<strong>2007</strong> COUNCIL OF LEGISLATION<br />

During its meeting 22-27 April <strong>2007</strong> in Chicago, the RI Council <strong>of</strong> Legislation adopted -<br />

among others - enactment no. 07-231 which will amend article 11 Nomination and<br />

Elections for Presidents <strong>of</strong> the Bylaws <strong>of</strong> <strong>Rotary</strong> International (MOP pages 201-204) to<br />

increase the members <strong>of</strong> the nominating committee from 17 to 34 from the 34 zones<br />

constituted for the nomination <strong>of</strong> RI directors.<br />

Following opposition voiced by some USA-based district governors and sent out by email<br />

to other districts around the world, RC KL <strong>DiRaja</strong> heard differing opinions from IPDG<br />

Jimmy Lim and PDG Mustapha Ma. The matter was put to a vote and the members<br />

present voted in favour <strong>of</strong> RCKL <strong>DiRaja</strong> recording its opposition to action no. 07-231 <strong>of</strong><br />

the <strong>2007</strong> Council <strong>of</strong> Legislation.<br />

This has meanwhile be conveyed to the General Secretary, Council Services Section,<br />

<strong>Rotary</strong> International.<br />

THE WORLD OF ROTARY INTERNATIONAL<br />

RI IS WORKING TO SPREAD PEACE<br />

In March, Lynee Favinger <strong>of</strong> the Central Mediation Center in Kearney (Nebraska, USA – ed.) returned from an intensive<br />

short-term program in Bangkok, Thailand, organized by <strong>Rotary</strong> International.<br />

The 11-week program was designed to teach a small class <strong>of</strong> business, government and nonpr<strong>of</strong>it organization leaders<br />

from around the world about the conflict-resolution process. It's a less expensive, shorter version <strong>of</strong> <strong>Rotary</strong>'s master's<br />

degree program and is funded by Rotarians. Attendees are admitted through an application process.<br />

According to its Web site, the Peace and Conflict Studies Program was designed to help trainees become "better equipped<br />

to help prevent and resolve conflict, as well as foster policies and create settings that ensure peace worldwide."<br />

Favinger was one <strong>of</strong> only two Americans enrolled in the program and was joined by educators, ministers, government<br />

leaders, tax collectors, refugee camp organizers and human rights activists from Africa and Asia.<br />

During a presentation Favinger made to the <strong>Rotary</strong> <strong>Club</strong> <strong>of</strong> Grand Island (District 5630, Nebraska / USA – ed.) recently, she<br />

detailed how her experience in Thailand helped her understand the peace process on an international level. "A lot <strong>of</strong> times<br />

we as Americans take things for granted," she said. "A lot <strong>of</strong> Americans don't have knowledge <strong>of</strong> ... how the peace process<br />

can work."<br />

While working with classmates from other countries, Favinger said, she was able to discuss international issues, including<br />

the role <strong>of</strong> religion in conflict and other countries' perceptions <strong>of</strong> the U.S. "We aren't very popular, to put it mildly," she said.<br />

"They love Americans. They hate our government."<br />

She was also able to assist with <strong>Rotary</strong>'s PolioPlus program, which administers polio vaccines, and travel to different areas<br />

<strong>of</strong> Thailand to examine conflicts there. Favinger said the program has given her more tools to assess conflicts and decide if<br />

and when mediation is appropriate since her return from Bangkok.<br />

She has also given presentations and conducted training sessions to teach others the skills she learned.<br />

Because <strong>of</strong> Favinger's experience at the conference, the mediators she works with have been able to see what they do with<br />

a broader vision, said Suzanne Curran Carney, director <strong>of</strong> the Grand Island branch <strong>of</strong> the Central Mediation Center.<br />

Favinger said she would recommend the experience to anyone. "It just helps for better understanding between people,<br />

between nations".<br />

ROTARY IN THE REGION<br />

AUSSIE ROTARIANS DONATE HEART MACHINE TO SRI LANKA<br />

Strathmore (District 9790, Australia – ed.) Rotarian David Meller was at Essendon Airport (Melbourne, Australia – ed.)<br />

recently checking a container holding two heart machines destined for Sri Lanka. Mr Meller, the southern region coordinator<br />

<strong>of</strong> <strong>Rotary</strong> International Donations in Kind, said the cardiac catheterization labs would be the first used in the<br />

country's public hospitals.<br />

One came out <strong>of</strong> St Vincent's public and the other came out <strong>of</strong> St John <strong>of</strong> God Hospital in Bendigo. They will be helping<br />

cardiac patients in the diagnosis and treatment <strong>of</strong> heart disease.<br />

''The population <strong>of</strong> Sri Lanka is about 20 million. It appears they've got two <strong>of</strong> these machines in the whole <strong>of</strong> the country -<br />

but they're in private hospitals. By way <strong>of</strong> contrast, in Victoria, with a population approaching five million, we have 40 <strong>of</strong><br />

these machines.'' he said.<br />

Worth an estimated A$1.2 million, the labs have to be replaced every decade under Australian legislation. However, Mr<br />

Meller said, with proper maintenance, the machines would serve the people <strong>of</strong> Sri Lanka for many years.<br />

''By Australian health regulations, they have a life <strong>of</strong> 10 years. The reality is they have a real service life <strong>of</strong> up to 30 years.''<br />

He said the machines would be used at the Kurunegala Teaching Hospital - as soon as it was built.<br />

Rotarian volunteers are in Sri Lanka talking to the health minister at the moment. ''They've gone right to the top to expedite<br />

matters,'' Mr Meller said.<br />

While the machines' worth can be measured in dollars, the number <strong>of</strong> lives saved is harder to measure. Mr Meller said the<br />

reward <strong>of</strong> helping others was also priceless. ''It gives you that great feeling. I can tap my heart and feel proud.''<br />
