7 to 15 with a much-needed break from the<br />

chaos <strong>of</strong> homelessness during a 16-day<br />

summer sleep-away experience in Harriman<br />

State Park.<br />

<strong>The</strong> Bound for Success After-School<br />

Program provides scores <strong>of</strong> children with<br />

a safe, fun, <strong>and</strong> supportive environment<br />

that builds academic skills <strong>and</strong> supplements<br />

their formal education with social,<br />

emotional, <strong>and</strong> physical activities.<br />

Myth:<br />

<strong>Homeless</strong> people<br />

are lazy—they just<br />

don’t want to work.<br />

One month before eight-year-old Tyrone arrived at<br />

Camp Homeward Bound, he moved with his mother<br />

to a domestic violence shelter to escape his abusive<br />

father. Tyrone felt a heavy burden for such a little<br />

boy, <strong>of</strong>ten asking counselors for permission to call his<br />

mother from camp to make sure she was safe. At such a young age,<br />

he now believed that he was the man <strong>of</strong> the family <strong>and</strong> had to act<br />

as such instead <strong>of</strong> being occupied with the activities <strong>of</strong> camp.<br />

Coalition counselors worked with Tyrone <strong>and</strong> soon he was able to<br />

relax <strong>and</strong> just have fun. Tyrone loved swimming in the lake <strong>and</strong> was<br />

a star performer in the annual talent show. <strong>The</strong> Coalition was able to<br />

provide a safe place for Tyrone, a place where he could act like the<br />

child he is. Tyrone thrived academically, socially, <strong>and</strong> emotionally at<br />

Camp Homeward Bound. He returned to his mother with newfound<br />

confidence <strong>and</strong> a renewed sense <strong>of</strong> hope for the future.<br />

<strong>The</strong> Coalition continues to fight on behalf <strong>of</strong> more <strong>and</strong> more families<br />

with small children who are told by the City that they will have to fend<br />

for themselves on the streets.

Many adults in<br />

jobs yet still can’t<br />

shelters have<br />

afford housing.<br />

Three innovative programs help Coalition clients<br />

meet housing <strong>and</strong> employment challenges head on.<br />

First Step Job Training Program<br />

is an intensive 14-week job-training<br />

program that gives homeless <strong>and</strong> low-income<br />

women essential computer skills,<br />

basic business training, internships, mentoring,<br />

<strong>and</strong> job-placement assistance so that<br />

they can re-enter the workforce. Each year<br />

the program helps 120 women find full-time<br />

employment at a living wage with health<br />

benefits so that they can provide for themselves<br />

<strong>and</strong> their families.<br />

• <strong>The</strong> overwhelming majority <strong>of</strong> women in<br />

First Step have fled domestic violence in<br />

their recent past.<br />

• Graduates <strong>of</strong> First Step are six times more<br />

likely to secure employment than an average<br />

welfare recipient.<br />

Rental Assistance Program (RAP)<br />

provides rent subsidies to working families<br />

<strong>and</strong> individuals for up to two years <strong>and</strong> <strong>of</strong>fers<br />

