<strong>Minutes</strong> <strong>of</strong> <strong>the</strong> <strong>Pre</strong> <strong>Bid</strong> <strong>Meeting</strong> <strong>held</strong> <strong>at</strong> <strong>0300</strong> <strong>hrs</strong> on 20.11.2012 under <strong>the</strong>
chairmanship <strong>of</strong> Joint Secretary (T), MoRTH rel<strong>at</strong>ing to tender issued for
procurement <strong>of</strong> technical equipment for <strong>the</strong> I&C Centre
A <strong>Pre</strong> <strong>Bid</strong> meeting was <strong>held</strong> under <strong>the</strong> chairmanship <strong>of</strong> Shri Sanjay
Bandopadhyay, Joint Secretary (T), MoRTH rel<strong>at</strong>ing to tender issued for procurement
<strong>of</strong> technical equipment for <strong>the</strong> I&C Centre to be setup in 10 St<strong>at</strong>es <strong>of</strong> <strong>the</strong> country.
2. Joint Secretary (T), MoRTH welcomed <strong>the</strong> participants and explained <strong>the</strong>
objective <strong>of</strong> <strong>the</strong> meeting. He st<strong>at</strong>ed th<strong>at</strong> <strong>the</strong> Government has decided to set up 10
model autom<strong>at</strong>ed I&C Centre one each in <strong>the</strong> St<strong>at</strong>es <strong>of</strong> Andhra Pradesh, Karn<strong>at</strong>aka,
Gujar<strong>at</strong>, Maharashtra, Rajasthan, Himachal Pradesh, Haryana, Madhya Pradesh, U.P
and Delhi on a pilot basis. ARAI, SIAM and ICAT have been identified as Executing
Agencies by <strong>the</strong> MoRTH to install and oper<strong>at</strong>e <strong>the</strong> ‘Vehicle Test Lanes’. The layout
has been approved for <strong>the</strong>se centres and <strong>at</strong> some <strong>of</strong> <strong>the</strong> places <strong>the</strong> construction has
been started. The tender has been issued for procurement <strong>of</strong> technical equipments for
<strong>the</strong> said tender. Thereafter, he requested Director (RS) to indic<strong>at</strong>e some <strong>of</strong> <strong>the</strong>
important queries sent by <strong>the</strong> prospective bidders.
3. Director (RS) st<strong>at</strong>ed th<strong>at</strong> Queries have been received from SGS, SYSTEC
Intern<strong>at</strong>ional, MAHA India, COSBER Aces Infra India, IVESUR, Rosemerta, TUV
SUD SA, Mustang, TUV Rheinland, Environmental Systems Products India Pvt. Ltd,
AVL India etc. He fur<strong>the</strong>r st<strong>at</strong>ed th<strong>at</strong> most <strong>of</strong> <strong>the</strong> queries are rel<strong>at</strong>ed to extension <strong>of</strong>
time for submission <strong>of</strong> bid, providing <strong>the</strong> missing form including Form K, providing
<strong>of</strong> <strong>the</strong> details CCTV, digital camera, time <strong>of</strong> lane oper<strong>at</strong>ion, etc. He fur<strong>the</strong>r st<strong>at</strong>ed
though Ministry had requested to send <strong>the</strong> queries l<strong>at</strong>est by 1700 hours on 16.11.2012,
queries received till d<strong>at</strong>e will be clarified. The response <strong>of</strong> <strong>the</strong> Ministry will be
uploaded on <strong>the</strong> ministry website by 30.11.2012. Thereafter, Director (RS) read out
<strong>the</strong> following general clarific<strong>at</strong>ions:-

(i) All missing forms including Form K will be uploaded on <strong>the</strong> ministry’s
website by 30.11.2012.
(ii) The purchase order will be issued by <strong>the</strong> Ministry and <strong>the</strong> performance
guarantee will be for 5 per cent for <strong>the</strong> value <strong>of</strong> purchase order.
(iii) The L1 will be decided based on <strong>the</strong> quote for single shift oper<strong>at</strong>ion for 7
years i.e. (2 years warranty and oper<strong>at</strong>ion and AMC for 3 rd ,4 th ,5 th ,6 th and 7 th
years)
(iv) Clarific<strong>at</strong>ion on all clauses for indemnity damage etc. will be put on <strong>the</strong>
website.
