<strong>Position</strong> <strong>regard<strong>in</strong>g</strong> <strong>H<strong>in</strong>di</strong> <strong>Posts</strong> <strong>in</strong> <strong>the</strong> <strong>Offices</strong> <strong>of</strong> <strong>Central</strong> Government<br />

Norms for creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts<br />

<strong>13</strong>.1 For <strong>the</strong> implementation <strong>of</strong> Official Language Policy <strong>of</strong> <strong>the</strong> <strong>Central</strong> Government and<br />

to ensure strict compliance <strong>of</strong> <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> Official Languages Act and Rules made<br />

<strong>the</strong>reunder, it is necessary to make available adequate number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts (Senior <strong>H<strong>in</strong>di</strong><br />

Officers, <strong>H<strong>in</strong>di</strong> Officers, Senior <strong>H<strong>in</strong>di</strong> Translators, <strong>H<strong>in</strong>di</strong> Translators, <strong>H<strong>in</strong>di</strong> Typists, <strong>H<strong>in</strong>di</strong><br />

Stenographers) <strong>in</strong> <strong>the</strong> M<strong>in</strong>istries/Departments <strong>of</strong> <strong>Central</strong> Government and <strong>the</strong>ir attached and<br />

subord<strong>in</strong>ate <strong>of</strong>fices as also <strong>in</strong> <strong>the</strong> public sector undertak<strong>in</strong>gs, corporations, banks, etc. It is<br />

with this aim that <strong>the</strong> Department <strong>of</strong> Official Language had first framed <strong>the</strong> guidel<strong>in</strong>es for <strong>the</strong><br />

creation <strong>of</strong> m<strong>in</strong>imum number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> M<strong>in</strong>istries/Departments as well as <strong>the</strong>ir<br />

attached/subord<strong>in</strong>ate <strong>of</strong>fices vide <strong>the</strong>ir Office Memorandum No. <strong>13</strong>035/3/80-OL(C) dated<br />

27 th April, 1981. These norms were revised and circulated vide OM No. <strong>13</strong>035/3/88-OL(C)<br />

dated 5 th April, 1989. The norms relat<strong>in</strong>g to <strong>the</strong> m<strong>in</strong>imum number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts were<br />

reconsidered aga<strong>in</strong> to fur<strong>the</strong>r rationalize <strong>the</strong>m so that <strong>the</strong> necessary posts for translation as<br />

well as implementation <strong>of</strong> <strong>the</strong> Official Language Policy could be created. Accord<strong>in</strong>gly, <strong>the</strong><br />

guidel<strong>in</strong>es <strong>regard<strong>in</strong>g</strong> <strong>the</strong> m<strong>in</strong>imum number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts for translation as well as<br />

implementation <strong>of</strong> <strong>the</strong> Official Language Policy were laid down, which have been circulated<br />

by <strong>the</strong> Department <strong>of</strong> Official Language, M<strong>in</strong>istry <strong>of</strong> Home Affairs vide <strong>the</strong>ir OM No.<br />

<strong>13</strong>035/3/95-OL(P&C) dated 22 nd July, 2004 are reproduced below:<br />

<strong>13</strong>.2 “I. For M<strong>in</strong>istries/Departments<br />

i) One Assistant Director (OL) <strong>in</strong> each M<strong>in</strong>istry and <strong>in</strong>dependent department<br />

hav<strong>in</strong>g a full-time Secretary.<br />

ii) One Deputy Director (OL), <strong>in</strong> each M<strong>in</strong>istry or Department hav<strong>in</strong>g 100 or<br />

more m<strong>in</strong>isterial employees or which has 4 or more attached/subord<strong>in</strong>ate <strong>of</strong>fices<br />

or undertak<strong>in</strong>gs, each hav<strong>in</strong>g 100 or more m<strong>in</strong>isterial employees. This post may<br />

be <strong>in</strong> lieu <strong>of</strong> <strong>the</strong> post <strong>of</strong> Assistant Director or <strong>in</strong> addition to that. A post <strong>of</strong> Jo<strong>in</strong>t<br />

Director(OL) <strong>in</strong> <strong>the</strong> pay scale <strong>of</strong> Rs. 12000-16500(erstwhile Director(OL) <strong>in</strong> <strong>the</strong><br />

same scale) may be allowed by tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> nature and quantum <strong>of</strong><br />

work <strong>in</strong> M<strong>in</strong>istry/Department.<br />

iii) One Junior Translator for less than 50 m<strong>in</strong>isterial employees, two Junior<br />

Translators for 50 to 100 m<strong>in</strong>isterial employees, three Junior Translators for 101<br />

to 150 m<strong>in</strong>isterial employees, three Junior Translators and one Senior Translator<br />

for 151 and more m<strong>in</strong>isterial employees.<br />

<strong>13</strong>.3 II. For Attached/Subord<strong>in</strong>ate <strong>of</strong>fices<br />

i) One <strong>H<strong>in</strong>di</strong> Officer (Assistant Director (OL) <strong>in</strong> each attached/subord<strong>in</strong>ate<br />

<strong>of</strong>fice hav<strong>in</strong>g 100 or more m<strong>in</strong>isterial employees.


ii) (a) For <strong>of</strong>fices located <strong>in</strong> Region ‘A’ (exclud<strong>in</strong>g <strong>of</strong>fices <strong>of</strong> Defence Forces<br />

and Para-military Forces) one Junior Translator <strong>in</strong> an <strong>of</strong>fice hav<strong>in</strong>g 18 to 125<br />

m<strong>in</strong>isterial employees; two Junior Translators for 126 or more m<strong>in</strong>isterial<br />

employees.<br />

(b)<br />

For <strong>of</strong>fices located <strong>in</strong> Regions ‘B’ and ‘C’<br />

One Junior Translator <strong>in</strong> an <strong>of</strong>fice hav<strong>in</strong>g 18 to 75 m<strong>in</strong>isterial<br />

employees; two Junior Translators for an <strong>of</strong>fice hav<strong>in</strong>g 76 to<br />

125 m<strong>in</strong>isterial employees; three Junior Translators for an<br />

<strong>of</strong>fice hav<strong>in</strong>g 126 to 175 m<strong>in</strong>isterial employees; three Junior<br />

Translators and one Senior Translator for an <strong>of</strong>fice hav<strong>in</strong>g<br />

more than 175 m<strong>in</strong>isterial employees.<br />

These norms will also apply to those <strong>of</strong>fices <strong>of</strong> Defence Forces<br />

and Para-military forces <strong>in</strong> Region ‘A’which move from one<br />

region to ano<strong>the</strong>r.<br />

One post <strong>of</strong> <strong>H<strong>in</strong>di</strong> Typist may be provided <strong>in</strong> all those <strong>of</strong>fices <strong>of</strong><br />

<strong>Central</strong> Government <strong>in</strong> Region ‘B’ and ‘C’, which have at least<br />

25 m<strong>in</strong>isterial employees. A post <strong>of</strong> <strong>H<strong>in</strong>di</strong> typist may also be<br />

provided <strong>in</strong> <strong>of</strong>fices, which are newly created <strong>in</strong> region ‘A’<br />

provided <strong>the</strong>y have at least 25 m<strong>in</strong>isterial employees. These<br />

norms will also apply to those <strong>of</strong>fices <strong>of</strong> Defence Forces and<br />

Para-military Forces <strong>in</strong> region ‘A’, which move from one<br />

region to ano<strong>the</strong>r.<br />

<strong>13</strong>.4 III. O<strong>the</strong>r posts for implementation <strong>of</strong> Official Language Policy <strong>in</strong><br />

M<strong>in</strong>istries/Departments and Attached/Subord<strong>in</strong>ate <strong>Offices</strong>:<br />

i) Apart from translation, <strong>the</strong>re are several o<strong>the</strong>r items <strong>of</strong> work which<br />

are necessary for ensur<strong>in</strong>g compliance <strong>of</strong> <strong>the</strong> Official Language Policy, such<br />

as circulation <strong>of</strong> orders, preparation <strong>of</strong> progress reports, preparation <strong>of</strong><br />

agenda and m<strong>in</strong>utes <strong>of</strong> meet<strong>in</strong>gs <strong>of</strong> <strong>H<strong>in</strong>di</strong> Salahakar Samitis and Official<br />

Language Implementation Committees, nom<strong>in</strong>ation <strong>of</strong> employees for learn<strong>in</strong>g<br />

<strong>H<strong>in</strong>di</strong>, organiz<strong>in</strong>g work-shops, etc. In M<strong>in</strong>istries/Departments and<br />

Attached/Subord<strong>in</strong>ate <strong>Offices</strong> <strong>the</strong> follow<strong>in</strong>g posts are recommended to attend<br />

to this work:-<br />

a) One post <strong>of</strong> LDC(<strong>H<strong>in</strong>di</strong> Typist), which already exists, may cont<strong>in</strong>ue<br />

as mentioned <strong>in</strong> Department <strong>of</strong> Official Language O.M. No.<br />

<strong>13</strong>035/3/88-OL(c) dated 5 th April, 1989.<br />

b) One post <strong>of</strong> Assistant <strong>in</strong> M<strong>in</strong>istries and imdependent Departments<br />

and one post <strong>of</strong> Assistant or its equivalent <strong>in</strong> Attached/Subord<strong>in</strong>ate<br />

<strong>of</strong>fices, each hav<strong>in</strong>g a strength <strong>of</strong> at least 310 m<strong>in</strong>isterial<br />

employees(exclud<strong>in</strong>g Group ‘D’).


