PHYSICIANS FOR SOCIAL RESPONSIBILITY (PSR) FINLAND
PSR-Finland is a Finnish NGO with a field office in Hargeisa. PSR carries out development
programmes in many developing countries. Currently, PSR is implementing a TB project in
Somaliland. The main objective of the project is to strengthen the diagnostic and treatment capacity
of TB programme of the country, in collaboration with the Ministry of Health of Somaliland. PSR
is seeking to recruit the following position:
Financial Controller (one locally hired position)
Qualification and Experience
Education
The person should have a relevant advanced degree (at least a Bachelor’s, preferably Master’s) in
accounting, finance or business administration.
Experience
Must have relevant professional experience (5 years with a Bachelor’s degree, 2 years with a
Master’s degree)
Extensive experience with financial reporting of multi-donor funded projects and programs
Experience working in Somaliland
Experience working with Somaliland Government and/or UN agencies an advantage
Competences
Ability to systematically break down complex problems, complete assessments of options
and propose optimal situations
Knowledge of Global Fund, UN and EU and other donor accounting and audit requirements
a strong advantage
Proficiency in relevant computer applications and databases
Strong interpersonal and teamwork skills
Fluency in English (both verbal and written) a must
Other Attributes
Ability to handle multiple tasks simultaneously
Ability to work independently with minimum supervision
Responsibilities:
1. Responsible of providing technical and administrative support on financial management of
the TB project
2. Manage project funds, maintain the project accounts and submit timely and reliable financial
reports to project donors through the TB Coordinator
3. Ensure that financial records are up to date and accurate
4. Facilitate and assist the external audits
5. Communicate with the donors to ensure quality financial systems and procedures
6. Timely disbursement of funds, including all direct payments from project donors
7. Provide quarterly financial project reports to update the donors on project progress

8. Manage, coordinate and report on all disbursements and expenditures and the activities and
outputs
9. Collect information on all resource flows and inputs to the project, maintaining an accurate
database of information on all financial transactions and disbursement records
10. Compile timely periodic situation analyses, updates and reports on a quarterly basis
