General<br />
WorleyParsons (Contractor) is seeking expressions of interest (EOI’s) from qualified<br />
subcontractors to provide <strong>Living</strong> <strong>Quarters</strong> <strong>Module</strong> for the <strong>Hebron</strong> <strong>Topsides</strong> <strong>Project</strong>. The<br />
selected subcontractor will be required to provide services in accordance to the scope of<br />
work and be in compliance with <strong>Hebron</strong> <strong>Project</strong> requirements.<br />
The purpose of this EOI is to develop a list of subcontractors that are interested in providing<br />
the equipment or services required by the <strong>Project</strong> in order to begin the prequalification<br />
process. Once EOI responses are received from subcontractors interested in performing the<br />
work described below, they will be evaluated by WorleyParsons review team. Based on the<br />
evaluation of the data requested in this EOI, a recommendation will be made to move<br />
forward with the prequalification process.<br />
Subcontractors shall be responsible for any expenses incurred in responding to this EOI, the<br />
terms of which are subject to change or cancellation by WorleyParsons at any time.<br />
Notwithstanding the nature or content of responses received, WorleyParsons is not under<br />
any obligation to add a subcontractor to a Bidders List, to proceed with an invitation to<br />
tender (ITT) or to award a contract to any subcontractor with respect to the services<br />
described in this EOI.<br />

<strong>Project</strong> Overview<br />
The <strong>Hebron</strong> Field will be developed using a standalone concrete gravity-based structure<br />
(GBS) production platform. The GBS will consist of a reinforced concrete structure designed<br />
to withstand the weight of the <strong>Topsides</strong> (not to exceed 42,000 tonne), sea ice, icebergs, and<br />
meteorological and oceanographic conditions at the offshore <strong>Hebron</strong> <strong>Project</strong> Site. The<br />
Platform topsides facilities will comprise a utilities and process module (UPM), a drilling<br />
equipment set (DES) which includes the derrick, a drilling support module (DSM), personnel<br />
living quarters and ancillary equipment (flare boom, primary and secondary lifeboat<br />
stations, and helideck).<br />

Scope of Work<br />
The scope of this EOI is to supply the LQ <strong>Module</strong> and Helideck substructure on an<br />
Engineering, Procurement an Construction (EPC) basis.<br />
The LQ <strong>Module</strong> is designated to be designed and fabricated in the Province of<br />
Newfoundland & Labrador (NL), Canada as per the <strong>Hebron</strong> <strong>Project</strong> Benefits Agreement. The<br />
Helideck structure (flight deck and helicopter parking area) is not part of this EOI and will be<br />
integrated with the Helideck substructure and LQ <strong>Module</strong> at the fabrication yard.<br />

The principle physical characteristics of the LQ <strong>Module</strong> are outlined below. Note that<br />
dimensions, weights and other particulars are approximate and subject to further design<br />
development.<br />
<strong>Living</strong> <strong>Quarters</strong> (LQ) <strong>Module</strong><br />
• Current estimated dry loadout weight approximately 3,400 metric tonnes<br />
• Approximate main structure dimensions = 59.4m long x 19.8m wide x 33.2m high<br />
(excluding top of elevator machinery room)<br />
• Approximately 230 - 234 POB during normal operations<br />
The current LQ <strong>Module</strong> design contemplates a cantilevered structure of ‘stressed skin’<br />
construction with 7 major levels, emergency stairs and elevator located centrally, and<br />
emergency stairs located at the far north and south corners of the structures. It is<br />
anticipated to contain the following major equipment and components, subject to change<br />
during design development:<br />