(ii) It may also be ensured that <strong>in</strong> <strong>the</strong> <strong>of</strong>fices where a m<strong>in</strong>isterial post such<br />

as Assistant or its equivalent has already been sanctioned for attend<strong>in</strong>g to<br />

<strong>the</strong>se activities, no additional posts is recommended.<br />

The term ‘M<strong>in</strong>isterial employees’ means all employees (exclud<strong>in</strong>g Group ‘D’) who<br />

have been sanctioned for m<strong>in</strong>isterial duties, irrespective <strong>of</strong> <strong>the</strong> fact that <strong>the</strong>y are technical or<br />

scientific employees or <strong>of</strong>ficers. Fur<strong>the</strong>r, <strong>the</strong> technical and scientific employees or <strong>of</strong>ficers<br />

who have been entrusted with m<strong>in</strong>isterial work (such as not<strong>in</strong>g, draft<strong>in</strong>g, letter writ<strong>in</strong>g,<br />

account<strong>in</strong>g, etc.) may also be taken <strong>in</strong>to account for comput<strong>in</strong>g <strong>the</strong> number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts.”<br />

<strong>13</strong>.5 The Department <strong>of</strong> Official Language has made two changes <strong>in</strong> <strong>the</strong> previously<br />

prescribed norms. Earlier a post <strong>of</strong> Director was allowed by tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> nature<br />

and quantum <strong>of</strong> work <strong>in</strong> M<strong>in</strong>istry/Department; but now a post <strong>of</strong> Jo<strong>in</strong>t Director (OL) <strong>in</strong> <strong>the</strong><br />

pay scale <strong>of</strong> Rs. 12000-16500 has been allowed <strong>in</strong> place <strong>of</strong> Director. Secondly, <strong>the</strong> m<strong>in</strong>imum<br />

number <strong>of</strong> m<strong>in</strong>isterial employees required for creation <strong>of</strong> a post <strong>of</strong> Junior Translator <strong>in</strong> <strong>the</strong><br />

Attached/Subord<strong>in</strong>ate <strong>of</strong>fices located <strong>in</strong> regions ‘A’, ‘B’ and ‘C’ has been reduced from 25<br />

to 18. It would not be out <strong>of</strong> place to mention here that <strong>the</strong>re are many full-fledged Directors<br />

<strong>in</strong> <strong>the</strong> pay scale <strong>of</strong> Rs. 14300-400-18300 <strong>in</strong> many <strong>of</strong> <strong>the</strong> M<strong>in</strong>istries/Departments. The revised<br />

norms laid down by <strong>the</strong> Department <strong>of</strong> Official Language are silent <strong>in</strong> this regard. It would<br />

be pert<strong>in</strong>ent to mention here that it is advisable to have <strong>the</strong> post <strong>of</strong> Directors <strong>in</strong> <strong>the</strong> large<br />

M<strong>in</strong>istries/Departments; <strong>in</strong>ter alia creation <strong>of</strong> <strong>the</strong> post <strong>of</strong> Jo<strong>in</strong>t Secretary (OL) could also be<br />

considered.<br />

<strong>13</strong>.6 Although <strong>the</strong> guidel<strong>in</strong>es for <strong>the</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts were <strong>in</strong>itially laid down by <strong>the</strong><br />

Department <strong>of</strong> Official Language way back <strong>in</strong> 1981, but <strong>the</strong> fact that has emerged, follow<strong>in</strong>g<br />

<strong>the</strong> Official Language <strong>in</strong>spections <strong>of</strong> various <strong>Central</strong> Government <strong>of</strong>fices located throughout<br />

<strong>the</strong> country, carried out by <strong>the</strong> Committee <strong>of</strong> Parliament on Official Language(CPOL) dur<strong>in</strong>g<br />

<strong>the</strong> last two years, is that m<strong>in</strong>imum numbers <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts have not yet been created <strong>in</strong><br />

accordance with <strong>the</strong> guidel<strong>in</strong>es laid down by <strong>the</strong> Department <strong>of</strong> Official Language, <strong>in</strong> many<br />

<strong>of</strong> <strong>the</strong> <strong>of</strong>fices. In some <strong>of</strong> <strong>the</strong> <strong>of</strong>fices ei<strong>the</strong>r <strong>the</strong> number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts that have been created<br />

were less than <strong>the</strong> required number or else <strong>H<strong>in</strong>di</strong> posts have not been created at all.<br />

<strong>13</strong>.7 It is evident from <strong>the</strong> data provided <strong>in</strong> <strong>the</strong> <strong>in</strong>spection questionnaires by <strong>the</strong> <strong>of</strong>fices<br />

<strong>in</strong>spected by <strong>the</strong> Committee between January’ 2002 to March’ 2005 that out <strong>of</strong> a total <strong>of</strong><br />

1205 <strong>of</strong>fices <strong>in</strong>spected by <strong>the</strong> Committee, <strong>the</strong>re are 112 such <strong>of</strong>fices where <strong>H<strong>in</strong>di</strong> posts are<br />

yet to be created accord<strong>in</strong>g to <strong>the</strong> norms. Of <strong>the</strong>se, 45 <strong>of</strong>fices are located <strong>in</strong> region ‘A’, 19<br />

<strong>of</strong>fices are located <strong>in</strong> region ‘B’ and 48 <strong>of</strong>fices are located <strong>in</strong> region ‘C’. These figures<br />

<strong>in</strong>dicate that <strong>in</strong> region ‘C’ maximum number <strong>of</strong> <strong>of</strong>fices, viz 43 % <strong>of</strong>fices do not have posts<br />

accord<strong>in</strong>g to <strong>the</strong> prescribed norms; followed by region ‘A’ with 40% <strong>of</strong>fices and region ‘B’<br />

with 17 % <strong>of</strong>fices, <strong>in</strong> which <strong>H<strong>in</strong>di</strong> posts have still not been created as per <strong>the</strong> norms fixed for<br />

creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts.<br />

<strong>Position</strong> <strong>regard<strong>in</strong>g</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts/sett<strong>in</strong>g up <strong>of</strong> a separate <strong>H<strong>in</strong>di</strong> cadre <strong>in</strong><br />

certa<strong>in</strong> organistions <strong>of</strong> <strong>the</strong> <strong>Central</strong> Government<br />

<strong>Position</strong> <strong>in</strong> organizations discharg<strong>in</strong>g State Functions<br />

<strong>13</strong>.8 The Committee <strong>in</strong> its <strong>in</strong>teraction with various <strong>Central</strong> Government organizations has<br />

observed that <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g organizations which are discharg<strong>in</strong>g purely State Functions


<strong>the</strong>re ei<strong>the</strong>r does not exist any <strong>H<strong>in</strong>di</strong> cadre, or even posts for perform<strong>in</strong>g <strong>H<strong>in</strong>di</strong> tasks have not<br />

been created:<br />

1. <strong>Offices</strong> <strong>of</strong> <strong>the</strong> Armed Forces, M<strong>in</strong>istry <strong>of</strong> Defence<br />

2. Comptroller-Auditor General <strong>of</strong> India<br />

3. <strong>Central</strong> Board <strong>of</strong> Direct Taxes (CBDT) and <strong>Central</strong> Board <strong>of</strong> Customs<br />

and Excise (CBEC) under Department <strong>of</strong> Revenue<br />

4. M<strong>in</strong>istry <strong>of</strong> External Affairs<br />

These <strong>of</strong>fices do not participate <strong>in</strong> <strong>the</strong> <strong>Central</strong> Secretariat Official Language Service and<br />

despite hav<strong>in</strong>g a huge country wide network do not have adequate <strong>H<strong>in</strong>di</strong> posts for <strong>the</strong> proper<br />

discharge <strong>of</strong> Official Language related work.<br />

<strong>Offices</strong> <strong>of</strong> <strong>the</strong> Armed Forces, M<strong>in</strong>istry <strong>of</strong> Defence<br />

<strong>13</strong>.9 A total <strong>of</strong> 56 <strong>of</strong>fices <strong>of</strong> <strong>the</strong> Armed Forces were <strong>in</strong>spected dur<strong>in</strong>g <strong>the</strong> period<br />

under report. Out <strong>of</strong> <strong>the</strong>se, <strong>H<strong>in</strong>di</strong> posts were not created accord<strong>in</strong>g to <strong>the</strong> norms <strong>in</strong> 22 <strong>of</strong>fices,<br />

i.e. approximately <strong>in</strong> 39 % <strong>of</strong>fices.<br />

Comptroller-Auditor General <strong>of</strong> India<br />

<strong>13</strong>.10 The Comptroller-Auditor General carries out its duties and tasks vide 89<br />

branch <strong>of</strong>fices and 436 resident audit <strong>of</strong>fices as well as 108 regional <strong>of</strong>fices <strong>of</strong> <strong>the</strong> Indian<br />

