On June 25, the <strong>SDMS</strong> Board <strong>of</strong> Directors formally<br />
approved the organizational documents for a new<br />
nonpr<strong>of</strong>it, charitable organization, the <strong>Society</strong><br />
<strong>of</strong> Diagnostic Medical Sonography Foundation<br />
(<strong>SDMS</strong> Foundation). The <strong>SDMS</strong> Board <strong>of</strong> Directors<br />
is committed to ensuring that the new <strong>SDMS</strong><br />
Foundation operates with full transparency and<br />
remains focused on its mission. The <strong>SDMS</strong><br />
Foundation will operate in a manner similar to<br />
the <strong>SDMS</strong>, where sound financial policies and<br />
financially conservative investment strategies<br />
carefully protect the monies entrusted to the <strong>SDMS</strong><br />
Foundation by our members and the sonography<br />
community. The <strong>SDMS</strong> Executive Committee<br />
members have agreed to serve as the interim<br />
Board <strong>of</strong> Directors for the new <strong>SDMS</strong> Foundation<br />
- a new <strong>SDMS</strong> Foundation Board <strong>of</strong> Directors will<br />
be named by October. The new <strong>SDMS</strong> Foundation<br />
is expected to receive widespread support from<br />
<strong>SDMS</strong> members and the entire sonography<br />
community to help sustain its mission <strong>of</strong> providing<br />
programs that benefit the sonography community<br />
and the patients we serve.<br />
The formation <strong>of</strong> the new <strong>SDMS</strong> Foundation<br />
occurred after the Board <strong>of</strong> Directors <strong>of</strong> the<br />
<strong>SDMS</strong> Foundation<br />
The <strong>SDMS</strong> Foundation is a new source for<br />
students and sonographers to obtain:<br />
Educational and research<br />
grants<br />
Scholarships to help with<br />
books and tuition<br />
Financial assistance to attend<br />
the <strong>SDMS</strong> Annual Conference<br />
And more to come...<br />
<strong>SDMS</strong> Educational Foundation announced its<br />
formal separation from its long-time affiliation with<br />
<strong>SDMS</strong> and changed its name to the International<br />
Foundation for Sonography Research and<br />
Education (IFSER). To avoid further confusion, the<br />
new <strong>SDMS</strong> Foundation has been structured to be<br />
permanently affiliated with the <strong>SDMS</strong> to ensure<br />
continued support <strong>of</strong> educational and research<br />
programs in the sonography community.<br />

<strong>Charitable</strong> scholarship programs are important resources<br />
to <strong>SDMS</strong> student and sonographer members who need<br />
financial assistance for tuition and books, whether<br />
for initial education or to continue and advance their<br />
pr<strong>of</strong>essional development. Educational grants to attend<br />
the <strong>SDMS</strong> Annual Conference can also engage students<br />
from the very beginning <strong>of</strong> their careers to become<br />
dedicated and loyal pr<strong>of</strong>essionals. With employers far<br />
less likely to provide financial support to sonographers<br />
for continuing education, grants can help defray the<br />
cost <strong>of</strong> attending the <strong>SDMS</strong> Annual Conference while<br />
providing an important opportunity to refresh and<br />
expand their knowledge, to network with sonographers<br />
from across the world, and to learn about the latest<br />
technological advancements.<br />
As the <strong>SDMS</strong> Foundation develops its new charitable<br />
programs, <strong>SDMS</strong> members are encouraged to <strong>of</strong>fer their<br />
opinions on the needs <strong>of</strong> the pr<strong>of</strong>ession and how the<br />

Earns CAE Credential<br />
Please join <strong>SDMS</strong> in extending a sincere ‘congratulations’ for a job well done<br />
to Amy Westerman who was honored this month for having successfully<br />
completed the American <strong>Society</strong> <strong>of</strong> Association Executives (ASAE) ‘Certified<br />
Association Executive’ credentialing program. Of the hundreds <strong>of</strong> thousands<br />
<strong>of</strong> non-pr<strong>of</strong>it associations throughout the country, there are less than 3,700<br />
association management staff who have completed the CAE process. It is,<br />
and deservedly so, the pinnacle <strong>of</strong> pr<strong>of</strong>essional development in the industry.<br />
Amy joins a rather elite group <strong>of</strong> association managers with her latest<br />
accomplishment. We are happy for her and certainly proud <strong>of</strong> her recognition.<br />
With Amy’s acquisition <strong>of</strong> the CAE it now brings <strong>SDMS</strong> into rarified company<br />
as a non-pr<strong>of</strong>it association in which all its senior staff hold the CAE credential.