The helideck substructure is contemplated to be a tubular space frame structure<br />
cantilevered off the southwest corner of the LQ <strong>Module</strong>, and supports the Helideck<br />
structure. The Helideck structure is not part of this EOI.<br />
Clarifications<br />
The scope of work for the EPC contract of the LQ <strong>Module</strong> and Helideck substructure shall<br />
include:<br />
• Compliance with all WorleyParsons and ExxonMobil project specifications and project<br />
management requirements.<br />
• Detailed engineering, including planning, scheduling, cost control and interface<br />
management. As per the <strong>Hebron</strong> <strong>Project</strong> Benefits Agreement, detailed engineering<br />
must be performed in the Province of Newfoundland & Labrador.<br />
• Planning and conducting constructability reviews with Worley Parsons and<br />
ExxonMobil (Note – In addition to constructability reviews post award, selected<br />
companies will also be invited to participate in reviews and present findings during<br />
FEED.)<br />
• Fabrication planning.<br />
• Fabrication engineering including shop drawings and construction plans and<br />
procedures.<br />
• Fabrication and outfitting of the LQ <strong>Module</strong>.<br />
• Fabrication of the Helideck substructure, and integration onto the LQ <strong>Module</strong>.<br />
• Quality assurance and control of all fabricated components.<br />
• Procurement of certain materials (to be agreed).<br />

• Receipt, storage, preservation and maintenance of all Company/Contractor supplied<br />
equipment and materials.<br />
• Provision of suitably trained trades people and experienced supervision.<br />
• At site mechanical completion and clearance of all punchlists prior to loadout.<br />
• At site system commissioning assistance including provision of utilities such as<br />
freshwater, power and plant/instrument quality air as well as labour where requested.<br />
• Final weighing.<br />
• Loadout and sea fastening onto transportation vessel, either ship or barge.<br />
The scope of work shall not include:<br />
• Management of on-site commissioning activities.<br />
• Transport of completed LQ <strong>Module</strong> and Helideck substructure to integration yard and<br />
offloading.<br />
The load out of the completed LQ <strong>Module</strong> and Helideck substructure shall be done by<br />
marine transport to the integration site at Bull Arm, NL, Canada, if Subcontractor’s<br />
proposed final facility is another location. Subcontractor shall be responsible for the<br />
loadout of the completed LQ <strong>Module</strong> and Helideck substructure onto a specified vessel or<br />
barge including construction engineering and installation of appropriate seafastening and<br />
grillage. Subcontractor shall take into consideration the method of loading out the LQ<br />
<strong>Module</strong> and Helideck substructure when planning the construction of the module.<br />
Therefore, in addition to being able to demonstrate interest and capability to complete the<br />
scope of work for the LQ <strong>Module</strong> and Helideck substructure, it is critical to also<br />
demonstrate:<br />
• Quay load out capacity for the total weight of the module (and load out equipment).<br />
• Quay dimensions suitable for berthing of the transportation vessel or barge.<br />
• Quayside and channel to open water depth to allow the transportation vessel to<br />
maintain at least 1.0m of freeboard and 1.0m below the keel at all times.<br />
Schedule<br />
WorleyParsons plans to issue an Invitation to Tender in 3rd quarter 2011 to qualified<br />
subcontractors interested with a potential award to the successful bidder in 1 st quarter<br />
2012. It is planned to start fabrication by 4 th quarter 2012.<br />

EOI Submittals<br />
Subcontractors interested in bidding on this requirement are required to complete and<br />
submit by March 31, 2011 the following:<br />
1. Subcontractor details as described below.<br />
2. Subcontractor Experience Questionnaire (Attachment A)<br />
EOI responses without this returned may be deemed incomplete and not subject to<br />
evaluation.<br />
Subcontractor Details<br />
Subcontractors interested in performing the work shall provide details and evidence for the<br />
following:<br />
a) Safety:<br />
• A record of the number of hours worked annually for the past five years,<br />
together with the number of restricted work cases, lost time injuries and<br />
fatalities experienced.<br />
• Health, Safety and Security Management System<br />
b) Quality Management System:<br />
• Copy of certificate of registration to ISO-9001-2001 or equivalent. The ISO<br />
9001:2000 certificate of registration must be accompanied with a list of<br />
exemptions, if any, taken to ISO-9001-2000.<br />
c) Financial:<br />
• A current Dun & Bradstreet Business Information Report or equivalent for the<br />
company.<br />
• The subcontractor’s name and corporate structure including any proposed joint<br />
venture partner (or equivalent arrangement), together with relevant contact<br />
information.<br />
