“As a Nation, we must work
together to provide access
to effective services that
reduce substance abuse and
promote healthy living.”
August 31, 2009
President Barack Obama
Kathleen Sebelius
Secretary
U.S. Department of Health & Human Services
“Through it all, we need to remember
that health is one of the best
investments we can make. When
people are mentally and physically
well, they miss fewer days of work and
get more done. They pay more
taxes. They can take care of their
grandkids. They can play
softball. They can volunteer at the
town library. They can walk to the
grocery store. They can get a good
night of sleep.”
SAMHSA’s Mission
9
Pamela S. Hyde, J.D.
Administrator, SAMHSA
• To reduce the impact of substance
abuse and mental illness on
America’s communities
• Target effective substance abuse
and mental health services to the
people most in need
• To translate research more
effectively and more rapidly into
the general health care system
• HIT is a critical tool for achieving
this mission

SAMHSA’s Strategic Initiative
• Goal : Widespread implementation of Health
Information Technology systems that support quality
integrated Behavioral Health care for all Americans
• To promote the effective use of Electronic Health
Records and Personal Health Records by consumers
of behavioral health services in order to ensure more
quality care and better communication between
patient and provider
10

The Affordable Care Act
• On June 28,2012 the Supreme Court upheld
the Affordable Care Act (ACA)
• More people with behavioral health issues will
have access to health care through increased
access to Medicaid, the establishment of
affordable insurance exchanges, and improved
preventative coverage
Purpose of Today’s Discussion
- Your privacy, confidentiality and security
- Your concerns about sharing your behavioral
health information with local, State, regional or
National information exchanges
- Using Electronic Health Records to Increase
Patient Engagement
- How tools, such as social networks and apps, can
be used to help people in recovery manage their
care
12

Electronic Health Record (EHR)
• Electronic Health Record: An electronic record
of health-related information on an individual
that is created, gathered, managed and
consulted by authorized health care clinicians
and staff
13

Privacy, Confidentiality, and Security
Privacy: Refers to a person’s desire to control the access of
physical, behavioral or intellectual information about
themselves to others
Confidentiality: Refers to the provider’s agreement with the
patient about how the patient’s identifiable private
information will be handled, managed, and disseminated
Security: The measures taken to prevent private and confidential
information from being accessed or modified by unauthorized
parties, specifically in an electronic environment
14

Protecting Medical Information
• There are 3 basic laws that protect medical information being
exchanged electronically
1. Health Insurance Portability and Accountability Act (HIPAA)
of 1996, amended 2009
http://www.hhs.gov/ocr/privacy
2. 42 CFR Part II Substance Abuse confidentiality regulations
http://www.samhsa.gov/healthprivacy/
3. State laws governing mental health and substance abuse
medical records
15

Health Information Exchanges
• Health Information Exchange: Providers can join networks
called Health Information Exchanges. These networks give
providers the ability to electronically transmit health records.
Eventually a single health record can be developed for a
person that will follow them from physician to physician,
potentially making the health care delivery system more time
and quality efficient; making quicker access to information
when it’s needed and lessening the likelihood of unnecessary
duplication of medical tests and adverse reactions to
medications
your behavioral health information?
• What are your privacy concerns about your
behavioral health information?
• Who should control who sees your personal
health information?
• Do you want to know who is accessing your
necessary to disclose your behavioral health
information?
• Thoughts/concerns about HIEs and
information sharing at
local/State/regional/National level
19

Mobile Applications
• Health apps are application programs that offer healthrelated
services for smart phones and tablet- PCs. They can
also be internet based-tools that are accessible from a PC.
Apps can be used for self-monitoring or in collaboration with
your treatment provider
• More providers in many areas of medical practice are
beginning to encourage the use of health apps for assistance
in treating conditions and promoting general wellness
• The desired goal of apps is to increase participation in one’s
own health care, increase access to information and create
linkage to care
20
