and up-scaling of the technology. Furthermore, the figure
shows that there is a technology push by politically supporting
collaborative R&D projects that meet the overall energy policy.
The projects that apply for funding from ForskEL and ForskVE
have over time been in different phases in the technology development
process, from basic research to demonstration. Figure
6 shows how the total amount of PSO funding is divided
between phases. The focus of the programmes ForskEL and
ForskVE is now predominantly on applied research and demonstration
and therefore not on basic research, as Figure 5 above
illustrates. Only around 3% of the total amount of funding from
1998-2013 is allocated to basic research. 12% of the total PSO
funding is allocated to applied research.

Figure 6 also illustrates that the majority of the total PSO funding
goes to demonstration. A reason for this is that demonstration
projects are financially demanding, because the aim of
demonstration projects is to scale up the facilities and test a
technology. However, 56% (not shown in the figure) of all projects
are in the technology area of applied research, indicating
that the programme prioritises projects primarily in technology
phase of applied research. Only 29% (not shown in the figure)
of the projects are in the technology phase of demonstration,
even though they financially constitute 85% of the total amount
of PSO funding.