counseling <strong>and</strong> budgeting assistance.<br />

• 85 percent <strong>of</strong> RAP graduates successfully<br />

achieve financial independence.<br />

• It costs $36,000 per year to house a family<br />

in a homeless shelter but only $7,700 per<br />

year to provide rental assistance, enabling<br />

them to live in their own home, saving <strong>New</strong><br />

York City millions <strong>of</strong> dollars.<br />

Eviction Prevention Program<br />

keeps families in their apartments<br />

by providing one-time emergency<br />

grants for rental arrears.<strong>The</strong> majority<br />

<strong>of</strong> clients are working families who have<br />

experienced unforeseen emergencies<br />

such as medical costs or loss <strong>of</strong> a job.<br />

Given the exorbitant cost <strong>of</strong> sheltering<br />

a family, Eviction Prevention is one <strong>of</strong><br />

the most cost-effective methods<br />

available for alleviating <strong>New</strong> York City’s<br />

homelessness crisis.<br />

• Since 9/11, we have seen a dramatic<br />

increase in the number <strong>of</strong> people who are<br />

on the brink <strong>of</strong> homelessness because they<br />

are behind in paying their rent.<br />

• <strong>The</strong> Coalition rescued more than 400<br />

families from eviction this year alone by<br />

helping them pay their back rent with a<br />

one-time emergency grant.<br />

• Every dollar the Coalition provides for<br />

Eviction Prevention leverages up to five<br />

dollars—more than $1.5 million per year<br />

in total—in matching contributions from<br />

public <strong>and</strong> private sources.<br />

Myth:<br />

<strong>Homeless</strong>ness<br />

has declined<br />

dramatically in<br />

recent years.<br />

Maria is a recovering crack addict. It now seems like<br />

a lifetime ago, but she used to sleep in a cardboard<br />

box on the street in front <strong>of</strong> Macy’s in Midtown.<br />

Maria knew she had hit rock bottom the day she sold<br />

her 8-year-old daughter’s Barbie dolls to pay for her<br />

drug habit. It was then that Maria turned to the Coalition for help. Our<br />

case manager referred her to a rehabilitation program, <strong>and</strong> once she got<br />

sober, she enrolled in the Coalition’s First Step Job Training Program.<br />

Maria excelled in the class, learning how to use Micros<strong>of</strong>t Word, Excel,<br />

<strong>and</strong> the Internet. She also received support from her fellow classmates<br />

who could relate to her struggle <strong>of</strong> living on the streets. Maria’s<br />

self-confidence grew through consistent mentoring from her job coach,<br />

<strong>and</strong> before long, she had on-the-job experience from her internship.<br />

“First Step changed my life,” she says. For three years Maria has been<br />

successfully employed <strong>and</strong> has created a comfortable <strong>and</strong> safe home<br />

for her daughter on Staten Isl<strong>and</strong>.<br />

<strong>The</strong> City’s rental assistance program—Housing Stability Plus—does not allow<br />

formerly homeless men <strong>and</strong> women to work, despite a sharp decrease in the<br />

stipend every year. <strong>The</strong> Coalition successfully advocated for the Bloomberg<br />

Administration to reform the program, so homeless people are encouraged to<br />

work <strong>and</strong> be assured <strong>of</strong> a ro<strong>of</strong> over their heads.


<strong>Reality</strong>:<br />

<strong>The</strong> <strong>New</strong> York City<br />

has increased by 65 percent<br />

night in 1998 to 35,200 in<br />

<strong>The</strong>se numbers are alarming! <strong>The</strong> Coalition’s frontline<br />

services rescue homeless <strong>New</strong> <strong>Yorkers</strong> every day.<br />

Crisis Intervention Program,<br />

among the Coalition’s most important<br />

services, is <strong>of</strong>ten the first step to getting<br />

families <strong>of</strong>f the streets <strong>and</strong> on their way<br />

to safer, more productive lives by providing<br />

emergency assistance for such necessities<br />

as shelter advocacy, food, baby formula,<br />

medication, <strong>and</strong> work uniforms.<br />

• <strong>The</strong> Coalition helped more than 12,000<br />

people in the last year with grants for<br />

essentials such as diapers, work boots,<br />

subway fare, <strong>and</strong> clothing.<br />

Gr<strong>and</strong> Central Food Program (GCFP)<br />

is a lifeline for hundreds <strong>of</strong> homeless individuals<br />

<strong>and</strong> families who live rough on city<br />

streets by delivering food, clothing, blankets,<br />

<strong>and</strong> personal-hygiene items at 31 sites 365<br />

days a year.<br />

• In the past year alone the<br />

Gr<strong>and</strong> Central Food Program h<strong>and</strong>ed out<br />

over 1,000 emergency meals every<br />

night – that’s over 300,000 meals annually!<br />

• GCFP’s mobile outreach workers build<br />

relationships with street-bound homeless<br />

people <strong>and</strong> encourage them to take<br />

advantage <strong>of</strong> other Coalition programs.<br />

This is the first critical step to leaving life<br />

on the streets behind.<br />

Myth:<br />

<strong>Homeless</strong> people<br />

have been around<br />

forever. Nothing<br />

Twenty-year-old Sarah applied for emergency shelter,<br />

cradling Shaun, her two-year-old son, in her arms. In a<br />

state <strong>of</strong> panic, she was trying to escape Shaun’s father, who<br />

had physically abused <strong>and</strong> threatened to kill her repeatedly.<br />

