The 15th Asia Pacific Chapter Federal<br />

Bureau of Investigation, National Academy<br />

Associates <strong>Conference</strong> (FBINAA 2012) was<br />

held at the Sofitel Wentworth in Sydney<br />

from 16–20 September.<br />

Expert speakers came from<br />

across Australia and across the<br />

globe to speak at the conference on<br />

a diverse range of topics.<br />

The theme, Organised Crime and<br />

Terrorism – What is working, what is<br />

not, what holds promise and what<br />

challenges are emerging globally<br />

and regionally, took on heightened<br />

relevance as the conference<br />

coincided with violent protests in<br />

Sydney’s CBD.<br />

One of the United States<br />

delegates who attended the<br />

conference, FBI National Academy<br />

Associates President 2012, Diane<br />

Scanga said she was shocked by the<br />

protests, but impressed by the way<br />

our police responded.<br />

“I was surprised because it’s just<br />

not Sydney. It’s not the sort of thing<br />

anyone expects to happen here,”<br />

Ms Scanga said. “The police<br />

response, in an environment where<br />

that sort of thing is not common,<br />

to make it look as though it is<br />

something they are familiar with,<br />

was a testament to their training.”<br />

Many of the delegates in<br />

attendance cited Commissioner<br />

Andrew Scipione’s presentation on<br />

Tuesday night as a highlight, as<br />

well as a presentation from Deputy<br />

Commissioner Nick Kaldas on the<br />

assassination of the Lebanese Prime<br />

Minister, and Det Insp Gary Jubelin’s<br />

presentation on Strike <strong>Force</strong> Tuno.<br />

Each year the FBI Training<br />

Academy takes in a number of<br />

international graduates, who go on<br />

to become alumni. The graduates<br />

get to know each other socially<br />

and informally and build a strong<br />

respect that allows the exchange of<br />

information and intelligence across<br />

regional borders.<br />

amazing. In terms of training,<br />

what the <strong>NSW</strong>PF is doing is<br />

spot on. It’s exactly what a<br />

global organisation needs.<br />

A highlight for me was the<br />

display by the riot squad at<br />

Olympic Park. To get to see<br />

that was incredible.”<br />

and from their crime prevention<br />

the opportunity to meet a lot of<br />

different people from many<br />

different countries – and to share<br />

ideas. What I learn here can be<br />

adopted – even across different<br />

the quality of the speakers and<br />

interconnectivity across different<br />

commonalities work is through<br />

strategic objectives – through<br />

by Commissioner Scipione showed<br />

how sophisticated cybercrime is<br />

becoming – there are a lot of new<br />