Legislative Update<br />
Connecticut Passes First State Law<br />
Prohibiting Entertainment Sonograms<br />
On June 24, Connecticut’s Governor Rell signed HB 5635 which had passed the Connecticut General<br />
Assembly in late May. The new law, which takes effect on July 1, 2009, is the first state law to prohibit<br />
entertainment sonograms. The new law states that obstetrical ‘ultrasound procedures’ may only be<br />
performed in Connecticut if the procedure was 1) ordered by a licensed health care provider (acting within<br />
the scope <strong>of</strong> such provider’s authority), and 2) for a medical or diagnostic purposes.<br />

AN ACT CONCERNING ULTRASOUND PROCEDURES FOR MEDICAL AND DIAGNOSTIC<br />
PURPOSES.<br />
Be it enacted by the Senate and House <strong>of</strong> Representatives in General Assembly convened:<br />
Section 1. (NEW) (Effective July 1, 2009) No person shall perform an obstetrical ultrasound<br />
procedure unless such procedure is (1) ordered by a licensed health care provider, acting within<br />
the scope <strong>of</strong> such provider’s authority, and (2) for a medical or diagnostic purpose.<br />
The new law is consistent with the federal Food and Drug Administration’s (FDA) position that exposing the<br />
fetus to ultrasound with no anticipation <strong>of</strong> medical benefit is not justified. The FDA also states that “Persons<br />
who promote, sell or lease ultrasound equipment for making ‘keepsake’ fetal videos should know that FDA<br />
views this as an unapproved use <strong>of</strong> a medical device.”<br />

Sonography Licensure Update<br />
Oregon Legislature Passes Sonographer<br />
Licensure Legislation<br />
After stalling in committee for several months, a sonographer licensure bill (HB 2245) finally passed in<br />
the Oregon Legislature and has been sent to Oregon Governor Ted Kulongoski. The Governor has up to<br />
30 days to sign or veto the bill. The bill would make Oregon only the second state in the United States to<br />
require licensure <strong>of</strong> sonographers. <strong>SDMS</strong> worked closely with other sonography-related organizations and<br />
Oregon sonographers to help craft the language in the bill that passed this week. The bill renames and<br />
restructures the Oregon Board <strong>of</strong> Radiologic Technologists to the Oregon Board <strong>of</strong> Medical Imaging (OBMI)<br />
and ensures representation <strong>of</strong> sonographers on the Board.<br />
The bill requires Oregon sonographers to become licensed by OBMI effective July 1, 2010. Beginning on<br />
January 1, 2014, all sonography licensees would be required to hold a national sonography certification/<br />
credential (or be currently enrolled as a student). While the Oregon bill is far more detailed than the<br />
sonographer licensure law that passed in <strong>New</strong> Mexico earlier this year, additional administrative rules/<br />
regulations will be developed over the next year to fully implement the bill, if signed by the Governor.<br />
<strong>SDMS</strong> will be continue to monitor developments regarding sonographer licensure in other states. If you are<br />

<strong>SDMS</strong> CME Policies and<br />
Procedures updated<br />
The <strong>SDMS</strong> CME Policies and Procedures have been updated, the new version can<br />
be found on the <strong>SDMS</strong> website at: http://www.sdms.org/pdf/sdmscme.pdf. The<br />
new <strong>SDMS</strong> CME Policies and Procedures are effective July 1, 2009. The changes are<br />
minor editing changes that we hope will help CME providers more clearly understand<br />
the <strong>SDMS</strong> CME Management System and <strong>SDMS</strong> CME Application Process. No<br />
significant changes in content were made in this revision. All providers who have accounts in the <strong>SDMS</strong> CME<br />
Management System will also be notified by email in the near future regarding the new version <strong>of</strong> the <strong>SDMS</strong><br />
CME Policies and Procedures and will be asked to take a short survey to evaluate the first year on the new<br />
<strong>SDMS</strong> CME Management System.<br />

