Family Educational Rights and Privacy Act<br />
SOUTH COLONIE PARENTS: The federal<br />
Family Educational Rights and Privacy Act<br />
(FERPA) allows schools to disclose, without<br />
parental consent, certain “directory<br />
information” such as a student’s name,<br />
address, telephone number, date and place of<br />
birth, participation in athletics, honors and<br />
awards, photograph and dates of attendance,<br />
unless parents have advised the district to the<br />
contrary.<br />
The primary purpose of the directory<br />
information is to allow <strong>South</strong> <strong>Colonie</strong> to<br />
include this type of information in school<br />
publications (district and school newsletters,<br />
calendar and other publications) and for<br />
publicity of student accomplishments or specific<br />
educational programs to the electronic<br />
(television) and print (newspaper) media.<br />
In practice, <strong>South</strong> <strong>Colonie</strong> has historically<br />
released a student’s name, grade, honor, awards<br />
and photographs in publications and to the<br />
media. Other directory information is not<br />
routinely released. A similar procedure<br />
regarding the release of information on the<br />
school district website is in place.<br />
Parents not wishing information about their<br />
child to be used in either district publications or<br />
in release to the media should write a letter to<br />
the principal of their child’s school. The signed<br />
and dated letter should state that directory<br />
information about (name of student) should<br />
not be released under FERPA. You do not have<br />
to give a reason. This letter must be sent<br />
annually by December 31.<br />
Preparing World Class Citizens<br />
<strong>Schools</strong> required to keep student height and weight data (BMI)<br />
Because New York State is interested in data about children’s health, schools are required to<br />
keep height and weight data and to calculate students’ Body Mass Index (BMI). BMI is a<br />
way of checking for underweight or overweight youngsters based on their height and<br />
weight. Some schools will be surveyed by the state Department of Health each year and<br />
asked to share the number of pupils they have in each of six possible BMI categories based<br />
on students’ age and sex. If our district is surveyed by the state, we will only share group<br />
data (for instance, the number of second grade boys whose BMI is below the fifth<br />
percentile), not individual data. However, if parents wish their child’s data to be excluded<br />
from such group calculations, they may do so by contacting their school nurse.

Information<br />
School Census<br />
A census is conducted each spring by the district to<br />
identify all school-age and preschool children living in<br />
the district. If you know someone moving into the<br />
district with preschool children, please encourage them<br />
to contact the district census coordinator at 869-<br />
3576.<br />
Band Instrument Transportation<br />
The <strong>South</strong> <strong>Colonie</strong> Transportation Department asks<br />
that for safety reasons, only musical instruments small<br />
enough to fit on a student’s lap may be transported on<br />
the school bus. Parents should make other<br />
arrangements to get larger band instruments to school.<br />
School Libraries<br />
Our libraries provide a wide variety of materials and<br />
services needed for an effective educational program.<br />
Students learn a variety of information retrieval skills,<br />
which build from one year to the next. In addition, the<br />
library program encourages students to appreciate and<br />
enjoy literature. Students in grades K-12 have<br />
opportunities to use the library throughout the day. At<br />
the secondary level, libraries are open before and after<br />
school.<br />
Our goal is to introduce information technology in the<br />
formats most useful to our students and staff. An<br />
automated catalog is on-line at CCHS. Other libraries<br />
will follow suit as funds become available. Most<br />
importantly, librarians and staff help each student to<br />
develop a regular pattern of reading for enjoyment and<br />
information.<br />

School Closings, Dismissals/Delays<br />
The emergency closing, dismissal or delay of school may become necessary because of<br />
hazardous road conditions, electrical power failure, heating system failure or water<br />
main breaks. All major radio and television stations are contacted in case of a<br />
school closing. Also, sign up for SNN to get receive announcements by email. You<br />
should continue listening to the media after a delayed opening has been announced.<br />
Changing conditions may result in further information. Parents are urged to have a<br />
plan in place for their children’s care in the event of an emergency.<br />
Special Tutoring/Special Transportation<br />
Special transportation or tutoring may be arranged for a student with an extended<br />
illness or injury. You can pick up an application form in the principal’s office at<br />
CCHS or in the nurse’s office at the other schools.<br />
Senior Citizen Courtesy Cards<br />
<strong>South</strong> and North <strong>Colonie</strong> <strong>Schools</strong> offer a card that allows <strong>Colonie</strong> residents who are<br />
60 years or older to get into any school event for free unless otherwise noted. This<br />
card can be picked up at senior citizen centers or at the district office.<br />
Extracurricular Activities<br />
Children have a vast number of club and athletic activities to choose from including<br />
band, orchestra, interscholastic sports, intramural sports, academic clubs and civic<br />
clubs.<br />
Continuing Education Classes<br />
<strong>South</strong> <strong>Colonie</strong> offers continuing<br />
education for all residents. Minimum fees<br />
are charged for registration, instruction<br />
and materials. A brochure listing the<br />
course offerings is mailed to all residents<br />
in August and December. For<br />
registration times consult the calendar<br />
date listings in September and January.<br />
Bus Request Deadline<br />
The deadline for requests for<br />
bus service to non-public schools and<br />
other special requests is April 1.<br />

Conduct and the range of<br />

Sex Offender Notification<br />
The <strong>Colonie</strong> Police Department provides our schools with a<br />
list of the names and addresses of Level 2 and 3 convicted sex<br />
offenders living in the <strong>South</strong> <strong>Colonie</strong> <strong>Central</strong> School District.<br />
Those lists are kept in a binder at each school and the<br />
District Office and can be viewed during normal school hours<br />
or by contacting the <strong>Colonie</strong> Police Department. A signature<br />
is required. Pages can be copied for 25 cents each.<br />
Information is also readily available on the <strong>Colonie</strong> Town<br />

