General
WorleyParsons (Contractor) is seeking expressions of interest (EOI’s) from qualified
subcontractors to provide Living Quarters Module for the Hebron Topsides Project. The
selected subcontractor will be required to provide services in accordance to the scope of
work and be in compliance with Hebron Project requirements.
The purpose of this EOI is to develop a list of subcontractors that are interested in providing
the equipment or services required by the Project in order to begin the prequalification
process. Once EOI responses are received from subcontractors interested in performing the
work described below, they will be evaluated by WorleyParsons review team. Based on the
evaluation of the data requested in this EOI, a recommendation will be made to move
forward with the prequalification process.
Subcontractors shall be responsible for any expenses incurred in responding to this EOI, the
terms of which are subject to change or cancellation by WorleyParsons at any time.
Notwithstanding the nature or content of responses received, WorleyParsons is not under
any obligation to add a subcontractor to a Bidders List, to proceed with an invitation to
tender (ITT) or to award a contract to any subcontractor with respect to the services
described in this EOI.

Project Overview
The Hebron Field will be developed using a standalone concrete gravity-based structure
(GBS) production platform. The GBS will consist of a reinforced concrete structure designed
to withstand the weight of the Topsides (not to exceed 42,000 tonne), sea ice, icebergs, and
meteorological and oceanographic conditions at the offshore Hebron Project Site. The
Platform topsides facilities will comprise a utilities and process module (UPM), a drilling
equipment set (DES) which includes the derrick, a drilling support module (DSM), personnel
living quarters and ancillary equipment (flare boom, primary and secondary lifeboat
stations, and helideck).

Scope of Work
The scope of this EOI is to supply the LQ Module and Helideck substructure on an
Engineering, Procurement an Construction (EPC) basis.
The LQ Module is designated to be designed and fabricated in the Province of
Newfoundland & Labrador (NL), Canada as per the Hebron Project Benefits Agreement. The
Helideck structure (flight deck and helicopter parking area) is not part of this EOI and will be
integrated with the Helideck substructure and LQ Module at the fabrication yard.

The principle physical characteristics of the LQ Module are outlined below. Note that
dimensions, weights and other particulars are approximate and subject to further design
development.
Living Quarters (LQ) Module
• Current estimated dry loadout weight approximately 3,400 metric tonnes
• Approximate main structure dimensions = 59.4m long x 19.8m wide x 33.2m high
(excluding top of elevator machinery room)
• Approximately 230 - 234 POB during normal operations
The current LQ Module design contemplates a cantilevered structure of ‘stressed skin’
construction with 7 major levels, emergency stairs and elevator located centrally, and
emergency stairs located at the far north and south corners of the structures. It is
anticipated to contain the following major equipment and components, subject to change
during design development:
Level 1 – Services and Physical Recreation Deck
1. Fitness area with male and female change rooms
2. Games and recreation area
3. Mechanical, electrical and telecoms spaces

5. Miscellaneous storage areas

Helideck Substructure
• Estimated weight = 40 metric tonnes
The helideck substructure is contemplated to be a tubular space frame structure
cantilevered off the southwest corner of the LQ Module, and supports the Helideck
structure. The Helideck structure is not part of this EOI.
Clarifications
The scope of work for the EPC contract of the LQ Module and Helideck substructure shall
include:
• Compliance with all WorleyParsons and ExxonMobil project specifications and project
management requirements.
• Detailed engineering, including planning, scheduling, cost control and interface
management. As per the Hebron Project Benefits Agreement, detailed engineering
must be performed in the Province of Newfoundland & Labrador.
• Planning and conducting constructability reviews with Worley Parsons and
ExxonMobil (Note – In addition to constructability reviews post award, selected
companies will also be invited to participate in reviews and present findings during
FEED.)
• Fabrication planning.
• Fabrication engineering including shop drawings and construction plans and
procedures.
• Fabrication and outfitting of the LQ Module.
• Fabrication of the Helideck substructure, and integration onto the LQ Module.
• Quality assurance and control of all fabricated components.
• Procurement of certain materials (to be agreed).

• Receipt, storage, preservation and maintenance of all Company/Contractor supplied
equipment and materials.
• Provision of suitably trained trades people and experienced supervision.
• At site mechanical completion and clearance of all punchlists prior to loadout.
• At site system commissioning assistance including provision of utilities such as
freshwater, power and plant/instrument quality air as well as labour where requested.
• Final weighing.
• Loadout and sea fastening onto transportation vessel, either ship or barge.
The scope of work shall not include:
• Management of on-site commissioning activities.
• Transport of completed LQ Module and Helideck substructure to integration yard and
offloading.
The load out of the completed LQ Module and Helideck substructure shall be done by
marine transport to the integration site at Bull Arm, NL, Canada, if Subcontractor’s
proposed final facility is another location. Subcontractor shall be responsible for the
loadout of the completed LQ Module and Helideck substructure onto a specified vessel or
barge including construction engineering and installation of appropriate seafastening and
grillage. Subcontractor shall take into consideration the method of loading out the LQ
Module and Helideck substructure when planning the construction of the module.
Therefore, in addition to being able to demonstrate interest and capability to complete the
scope of work for the LQ Module and Helideck substructure, it is critical to also
demonstrate:
• Quay load out capacity for the total weight of the module (and load out equipment).
• Quay dimensions suitable for berthing of the transportation vessel or barge.
• Quayside and channel to open water depth to allow the transportation vessel to
maintain at least 1.0m of freeboard and 1.0m below the keel at all times.
Schedule
WorleyParsons plans to issue an Invitation to Tender in 3rd quarter 2011 to qualified
subcontractors interested with a potential award to the successful bidder in 1 st quarter
2012. It is planned to start fabrication by 4 th quarter 2012.

Subcontractors interested in bidding on this requirement are required to complete and
submit by March 31, 2011 the following:
1. Subcontractor details as described below.
2. Subcontractor Experience Questionnaire (Attachment A)
EOI responses without this returned may be deemed incomplete and not subject to
evaluation.
Subcontractor Details
Subcontractors interested in performing the work shall provide details and evidence for the
following:
a) Safety:
• A record of the number of hours worked annually for the past five years,
together with the number of restricted work cases, lost time injuries and
fatalities experienced.
• Health, Safety and Security Management System
b) Quality Management System:
• Copy of certificate of registration to ISO-9001-2001 or equivalent. The ISO
9001:2000 certificate of registration must be accompanied with a list of
exemptions, if any, taken to ISO-9001-2000.
c) Financial:
• A current Dun & Bradstreet Business Information Report or equivalent for the
company.
• The subcontractor’s name and corporate structure including any proposed joint
venture partner (or equivalent arrangement), together with relevant contact
information.
