Youth Awards<br />
2013<br />
<strong>The</strong> second <strong>Balsall</strong> Heath<br />
Dynamic Youth Awards were<br />
held at <strong>Balsall</strong> Heath Church<br />
Centre recently and saw a record<br />
number of residents celebrating<br />
the achievements of young people<br />
over the last twelve months.<br />
Among the apologies from special<br />
guests unable to attend was<br />
former local resident and now<br />
Deputy Lord Mayor of Plymouth,<br />
Councillor Chaz Singh and Prime<br />
Minister David Cameron who<br />
stated, ‘It is hugely important that<br />
we celebrate the good deeds of the<br />
community’s young people and<br />
create greater confidence amongst<br />
young people so their confidence<br />
and achievements are recognised’.<br />
<strong>The</strong> young people were<br />
nominated by the community<br />
and judged by Peter Cole (Editor<br />
<strong>Balsall</strong> <strong>Heathan</strong> <strong>Community</strong><br />
Newspaper), Councillor Habib<br />
Rehman and Georgina Johnston<br />
and Vanessa Purwel of the West<br />
Midlands Police.<br />

the event said “<strong>The</strong>y say each<br />
child needs the care of a whole<br />
community, not just its parents, to<br />
grow into youthful maturity” That<br />
saying was put into real practice as<br />
the whole community celebrated<br />
and applauded its young people.<br />
Part of the evening was dedicated<br />
to acknowledging the hard<br />
work of community champion<br />
Mr Javed Iqbal who recently<br />
lost his battle against aplastic<br />
anaemia. His efforts to challenge<br />
vice on the streets over 20 years<br />
ago and which helped change<br />
<strong>Balsall</strong> Heath for the better were<br />
celebrated through a posthumous<br />
award presented to his family by<br />
Birmingham Mail communities’<br />
Crime is down in <strong>Balsall</strong> Heath<br />
People living and working in East Birmingham are safer now than<br />
at any time in recent history as latest crime figures show another<br />
record fall in offending rates.<br />
In <strong>Balsall</strong> Heath total crime tumbled by 9.5 per cent from April<br />
2012 to March 2013 compared to the previous 12-month period -<br />
with significant reductions in business crime, burglary and robbery<br />
- and means victim numbers are at an all-time low.<br />
Officers have been working hard to prevent prolific offenders from<br />

Birmingham East residents may have noticed some new artwork<br />
that has sprung up around areas such as <strong>Balsall</strong> Heath.<br />
This is part of Project<br />
Captivate - a new initiative<br />
being carried out across<br />
a number of locations by<br />
police and their partners in<br />
an innovative bid to improve<br />
the area.<br />
<strong>The</strong> campaign does not just<br />
look at tackling crime but also<br />
other factors which affect the<br />
day to day lives of residents in the area, including the environment<br />
they live in and the general well-being of its residents.<br />
Project Captivate is a long term plan for the area which sees police<br />
working with partners including Birmingham City Council, NHS<br />
and local charities to make a real difference to the lives of the<br />
people living and working there over the next few years.<br />
Residents will soon be seeing the distinctive posters, mobile<br />
advertising boards and leaflets the force are using to promote<br />
the initiative in and around key areas in the Birmingham East local<br />
policing unit.<br />

DOWNTIME<br />
at ORT<br />
An art exhibition and socially<br />
engaging project by artist,<br />
lecturer and writer, Paul<br />
O’Kane called ‘Downtime’<br />
will run from 15th May to<br />
19th June at the Ort Gallery.<br />
Featuring the work of local<br />
artists, ‘Downtime’ refers to<br />
the precious and special kind<br />
of time that is experienced<br />
unexpectedly. <strong>The</strong>re is also a<br />
film screening on the 29th May<br />
at 6pm called ‘Yes, it is L’Argent’<br />
(1983) by Robert Bresson.<br />

offenders have been issued with anti-social behaviour orders<br />
preventing them from entering parts of <strong>Balsall</strong> Heath where they<br />
commit crime.<br />
Inspector Rachel Crump said: “We are reducing crime with the<br />
help of the local community and partners. We are also focusing<br />
on offender management, targeting those offenders who regularly<br />
commit crime in the area.<br />
“We will continue to work with residents and partners to make a<br />
difference where it really matters, our communities.”<br />
<strong>The</strong> artwork which was funded by Birmingham <strong>Community</strong> Safety<br />
Partnership, features the strapline ‘Your streets, our priority’ and<br />
urges people to visit the local Birmingham East policing website<br />
for more information and to get involved with what’s going on in<br />
their community.<br />
Chief Inspector Helen Kirkman who is in charge of the initiative<br />
in Birmingham East said: “This is a real opportunity for us to work<br />
with residents and our partners to really make a difference to the<br />
areas that we have recognised need some extra support.<br />
“So far, there has been a real diverse range of activity carried<br />
out in areas such as <strong>Balsall</strong> Heath and Sparkbrook ranging from<br />
community clean up operations to officers working with children<br />
in schools. This initiative is truly led by the community to the point<br />
that they even decided on the Project Captivate name.<br />
“We can only succeed and get the best results possible if we work<br />
together and we hope that that continues and grows.<br />

volunteering your services at a community clean up or just sharing<br />

Point Café<br />
Where do you go when you need some help and advice, or simply<br />
just the chance to talk something through with someone else?<br />
<strong>The</strong> Help Point Café is open every Thursday morning 10am –<br />
12noon in <strong>Balsall</strong> Heath Church Centre, on the corner of Mary<br />
<strong>St</strong> and Edward Rd.<br />
It is staffed by workers from local housing associations, the<br />
City Council, <strong>Balsall</strong> Heath Forum and, from time to time, by<br />
members of the neighbourhood policing team and others.<br />

