<strong>Workshop</strong> Description<br />

The dynamics <strong>of</strong> supply and demand in the oil and gas industry are rapidly changing the field <strong>of</strong> petroleum<br />

economics. It has to evolve fast to adapt to the requirements <strong>of</strong> this new era. To meet the world’s energy<br />

needs safely, reliably, and affordably, we will need an integrated set <strong>of</strong> solutions that include expanding all<br />

economic energy sources, improving efficiency, and minimising environmental impact. These solutions must<br />

be supported by trillions <strong>of</strong> dollars in new energy investment, a long-term focus, and constant technological<br />

innovation at a time when the global financial crisis is continuing. Appropriate use <strong>of</strong> advanced analytical<br />

methods is required to accurately assess these huge and complex investments.<br />

<strong>Petroleum</strong> economics is affected by a complicated series <strong>of</strong> political and economic interactions pertaining<br />

to the oil industry. People who study this subject need to be familiar with not only the supply and demand<br />

factors but also the geopolitical outlook and the history <strong>of</strong> the oil industry as a whole. Political risks,<br />

inflation, unemployment, misallocation <strong>of</strong> resources, uncertainty <strong>of</strong> forecasting models, the dynamics <strong>of</strong><br />

renewable energy alternatives, the complexity <strong>of</strong> unconventional resources, and technology overload; each<br />

play an important role. Do we have the proper models that can enlighten all key organisational activities and<br />

effectively evaluate the economics <strong>of</strong> oil and gas projects?<br />

The second specialised SPE workshop on petroleum economics continues with some <strong>of</strong> the themes from<br />

the last event into more focused topics related to challenges faced by the oil and gas industry in the new<br />

economic era. This event will give attendees a chance to discuss the development and issues <strong>of</strong> new<br />

valuation techniques and look at examples <strong>of</strong> their usage and application with other active practitioners and<br />

decision makers. The workshop will include sessions on the oil pricing drivers, macroeconomic parameters,<br />

evolution <strong>of</strong> petroleum contracts, risk management, and some insightful discussions on the economics for<br />

EOR/IOR projects. It will provide ample opportunity to network with fellow peers and exchange ideas on<br />

recent industry trends and challenges.<br />

<strong>Workshop</strong> Objectives<br />

This workshop aims to bring together a wide industry audience including practitioners <strong>of</strong> economics,<br />

decision makers, generalists, and experts. It will address proper approaches and concepts that are<br />

implemented in petroleum economics to help develop knowledge and skills in order to assess risks better<br />

and accordingly make optimum decisions.<br />

Analysing movement and trends <strong>of</strong> the global and regional economy will help understand how the economy<br />

operates and make the best decisions in a complex environment. Knowing the key factors influencing current<br />

industry economic conditions is important to forecast supply and demand, and to understand pricing drivers,<br />

cost trends, inflation, and tax. “What gets measured gets managed”, so do we have the proper key performance<br />

indicators? Are the regional trends mimicking the global trends? If not, why? And what are the current challenges<br />

for oil and gas companies in the Middle East?<br />

In addition, this session will highlight some subjects on benchmarking and financing <strong>of</strong> exploration and production<br />

This session will focus on the appropriate application <strong>of</strong> the economic toolkit to the issue <strong>of</strong> addressing risk<br />

and uncertainty. The session will include short presentations on key aspects <strong>of</strong> the topic. There is a wide range<br />

<strong>of</strong> increasingly sophisticated risk modelling approaches available to practitioners, from simple deterministic<br />

and scenario methods through decision based to fully stochastic and options based approaches. However, not<br />

all analytical situations require the same sophistication <strong>of</strong> approach and we will discuss the applicability and<br />

suitability <strong>of</strong> the various methods available in the context <strong>of</strong> different modelling situations and where practical the<br />

commercial tools and associated methodologies that are used in the industry to assess and quantify risk.<br />

are applied to analyse some <strong>of</strong> the largest capital investment projects by assessing risks and uncertainties, which<br />

enable us to improve decision making.<br />

In this dynamic environment, we seek to provide significant value to clients and stakeholders, host governments or<br />

shareholders, by improving their responsiveness, agility, and reliability using decision support systems and tools.<br />

This session will address a wide range <strong>of</strong> issues related to both deterministic and probabilistic methods as applied<br />

to investment decision making, underlining cost, project phasing, and uncertainty variables.