Audit and Accounts Department. The Committee had <strong>in</strong>spected <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Pr<strong>in</strong>cipal<br />

Director <strong>of</strong> Audit, Nor<strong>the</strong>rn Railway, Baroda House, New Delhi on 29.01.2005. The<br />

representative <strong>of</strong> <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Comptroller and Auditor General <strong>of</strong> India who was present<br />

<strong>in</strong> <strong>the</strong> <strong>in</strong>spection meet<strong>in</strong>g told <strong>the</strong> Committee that <strong>the</strong> Indian Audit and Accounts Department<br />

did not have a separate <strong>H<strong>in</strong>di</strong> cadre. The <strong>of</strong>ficers belong<strong>in</strong>g to <strong>the</strong> Indian Audit and Accounts<br />

Cadre have been appo<strong>in</strong>ted as <strong>the</strong> Official Language Officers and entrusted with task<br />

perta<strong>in</strong><strong>in</strong>g to <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Official Language Policy alongwith o<strong>the</strong>r works.<br />

Department <strong>of</strong> Revenue, M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance:<br />

<strong>13</strong>.11 The Department <strong>of</strong> Revenue exercises control <strong>in</strong> respect <strong>of</strong> matters relat<strong>in</strong>g to<br />

all <strong>the</strong> Direct and Indirect Union Taxes through two statutory Boards namely, <strong>the</strong> <strong>Central</strong><br />

Board <strong>of</strong> Direct Taxes (CBDT) and <strong>the</strong> <strong>Central</strong> Board <strong>of</strong> Customs and <strong>Central</strong> Excise<br />

(CBEC). The Committee had carried out <strong>in</strong>spections <strong>in</strong> a number <strong>of</strong> <strong>of</strong>fices under both <strong>the</strong><br />

Boards and found <strong>the</strong> position <strong>regard<strong>in</strong>g</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> <strong>the</strong>se <strong>of</strong>fices is far from<br />

satisfactory.<br />

a) <strong>Central</strong> Board <strong>of</strong> Direct Taxes (CBDT)<br />

A total <strong>of</strong> 41 <strong>of</strong>fices <strong>of</strong> <strong>the</strong> Income Tax Department under <strong>the</strong> control<br />

<strong>of</strong> <strong>the</strong> <strong>Central</strong> Board <strong>of</strong> Direct Taxes were <strong>in</strong>spected by <strong>the</strong> Committee <strong>of</strong><br />

Parliament on Official Language dur<strong>in</strong>g <strong>the</strong> period from 01.01.02 to 31.03.05.<br />

The work <strong>in</strong> <strong>H<strong>in</strong>di</strong> <strong>in</strong> <strong>the</strong>se <strong>of</strong>fices was not found satisfactory and also <strong>the</strong>re<br />

were no <strong>H<strong>in</strong>di</strong> posts. Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spection <strong>of</strong> <strong>the</strong> follow<strong>in</strong>g <strong>of</strong>fices <strong>the</strong><br />

subject <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts was discussed at length:

Dur<strong>in</strong>g <strong>the</strong> above <strong>in</strong>spections <strong>the</strong> representative <strong>of</strong> <strong>the</strong> Income Tax<br />

Headquarters <strong>in</strong>formed <strong>the</strong> Committee <strong>of</strong> Parliament on Official Language<br />

that <strong>the</strong> Income Tax Department had conducted a cadre review <strong>of</strong> <strong>the</strong> Income<br />

Tax service and subsequently restructured <strong>the</strong> Department <strong>in</strong> <strong>the</strong> year 2001.<br />

However at that stage provision for Official Language posts was not made <strong>in</strong><br />

<strong>the</strong> restructured Department. Even prior to <strong>the</strong> restructur<strong>in</strong>g, requests from<br />

various field units viz Mumbai had been received <strong>in</strong> 1996 for more posts to<br />

discharge Official Language functions. The Income Tax Department has set<br />

up a committee to exam<strong>in</strong>e this issue. At <strong>the</strong> time <strong>of</strong> <strong>in</strong>spection on 10.01.2005<br />

<strong>the</strong> committee’s recommendation were pend<strong>in</strong>g for a decision. The Committee<br />

<strong>of</strong> Parliament on Official Language has now been <strong>in</strong>formed that <strong>the</strong> proposal<br />

for creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> <strong>the</strong> restructured Income Tax Department has<br />

been turned down by <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance.<br />

b) <strong>Central</strong> Board <strong>of</strong> Customs and Excise(CBEC)<br />

Similarly <strong>in</strong> <strong>the</strong> <strong>Central</strong> Excise and Customs Department a<br />

restructur<strong>in</strong>g was carried out <strong>in</strong> 2002. At <strong>the</strong> time <strong>of</strong> restructur<strong>in</strong>g, no<br />

provision was made for Official Language posts. A consolidated proposal for<br />

creation <strong>of</strong> 467 posts is presently under consideration.<br />

M<strong>in</strong>istry <strong>of</strong> External Affairs<br />

<strong>13</strong>.12 Ano<strong>the</strong>r organization, where <strong>the</strong> sett<strong>in</strong>g up <strong>of</strong> Official Language Cadre is still<br />

under progress, is <strong>the</strong> <strong>Central</strong> Passport Organisation under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> External Affairs.<br />

Out <strong>of</strong> 30 <strong>of</strong>fices <strong>of</strong> <strong>the</strong> <strong>Central</strong> Passport Organisation, one post <strong>of</strong> Junior <strong>H<strong>in</strong>di</strong> Translator<br />

has been created <strong>in</strong> each <strong>of</strong> its 15 <strong>of</strong>fices only. There are no <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> <strong>the</strong> rema<strong>in</strong><strong>in</strong>g 15<br />

<strong>of</strong>fices. As per <strong>the</strong> <strong>in</strong>formation received from <strong>the</strong> M<strong>in</strong>istry action is be<strong>in</strong>g <strong>in</strong>itiated for<br />

creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts <strong>of</strong> appropriate level as also <strong>in</strong> required numbers.<br />

<strong>Position</strong> <strong>in</strong> organizations concerned with <strong>in</strong>frastructure functions<br />

<strong>13</strong>.<strong>13</strong> The Committee also observed that those organizations that provide <strong>the</strong> basic<br />

<strong>in</strong>frastructure to <strong>the</strong> nation and have a huge all India prescence are also lagg<strong>in</strong>g beh<strong>in</strong>d <strong>in</strong> <strong>the</strong><br />

matter <strong>of</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts. They amongst <strong>the</strong>m have <strong>the</strong> largest number <strong>of</strong> employees<br />

<strong>in</strong> <strong>the</strong> Government Sector. These organizations have been identified as (a) Department <strong>of</strong><br />

<strong>Posts</strong> (b) Department <strong>of</strong> Telecommunications and (c) M<strong>in</strong>istry <strong>of</strong> Railways.


Department <strong>of</strong> <strong>Posts</strong><br />

<strong>13</strong>.14 This is an important department <strong>of</strong> <strong>the</strong> Government <strong>of</strong> India. There are 22<br />

circles under this department and on 31 March 2004 it had a work force <strong>of</strong> 2552 Gazetted<br />

<strong>of</strong>ficers and 2,14,331 employees. However, <strong>in</strong> this huge organization <strong>the</strong>re are a total <strong>of</strong> 10<br />

<strong>H<strong>in</strong>di</strong> posts, <strong>in</strong>clud<strong>in</strong>g a post <strong>of</strong> Director (OL) at <strong>the</strong> Directorate level; and only 161 total<br />

posts <strong>of</strong> Assistant Director (OL)/Senior & Junior <strong>H<strong>in</strong>di</strong> Translators are <strong>the</strong>re <strong>in</strong> its Circle<br />

<strong>of</strong>fices located throughout <strong>the</strong> country. It is notable that <strong>of</strong> <strong>the</strong>se 161 posts, 93 posts (8 posts<br />

<strong>of</strong> Assistant Director (OL) and 85 Translators) are also ly<strong>in</strong>g vacant. Keep<strong>in</strong>g <strong>in</strong> view <strong>the</strong><br />

nature and quantum <strong>of</strong> work, not only should <strong>the</strong> vacant posts be filled immediately but more<br />

<strong>H<strong>in</strong>di</strong> posts should be created <strong>in</strong> <strong>the</strong> Circles accord<strong>in</strong>g to <strong>the</strong> prescribed norms.<br />

Department <strong>of</strong> Telecommunication<br />

<strong>13</strong>.15 a) MTNL<br />

A separate Official Language Cadre has been set up. 87 <strong>H<strong>in</strong>di</strong> posts have been<br />

reported to have been created. However about 50 % (44) posts are ly<strong>in</strong>g vacant.<br />

b) BSNL<br />

Here too while a separate cadre has been set up, and 574 <strong>H<strong>in</strong>di</strong> posts created,<br />

