bey<strong>on</strong>d 2000 of <strong>the</strong> Intergovernmental Forum <strong>on</strong><br />

Chemical Safety 12 by 2005, <strong>and</strong> urge that <strong>the</strong> United Nati<strong>on</strong>s Envir<strong>on</strong>ment Programme, <strong>the</strong><br />

Intergovernmental Forum, o<strong>the</strong>r <strong>in</strong>ternati<strong>on</strong>al organizati<strong>on</strong>s deal<strong>in</strong>g with chemical management<br />

<strong>and</strong> o<strong>the</strong>r relevant <strong>in</strong>ternati<strong>on</strong>al organizati<strong>on</strong>s <strong>and</strong> actors closely cooperate <strong>in</strong> this regard, as<br />

appropriate;<br />

(c) Encourage countries to implement <strong>the</strong> new globally harm<strong>on</strong>ized system for <strong>the</strong> classificati<strong>on</strong><br />

<strong>and</strong> labell<strong>in</strong>g of chemicals as so<strong>on</strong> as possible with a view to hav<strong>in</strong>g <strong>the</strong> system fully operati<strong>on</strong>al<br />

by 2008;<br />

(d) Encourage partnerships to promote activities aimed at enhanc<strong>in</strong>g envir<strong>on</strong>mentally sound<br />

management of chemicals <strong>and</strong> hazardous wastes, implement<strong>in</strong>g multilateral envir<strong>on</strong>mental<br />

agreements, rais<strong>in</strong>g awareness of issues relat<strong>in</strong>g to chemicals <strong>and</strong> hazardous waste <strong>and</strong><br />

encourag<strong>in</strong>g <strong>the</strong> collecti<strong>on</strong> <strong>and</strong> use of additi<strong>on</strong>al scientific data;<br />

(e) Promote efforts to prevent <strong>in</strong>ternati<strong>on</strong>al illegal traffick<strong>in</strong>g of hazardous chemicals <strong>and</strong><br />

hazardous wastes <strong>and</strong> to prevent damage result<strong>in</strong>g from <strong>the</strong> transboundary movement <strong>and</strong><br />

disposal of hazardous wastes <strong>in</strong> a manner c<strong>on</strong>sistent with obligati<strong>on</strong>s under relevant<br />

<strong>in</strong>ternati<strong>on</strong>al <strong>in</strong>struments, such as <strong>the</strong> Basel C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> <strong>the</strong> C<strong>on</strong>trol of Transboundary<br />

Movements of Hazardous Wastes <strong>and</strong> Their Disposal; 13<br />

(f) Encourage development of coherent <strong>and</strong> <strong>in</strong>tegrated <strong>in</strong>formati<strong>on</strong> <strong>on</strong> chemicals, such as<br />

through nati<strong>on</strong>al pollutant release <strong>and</strong> transfer registers;<br />

(g) Promote reducti<strong>on</strong> of <strong>the</strong> risks posed by heavy metals that are harmful to human health <strong>and</strong><br />

<strong>the</strong> envir<strong>on</strong>ment, <strong>in</strong>clud<strong>in</strong>g through a review of relevant studies, such as <strong>the</strong> United Nati<strong>on</strong>s<br />

Envir<strong>on</strong>ment Programme global assessment of mercury <strong>and</strong> its compounds.<br />
