INTRODUCTION<br />

Established in 1965, the Southeast Asian Ministers of Education Organization<br />

(<strong>SEAMEO</strong>) is an international organization among governments of Southeast Asian<br />

countries to promote regional cooperation in education, science and culture in<br />

Southeast Asia.<br />

<strong>SEAMEO</strong> envisions itself as a dynamic, self reliant, strategic, policy-driven and<br />

internationally- recognized organization that strengthens regional understanding for a<br />

better quality of life.<br />

Its 11 Member Countries include Brunei Darussalam, Cambodia, Lao PDR,<br />

Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste<br />

and Vietnam. It embodies 6 Associate Member Countries: Australia, Canada,<br />

France, Germany, New Zealand, and Spain; and three Affiliate Members, namely the<br />

International Council for Open and Distance Education (ICDE), the University of<br />

Tsukuba, Japan; and the British Council.<br />

Over the past forty-five years, <strong>SEAMEO</strong> has developed 19 regional centres<br />

throughout Southeast Asia, which provide human resource development and diverse<br />

areas of expertise in education, health, culture and tradition, information and<br />

communication technology, poverty alleviation, environment, and agriculture and<br />

natural resources.<br />

As an organization that continues to nurture capacity building for human resource<br />

development, <strong>SEAMEO</strong> maintains its work and aspirations to improve quality and<br />

equity in education in the Southeast Asian region and beyond.<br />