A GOOD READ<br />
Maggot Moon by Sally Gardner<br />
<strong>St</strong>andish Treadwell (hero) lives in “<strong>The</strong> Motherland”, a repressive<br />
regime obsessed with being the first nation to reach the moon.<br />
<strong>St</strong>andish lives with his grandfather (also hero) in Zone 7. Food<br />
and basic necessities are in short supply, people mysteriously<br />
disappear. Life is most definitely not jolly. <strong>St</strong>andish also gets<br />
singled out due to his severe dyslexia and is often bullied at<br />
school.<br />
<strong>The</strong> story unfolds through <strong>St</strong>andish’s friendship with Hector,<br />
his attempts to get back at the ‘system’ and his part in the<br />
moon mission. It is written in a style which reflects events and<br />
characters from history.<br />
Hope all that does not sound too<br />
austere or dull. This is a towering tale<br />
of friendship, courage, rebellion and<br />
more. It could well be a Carnegie<br />
winner this year. Please, please read it.<br />

If you look round <strong>Balsall</strong> Heath there is an increasing number<br />
of excellent colourful front gardens, hanging baskets and other<br />
features, which really brighten up the area. Also from the number<br />
of people who visit the Tree nursery we know more and more<br />
people are growing their own vegetables. This year we are reintroducing<br />
the neighbourhood gardening competition, in the<br />
following categories;<br />

Best hanging basket<br />
Best homegrown vegetable<br />
If you would like to enter, it is free and everybody<br />
will get a prize!!! Please fill in an application form available<br />

Bee Garden<br />
Opens<br />

Bees do a vital job in pollinating<br />
flowers and fruits, but they have<br />
been declining in numbers across<br />
the country. In future they will<br />
have a re-fuelling point in <strong>Balsall</strong> Heath’s own Bee Garden. This<br />
opened on 18th May and has been planned to provide flowers all<br />
through the year, to feed the bees and butterflies.<br />
<strong>The</strong> location is Longmore <strong>St</strong>reet, close to Percy Shurmer Academy,<br />
where walkers and cyclists will enjoy it. Birmingham Friends of<br />
the Earth has provided the funds, from a benefit event that they<br />
held. <strong>The</strong> bee-friendly plants were put in by <strong>Balsall</strong> Heath Forum’s<br />
Green Team, to enhance a Jubilee Garden that they created<br />
in 2012, marking Queen Elizabeth’s 60 years as Queen. This is<br />
part of making the River Rea valley into a more effective wildlife<br />
corridor, from Cannon Hill Park into the city centre. <strong>The</strong> opening<br />
was accompanied by a Bee Walk, so that residents could see what<br />
else can be done to increase flowers, bees and wildlife generally.<br />
<strong>The</strong> Opening included an invitation to our area’s MP Roger<br />
Godsiff, who has been supporting the Bee Cause in Parliament.<br />
Friends of the Earth are campaigning for an end to the use of<br />
certain pesticides that may be linked to the death of bees. <strong>The</strong>y are<br />
encouraging everyone to avoid using these chemicals and instead<br />
to plant bee-friendly flowers in their gardens. Information about<br />

<strong>Balsall</strong> Heath Forum Focus<br />
A Cleanascene for <strong>Balsall</strong> Heath<br />
Despite all the good news, there is still far to much litter and<br />
rubbish in public places in <strong>Balsall</strong> Heath. Cristina, a resident of<br />
Homer <strong>St</strong>reet is leading a magnificent 3 pronged litter pick on<br />
Sunday 7th July. It will end with a major celebration in Mandela<br />
Park. Cristina says: “I’m challenging every resident and every street<br />
to play their part.”<br />
Going for Gold<br />
This year’s Carnival is special. It’s theme is ‘butterflies, bees, bugs<br />
and blooms’. Youngsters (and adults) are invited to dress up as<br />
one or the other. But, also, for the first time, the Britain in Bloom<br />
judges will attend and judge <strong>Balsall</strong> Heath’s entry in the middle of<br />
the carnival and be surrounded by all those bees and butterflies.<br />
Plus, the very next day is Cristina’s Cleanascene. <strong>St</strong>arting by<br />
Calthorpe, Cannon Hill and <strong>Balsall</strong> Heath Road parks, 3 columns<br />
of litter pickers will wend their way to Mandela Park by Nelson<br />
Mandela School. <strong>The</strong>re they will hold a celebration of the<br />
Cleanscene and challenge every resident and every road in the area<br />
to care for their appearance and qualify for a ‘Clean <strong>St</strong>reet’ badge.<br />
Will this tip the balance, not just in the cleaning and greening<br />
of <strong>Balsall</strong> Heath, but in the judges minds? Is this the year when<br />
<strong>Balsall</strong> Heath will ‘Go for and get Gold’? Watch this space. Let’s<br />
all get behind Cristina and create a Cleanscene in every street in<br />
<strong>Balsall</strong> Heath.<br />