161 posts are ly<strong>in</strong>g vacant.<br />

M<strong>in</strong>istry <strong>of</strong> Railways<br />

<strong>13</strong>.16 M<strong>in</strong>istry <strong>of</strong> Railways is one <strong>of</strong> <strong>the</strong> ma<strong>in</strong> organizations, whose network is<br />

spread all over <strong>the</strong> country. The Committee has <strong>in</strong>spected 57 <strong>of</strong>fices under this M<strong>in</strong>istry. Out<br />

<strong>of</strong> <strong>the</strong>se, <strong>in</strong> 11 <strong>of</strong>fices, i.e. <strong>in</strong> approximately 20% <strong>of</strong>fices <strong>the</strong> required number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts<br />

has not created as per norms. However, <strong>the</strong> M<strong>in</strong>istry has <strong>in</strong>formed <strong>the</strong> Committee that <strong>H<strong>in</strong>di</strong><br />

posts have been created as per requirement <strong>in</strong> <strong>the</strong> Divisional <strong>of</strong>fices and a separate <strong>H<strong>in</strong>di</strong><br />

cadre has been set up <strong>in</strong> <strong>the</strong> subord<strong>in</strong>ate <strong>of</strong>fices; but <strong>the</strong> Committee observed that <strong>the</strong><br />

required number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts are yet to be created <strong>in</strong> a number <strong>of</strong> <strong>of</strong>fices. Besides this, it<br />

was also found that a total <strong>of</strong> 31 <strong>H<strong>in</strong>di</strong> posts were ly<strong>in</strong>g vacant <strong>in</strong> <strong>the</strong> 56 <strong>of</strong>fices that were<br />

<strong>in</strong>spected by <strong>the</strong> Committee.<br />

<strong>13</strong>.17 An important aspect which is required to be considered is that even though <strong>the</strong><br />

guidel<strong>in</strong>es had been laid down by <strong>the</strong> Department <strong>of</strong> Official Language 24 years back, <strong>the</strong>se<br />

organizations which play an important role <strong>in</strong> <strong>the</strong> governance <strong>of</strong> <strong>the</strong> country; country’s<br />

security; as well as <strong>the</strong> task <strong>of</strong> provid<strong>in</strong>g an <strong>in</strong>frastructure, have not taken matter <strong>of</strong> creation<br />

<strong>of</strong> <strong>H<strong>in</strong>di</strong> posts seriously.<br />

Banks and Insurance Companies<br />

<strong>13</strong>.18 The third sector, where <strong>the</strong> position <strong>regard<strong>in</strong>g</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts has not<br />

been found satisfactory, is <strong>of</strong> organizations under <strong>the</strong> Department <strong>of</strong> Economic Affairs.<br />

These organizations provide consumer oriented services. The <strong>in</strong>formation ga<strong>the</strong>red from <strong>the</strong><br />

various Banks and Insurance Companies dur<strong>in</strong>g <strong>the</strong> Committee’s <strong>in</strong>spections is as follows:


Bank<strong>in</strong>g Division<br />

<strong>13</strong>.19 The Reserve Bank <strong>of</strong> India had constituted a Committee to consider provision<br />

<strong>of</strong> <strong>H<strong>in</strong>di</strong> staff <strong>in</strong> Public Sector Banks. After deliberations on <strong>the</strong> recommendations <strong>of</strong> this<br />

Committee, <strong>the</strong> Department <strong>of</strong> Economic Affairs (Bank<strong>in</strong>g Division) had issued directions<br />

vide <strong>the</strong>ir letter no. 5/1/25/87 dated 04.06.1987 to all <strong>the</strong> Public Sector Banks to deploy <strong>H<strong>in</strong>di</strong><br />

Staff <strong>in</strong> <strong>the</strong>ir respective Bank <strong>of</strong>fices on <strong>the</strong> guidel<strong>in</strong>es <strong>of</strong> <strong>the</strong> recommendations made by <strong>the</strong><br />

Committee for creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts. Even after circulation <strong>of</strong> <strong>the</strong>se guidel<strong>in</strong>es, <strong>the</strong><br />

Committee <strong>of</strong> Parliament on Official Language has observed that <strong>H<strong>in</strong>di</strong> Officers <strong>of</strong><br />

appropriate level have not been appo<strong>in</strong>ted <strong>in</strong> many <strong>of</strong> <strong>the</strong> Head <strong>Offices</strong>/Zonal/Regional<br />

<strong>of</strong>fices <strong>of</strong> Banks and a number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts were ly<strong>in</strong>g vacant <strong>in</strong> <strong>the</strong> Zonal/Regional<br />

<strong>Offices</strong>. Keep<strong>in</strong>g <strong>in</strong> view <strong>the</strong> adverse comments made by <strong>the</strong> Committee <strong>of</strong> Parliament on<br />

Official Language dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spection, <strong>the</strong> Department <strong>of</strong> Economic Affairs (Bank<strong>in</strong>g<br />

Division) had issued directions vide <strong>the</strong>ir letter no. 5/1/12/91-IR dated 30.08.1991 to all <strong>the</strong><br />

banks to review <strong>the</strong> staff<strong>in</strong>g pattern <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> <strong>the</strong>ir respective banks. But dur<strong>in</strong>g <strong>the</strong><br />

<strong>in</strong>spections carried out by <strong>the</strong> Committee <strong>of</strong> Parliament on Official Language <strong>in</strong> <strong>the</strong> last two<br />

years also <strong>the</strong> Committee has observed that some <strong>of</strong> <strong>the</strong> Banks are still not follow<strong>in</strong>g <strong>the</strong>se<br />

guidel<strong>in</strong>es. Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spection <strong>of</strong> <strong>the</strong> Head Office <strong>of</strong> <strong>the</strong> National Hous<strong>in</strong>g Bank, New<br />

Delhi on 27.09.04 <strong>the</strong> Committee observed only one Official Language post, viz. <strong>H<strong>in</strong>di</strong><br />

Officers had been created <strong>in</strong> <strong>the</strong> Bank but an <strong>of</strong>ficer <strong>of</strong> General Service had been appo<strong>in</strong>ted<br />

on this post who has also been given tasks o<strong>the</strong>r than those perta<strong>in</strong><strong>in</strong>g to Official Language.<br />

The Regional Office, UCO Bank, New Delhi has also mentioned <strong>in</strong> its Inspection<br />

Questionnaire that <strong>the</strong>y are await<strong>in</strong>g <strong>the</strong> directions <strong>of</strong> <strong>the</strong> Bank<strong>in</strong>g Division, M<strong>in</strong>istry <strong>of</strong><br />

F<strong>in</strong>ance <strong>regard<strong>in</strong>g</strong> staff<strong>in</strong>g pattern and on receipt <strong>of</strong> <strong>the</strong> same, <strong>the</strong>y would ensure its<br />

compliance. Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spections <strong>of</strong> <strong>the</strong> Ma<strong>in</strong> Branch, State Bank <strong>of</strong> India, New Delhi as<br />

well as Local Head Office, State Bank <strong>of</strong> India, Bangalore, <strong>the</strong> Local/Head Office <strong>of</strong> <strong>the</strong><br />

State Bank <strong>of</strong> India had <strong>in</strong>formed <strong>the</strong> Committee that <strong>of</strong>ficers <strong>of</strong> General Service had been<br />

appo<strong>in</strong>ted aga<strong>in</strong>st 18 Official Language posts <strong>in</strong> <strong>the</strong>ir Banks and <strong>the</strong>y have been entrusted<br />

with jobs o<strong>the</strong>r than those perta<strong>in</strong><strong>in</strong>g to Official Language. Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spection <strong>of</strong> <strong>the</strong> Head<br />

Office, Bank <strong>of</strong> Baroda, Vadodara on 11.01.05, <strong>the</strong> Committee was apprised that General<br />

Service <strong>of</strong>ficers have been appo<strong>in</strong>ted aga<strong>in</strong>st 34 Official Language posts <strong>in</strong> its various<br />

<strong>of</strong>fices. It has come to <strong>the</strong> Committee’s to knowledge that <strong>the</strong> staff<strong>in</strong>g pattern <strong>of</strong> <strong>the</strong> Official<br />

Language posts <strong>in</strong> Banks is under consideration <strong>of</strong> <strong>the</strong> Bank<strong>in</strong>g Division and <strong>the</strong>y will issue<br />

new guidel<strong>in</strong>es <strong>in</strong> this regard.<br />

Insurance Division<br />

<strong>13</strong>.20 <strong>H<strong>in</strong>di</strong> posts have been created <strong>in</strong> some <strong>of</strong> <strong>the</strong> Insurance<br />

Companies/Corporations under <strong>the</strong> Insurance Division as per <strong>the</strong> guidel<strong>in</strong>es laid down by <strong>the</strong><br />

Government <strong>of</strong> India, but <strong>the</strong>re is no separate Official Language Cadre <strong>in</strong> Life Insurance<br />

Corporation Ltd. They have appo<strong>in</strong>ted <strong>of</strong>ficers/employees <strong>of</strong> <strong>the</strong>ir General Cadre as <strong>H<strong>in</strong>di</strong><br />

