Family Educational Rights and Privacy Act 

SOUTH COLONIE PARENTS: The federal 

Family Educational Rights and Privacy Act 

(FERPA) allows schools to disclose, without 

parental consent, certain “directory 

information” such as a student’s name, 

address, telephone number, date and place of 

birth, participation in athletics, honors and 

awards, photograph and dates of attendance, 

unless parents have advised the district to the 

contrary. 

The primary purpose of the directory 

information is to allow South Colonie to 

include this type of information in school 

publications (district and school newsletters, 

calendar and other publications) and for 

publicity of student accomplishments or specific 

educational programs to the electronic 

(television) and print (newspaper) media. 

In practice, South Colonie has historically 

released a student’s name, grade, honor, awards 

and photographs in publications and to the 

media. Other directory information is not 

routinely released. A similar procedure 

regarding the release of information on the 

school district website is in place. 

Parents not wishing information about their 

child to be used in either district publications or 

in release to the media should write a letter to 

the principal of their child’s school. The signed 

and dated letter should state that directory 

information about (name of student) should 

not be released under FERPA. You do not have 

to give a reason. This letter must be sent 

annually by December 31. 


Schools required to keep student height and weight data (BMI) 

Because New York State is interested in data about children’s health, schools are required to 

keep height and weight data and to calculate students’ Body Mass Index (BMI). BMI is a 

way of checking for underweight or overweight youngsters based on their height and 

weight. Some schools will be surveyed by the state Department of Health each year and 

asked to share the number of pupils they have in each of six possible BMI categories based 

on students’ age and sex. If our district is surveyed by the state, we will only share group 

data (for instance, the number of second grade boys whose BMI is below the fifth 

percentile), not individual data. However, if parents wish their child’s data to be excluded 

from such group calculations, they may do so by contacting their school nurse.

Information 

School Census 

A census is conducted each spring by the district to 

identify all school-age and preschool children living in 

the district. If you know someone moving into the 

district with preschool children, please encourage them 

to contact the district census coordinator at 869- 

3576. 

Band Instrument Transportation 

The South Colonie Transportation Department asks 

that for safety reasons, only musical instruments small 

enough to fit on a student’s lap may be transported on 

the school bus. Parents should make other 

arrangements to get larger band instruments to school. 

School Libraries 

Our libraries provide a wide variety of materials and 

services needed for an effective educational program. 

Students learn a variety of information retrieval skills, 

which build from one year to the next. In addition, the 

library program encourages students to appreciate and 

enjoy literature. Students in grades K-12 have 

opportunities to use the library throughout the day. At 

the secondary level, libraries are open before and after 

school. 

Our goal is to introduce information technology in the 

formats most useful to our students and staff. An 

automated catalog is on-line at CCHS. Other libraries 

will follow suit as funds become available. Most 

importantly, librarians and staff help each student to 

develop a regular pattern of reading for enjoyment and 

information. 


School Closings, Dismissals/Delays 

The emergency closing, dismissal or delay of school may become necessary because of 

hazardous road conditions, electrical power failure, heating system failure or water 

main breaks. All major radio and television stations are contacted in case of a 

school closing. Also, sign up for SNN to get receive announcements by email. You 

should continue listening to the media after a delayed opening has been announced. 

Changing conditions may result in further information. Parents are urged to have a 

plan in place for their children’s care in the event of an emergency. 

Special Tutoring/Special Transportation 

Special transportation or tutoring may be arranged for a student with an extended 

illness or injury. You can pick up an application form in the principal’s office at 

CCHS or in the nurse’s office at the other schools. 

Senior Citizen Courtesy Cards 

South and North Colonie Schools offer a card that allows Colonie residents who are 

60 years or older to get into any school event for free unless otherwise noted. This 

card can be picked up at senior citizen centers or at the district office. 

Extracurricular Activities 

Children have a vast number of club and athletic activities to choose from including 

band, orchestra, interscholastic sports, intramural sports, academic clubs and civic 

clubs. 

Continuing Education Classes 

South Colonie offers continuing 

education for all residents. Minimum fees 

are charged for registration, instruction 

and materials. A brochure listing the 

course offerings is mailed to all residents 

in August and December. For 

registration times consult the calendar 

date listings in September and January. 

Bus Request Deadline 

The deadline for requests for 

bus service to non-public schools and 

other special requests is April 1.

ensure an orderly and pleasant

encourage students to become

accept the consequences of these 

actions. A detailed Code-of- 

Conduct and the range of 

consequences that may be 

imposed is thoroughly reviewed 

with students during the 

opening weeks of schools. 

A copy is provided to parents on 

an annual basis. 


Sex Offender Notification 

The Colonie Police Department provides our schools with a 

list of the names and addresses of Level 2 and 3 convicted sex 

offenders living in the South Colonie Central School District. 

Those lists are kept in a binder at each school and the 

District Office and can be viewed during normal school hours 

or by contacting the Colonie Police Department. A signature 

is required. Pages can be copied for 25 cents each. 

Information is also readily available on the Colonie Town 

Police web site at www.colonie.com/police and the New York 

State Sex Registered Sex Offender web site at http:// 

criminaljustice.state.ny.us. 

Parent-Teacher Conferences 

Parent-teacher conferences are an important element in 

reporting pupil progress to parents. As a parent, you may 

initiate a conference by calling your child’s teacher and 

making an appointment with the teacher, counselor or 

principal. Every effort will be made to schedule your 

conference for a mutually convenient time.

