to make a positive contribution to the fight against racism, discrimination, xenophobia and intolerance. They<br />

must combat intolerance and ensure open public debate about matters of public concern. As far as public<br />

service broadcasting is concerned, they have a legal obligation to play this role.<br />

Media organizations could design and deliver media training programs that promote a better <strong>und</strong>erstanding<br />

of issues related to racism and discrimination and foster a sense of the moral and social obligations of the<br />

media to promote tolerance. Likewise, media employers could take measures to ensure that their workforce is<br />

diverse and reasonably representative of society as a whole. Ensuring that effective ethical and self-regulatory<br />

codes of conduct prohibit the use of racist terms and prejudicial or derogatory stereotypes, as well as unnecessary<br />

references to race, religion and related attributes, would help work against intolerance. If media<br />

outlets reported factually and sensitively on acts of racism and discrimination, while ensuring that they are<br />

brought to the public’s attention; if they ensured that reporting on specific communities promoted a better<br />

<strong>und</strong>erstanding of difference while reflecting the perspectives of those communities; these actions would give<br />

members of those communities a chance to be heard. These courses of action by the media would make great<br />

contributions to the fight against intolerance. 20<br />