Officers.<br />

<strong>13</strong>.21 The Committee has made a remark <strong>in</strong> this regard <strong>in</strong> <strong>the</strong> Sixth part <strong>of</strong> its Report<br />

where<strong>in</strong> it had stated that it is not proper to hand over <strong>the</strong> work relat<strong>in</strong>g to propagation and<br />

use <strong>of</strong> Official Language to <strong>of</strong>ficers <strong>of</strong> General Service as an additional charge, as <strong>the</strong>se<br />

<strong>of</strong>ficers nei<strong>the</strong>r possess knowledge <strong>of</strong> <strong>the</strong> Official Language nor do <strong>the</strong>y take <strong>in</strong>terest <strong>in</strong> <strong>the</strong><br />

work relat<strong>in</strong>g to promotion <strong>of</strong> Official Language. This recommendation <strong>of</strong> <strong>the</strong> Committee<br />

has been accepted and Presidential Orders have been issued vide Department <strong>of</strong> Official<br />

Language Resolution No. 12021/02/2003-OL(Imp.2) dated 7 September 2004 to <strong>the</strong> effect<br />

that m<strong>in</strong>imum number <strong>of</strong> <strong>H<strong>in</strong>di</strong> post be created as per Department <strong>of</strong> Official Language’s<br />

guidel<strong>in</strong>es. It is evident from <strong>the</strong> above paragraphs that both <strong>the</strong> Divisions <strong>of</strong> <strong>the</strong> Department


<strong>of</strong> Economic Affairs, M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance have not yet taken <strong>the</strong> necessary steps <strong>in</strong> this<br />

direction.<br />

Commercial organizations<br />

<strong>13</strong>.22 The fourth sector, which is commercially important, comprises <strong>the</strong> big Oil<br />

Companies under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Petroleum and Natural Gas. The position <strong>regard<strong>in</strong>g</strong> creation<br />

<strong>of</strong> <strong>H<strong>in</strong>di</strong> posts is not satisfactory <strong>in</strong> <strong>the</strong>se Undertak<strong>in</strong>gs. Though Oil Companies, namely<br />

Bharat Petroleum Corporation Ltd and H<strong>in</strong>dustan Petroleum Corporation Ltd. have <strong>in</strong>formed<br />

<strong>the</strong> Committee dur<strong>in</strong>g <strong>in</strong>spections that separate Official Language Cadres have been set up <strong>in</strong><br />

<strong>the</strong>ir Undertak<strong>in</strong>gs, but it is by and large restricted to ma<strong>in</strong> <strong>of</strong>fices such as<br />

Headquarters/Zonal/Regional/Divisional <strong>Offices</strong> only.<br />

<strong>13</strong>.23 A separate Official Language Cadre has not been set up <strong>in</strong> IBP Company Ltd.<br />

As per <strong>the</strong> policy adopted by <strong>the</strong>m <strong>in</strong> repect <strong>of</strong> <strong>the</strong> Official Language posts, one post <strong>of</strong> each<br />

<strong>of</strong> <strong>H<strong>in</strong>di</strong> Officer and <strong>H<strong>in</strong>di</strong> Stenographer has been created <strong>in</strong> <strong>the</strong> Head <strong>of</strong>fice, corporate<br />

<strong>of</strong>fice, and Regional <strong>of</strong>fices as well as <strong>in</strong> <strong>the</strong> <strong>of</strong>fice <strong>of</strong> <strong>the</strong> BG Explosives and BG<br />

Cryogenics. No <strong>H<strong>in</strong>di</strong> staff has been appo<strong>in</strong>ted <strong>in</strong> <strong>the</strong> rema<strong>in</strong><strong>in</strong>g <strong>of</strong>fices <strong>of</strong> <strong>the</strong> Undertak<strong>in</strong>g.<br />

<strong>13</strong>.24 Simmilarly, as per <strong>the</strong> <strong>in</strong>formation given to <strong>the</strong> Committee <strong>in</strong> <strong>the</strong><br />

Supplementary Questionnaire by <strong>the</strong> Indian Oil Corporation’s Headquarters dur<strong>in</strong>g <strong>the</strong><br />

<strong>in</strong>spection <strong>of</strong> <strong>the</strong> Coch<strong>in</strong> Divisional <strong>of</strong>fice on 05.02.2005; that <strong>the</strong>re is no separate Official<br />

Language Cadre <strong>in</strong> <strong>the</strong>ir Undertak<strong>in</strong>g. As per <strong>the</strong> policy adopted by <strong>the</strong> Undertak<strong>in</strong>g, Official<br />

Language posts have been created <strong>in</strong> <strong>the</strong> Head Office as well as <strong>in</strong> <strong>the</strong> 4 Regional <strong>of</strong>fices<br />

only.<br />

<strong>13</strong>.25 As per <strong>the</strong> <strong>in</strong>formation provided by <strong>the</strong> Oil and Natural Gas Corporation Ltd.<br />

dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spection <strong>of</strong> <strong>the</strong>ir Regional Office (Western Region), Vadodara <strong>the</strong> policy<br />

<strong>regard<strong>in</strong>g</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts is reviewed every year <strong>in</strong> <strong>the</strong> Annual Review Meet<strong>in</strong>gs held<br />

under <strong>the</strong> chairmanship <strong>of</strong> Director(Human Resources). The Committee also came to know<br />

that out <strong>of</strong> a total <strong>of</strong> 70 <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> <strong>the</strong> Undertak<strong>in</strong>g, <strong>the</strong> <strong>of</strong>ficers <strong>of</strong> General Cadre occupy<br />

15 posts.<br />

<strong>13</strong>.26 O<strong>the</strong>r Oil Companies such as Oil India Ltd., Eng<strong>in</strong>eers India Ltd. and GAIL<br />

(India) Ltd. also do not have a separate Official Language Cadres <strong>in</strong> <strong>the</strong>ir respective<br />

organizations. However <strong>the</strong>y have created some <strong>H<strong>in</strong>di</strong> posts at <strong>the</strong><br />

Headquarters/Zonal/Regional/ Divisional levels <strong>in</strong> <strong>the</strong>ir respective Undertak<strong>in</strong>gs.<br />

<strong>13</strong>.27 It is important to note here that all <strong>the</strong> Oil Companies have many branch<br />

<strong>of</strong>fices under <strong>the</strong>ir Headquarters/Zonal/Regional/Divisional <strong>of</strong>fices, which are located<br />

throughout <strong>the</strong> country, but no Official Language Officer/employee has been appo<strong>in</strong>ted <strong>the</strong>re<br />

for a consistant implementation <strong>of</strong> <strong>the</strong> Official Language policy <strong>in</strong> <strong>the</strong>se <strong>of</strong>fices.<br />

<strong>13</strong>.28 The organizations mentioned <strong>in</strong> <strong>the</strong> above paragraphs form a major portion <strong>of</strong><br />

<strong>the</strong> <strong>Central</strong> Government. If after so many years <strong>the</strong> basic task <strong>of</strong> creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts,<br />

which are <strong>the</strong> foundation <strong>of</strong> Official Language work <strong>in</strong> <strong>the</strong> <strong>Central</strong> Government, is<br />

<strong>in</strong>complete, <strong>the</strong>n it def<strong>in</strong>itely needs to be considered seriously. Out <strong>of</strong> a total <strong>of</strong> 1205 <strong>of</strong>fices<br />

<strong>in</strong>spected by <strong>the</strong> Committee <strong>of</strong> Parliament on Official Language, a M<strong>in</strong>istry-wise list <strong>of</strong> <strong>the</strong><br />

112 <strong>of</strong>fices, where <strong>H<strong>in</strong>di</strong> posts have not been created as per <strong>the</strong> guidel<strong>in</strong>es laid down by <strong>the</strong><br />

Department <strong>of</strong> Official Language, is placed at Annexure 8.


