1854. <strong>The</strong> stamp designer was Raymond<br />
Bellemare.<br />
Six years passed before another $5<br />
stamp appeared (Figure 10). This time<br />
the definitive stamp illustrated the Andrew<br />
Carnegie public library in Victoria,<br />
British Columbia. <strong>The</strong> library noted for<br />
its architectural design was built in 1904.<br />
<strong>The</strong> architects were Thomas Hooper<br />
(1857-1935) and C. Elwood Watkins<br />
(1875-1942). <strong>The</strong> designer <strong>of</strong> the stamp<br />
was Raymond Bellemare.<br />
During the 1980s it was apparent that<br />
<strong>Canada</strong> needed a higher denomination<br />
than the $5 stamp. <strong>The</strong> Honourable Rene<br />
Marin, when he was Chairman <strong>of</strong> the<br />

floated the idea among his<br />
associates and others that it was<br />
time that <strong>Canada</strong> issued a $10<br />
stamp. He suggested that it should<br />
show the <strong>Royal</strong> Family. Post <strong>of</strong>fice<br />
<strong>of</strong>ficials listened but took no<br />
action.<br />
Finally on October 15, 1997<br />
<strong>Canada</strong> Post issued its highest<br />
value stamp to date. It was a<br />
large oversized stamp with a hidden<br />
date and value. <strong>The</strong> $8 engraved<br />
stamp featured a Grizzly<br />
Bear (Figure 11). Was the stamp issued<br />
as a compromise and a $10 stamp appeared<br />
to be too much <strong>of</strong> a leap forward?<br />
Or did <strong>Canada</strong> Post do a study<br />
and find that the number <strong>of</strong> parcels, registered<br />
and other mail that could use an<br />
$8 stamp was greater than the need for a<br />
$10 stamp? <strong>The</strong> latter would seem to be<br />
the case.<br />
With postage rates relentlessly increasing,<br />
and business in general expanding,<br />
the need for a $10 stamp<br />
becomes ever more evident. <strong>The</strong> author<br />
is <strong>of</strong> the opinion that we will soon have a<br />
$10 stamp and the $10 barrier will finally<br />
be broken. ❐<br />
