2007 COUNCIL OF LEGISLATION 

During its meeting 22-27 April 2007 in Chicago, the RI Council of Legislation adopted - 

among others - enactment no. 07-231 which will amend article 11 Nomination and 

Elections for Presidents of the Bylaws of Rotary International (MOP pages 201-204) to 

increase the members of the nominating committee from 17 to 34 from the 34 zones 

constituted for the nomination of RI directors. 

Following opposition voiced by some USA-based district governors and sent out by email 

to other districts around the world, RC KL DiRaja heard differing opinions from IPDG 

Jimmy Lim and PDG Mustapha Ma. The matter was put to a vote and the members 

present voted in favour of RCKL DiRaja recording its opposition to action no. 07-231 of 

the 2007 Council of Legislation. 

This has meanwhile be conveyed to the General Secretary, Council Services Section, 

Rotary International.

THE WORLD OF ROTARY INTERNATIONAL 

RI IS WORKING TO SPREAD PEACE 

In March, Lynee Favinger of the Central Mediation Center in Kearney (Nebraska, USA – ed.) returned from an intensive 

short-term program in Bangkok, Thailand, organized by Rotary International. 

The 11-week program was designed to teach a small class of business, government and nonprofit organization leaders 

from around the world about the conflict-resolution process. It's a less expensive, shorter version of Rotary's master's 

degree program and is funded by Rotarians. Attendees are admitted through an application process. 

According to its Web site, the Peace and Conflict Studies Program was designed to help trainees become "better equipped 

to help prevent and resolve conflict, as well as foster policies and create settings that ensure peace worldwide." 

Favinger was one of only two Americans enrolled in the program and was joined by educators, ministers, government 

leaders, tax collectors, refugee camp organizers and human rights activists from Africa and Asia. 

During a presentation Favinger made to the Rotary Club of Grand Island (District 5630, Nebraska / USA – ed.) recently, she 

detailed how her experience in Thailand helped her understand the peace process on an international level. "A lot of times 

we as Americans take things for granted," she said. "A lot of Americans don't have knowledge of ... how the peace process 

can work." 

While working with classmates from other countries, Favinger said, she was able to discuss international issues, including 

the role of religion in conflict and other countries' perceptions of the U.S. "We aren't very popular, to put it mildly," she said. 

"They love Americans. They hate our government." 

She was also able to assist with Rotary's PolioPlus program, which administers polio vaccines, and travel to different areas 

of Thailand to examine conflicts there. Favinger said the program has given her more tools to assess conflicts and decide if 

and when mediation is appropriate since her return from Bangkok. 

She has also given presentations and conducted training sessions to teach others the skills she learned. 

Because of Favinger's experience at the conference, the mediators she works with have been able to see what they do with 

a broader vision, said Suzanne Curran Carney, director of the Grand Island branch of the Central Mediation Center. 

Favinger said she would recommend the experience to anyone. "It just helps for better understanding between people, 

between nations".

ROTARY IN THE REGION 

AUSSIE ROTARIANS DONATE HEART MACHINE TO SRI LANKA 

Strathmore (District 9790, Australia – ed.) Rotarian David Meller was at Essendon Airport (Melbourne, Australia – ed.) 

recently checking a container holding two heart machines destined for Sri Lanka. Mr Meller, the southern region coordinator 

of Rotary International Donations in Kind, said the cardiac catheterization labs would be the first used in the 

country's public hospitals. 

One came out of St Vincent's public and the other came out of St John of God Hospital in Bendigo. They will be helping 

cardiac patients in the diagnosis and treatment of heart disease. 

''The population of Sri Lanka is about 20 million. It appears they've got two of these machines in the whole of the country - 

but they're in private hospitals. By way of contrast, in Victoria, with a population approaching five million, we have 40 of 

these machines.'' he said. 

Worth an estimated A$1.2 million, the labs have to be replaced every decade under Australian legislation. However, Mr 

Meller said, with proper maintenance, the machines would serve the people of Sri Lanka for many years. 

''By Australian health regulations, they have a life of 10 years. The reality is they have a real service life of up to 30 years.'' 

He said the machines would be used at the Kurunegala Teaching Hospital - as soon as it was built. 

Rotarian volunteers are in Sri Lanka talking to the health minister at the moment. ''They've gone right to the top to expedite 

matters,'' Mr Meller said. 

While the machines' worth can be measured in dollars, the number of lives saved is harder to measure. Mr Meller said the 

reward of helping others was also priceless. ''It gives you that great feeling. I can tap my heart and feel proud.''