Ban on creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts<br />

<strong>13</strong>.29 Non-creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> required number is adversely affect<strong>in</strong>g <strong>the</strong><br />

progressive use <strong>of</strong> <strong>H<strong>in</strong>di</strong>. It has specially h<strong>in</strong>dered <strong>the</strong> effort to create an atmosphere<br />

conducive to use <strong>of</strong> <strong>H<strong>in</strong>di</strong> <strong>in</strong> <strong>the</strong> non-<strong>H<strong>in</strong>di</strong> speak<strong>in</strong>g region. The ma<strong>in</strong> reason for <strong>H<strong>in</strong>di</strong> posts<br />

not be<strong>in</strong>g created <strong>in</strong> <strong>the</strong> required number is <strong>the</strong> ban on creation <strong>of</strong> new posts imposed by <strong>the</strong><br />

M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance. The M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance had <strong>in</strong> 1984 imposed a ban on <strong>the</strong> creation <strong>of</strong><br />

new posts and on fill<strong>in</strong>g up <strong>of</strong> vacancies vide O.M. No. F.7/(1)E-(Coord)/84 dated <strong>13</strong>.1.1984,<br />

but this ban was relaxed for <strong>the</strong> posts which were absolutely necessary <strong>in</strong> most exceptional<br />

circumstances <strong>in</strong>clud<strong>in</strong>g posts required for fulfill<strong>in</strong>g statutory requirements vide M<strong>in</strong>istry <strong>of</strong><br />

F<strong>in</strong>ance O.M. No. F.7(1)E-(Coord)/84 dated 20.6.1984. <strong>H<strong>in</strong>di</strong> posts be<strong>in</strong>g necessary for<br />

discharge <strong>of</strong> statutory duties were covered by this relaxation. However, <strong>the</strong> Department <strong>of</strong><br />

Expenditure, M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance has imposed blanket ban on creation and fill<strong>in</strong>g up <strong>of</strong> all<br />

new posts <strong>in</strong> all <strong>the</strong> M<strong>in</strong>istries/Departments/Autonomous Bodies etc. vide <strong>the</strong>ir O.M. No.<br />

7(4)/E.Coord/2000 dated 24.9.2000 and this time <strong>H<strong>in</strong>di</strong> posts have been kept with<strong>in</strong> its<br />

purview. Keep<strong>in</strong>g <strong>in</strong> view <strong>the</strong> adverse effect <strong>of</strong> <strong>the</strong> ban on creation and fill<strong>in</strong>g up <strong>of</strong> <strong>H<strong>in</strong>di</strong><br />

posts on <strong>the</strong> progressive use <strong>of</strong> <strong>H<strong>in</strong>di</strong> <strong>in</strong> <strong>the</strong> <strong>Central</strong> Government <strong>of</strong>fices, <strong>the</strong> <strong>the</strong>n Chairman<br />

<strong>of</strong> Committee and Hon’ble Deputy Prime M<strong>in</strong>ister Shri L. K. Advani, on <strong>the</strong> request <strong>of</strong> <strong>the</strong><br />

members <strong>of</strong> <strong>the</strong> Committee, had written a letter to <strong>the</strong> <strong>the</strong>n Hon’ble F<strong>in</strong>ance M<strong>in</strong>ister on 22<br />

May 2002 request<strong>in</strong>g him to keep <strong>the</strong> <strong>H<strong>in</strong>di</strong> posts outside <strong>the</strong> purview <strong>of</strong> <strong>the</strong> above ban.<br />

Thereafter, <strong>the</strong> <strong>the</strong>n Deputy Chairman <strong>of</strong> <strong>the</strong> Committee, Shri Laxmi Narayan Pandey also<br />

wrote two letters <strong>in</strong> this regard to <strong>the</strong> Hon’ble F<strong>in</strong>ance M<strong>in</strong>ister, Shri Jaswant S<strong>in</strong>gh on<br />

30.6.2003 and 10.10.2003. On 23.10.2003 <strong>the</strong> Committee met under <strong>the</strong> chairmanship <strong>of</strong> <strong>the</strong><br />

<strong>the</strong>n Deputy Prime M<strong>in</strong>ister <strong>in</strong> which a Resolution for removal <strong>of</strong> <strong>the</strong> ban was passed<br />

unanimously. The Committee got a response from <strong>the</strong> Secretary, Department <strong>of</strong> Expenditure,<br />

M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance on 09.12.2003 stat<strong>in</strong>g that <strong>the</strong> general ban on creation <strong>of</strong> posts is a<br />

government decision and no category <strong>of</strong> posts has been given any k<strong>in</strong>d <strong>of</strong> relaxation <strong>the</strong>re<br />

under. They had, however, suggested <strong>the</strong> Department <strong>of</strong> Official Language submit a proposal<br />

before <strong>the</strong> Cab<strong>in</strong>et for removal <strong>of</strong> <strong>the</strong> ban on creation and fill<strong>in</strong>g up <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts. The onus<br />

now lies with <strong>the</strong> Department <strong>of</strong> Official Language.<br />

<strong>13</strong>.30 Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spection, many <strong>of</strong> <strong>the</strong>se <strong>of</strong>fices, such as University Grants<br />

Commission, New Delhi; CAPART(M<strong>in</strong>istry <strong>of</strong> Rural Development), Directorate <strong>of</strong> <strong>Central</strong><br />

Government Health Scheme, New Delhi had given assurances to <strong>the</strong> Committee that <strong>the</strong>y<br />

would create <strong>H<strong>in</strong>di</strong> posts as per <strong>the</strong> guidel<strong>in</strong>es. However, subsequently <strong>the</strong>y have <strong>in</strong>formed<br />

<strong>the</strong> Committee that <strong>the</strong>y had forwarded proposals for creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts through <strong>the</strong>ir<br />

M<strong>in</strong>istries but <strong>the</strong> Department <strong>of</strong> Expenditure had turned down <strong>the</strong>ir proposals by cit<strong>in</strong>g <strong>the</strong><br />

ban on creation <strong>of</strong> new posts.<br />

Fill<strong>in</strong>g up <strong>of</strong> vacant <strong>H<strong>in</strong>di</strong> posts<br />

<strong>13</strong>.31 The second fact that has emerged before <strong>the</strong> Committee dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spections is that<br />

a large number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts are ly<strong>in</strong>g vacant <strong>in</strong> various <strong>of</strong>fices. <strong>H<strong>in</strong>di</strong> posts <strong>in</strong> 284 <strong>of</strong>fices<br />

out <strong>of</strong> a total <strong>of</strong> 1205 <strong>of</strong>fices <strong>in</strong>spected by <strong>the</strong> Committee between January 2002 and March<br />

2005 are ly<strong>in</strong>g vacant. A list <strong>of</strong> <strong>the</strong>se <strong>of</strong>fices is enclosed at Annexure 9. A total <strong>of</strong> 3202<br />

<strong>H<strong>in</strong>di</strong> posts have been sanctioned <strong>in</strong> <strong>the</strong>se <strong>of</strong>fices, out <strong>of</strong> which 535 posts were ly<strong>in</strong>g vacant.<br />

A break up <strong>of</strong> <strong>the</strong> above figure shows that out <strong>of</strong> a total <strong>of</strong> 1463 sanctioned posts <strong>in</strong> 529<br />

<strong>of</strong>fices <strong>in</strong>spected <strong>in</strong> region ‘A’, 205 posts are ly<strong>in</strong>g vacant ; out <strong>of</strong> a total <strong>of</strong> 778 sanctioned<br />

posts <strong>in</strong> 232 <strong>of</strong>fices <strong>in</strong>spected <strong>in</strong> region ‘B’, <strong>13</strong>9 posts are ly<strong>in</strong>g vacant ; and out <strong>of</strong> a total <strong>of</strong><br />

961 sanctioned posts <strong>in</strong> 444 <strong>of</strong>fices <strong>in</strong>spected <strong>in</strong> region ‘C’ 191 posts are ly<strong>in</strong>g vacant.<br />

Therefore, region ‘A’ has a maximum <strong>of</strong> 38 % vacant posts; followed by region ‘C’ which<br />

has 36 % vacant posts and region ‘B’ which has 26 % vacant posts. Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spections<br />

<strong>the</strong> Committee was <strong>in</strong>formed that although necessary action is be<strong>in</strong>g taken by <strong>the</strong> respective


<strong>of</strong>fices to fill <strong>the</strong>se vacancies, but due to non-availability <strong>of</strong> suitable candidates especially <strong>in</strong><br />

non-<strong>H<strong>in</strong>di</strong> speak<strong>in</strong>g regions, <strong>the</strong> <strong>of</strong>fices were f<strong>in</strong>d<strong>in</strong>g it difficult to fill up <strong>the</strong>se vacancies. It<br />

has also come to <strong>the</strong> notice <strong>of</strong> <strong>the</strong> Committee that at times when a candidate from region ‘A’<br />

is selected for appo<strong>in</strong>tment <strong>in</strong> some far-flung area <strong>in</strong> region ‘C’, usually he does not jo<strong>in</strong> and<br />

<strong>the</strong> post rema<strong>in</strong>s vacant. In such a situation <strong>the</strong> <strong>of</strong>fice has no option but to repeat <strong>the</strong> whole<br />

recruitment process. This also h<strong>in</strong>ders <strong>the</strong> progressive use <strong>of</strong> <strong>H<strong>in</strong>di</strong> <strong>in</strong> <strong>the</strong>se <strong>of</strong>fices.<br />

Abolish<strong>in</strong>g <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts which have been ly<strong>in</strong>g vacant for a long time<br />

<strong>13</strong>.32 Ano<strong>the</strong>r matter that has come to <strong>the</strong> notice <strong>of</strong> <strong>the</strong> Committee is that orders<br />

have been issued to abolish <strong>H<strong>in</strong>di</strong> posts that were ly<strong>in</strong>g vacant for a long time due to some<br />

reason or <strong>the</strong> o<strong>the</strong>r. This matter perta<strong>in</strong>s to <strong>the</strong> Directorate <strong>of</strong> Pr<strong>in</strong>t<strong>in</strong>g under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong><br />

Urban Development and Poverty Alleviation. This Directorate has abolished 6 posts <strong>of</strong> <strong>H<strong>in</strong>di</strong><br />