(v) The d<strong>at</strong>e <strong>of</strong> submission <strong>of</strong> tender will be extended up to 21st December,
2012.
(vi) The lane oper<strong>at</strong>ion for two years will be included in <strong>the</strong> contract. This
includes consumables also.
(vii) The layout for eight testing centres has been finalized and can be obtained
from <strong>the</strong> concerned executing agency i.e. SIAM, ARAI and ICAT. The lay
out for different centres may be different.
(viii) The details and number <strong>of</strong> cameras and display units will be clarified. It is
contempl<strong>at</strong>ed to provide one CCTV camera per lane and a connected
display unit for <strong>the</strong> benefit <strong>of</strong> <strong>the</strong> vehicle owner. Cameras are also
contempl<strong>at</strong>ed for each test lane to capture <strong>the</strong> vehicle details.
(ix) The lane oper<strong>at</strong>ion s<strong>of</strong>tware along with its source code protocols will be <strong>the</strong>
copyright <strong>of</strong> <strong>the</strong> Ministry.
(x) One set <strong>of</strong> calibr<strong>at</strong>ion equipment is envisaged in <strong>the</strong> contract which can
c<strong>at</strong>er to both LD and HD lane equipments.
(xi) The frequency and number <strong>of</strong> people to be trained will be specified.
(xii) The networking hardware will be provided by <strong>the</strong> bidder and will be
through RS485 and WiFi also.

4. Thereafter, JS (T) requested <strong>the</strong> bidders to put <strong>the</strong>ir questions, if any.
(i) The represent<strong>at</strong>ive <strong>of</strong> MAHA, Germany st<strong>at</strong>ed th<strong>at</strong> in <strong>the</strong> tender document
Common Equipment is for 10 centers but <strong>the</strong> individual equipment for LD and
HD lanes is 19 nos. He fur<strong>the</strong>r requested to clarify this. In response, Shri D.J.
Kulkarni, Sr. Dy. Director, ARAI st<strong>at</strong>ed th<strong>at</strong> it has been envisaged th<strong>at</strong> <strong>the</strong>re
should be four lanes <strong>at</strong> every Centre. However <strong>at</strong> some centre due to land
constraint and o<strong>the</strong>r administr<strong>at</strong>ive reasons, no. <strong>of</strong> lanes is less. He fur<strong>the</strong>r
st<strong>at</strong>ed th<strong>at</strong> as per clause 1.1. <strong>of</strong> Annexure I <strong>of</strong> <strong>the</strong> tender document, <strong>the</strong> final
quantity may vary by +/- 20% for all <strong>the</strong> Centres put toge<strong>the</strong>r.
(ii) Shri Nitin Manaw<strong>at</strong>, Director, Environmental Systems Products India Pvt. Ltd.
st<strong>at</strong>ed th<strong>at</strong> in <strong>the</strong> tender document it has been mentioned th<strong>at</strong> maximum three
partners may form <strong>the</strong> consortium and out <strong>of</strong> three members, one will be Lead
Member. The Lead Member cannot be part <strong>of</strong> any o<strong>the</strong>r consortium. In this
background, he requested to clarify whe<strong>the</strong>r remaining two members (except
Lead Member) can be part <strong>of</strong> o<strong>the</strong>r consortium. Shri Kulkarni, Sr. Dy.
Director, ARAI clarified th<strong>at</strong> <strong>the</strong>oretically it is yet but practically it may not be
possible.
(iii) The represent<strong>at</strong>ive <strong>of</strong> M/s VINITEC st<strong>at</strong>ed th<strong>at</strong> in Annexure-VIII which
deals with payment clause, <strong>the</strong> payment through Letter <strong>of</strong> Credit (LC) is not
clear. It needs to be clarified fur<strong>the</strong>r. Subsequently, more bidders requested to
make <strong>the</strong> payment through LC citing <strong>the</strong> reason th<strong>at</strong> it is an intern<strong>at</strong>ional
practice. Director (RS) st<strong>at</strong>ed th<strong>at</strong> <strong>the</strong> Ministry will examine it in consult<strong>at</strong>ion
with Finance Wing before taking a decision in <strong>the</strong> m<strong>at</strong>ter.
The meeting ended with a vote <strong>of</strong> thanks to <strong>the</strong> chair.
