DOMESTIC ALLOCATIONS COMMUNITY STUDY Based on requests from our agencies and synagogues for current data on service needs, attitudes and demographic characteristics of the local Jewish population, the Federation launched a comprehensive community study in 2004. A similar study had not been conducted since 1986. Under the leadership of Susan Folkman, Ph.D., an advisory committee was formed, and Dr. Bruce Phillips of Hebrew Union College was hired as the principal consultant. Phone interviews were conducted with 1,600 households and complete findings are now available. These findings will help the Federation, as well as agencies and synagogues set policy, establish priorities and develop plans to improve service delivery and strengthen Jewish community building in our Federation’s service area. LOOKING AHEAD The Jewish Community Federation is dedicated to protecting and enhancing Jewish life. The central way we advance this mission is by providing funds to organizations that are effectively advancing common priorities of caring for those in need; strengthening and securing the safety of the Jewish people; and fostering Jewish renaissance at home, in Israel and in other Jewish communities. Just as we value our long-term agency partnerships and see our role extending beyond the art of fundraising and providing financial support to our agency network, we also value remaining open and accessible to new organizations and able to respond to emerging trends identified by organizations working in the field. As the Federation emerges from its “strategic funding” process at the end of 2005, we are developing a central portal to provide open, competitive funding to organizations and agencies that are seeking support for programs or projects that can effectively impact our strategic objectives: • Serving vulnerable Jews • Welcoming interfaith households into the Jewish community • Engaging our diverse population of Jews in meaningful ways • Educating and connecting young people to Judaism • Supporting and connecting to Israel We already have begun this process with requests for proposals totaling over $200,000— one aimed at supporting the economically vulnerable and one focused on welcoming interfaith couples and families. A successful 2005 Annual Campaign made these opportunities possible. 7
PAS PRIORITIES FOR 2005-2006 Looking forward, PAS will focus on the following priorities: • Refining and implementing a comprehensive strategic funding approach for the Federation that includes regional priorities, strategic objectives and indicators of success. • Analyzing the findings from the community study with agencies and synagogues and identifying implications for further policy development, planning and funding. • Providing ongoing technical assistance to agencies.