Kindergarten Registration 

Pupils entering kindergarten must be age 5 on or before 

December 1 of the school year in which they enroll in 

kindergarten. Students entering first grade must be age 6 

during the school year in which enrollment takes place except by 

transfer and recommendation of the school formerly attended.

School Counseling 

excellence & accountability PROGRAM 

In 1991, district residents, parents, administrators, faculty and staff 

began working to develop standards of excellence for all students. The 

committee established a mission statement and a set of outcomes that 

all children must demonstrate at the end of grades four, eight and 12. 

They are as follows:

individuality, responsibility, security, cooperation, learning and 

optimism.

Reported income on your New York State tax return is a measure of a district’s 

wealth. Accurate completion of this information is important because the state 

uses it to calculate state aid for school districts. Please use District Tax No. 595.


Information 

District budget vote on May 15th 

On the third Tuesday of each May, residents from across New 

York State go to the polls to vote on the following year’s 

school district budget and to elect members of the Board of 

Education. Voting on the 2013-2014 South Colonie District 

Budget and school board elections will be held on Tuesday, 

May 21st. Parents and all district residents are urged to get 

out and exercise their right to vote. 

In early May, South Colonie residents can expect to receive in 

the mail a copy of the district newsletter — In Focus — which 

will highlight the budget residents will be voting on. That 

information is also posted on the district web site at 

www.southcolonieschools.org. If you do not receive a copy of 

the newsletter please contact the District Office at 869-3576 

and one will be mailed to you. 

You are eligible to vote if your are a United States citizen, 18 

years or older, and a resident of the South Colonie Central 

School District for at least 30 days prior to May 21st. 

Where do I vote on the budget? 

Residents may vote at any of these voting locations:

Information Return Your Textbooks! 

Absences and Tardiness 

Under the school attendance Laws of New 

York State, parents are responsible for their 

children’s regular attendance and 

punctuality. Legal reasons for absence 

include illness of a child, emergency illness 

in the family, death in the immediate 

family, inclement weather and religious 

observances. A written excuse stating the 

date and the reason for the absence should 

be signed by the parent/guardian. 

Building Use Requests 

School facilities may be used by district 

residents if approved by the Board of 

Education. Fees are charged for certain 

kinds of activities and/or for extra services 

which the district has to provide. If you 

wish to use school facilities, contact the 

principal. Insurance coverage is required. 

Textbooks must be returned 

no later than the end of the 

work day on June 30. If 

textbooks must be ordered to 

replace unreturned books you 

are responsible for the 

replacement books.

Attendance is a critical factor 

for educational success. Regular 

attendance and punctuality will 

improve a student’s grades, 

enthusiasm for education,

Information 

Student Records information 

In accordance with federal and state laws and regulations regarding the maintenance of 

student records, the South Colonie Board of Education recognizes the legal requirement to 

protect the confidentiality of student records. The Superintendent of Schools shall ensure that 

the procedures for the confidentiality of student records shall be consistent with federal and 

state law pursuant to the authority of the Commissioner of Education. It is the intent of the 

South Colonie Central School District to limit the disclosure of information contained in a 

student’s education records except by prior consent of the student’s parent(s) or guardian(s) 

or the eligible student, unless otherwise provided by law. 

Statement of Rights 

Parent(s) or guardian(s) and eligible students have the following rights under the Family 

Educational Rights and Privacy Act (FERPA): 

• The right to inspect and review the student’s record 

• The right to be provided, on request, with a copy of all or part of the student’s education 

record 

• The right to exercise a limited control over other people’s access to the student’s education 

record 

• The right to designate a representative who will inspect, review, or copy such records 

• The right to request and receive from the district a reasonable explanation of information 

contained in the education record of the student 

• The right to seek to correct the student’s education record, at a hearing if necessary 

• The right to report violations of FERPA to the Department of Education 

• The right to be informed about FERPA rights 

All rights and protections held by a student’s parent(s) or guardian(s) under FERPA shall vest 

with the student when he or she reaches the age of 18, or enrolls in a post-secondary school. 

For purposes of federal law, the student shall then become an “eligible student.” Additionally, 

on application of the parent(s) or guardian(s), a school record shall be issued promptly to a 

minor who presents a certificate of physical fitness and meets the specified age requirement.

No Child Left Behind Act 

Pursuant to the No Child Left Behind Act, 

parents may request information regarding 

the professional qualifications of their child’s 

classroom teachers including: 

• Whether state requirements and licensing 

criteria have been met for the grade level and 

subject area being taught. 

• If the teacher is working under emergency or 

other provisional status for state qualifications 

and licensing criteria have been waived. 

• The teacher’s college major and subsequent 

advanced degrees. 

• If an uncertified teacher will be working in a 

classroom for four or more weeks. 

Requests for this information may be directed 

to the Superintendent’s Office, South Colonie 

Central School District, 102 Loralee Drive, 

Albany, NY 12205. 

Release of military information 

NCLB also requires that school districts 

disclose to military recruiters and institutions 

of higher learning, upon request, the names, 

addresses and telephone numbers of our high 

school students. However, parents or students 

may request, in writing, that the district 

NOT release such information. Parents, or 

students who are at least 18 years old, may 

exercise the option to withhold their consent 

to release this information by contacting the 

high school principal’s office.
