within the sector. This situation makes it difficult to distribute resources equitably. SNV supported district leadership to improve the way data was collected and used in schools and the districts. A tool for realtime tracking of pupil and teacher absenteeism to curb wastage in the sector is being piloted in Mbale and Kiboga districts. Increasing the presence of teachers and pupils in the classroom will improve the quality of teaching and of learning. In Kamwenge, a ‘School Is Fun’ project initiated through partnership between SNV, the local district government and Hima Cement aims to promote enrolment by creating a child-friendly school environment using sports. ‘We would like to do more with subjects like physical education and sports, arts and crafts, and music but we have no teachers for these subjects because of the teacher ceiling, and in the end our school is judged on how we perform in the Primary Leaving Examinations [PLE] subjects.’ Head Teacher Kiboga In 2010, SNV will continue to support existing government programmes while exploring innovative channels in providing quality education.