What inspired you to start your career in<br />
sonography?<br />
I sort <strong>of</strong> fell into sonography. In 1974, the<br />
radiologists at EMMC where I did my Radiologic<br />
Technology training decided they wanted this<br />
“new” modality <strong>of</strong> ultrasound. The chief radiologist<br />
approached me and asked if I was interested and<br />
I said yes. The purchased machine was a bistable<br />
unit and the radiologists and I learned and<br />
struggled together. In early 1975, I left EMMC and<br />
lived and worked in <strong>New</strong> Jersey and Florida. When<br />
I returned to EMMC in late 1976, the bi-stable<br />
unit was still in use. The next year a gray scale<br />
B-scanner was purchased and I fell in love with<br />
sonography. When I saw and used the first realtime<br />
machine a few years later I thought how much<br />
easier it was to scan and find things and I was<br />
totally hooked on the pr<strong>of</strong>ession.<br />
Did you have a memorable role model/teacher?<br />
Who was it?<br />
Dr. Mary Warner came to EMMC in the early 1980s<br />
and became the Ultrasound section chief. She is<br />
a wonderful teacher, is very knowledgeable in not<br />
only the scanning and diagnostic aspect <strong>of</strong> the<br />
ultrasound exam, but she also understands the<br />
physics behind ultrasound and how the different<br />
controls on the machine affect the beam and the<br />
image. She set high standards, challenged the<br />
sonographers, taught great scanning tricks, and<br />
never settled for less than optimum quality images.<br />
My goal was always to produce the best images<br />
possible, find all the pathology, so that if she decided<br />
to backscan, she would not find anything additional.<br />
What was the most significant advance in<br />
ultrasound technology that you directly<br />
experienced?<br />
That is a hard question as I have seen a lot <strong>of</strong><br />
major changes. I think for me, the change from<br />
bi-stable to gray scale was huge. When I was first<br />
scanning, I found anatomy hard to define with the<br />
bi-stable. Once gray scale happened, it was as if<br />
all the anatomy clicked into place and everything I<br />
scanned made so much sense.<br />
Were there any memorable developments,<br />
cases or events that have changed the way you<br />
practice sonography?<br />
I have seen a lot <strong>of</strong> changes over the years. It<br />
seems that with new developments that came along<br />
such as gray scale, real-time scanning, spectral<br />
doppler, transvaginal scanning, color doppler,<br />
3D/4D and so on…that the improved and additional<br />
features and technologies opens new doors to what<br />
we can see and information that can be given to<br />
the radiologist and ordering provider. With each<br />
new added technology, I was and am challenged to<br />
use it to the best <strong>of</strong> its capabilities to get the best<br />
possible diagnostic exam with quality images.<br />
What changes do you predict for the field in the<br />
immediate future?<br />
Ultrasound is a constantly growing and changing<br />
field. I think that the growth and ways to use 3D/4D<br />
technology will expand similar to the evolution <strong>of</strong><br />
color doppler. Elastography and endovascular<br />
ultrasound catheters are just some examples <strong>of</strong> the<br />
new horizons that are just starting to be explored.<br />
What advice would you give to students/future<br />
sonographers?<br />
To take advantage <strong>of</strong> every educational opportunity.<br />
Talk to the sonographers and sonologists, ask them<br />
questions about exams and pathology, be on a<br />
learning quest that will last your whole career. Take<br />
the time to enjoy the interactions with patients and<br />
their families. Love your chosen pr<strong>of</strong>ession for it will<br />
give you many rewards.<br />
What’s your favorite part <strong>of</strong> your job?<br />
In my current position, my time is divided between<br />
scanning patients and doing supervisory and<br />
administrative duties. I take pleasure in my time<br />
scanning and interacting with patients. I still enjoy<br />
the challenging patient with pathology as it keeps<br />
those mental juices flowing. The sonographers I<br />
work with will share interesting cases. It is fun to<br />
look at the exam, share thoughts and possible<br />
diagnosis, and at times, delve into the reference<br />
books or Google the possibilities <strong>of</strong> what we may<br />
be looking at.