Officers <strong>in</strong> <strong>the</strong> Pr<strong>in</strong>t<strong>in</strong>g Presses located at Nilakheri(Karnal), Aligarh(UP), Faridabad<br />

(Haryana) and Kolkata (WB) vide its OM No. 25/8/99-Prashashan-II dated 30.12.2001. The<br />

Committee has also been <strong>in</strong>formed that <strong>the</strong> Pr<strong>in</strong>t<strong>in</strong>g Presses under this Directorate are<br />

undergo<strong>in</strong>g <strong>the</strong> process <strong>of</strong> modernization as a result <strong>of</strong> which some <strong>of</strong> <strong>the</strong> Pr<strong>in</strong>t<strong>in</strong>g Presses are<br />

be<strong>in</strong>g reorganized/amalgamated, with <strong>the</strong> result <strong>the</strong>re has been some <strong>in</strong>crease <strong>in</strong> <strong>the</strong> number<br />

<strong>of</strong> employees <strong>in</strong> some <strong>of</strong> <strong>the</strong> Pr<strong>in</strong>t<strong>in</strong>g Presses. S<strong>in</strong>ce <strong>the</strong> <strong>H<strong>in</strong>di</strong> posts have been considered<br />

important for fulfill<strong>in</strong>g <strong>the</strong> statutory requirements, <strong>the</strong>refore, it is not proper <strong>the</strong> Directorate<br />

<strong>of</strong> Pr<strong>in</strong>t<strong>in</strong>g to abolish <strong>the</strong> <strong>H<strong>in</strong>di</strong> posts. These posts may be revived. In this perspective, <strong>the</strong><br />

Committee recommends that <strong>the</strong> Department <strong>of</strong> Expenditure, M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance should<br />

ensure <strong>the</strong> no <strong>H<strong>in</strong>di</strong> posts be abolished <strong>in</strong> future.<br />

Lack <strong>of</strong> knowledge <strong>of</strong> Official Language Rules amongst senior <strong>of</strong>ficers<br />

<strong>13</strong>.33 Thirdly, <strong>the</strong> Committee has also felt that <strong>in</strong> <strong>of</strong>fices where <strong>H<strong>in</strong>di</strong> posts have not<br />

been created at all or <strong>the</strong> number <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts that have been created is less than <strong>the</strong><br />

required number or where <strong>H<strong>in</strong>di</strong> posts are ly<strong>in</strong>g vacant, <strong>the</strong> position <strong>regard<strong>in</strong>g</strong> use <strong>of</strong> <strong>H<strong>in</strong>di</strong> is<br />

for below expectation as <strong>the</strong> senior <strong>of</strong>ficers <strong>in</strong> <strong>the</strong>se <strong>of</strong>fices do not have a complete<br />

knowledge <strong>of</strong> Official Language Rules. The senior <strong>of</strong>ficers <strong>in</strong> some <strong>of</strong> <strong>the</strong>se <strong>of</strong>fices were<br />

even unaware <strong>of</strong> <strong>the</strong> targets laid down <strong>in</strong> <strong>the</strong> Annual Programme issued by <strong>the</strong> Department <strong>of</strong><br />

Official Language. The Committee had also made a recommendation <strong>in</strong> this regard <strong>in</strong> <strong>the</strong><br />

Seventh Part <strong>of</strong> its Report that special <strong>H<strong>in</strong>di</strong> workshops be organized for Senior Officers. The<br />

Committee is also aware that <strong>the</strong> senior <strong>of</strong>ficers have many o<strong>the</strong>r important rout<strong>in</strong>e jobs<br />

apart from <strong>the</strong> work perta<strong>in</strong><strong>in</strong>g to Official Languge and <strong>the</strong>refore <strong>the</strong>y cannot give due<br />

attention to <strong>the</strong> implementation <strong>of</strong> OL. Therefore, <strong>the</strong> Committee recommends that <strong>the</strong> posts<br />

at suitable level <strong>of</strong> Official Language Officers be created <strong>in</strong> every <strong>of</strong>fice for <strong>the</strong> assistance <strong>of</strong><br />

<strong>the</strong> Higher Officers.<br />

Uniformity <strong>in</strong> designation and pay scales <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts<br />

<strong>13</strong>.34 Ano<strong>the</strong>r fact that emerged dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spections is that Official Language<br />

Officers/employees <strong>in</strong> some <strong>of</strong> <strong>the</strong> subord<strong>in</strong>ate <strong>of</strong>fices/autonomous bodies under <strong>the</strong> control<br />

<strong>of</strong> <strong>Central</strong> Government have not been given pay scales equivalent to those <strong>in</strong> <strong>the</strong><br />

<strong>Central</strong> Government and <strong>the</strong>y have been given different designations. Although <strong>the</strong>re is a<br />

consolidated cadre for <strong>the</strong> Junior Translators, Senior Translators, Assistant Director(OL) and<br />

o<strong>the</strong>r senior Official Language <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> M<strong>in</strong>istries, Departments and attached <strong>of</strong>fices,<br />

i.e. <strong>Central</strong> Secretariat Official Language Cadre; but <strong>the</strong>re is no such cadre for <strong>the</strong> Official<br />

Language <strong>of</strong>ficers/employees work<strong>in</strong>g <strong>in</strong> <strong>the</strong> subord<strong>in</strong>date <strong>of</strong>fices <strong>of</strong> <strong>the</strong><br />

M<strong>in</strong>istries/Departments and o<strong>the</strong>r <strong>of</strong>fices. An example <strong>in</strong> this regard is <strong>of</strong> Official Language<br />

Assistant Grade II and Official Language Assistant Grade I work<strong>in</strong>g <strong>in</strong> <strong>the</strong> subord<strong>in</strong>ate<br />

<strong>of</strong>fices <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Railways, who have not been given pay scales equivalent to those


<strong>of</strong> Junior Translator and Senior Translator <strong>in</strong> <strong>Central</strong> Government. The posts <strong>of</strong> Official<br />

Language Assistant Grade I and Official Language Assistant Grade II <strong>in</strong> <strong>the</strong> Regional<br />

Railways/Manufactur<strong>in</strong>g Factories under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Railways, are equivalent/parallel to<br />

<strong>the</strong> posts <strong>of</strong> Senior Translator and Junior Translator, but <strong>the</strong>ir pay scales differ from that <strong>of</strong><br />

<strong>Central</strong> Government and <strong>the</strong>ir designations are also different. The Hon’ble members <strong>of</strong> <strong>the</strong><br />

Second Sub Committee <strong>of</strong> <strong>the</strong> Committee <strong>of</strong> Parliament on Official Language had raised this<br />

matter with <strong>the</strong> Railway Board, New Delhi and requested <strong>the</strong>m to give <strong>the</strong> OL Assistants<br />

Grade I and OL Assistants Grade II pay scales equivalent to those <strong>of</strong> Senior and Junior <strong>H<strong>in</strong>di</strong><br />

Translators <strong>of</strong> <strong>Central</strong> Government. But <strong>the</strong> M<strong>in</strong>ister <strong>of</strong> Railways had <strong>in</strong>formed <strong>the</strong><br />

Committee that it was not possible because such a revision <strong>of</strong> pay scales could affect <strong>the</strong><br />

present balance between <strong>the</strong> <strong>H<strong>in</strong>di</strong> Assistants and o<strong>the</strong>r categories <strong>of</strong> posts. Ano<strong>the</strong>r similar<br />

example <strong>of</strong> anomaly <strong>in</strong> <strong>the</strong> pay scale is that <strong>of</strong> <strong>the</strong> Translators employed <strong>in</strong> Export Inspection<br />

Council, Delhi under <strong>the</strong> Department <strong>of</strong> Commerce, M<strong>in</strong>istry <strong>of</strong> Commerce and Industries.<br />

Although <strong>the</strong> concerned Department has assured <strong>the</strong> Committee that it would do away with<br />

<strong>the</strong> anomaly <strong>in</strong> <strong>the</strong> pay scales <strong>of</strong> <strong>the</strong> Translators but <strong>the</strong> said anomaly had not been rectified<br />

till date.<br />

<strong>13</strong>.35 Prior to <strong>the</strong> year 2003, <strong>the</strong>re was no difference <strong>in</strong> <strong>the</strong> pay scales <strong>of</strong> <strong>the</strong> Junior<br />

<strong>H<strong>in</strong>di</strong> Translators, Senior <strong>H<strong>in</strong>di</strong> Translators and Assistant Directors (OL)/<strong>H<strong>in</strong>di</strong> Officers <strong>of</strong><br />

<strong>the</strong> <strong>Central</strong> Secretariat Official Language Cadre (CSOL) and <strong>the</strong> non-cadre post <strong>in</strong> <strong>the</strong><br />

subord<strong>in</strong>ate <strong>of</strong>fices. In response to a proposal put forward by <strong>the</strong> Department <strong>of</strong> Official<br />

Language <strong>in</strong> <strong>the</strong> year 2000, <strong>the</strong> Department <strong>of</strong> Expenditure, M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance had issued<br />

directions to <strong>the</strong> Department <strong>of</strong> Official Language vide <strong>the</strong>ir UO Note No. 70/11/2000 dated<br />