Obviously, living with him was out <strong>of</strong> the question. Sarah’s<br />

sister allowed her to stay with her for a few nights, but then asked her<br />

to leave because Shaun’s father started threatening her own children.<br />

really works.<br />

Shockingly, when Sarah applied for emergency shelter at a city <strong>of</strong>fice,<br />

her application was denied. She begged a friend to take them in, but<br />

after two days with nine people crowded into a two-bedroom apartment,<br />

mother <strong>and</strong> child were out on their own again. Sarah returned to the<br />

shelter <strong>of</strong>fice begging for help—very clearly repeating to workers that<br />

she had nowhere to stay <strong>and</strong> feared for her life.<br />

Once again she was told to leave. But fortunately, a Coalition staff<br />

member <strong>and</strong> Legal Aid Society lawyer were st<strong>and</strong>ing nearby on that<br />

rainy evening. We took Sarah <strong>and</strong> Shaun to a motel to keep them safe<br />

while we drafted court papers to allow them into the shelter system.<br />

Our efforts worked, <strong>and</strong> Sarah <strong>and</strong> Shaun found shelter.<br />

<strong>The</strong> Coalition’s l<strong>and</strong>mark case, Callahan v. Carey, preserves the right to shelter<br />

in <strong>New</strong> York City for thous<strong>and</strong>s <strong>of</strong> homeless people. Our advocacy department<br />

protects this right <strong>and</strong> prevents vulnerable men, women, <strong>and</strong> children<br />

from unfair shelter denials <strong>and</strong> evictions.


Housing in a variety<br />

<strong>of</strong> forms is the key—<br />

including affordable<br />

housing for families<br />

<strong>and</strong> individuals, <strong>and</strong><br />

housing with support<br />

services for those with<br />

mental illness.<br />

<strong>The</strong> Coalition takes<br />

comprehensive, dynamic<br />

steps to end the crisis <strong>of</strong><br />

homelessness. From our<br />

direct service programs<br />

that help more than<br />

3,500 people a day to<br />

advocacy, research, <strong>and</strong><br />

legislation, it’s no wonder<br />

that the Coalition<br />

is the “go-to” organization<br />

for lawmakers,<br />

news media, <strong>and</strong> <strong>New</strong><br />

<strong>Yorkers</strong> at large.<br />

<strong>Reality</strong>:<br />

<strong>The</strong>re are solutions.<br />

<strong>The</strong> Coalition works to end<br />

homelessness every day.<br />

From food <strong>and</strong> clothing to job training <strong>and</strong> permanent<br />

housing, the Coalition meets each client’s unique needs.<br />

Coalition Houses provide private,<br />

permanent apartments <strong>and</strong> support to<br />

homeless individuals, many with mental<br />

<strong>and</strong> physical disabilities, in three buildings<br />

on the Upper West Side <strong>of</strong> Manhattan.<br />

Bridge Building <strong>of</strong>fers formerly<br />

homeless women the secure, affordable<br />

housing, support, <strong>and</strong> job placement<br />

assistance that allows them to be reunited<br />

with their children who have been placed<br />

in foster care.<br />

Scattered Site Housing Program<br />

provides permanent homes <strong>and</strong> a vast<br />

array <strong>of</strong> services for families <strong>and</strong> individuals<br />

who face the twin crises <strong>of</strong><br />

homelessness <strong>and</strong> AIDS. Living in a<br />

communal shelter environment is deadly<br />

for those whose immune systems are<br />

compromised because <strong>of</strong> AIDS.<br />

Scattered Site literally saves lives.<br />

Myth:<br />

<strong>Homeless</strong>ness seems<br />

so complicated.<br />

I can’t make<br />

Before joining the Coalition Houses community, for nearly<br />

a decade, Jeff lived <strong>and</strong> slept in parks, church steps,<br />

sidewalks, storefronts, <strong>and</strong> waterfronts. He received meals<br />

from different church groups <strong>and</strong> from the Coalition’s<br />

mobile soup kitchen. Only three months have passed since<br />

Jeff moved into Coalition Houses, but already his life has been completely<br />

transformed. “People who live here have a sense <strong>of</strong> caring for<br />

each other,” he explains. “We’ve all been on the streets <strong>and</strong> had a hard<br />

time, <strong>and</strong> we don’t want to end up there again.”<br />

a difference.<br />

For years Jeff participated in the Coalition’s advocacy rallies <strong>and</strong><br />

came into our <strong>of</strong>fices when he needed extra assistance with food <strong>and</strong><br />

clothing. He admits, however, that he never realized the Coalition<br />

could help him get <strong>of</strong>f the streets. “When I met the Coalition,” he says,<br />

“I knew they were fighters, but I thought housing would be too complicated.<br />

I knew they could help with food, but I didn’t know they’d be<br />

able to do this.”<br />

After so many years <strong>of</strong> living on the streets, Jeff now has a place that<br />

he can call his own. “Since I have a place to live now, I can splurge a<br />

little. I can go to the dinners at churches <strong>and</strong> high schools without all<br />

the excess baggage. When I meet people there, <strong>and</strong> they ask where I<br />

live, I can tell them. I’m on a new journey now,” he continues. “I’ve<br />

got a bed <strong>and</strong> a phone, <strong>and</strong> I know these fantastic people. I can’t wait<br />

to show people the new me.”<br />

<strong>The</strong> Coalition effectively advocates for more affordable <strong>and</strong> supportive<br />

housing apartments in <strong>New</strong> York City. We spearheaded campaigns to secure<br />

well over $1 billion in state <strong>and</strong> city funds to house homeless <strong>New</strong> <strong>Yorkers</strong>.

