5.19 In the case of other Intermediate <strong>Affordable</strong> <strong>Housing</strong> products, such as HomeBuy or<br />
discounted sale, homes need to be sold to an RSL at a price that will enable the RSL to sell<br />
these homes on at an affordable level (see 4.2). Sale prices to RSLs also need to take into<br />
account the reasonable on-costs of the RSL.<br />
5 What factors will be considered in<br />

<strong>Housing</strong> Corporation Grant<br />
5.20 The <strong>Housing</strong> Corporation will only agree to use Social <strong>Housing</strong> Grant where the use of<br />
that grant can bring additional value to the development over and above normal planning<br />
requirements. Thus grant can be used in order to provide additional affordable units or to improve<br />
the quality and design of the homes being provided.<br />
5.21 The <strong>Council</strong> would encourage developers and RSLs to explore the use of Social <strong>Housing</strong><br />
Grant with the <strong>Housing</strong> Corporation on all new residential developments that have an affordable<br />
housing requirement. <strong>Housing</strong> Corporation grant can be used to improve the energy efficiency<br />
of affordable homes and enable the homes to be more adaptable, accessible as well as improving<br />
spatial standards.<br />
5.22 The <strong>Council</strong> recognises that in some circumstances the economics of provision will mean<br />
that the provision of affordable housing makes a potential development unviable. In such<br />
circumstances the <strong>Council</strong> will seek to meet any identified viability shortfall through the use of<br />
<strong>Housing</strong> Corporation grant. Only if Social <strong>Housing</strong> Grant is not available will the <strong>Council</strong> seek<br />
to negotiate a reduction in the number of affordable homes to be provided.<br />
Viability<br />
5.23 Where there is a proven need for affordable housing, but a developer is unwilling to<br />
provide it or is not able to provide the scale of contribution expected, the onus will be on the<br />
developer to demonstrate why a site should not include provision in line with the <strong>Council</strong>s’<br />
targets.