19 October 2000 that <strong>the</strong> Senior and Junior Translators <strong>of</strong> <strong>the</strong> subord<strong>in</strong>ate <strong>of</strong>fices may be<br />

given <strong>the</strong> same pay scales as those <strong>of</strong> <strong>the</strong> Senior and Junior Translators <strong>of</strong> <strong>the</strong> <strong>Central</strong><br />

Secretariat Official Language Cadre. However, <strong>in</strong> February 2003 <strong>the</strong> Department <strong>of</strong> Official<br />

Language had upgraded <strong>the</strong> pay scale <strong>of</strong> <strong>the</strong> CSOL Cadre posts but has rema<strong>in</strong>ed silent <strong>in</strong><br />

respect <strong>of</strong> <strong>the</strong> pay scales <strong>of</strong> <strong>the</strong> same posts <strong>in</strong> <strong>the</strong> subord<strong>in</strong>ate <strong>of</strong>fices. A comparative chart<br />

show<strong>in</strong>g <strong>the</strong> <strong>H<strong>in</strong>di</strong> posts and pay scales <strong>of</strong> <strong>the</strong> CSOL Cadre and <strong>the</strong> non-participat<strong>in</strong>g cadre<br />

<strong>H<strong>in</strong>di</strong> posts <strong>in</strong> <strong>the</strong> Subord<strong>in</strong>ate <strong>of</strong>fices is as under:<br />

<strong>13</strong>.36 The nature <strong>of</strong> work <strong>of</strong> <strong>the</strong> <strong>H<strong>in</strong>di</strong> Officers/Translators <strong>of</strong> CSOL Cadre posts as<br />

well as <strong>the</strong> non-participat<strong>in</strong>g cadre posts is <strong>the</strong> same viz. Translation and Implementation <strong>of</strong><br />

Official Language Policy <strong>of</strong> <strong>the</strong> <strong>Central</strong> Government <strong>in</strong> <strong>the</strong>ir respective <strong>of</strong>fice. Therefore,<br />

giv<strong>in</strong>g lower pay scales to <strong>the</strong> <strong>the</strong> <strong>H<strong>in</strong>di</strong> staff <strong>in</strong> <strong>the</strong> non-participat<strong>in</strong>g cadres <strong>in</strong> <strong>the</strong><br />

subord<strong>in</strong>ate <strong>of</strong>fices is not justified as all are <strong>Central</strong> Government employees. Therefore, <strong>the</strong>


Committee recommends that no dist<strong>in</strong>ction should be made between <strong>the</strong> pay scales <strong>of</strong> <strong>the</strong><br />

CSOL Cadre posts as well as non-participat<strong>in</strong>g <strong>H<strong>in</strong>di</strong> posts.<br />

<strong>13</strong>.37 Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>spections, <strong>the</strong> Committee has also felt that <strong>in</strong> many <strong>of</strong>fices such<br />

as <strong>Central</strong> Social Welfare Board, Kendriya Vidhyalaya Sangathan, Rashtriya Bal Bhawan<br />

etc. have been <strong>in</strong>different <strong>in</strong> giv<strong>in</strong>g promotion to <strong>the</strong> Official Language <strong>of</strong>ficers/employees.<br />

Instances <strong>of</strong> <strong>in</strong>difference <strong>in</strong> giv<strong>in</strong>g promotion to Official Language <strong>of</strong>ficers/employees have<br />

also been noticed <strong>in</strong> some <strong>of</strong> <strong>the</strong> commercial banks also.<br />

Conclusions and Recommendations<br />

<strong>13</strong>.38 On <strong>the</strong> basis <strong>of</strong> <strong>the</strong> above facts, <strong>the</strong> Committee has arrived at <strong>the</strong> follow<strong>in</strong>g<br />

conclusions:<br />

a) Consider<strong>in</strong>g <strong>the</strong> fact that Official Language posts are essential for fulfill<strong>in</strong>g <strong>the</strong><br />

statutory requirements, <strong>the</strong>se should be kept outside <strong>the</strong> purview <strong>of</strong> <strong>the</strong> ban on<br />

creation and fill<strong>in</strong>g up <strong>of</strong> Government posts.<br />

b) At least one <strong>of</strong>ficer/employee belong<strong>in</strong>g to <strong>the</strong> Official Language cadre should<br />

be appo<strong>in</strong>ted <strong>in</strong> each <strong>of</strong> <strong>the</strong> government <strong>of</strong>fices, especially those located <strong>in</strong><br />

region ‘B’ and ‘C’, irrespective <strong>of</strong> <strong>the</strong> strength <strong>of</strong> <strong>the</strong> <strong>of</strong>fice but tak<strong>in</strong>g <strong>in</strong>to<br />

account <strong>the</strong>ir nature <strong>of</strong> work and requirement, on whom would lie <strong>the</strong><br />

responsibility <strong>of</strong> appris<strong>in</strong>g all <strong>the</strong> <strong>of</strong>ficers/employees <strong>of</strong> <strong>the</strong> organization about<br />

<strong>the</strong> Official Language Rules and its implementation, <strong>the</strong>reby creat<strong>in</strong>g an<br />

atmosphere conducive to <strong>the</strong> progressive use <strong>of</strong> <strong>H<strong>in</strong>di</strong>. For this purpose, it<br />

would be important for <strong>the</strong> Department <strong>of</strong> Official Language to fur<strong>the</strong>r relax <strong>the</strong><br />

prescribed norms for creation <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts.<br />

c) The Committee also feels that <strong>in</strong> all <strong>the</strong> <strong>of</strong>fices <strong>of</strong> <strong>the</strong> <strong>Central</strong> Government, be it<br />

an attached or subord<strong>in</strong>ate <strong>of</strong>fice, <strong>the</strong>re should be uniformity <strong>in</strong> <strong>the</strong> name <strong>of</strong> <strong>the</strong><br />

posts/designations and pay scales <strong>of</strong> <strong>the</strong> <strong>of</strong>ficers and employees engaged on<br />

implementation <strong>of</strong> Official Language rules as well as translation work.<br />

<strong>13</strong>.39 The Committee, <strong>the</strong>refore, recommends that:<br />

1. There should be no ban on creation and fill<strong>in</strong>g up <strong>of</strong> <strong>H<strong>in</strong>di</strong> posts.<br />

2. All vacant <strong>H<strong>in</strong>di</strong> posts should be filled up on priority basis.<br />

3. In <strong>the</strong> <strong>Central</strong> Secretariat Official Language Service status quo may be<br />

ma<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> respect <strong>of</strong> <strong>the</strong> posts <strong>of</strong> Director(OL) <strong>in</strong> all <strong>the</strong> big<br />

M<strong>in</strong>istries/Departments and simultaneously <strong>the</strong> creation <strong>of</strong> higher posts <strong>of</strong><br />

Jo<strong>in</strong>t Secretary(OL) may also be considered.<br />

4. As recommended <strong>in</strong> paras <strong>13</strong>.35 and <strong>13</strong>.36 above, <strong>the</strong> Committee reiterates its<br />

recommendation made <strong>in</strong> <strong>the</strong> Sixth Part <strong>of</strong> its Report that a separate Official<br />

Language Cadre be set up by each M<strong>in</strong>istry/Department, which would cater to<br />

all its Subord<strong>in</strong>ate/Attached/Undertak<strong>in</strong>gs/Corporations/ Establishments. The<br />

M<strong>in</strong>istry could post <strong>H<strong>in</strong>di</strong> Officers/employees from this cadre to its <strong>of</strong>fices,<br />

big or small, located all over <strong>the</strong> country. This would also provide <strong>the</strong>m with<br />

greater promotional opportunities.


5. Necessary steps may be taken to relax <strong>the</strong> present norms to enable creation <strong>of</strong><br />

<strong>H<strong>in</strong>di</strong> posts <strong>in</strong> every <strong>of</strong>fice, big or small, especially <strong>in</strong> ‘C’ region, after<br />

consider<strong>in</strong>g <strong>the</strong> nature <strong>of</strong> work as also work requirement.<br />

6. Special allowance as an <strong>in</strong>centive may be given for post<strong>in</strong>gs <strong>of</strong> <strong>H<strong>in</strong>di</strong><br />

personnal <strong>in</strong> <strong>the</strong> region ‘C’ and at <strong>the</strong> same time <strong>the</strong> post<strong>in</strong>g should be for a<br />

limited period only so that candidates from region ‘A’without hesitation<br />

accept post<strong>in</strong>gs <strong>in</strong> region ‘C’.<br />

7. Necessary steps may be taken to br<strong>in</strong>g about uniformity <strong>in</strong> <strong>the</strong> designations<br />

and pay scales <strong>of</strong> <strong>the</strong> cadres (be it <strong>in</strong> <strong>the</strong> M<strong>in</strong>istries/Departments or <strong>the</strong>ir<br />

subord<strong>in</strong>ate <strong>of</strong>fices) concerned with translation work and implementation <strong>of</strong><br />

<strong>the</strong> Official Language policies.
