BACKGROUND:
Islamic Relief Somalia (IRS) is an International humanitarian organization that has been
working in Somalia since 2006. We are committed to achieving our core vision of caring for
the people of concern in all countries where we work. Our goal is to provide vulnerable
communities in Somalia with access to basic needs including Water, Sanitation and Hygiene
(WASH), Education, Basic Health services and Livelihood Support.
Islamic Relief Somalia has received funding from the Kingdom of Bahrain Royal Charity
Organization (RCO) to support improvement of Health and Education infrastructure in
Somalia. In collaboration with the Ministry of Health (MOH) and the Ministry of Education
(MOE), Islamic Relief is planning to construct a modern Teachers training college and a
specialized modern eye hospital in Mogadishu.
We are therefore inviting competent and qualified contractors with solid experience in similar
construction works for pre qualification. The invitation is open to all qualified national and
international companies and other joint ventures.
The General Contractor shall prove capable of providing enough manpower, financial
resources and equipment to perform the whole scope of work.
MINIMUM QUALIFICATIONS/ REQUIREMENTS
Construction firms wishing to participate must have demonstrated experience dating at least
10 (ten) years back as a General Contractor, performing similar work including, but not
limited to above mentioned projects. Only those firms possessing substantial and proven
record of performance and resources in this same field of activities are encouraged to
participate.
Those firms wishing to participate in the tender must submit their detailed profiles as per the
instructions provided.
The successful contractors will be required to have existing and fully operational offices in
Mogadishu. For International companies, offices should be established in Mogadishu within
30 business days upon contract signing
Only those firms deemed to have adequate expertise, acceptable experience and sufficient
size would be invited to participate in the subject tender.

All contractors who will be engaged for this assignment will be responsible for their own
security and therefore should make their own security arrangements prior to commencement
of the project.
As part of the pre-qualification process the construction firms (General Contractors)
Must provide Islamic Relief with the following information in their profile:
1. Name of Contractor
2. If a joint venture, name of all partners
a) Address of office responding to this EOI
b) Address of main office
c) Address of local office
d) Address of partner/s
3. Telephone, Fax, Email and Contact names of local person in Somalia or abroad (if any)
4. Size of Firm: Provide list of permanently employed staff with their qualification, work
experience and current job titles. Detailed CVs should be attached
5. Firm registration, when & where registered (relevant registration documents should be
attached)
6. If joint venture, when & where organized
7. Under what other name(s) has the Firm/s operated?
8. General type of work performed by the contractor (and partners, if a joint venture):
9. Number of years experience the firm/s has been working with similar projects. If joint
Venture, specify similar work with same partner/s and/or specify separately, years of
Experience for each firm
10. Please provide consolidated financial statements (i.e., Income Statement and Balance
Sheet) for years 2010, 2011 and 2012, in English and expressed in US dollars.
11. List five similar Projects of the same size and nature presently which you have completed
within the past 5 years (whose value is no less than US$ 2,000,000).
12. List Projects in progress by Type, Value and Location of the same size and nature which
you are currently engaged
13. Provide a list of available construction equipment for the present project
The deadline for submitting the EOI documents is 9 th September, 2012 at 03:00 pm.
All Documents be submitted in sealed envelopes with Company logo/Stamp.
The company should register the documents in the register book before dropping the
documents.