Parent-Teacher Conferences<br />
Parent-teacher conferences are an important element in<br />
reporting pupil progress to parents. As a parent, you may<br />
initiate a conference by calling your child’s teacher and<br />
making an appointment with the teacher, counselor or<br />
principal. Every effort will be made to schedule your<br />
conference for a mutually convenient time.<br />

Pupils entering kindergarten must be age 5 on or before<br />

In 1991, district residents, parents, administrators, faculty and staff<br />
began working to develop standards of excellence for all students. The<br />
committee established a mission statement and a set of outcomes that<br />
all children must demonstrate at the end of grades four, eight and 12.<br />

District budget vote on May 15th<br />
On the third Tuesday of each May, residents from across New<br />
York State go to the polls to vote on the following year’s<br />
school district budget and to elect members of the Board of<br />
Education. Voting on the 2013-2014 <strong>South</strong> <strong>Colonie</strong> District<br />
Budget and school board elections will be held on Tuesday,<br />
May 21st. Parents and all district residents are urged to get<br />
out and exercise their right to vote.<br />
In early May, <strong>South</strong> <strong>Colonie</strong> residents can expect to receive in<br />
the mail a copy of the district newsletter — In Focus — which<br />
will highlight the budget residents will be voting on. That<br />
information is also posted on the district web site at<br />
www.southcolonieschools.org. If you do not receive a copy of<br />
the newsletter please contact the District Office at 869-3576<br />
and one will be mailed to you.<br />
You are eligible to vote if your are a United States citizen, 18<br />
years or older, and a resident of the <strong>South</strong> <strong>Colonie</strong> <strong>Central</strong><br />
School District for at least 30 days prior to May 21st.<br />

Information Return Your Textbooks!<br />
Absences and Tardiness<br />
Under the school attendance Laws of New<br />
York State, parents are responsible for their<br />
children’s regular attendance and<br />
punctuality. Legal reasons for absence<br />
include illness of a child, emergency illness<br />
in the family, death in the immediate<br />
family, inclement weather and religious<br />
observances. A written excuse stating the<br />
date and the reason for the absence should<br />
be signed by the parent/guardian.<br />
Building Use Requests<br />
School facilities may be used by district<br />
residents if approved by the Board of<br />
Education. Fees are charged for certain<br />
kinds of activities and/or for extra services<br />
which the district has to provide. If you<br />
wish to use school facilities, contact the<br />
principal. Insurance coverage is required.<br />

Information<br />
Student Records information<br />
In accordance with federal and state laws and regulations regarding the maintenance of<br />
student records, the <strong>South</strong> <strong>Colonie</strong> Board of Education recognizes the legal requirement to<br />
protect the confidentiality of student records. The Superintendent of <strong>Schools</strong> shall ensure that<br />
the procedures for the confidentiality of student records shall be consistent with federal and<br />
state law pursuant to the authority of the Commissioner of Education. It is the intent of the<br />
<strong>South</strong> <strong>Colonie</strong> <strong>Central</strong> School District to limit the disclosure of information contained in a<br />
student’s education records except by prior consent of the student’s parent(s) or guardian(s)<br />
or the eligible student, unless otherwise provided by law.<br />
Statement of Rights<br />
Parent(s) or guardian(s) and eligible students have the following rights under the Family<br />
Educational Rights and Privacy Act (FERPA):<br />
• The right to inspect and review the student’s record<br />
• The right to be provided, on request, with a copy of all or part of the student’s education<br />
record<br />
• The right to exercise a limited control over other people’s access to the student’s education<br />
record<br />
• The right to designate a representative who will inspect, review, or copy such records<br />
• The right to request and receive from the district a reasonable explanation of information<br />
contained in the education record of the student<br />
• The right to seek to correct the student’s education record, at a hearing if necessary<br />
• The right to report violations of FERPA to the Department of Education<br />
• The right to be informed about FERPA rights<br />
All rights and protections held by a student’s parent(s) or guardian(s) under FERPA shall vest<br />
with the student when he or she reaches the age of 18, or enrolls in a post-secondary school.<br />
For purposes of federal law, the student shall then become an “eligible student.” Additionally,<br />
on application of the parent(s) or guardian(s), a school record shall be issued promptly to a<br />
minor who presents a certificate of physical fitness and meets the specified age requirement.<br />

No Child Left Behind Act<br />
Pursuant to the No Child Left Behind Act,<br />
parents may request information regarding<br />
the professional qualifications of their child’s<br />
classroom teachers including:<br />
• Whether state requirements and licensing<br />
criteria have been met for the grade level and<br />
subject area being taught.<br />
• If the teacher is working under emergency or<br />
other provisional status for state qualifications<br />
and licensing criteria have been waived.<br />
• The teacher’s college major and subsequent<br />
advanced degrees.<br />
• If an uncertified teacher will be working in a<br />
classroom for four or more weeks.<br />

Release of military information<br />
NCLB also requires that school districts<br />
disclose to military recruiters and institutions<br />
of higher learning, upon request, the names,<br />
addresses and telephone numbers of our high<br />
school students. However, parents or students<br />
may request, in writing, that the district<br />
NOT release such information. Parents, or<br />
students who are at least 18 years old, may<br />
exercise the option to withhold their consent<br />
to release this information by contacting the<br />
high school principal’s office.
