civic participation in the Western Balkans. 4
In fact, large parts of the population have not
been able to adapt to the new demands of the
labour market while exclusion is strongly
influenced by prejudices. In addition,
discouraged workers (particularly women and
middle aged persons) have been forced into jobs
in the informal sector, which in turn hinders an
effective and responsive public administration –
a prerequisite for inclusive societies. Current
policies rarely address the multiple causes of
social exclusion, thus formulating a mix of social
inclusion interventions constitutes a major
challenge for the region, especially at the lowest
level of government administration.
Furthermore, economic, social and civic
development is unequally spread over the
countries in the Western Balkans. To give an
example, regional disparities in Serbia are
among the highest in Europe, where the situation
in southern parts of the country is less
favourable in comparison to the north and in
rural areas in comparison with urban ones. The
ratio of the most developed local government
units to the least developed ones in terms of
economic development levels was 10:1 in 2008.
