<strong>Games</strong> Director, for all <strong>National</strong> <strong>Summer</strong> <strong>Games</strong> project related<br />

matters and delivery against contract Key Performance Indicators.<br />

Part-time (20 hours per week) from commencement of employment to<br />

31 May <strong>2013</strong>; full-time (40 hours per week) from 1 June to 13<br />

December <strong>2013</strong>.<br />

BACKGROUND<br />

Sport Otago<br />

Sport Otago has contracted to <strong>Special</strong> <strong>Olympics</strong> <strong>New</strong> <strong>Zealand</strong> to provide management of the <strong>National</strong><br />

<strong>Summer</strong> <strong>Games</strong> (NSG) <strong>2013</strong> to be held in Dunedin from 26 November to 1 December <strong>2013</strong>.<br />

Sport Otago is one of the highest performing Regional Sports Trusts in <strong>New</strong> <strong>Zealand</strong>. Its aim is to<br />

increase the number of people living active healthy lives and assist the development of regional sport.<br />

<strong>Special</strong> <strong>Olympics</strong> <strong>New</strong> <strong>Zealand</strong><br />

The ultimate goal of the <strong>Special</strong> <strong>Olympics</strong> movement is to help its people with intellectual disability<br />

participate as productive and respected members of society by offering them a fair opportunity to<br />

develop and demonstrate their skills and talent through sports training and competition and by<br />

increasing the public’s awareness of their capabilities and needs. <strong>Special</strong> <strong>Olympics</strong> is a registered<br />

charitable trust established in 1985.<br />

In <strong>2013</strong>, <strong>Special</strong> <strong>Olympics</strong>:<br />

• Employs 16 people who support over 6200+ athletes and 3200+ volunteers across <strong>New</strong> <strong>Zealand</strong><br />

in our schools and clubs programmes.<br />

• Supports 44 <strong>Special</strong> <strong>Olympics</strong> clubs throughout <strong>New</strong> <strong>Zealand</strong>.<br />

• Provides year-round training and competition in 13 sports disciplines including managing over 200<br />

sports events per annum.<br />

Vision<br />

To provide quality year-round training and competition in a variety of sports for all children and<br />

adults with an intellectual disability, giving them opportunities to develop physical fitness,<br />

demonstrate courage, and participate in sharing life skills and friendships with their families,<br />

other athletes, and the community.<br />

To inspire and empower communities to support athletes with intellectual disabilities to<br />

participate in quality sports programmes that brings about positive life-changing experiences.


POSITION PURPOSE<br />

As an employee of Sport Otago; to deliver the <strong>Special</strong> <strong>Olympics</strong> <strong>National</strong> <strong>Summer</strong> <strong>Games</strong> <strong>2013</strong>.<br />

The <strong>Games</strong> Services Manager has the responsibility for the entire infrastructure that supports the<br />

<strong>Games</strong> under the following headings; Administration, Registrations, Merchandising and Information<br />

Technology/Telecommunications.<br />

The <strong>Games</strong> Services Manager is a key member of the <strong>Games</strong> Organising Committee (GOC) and will<br />

also participate in Subcommittees as required.<br />

KEY ACCOUNTABILITIES<br />

The NSG Handbook <strong>2013</strong> provides information on all major aspects of the NSG and outlines the roles<br />

and responsibilities of the GOC in delivery of the NSG. The Handbook is to be used in conjunction with<br />

the <strong>Special</strong> <strong>Olympics</strong> General and <strong>Summer</strong> Sports Rules.<br />

1. Strategic Relationships<br />

• Establish and maintain positive partnerships with business, professionals, <strong>Special</strong><br />

<strong>Olympics</strong>, volunteers, and athletes.<br />

2. Human Resource Management<br />

• As directed, effectively manage paid and voluntary staff within the <strong>Games</strong> Subcommittees<br />

in accordance with Sport Otago Human Resource (HR) policies and procedures and under<br />

the guidance of the <strong>Games</strong> Director.<br />

• Manage any volunteers and contractors aligned to the event management process in an<br />

effective and efficient manner. This includes adhering to any relevant HR requirements as<br />

applicable.<br />

3. Operational Excellence<br />

• In all respects represent the interests of Sport Otago, <strong>Special</strong> <strong>Olympics</strong> <strong>New</strong> <strong>Zealand</strong>, and<br />

the NSG in a professional manner, enhancing <strong>Special</strong> <strong>Olympics</strong> <strong>New</strong> <strong>Zealand</strong>’s reputation.<br />

4. Strategy and Planning<br />

• Provide a clear sense of mission and direction to staff and volunteers within the <strong>Games</strong><br />

Subcommittees.<br />

• In conjunction with the <strong>Games</strong> Director develop a robust event management plan and<br />

ensure effective implementation of the plan through agreed milestones and timelines.<br />

• Ensure that relevant parts of the Handbook are made available to all appropriate personnel,<br />

officials, committees of the GOC, and to all clubs and <strong>Special</strong> <strong>Olympics</strong> volunteers to<br />

enable major aspects of the NSG to be delivered successfully.<br />

5. Funding and Financial Management<br />

• Take responsibility of expenditure delegated by <strong>Games</strong> Director and Sport Otago.<br />

6. Marketing and Communication<br />

• Enhance the profile of <strong>Special</strong> <strong>Olympics</strong> <strong>New</strong> <strong>Zealand</strong> and the NSG internally and externally<br />

through successful event management by ensuring effective working relationships with key<br />

stakeholder groups including media, sponsors, community members and public officials,<br />

staff volunteers, and coaches.<br />

• Ensure that any website material relating to the NSG is developed, implemented, and<br />

updated in a timely manner using best practice modelling in tandem with <strong>Special</strong> <strong>Olympics</strong><br />

<strong>New</strong> <strong>Zealand</strong> Marketing and Communications Coordinator.


7. Administration<br />

• Ensure regular reporting as required by the <strong>Games</strong> Director.<br />

• Ensure that general office administration systems and processes for successful event<br />

management are developed and implemented effectively.<br />

AUTHORITIES<br />

Make decisions within the authority delegated by the <strong>Games</strong> Director.<br />

PERSON SPECIFICATION<br />

The following knowledge, experience, skills, and personal attributes are sought for this position:<br />

• Proven event/project management experience preferably with major events and/or sports<br />

related events.<br />

• Proven record of people management, leadership, and motivating others.<br />

• Ability to work flexible hours.<br />

• Experience maintaining positive and productive working relationships.<br />

• A good knowledge of general business and procedures.<br />

• Sound business administration experience including data entry and customer services;<br />

excellent computer literacy (including Microsoft Office suite, databases, internet), and business<br />

systems experience.<br />

• Experience working with children and/or adults with intellectual disability as well as with people<br />

working in voluntary organisations.<br />

• A strategic thinker with strategic planning experience.<br />

• Ability to be innovative within core business delivery.<br />

• Exceptional communication, presentation, and inter-personal skills.<br />

• Excellent time management and organisational ability.<br />

• Experience and a working knowledge of assessment and review processes.<br />

• A skilled negotiator and problem solver.<br />

• Current Clean Full Drivers Licence.<br />

• Ability to work autonomously and as part of a team.<br />

• A sense of humour.<br />

QUALIFICATIONS<br />

A relevant tertiary qualification or degree in sports administration, business management, event<br />

management or equivalent <strong>New</strong> <strong>Zealand</strong> recognised qualification.<br />
