32.7. In her letter dated 09 November 2005, Ms. Cirila S. Botor,<br />

Caretaker of the Bureau of Product Standards of the DTI, in<strong>for</strong>med Cong. Aguja<br />

that the best office to inquire with regarding the JPEPA was the office of USec<br />

Aquino. 67<br />

32.8. In his letter dated 14 November 2005, Finance Undersecretary<br />

Roberto B. Tan in<strong>for</strong>med Cong. Aguja that the DTI was designated as chair of the<br />

PCC and would serve as the focal agency with regard to any in<strong>for</strong>mation on the<br />

negotiations. He thus advised Cong. Aguja to direct all inquiries to the DTI. 68<br />

32.9. In his letter dated 02 November 2005, TC Chairman Abon referred<br />

Cong. Aguja to USec Aquino <strong>for</strong> the JPEPA in<strong>for</strong>mation and draft being<br />

requested. 69<br />

32.10. BOI Director Arcellana, Ms. Echague, BoC Deputy Commissioner<br />

Soriano, NEDA Assistant Director-General Songco, BOI Director de Guzman,<br />

Atty. Sulit, Atty. Montero, DTI Secretary Favila, DFA Secretary Romulo, NEDA<br />

Director-General Santos, DOLE Secretary Sto. Tomas, DOJ Secretary Gonzales,<br />

and DBM Secretary Neri did not reply to Cong. Aguja’s letter dated 25 October<br />

2005.<br />

33. In his letter dated 02 November 2005, USec Aquino stated that he,<br />

together with a representative from the DFA, “apprised the Committee on the latest<br />

developments on the status and timetable of the JPEPA negotiations,” as well as in<strong>for</strong>med<br />

the panel that “the proposed JPEPA partakes of the nature of a treaty which requires<br />

Senate concurrence.” USec Aquino likewise stated that they shall be able to provide<br />

Cong. Aguja a copy of the latest draft legal text of the agreement “once the negotiations<br />

are completed and as soon as a thorough legal review of the proposed agreement has been<br />

conducted.” 70<br />