Close to a million people have been kept <strong>of</strong>f the streets<br />

<strong>of</strong> <strong>New</strong> York, thanks to the Coalition for the <strong>Homeless</strong>.<br />

Over the past 25 years, the Coalition has become a<br />

national leader in innovative strategies to end homelessness<br />

while helping those who become homeless get a<br />

ro<strong>of</strong> over their heads <strong>and</strong> the skills needed for economic<br />

self-sufficiency.<br />

We started out small - a staff <strong>of</strong> three - but the early<br />

impact <strong>of</strong> the Coalition was enormous. We established<br />

the “Right to Shelter” in <strong>New</strong> York City - first for single<br />

men, <strong>and</strong> subsequently for women <strong>and</strong> families.<br />

Because <strong>of</strong> this groundbreaking advocacy, a quarter<br />

century later, hundreds <strong>of</strong> thous<strong>and</strong>s <strong>of</strong> people have<br />

been provided life-saving, emergency shelter.<br />

<strong>The</strong> Coalition built on these early victories to press all<br />

levels <strong>of</strong> government to invest in cost-efficient, housingbased<br />

alternatives for homeless <strong>New</strong> <strong>Yorkers</strong>. We safeguard<br />

the civil rights <strong>of</strong> our poorest neighbors <strong>and</strong> work<br />

effectively <strong>and</strong> creatively to ensure everyone is afforded<br />

the dignity <strong>and</strong> stability <strong>of</strong> a home.<br />

As you’ve seen in this report, we’ve also developed many direct service programs - from<br />

crisis services to job training; from children’s programs to permanent housing. Thanks to your<br />

support, each day we are able to help over 3,500 people!<br />

Because <strong>of</strong> this frontline work, we underst<strong>and</strong> what homeless life looks like, what it feels like.<br />

<strong>The</strong> endless noise <strong>and</strong> loss <strong>of</strong> privacy in a shelter. <strong>The</strong> grind <strong>of</strong> daily visits to soup kitchens<br />

<strong>and</strong> welfare <strong>of</strong>fices. <strong>The</strong> dirty clothes. <strong>The</strong> need for a bath. <strong>The</strong> fear, anger <strong>and</strong> humiliation.<br />

<strong>The</strong> power homelessness holds once it takes over a life is undeniable. But we also see the<br />

power restored to the thous<strong>and</strong>s <strong>of</strong> people we serve each year when they are able to take<br />

back their lives.<br />

This is a critical time for the Coalition - <strong>and</strong> <strong>New</strong> York as a whole. Our most recent report<br />

stunned the city: <strong>New</strong> York City has reached a new record for the number <strong>of</strong> homeless<br />

families living in our shelters. In the past year alone, the number <strong>of</strong> homeless people in<br />

shelters has increased over 11 percent <strong>and</strong> the number <strong>of</strong> children has increased by 18<br />

percent, to over 14,000.<br />

Many myths persist about our homeless neighbors <strong>and</strong> what is needed to give each <strong>of</strong> them<br />

a way home. We hope you will share this report with your friends, family <strong>and</strong> colleagues, as a<br />

way <strong>of</strong> raising awareness on the causes <strong>of</strong> <strong>and</strong> solutions to modern-mass homelessness. <strong>The</strong><br />

purchased its new headquarters<br />

It’s easy to turn a blind eye to<br />

our homeless neighbors. Ignorance,<br />

fear, apathy, <strong>and</strong> misinformation<br />

perpetuate the myths we walk<br />

around with every day—“<strong>The</strong>y’re<br />

responsible for their own fate;”<br />

“<strong>The</strong>y don’t want to work;” “<strong>The</strong>y’re<br />

all criminals.” <strong>The</strong>se ideas allow<br />

us to pretend the epidemic <strong>of</strong><br />

homelessness only happens to<br />

people who give in to their vices<br />

or simply give up. But now that<br />