This session will not only discuss the economic challenges <strong>of</strong> IOR and EOR projects, but also<br />

present case studies from the Middle East on how to overcome these challenges.<br />

Many countries and oil companies have set high production targets to meet the world’s<br />

steadily increasing demand for oil. However, with mega field discoveries becoming rare and<br />

expensive alternative energy resources, it becomes critical to extend the life <strong>of</strong> the current<br />

reservoirs through IOR and EOR methods. Besides the technical challenges to implement<br />

such projects, economic challenges will always constitute to be a major hurdle to achieve<br />

this demand.<br />

This session will discuss international petroleum contracts covering current trends and<br />

developments globally, with a particular focus on the Middle East and Asia Pacific regions.<br />

Topics related to the two main contract types—royalty, tax and contractual systems, with<br />

their various forms, will be covered. In addition, some <strong>of</strong> the major service contracts (e.g.<br />

Iraq) will be compared with the more traditional contracts. Terms that are common to most<br />

contract types such as, work programme, measurement and valuation <strong>of</strong> hydrocarbons,<br />

determination <strong>of</strong> OPEX, CAPEX, taxes in lieu, cost uplift, ring fencing, risk identification<br />

and allocation, general obligations <strong>of</strong> the parties, contractual liabilities and indemnities,<br />

and jurisdictional issues will be discussed. Comparative analysis between various forms <strong>of</strong><br />

contracts such as royalty, tax, PSCs, and service contracts will be presented and illustrated<br />

through case studies. This analysis will try to show the dynamics <strong>of</strong> these contracts as far<br />

as “Government Take” versus “Contractor Take”; as it is essential to see these contracts<br />

from both sides <strong>of</strong> the equation. This session will explore worldwide petroleum contract<br />

arrangements, developments, trends, lessons learnt, and will enable participants to compare<br />

and benchmark various contract forms in different regions/countries; from both the IOC and<br />

NOC perspective.<br />

Format<br />

Three (3) days <strong>of</strong> informal discussions prompted<br />

by selected keynote presentations and discussions.<br />

<strong>Workshop</strong>s maximise the exchange <strong>of</strong> ideas among<br />

attendees and presenters through brief technical<br />

presentations followed by extended Q&A periods.<br />

Focused topics attract an informed audience eager to<br />

discuss issues critical to advancing both technology<br />

and best practices. The majority <strong>of</strong> the presentations<br />

are in the form <strong>of</strong> case studies, highlighting engineering<br />

achievements, and lessons learnt. In order to stimulate<br />

frank discussion, no proceedings are published and the<br />

press is not invited to attend.<br />

Documentation<br />

• Proceedings will not be published; therefore,<br />

formal papers and handouts are not expected from<br />

speakers.<br />

• Work in progress, new ideas, and interesting projects<br />

are sought.<br />

• Pr<strong>of</strong>essionally-prepared visual aids are not required;<br />

however, PowerPoint presentations are most<br />

commonly used.<br />

• Note-taking by participants is encouraged.<br />

Poster Session<br />

The Steering Committee encourages registrations from<br />

pr<strong>of</strong>essionals who are able to prepare and present a<br />

poster on a relevant project. For further details kindly<br />

Attendance<br />

Registrations will be accepted on a first-come, first-serve<br />

basis. The Steering Committee encourages attendance<br />

from those who can contribute to the workshop most<br />

effectively either in discussions or with posters. A mix <strong>of</strong><br />

attendees in terms <strong>of</strong> geographic origin, companies, and<br />

disciplines will be encouraged.<br />

<strong>Workshop</strong> Deliverables<br />

• The Steering Committee will appoint a “scribe”<br />

to record the discussions and to produce the full<br />

workshop report for SPE.<br />

• This report will be circulated to all attendees as the<br />

workshop deliverable within 4–6 weeks following the<br />

workshop. The copyright <strong>of</strong> the report is with SPE.<br />

• PowerPoint presentation materials will be posted<br />

on a specific SPE URL address after the workshop.<br />

Provision <strong>of</strong> the materials by the speakers will signify<br />

their permission for SPE to do so.<br />

Commercialism<br />

In keeping with ATW objectives and the SPE mission,<br />

commercialism in posters or presentations will not be<br />

permitted. Company logos must be limited to the title<br />

slide and used only to indicate the affiliation <strong>of</strong> the<br />

presenter and others involved in the work.<br />

Attendance Certificate<br />

All attendees will receive an attendance certificate<br />

attesting to their participation in the workshop. This<br />

certificate will be provided in exchange for a completed<br />

<strong>Workshop</strong> Questionnaire.<br />

Continuing Education Units<br />

Attendees at this workshop qualify for SPE Continuing<br />

Education Units (CEU) at the rate <strong>of</strong> 0.1 CEU per hour <strong>of</strong><br />