Bleak to Beautiful<br />
<strong>The</strong> photographs shown were taken in April of this year.<br />
<strong>The</strong>y are of public places which were once untidy, uncared<br />
for and bleak. <strong>The</strong> Forum’s elected executive asked their<br />
Green Team to transform them, make them look owned,<br />
cared-for and welcoming. Individually they are good.<br />
Collectively they make a big impact.<br />
Three key<br />

90 do so. In part,<br />
this is due to the<br />
example set and the<br />
creation of the feeling that: “If others will bother, so should<br />
I.”<br />
Please also note that a few of the flowers and trees were<br />
damaged in the first 2 years of the project. Now, none are.<br />
<strong>The</strong>y are universally respected and enjoyed. This gives rise<br />
to the second question.<br />
neighbourhood now looks and feels better. So, what money<br />
does this ‘caring look’ both save and raise. We must calculate:<br />
• <strong>The</strong> number of crimes prevented and the cost of them<br />
which is saved.<br />
• <strong>The</strong> effect on improving health and well-being and the<br />
costs saved by the NHS.<br />
• <strong>The</strong> rise in house prices and, thus, the value to Registered<br />
Social Landlord’s, the Council and Private individuals.<br />
q <strong>The</strong>n, we must ask: Isn’t it worth the while of the<br />
police, justice system, RSL’s etc, etc to invest in the Forum’s<br />
cleaning and greening work? For it both saves them money<br />
and makes their work and lives much easier. Not only is<br />
greening fun and attractive, it’s also very cost effective. A<br />
Cost Benefit Analysis showed that for every £1k spent on<br />
the Forum, at least £7 were saved. That is, for every £25k<br />
invested, £175k plus is saved.<br />
3 Finally, if beautifying the area is both good and cost<br />
effective for <strong>Balsall</strong> Heath, can it be replicated in other<br />
neighbourhoods? A lot of other neighbourhoods and<br />
Central Government are very keen to know the answer. <strong>The</strong><br />
Forum is particularly keen to help partners to replicate its<br />
success and to put them and it at the head of a cleaning,<br />
greening, beautification programme. So, can RON (Respect<br />
our Neighbourhood) show others how to make that respect<br />
work in their neighbourhood? Let’s put <strong>Balsall</strong> Heath at the<br />
head of the national map and spread the sectors of successful<br />
renewal in many areas.

<strong>The</strong> last 60 years of Life inspired by objects<br />
“Even to this day my mum will not change a<br />
lightbulb because of the electricity. She won’t<br />
even plug a new appliance in… When I<br />
was at home it would be, “<strong>The</strong> lightbulb’s<br />
gone!” One time we got back and she<br />
was sat in the dark” because she wouldn’t<br />
change it.”<br />

Can we trust Warwickshire County Cricket Club and, more<br />
especially, can we trust Birmingham City Council to protect the<br />
interests of residents who live within the proximity of the club?<br />
Many residents will have received in early January, a<br />
communication from Birmingham City Council’s Planning<br />
and Regeneration Department, relating to an application<br />
by Warwickshire County Cricket Club for a variation in the<br />
planning consent which in summary was ‘…to allow<br />
daytime use of the floodlights on more than 15 occasions per<br />
year, with evening floodlights restricted to no more than the<br />
existing 15 occasions per year’.<br />

However what most residents will not be aware of is that an<br />
agreement has been reached between WCCC and BCC that<br />
daytime is defined as ending at sunset according to MET office<br />
timings. <strong>The</strong> consequence of this is that WCCC are now at
liberty to continue daytime games and use floodlights until<br />
8pm on 133 occasions during the year and up to 9.30pm on 60<br />
occasions. Rather more than the fifteen occasions indicated in<br />
the letter to residents.<br />
Birmingham City Council’s rather cynical justification of their<br />
actions is to point out that this information was available on<br />
line and in local libraries - buried deep in a planning officer’s<br />
report- and that there have been few complaints anyway to<br />
recent planning applications.<br />
Can we trust WCCC and Birmingham City Council? <strong>The</strong><br />
answer seems clear.<br />

<strong>The</strong> Dynamic Youth Awards evening was special. So many<br />
exceptional young people to thank for so many good deeds.<br />
Thanks for introducing us to them. <strong>The</strong> future of <strong>Balsall</strong> Heath<br />
is truly in good hands.<br />

Dear Editor,<br />
I have been contemplating for a while moving house, which<br />
possibly could mean a change of area which I haven’t quite been<br />
able to make a decision about. Last Wednesday afternoon my<br />
daughter went to play just outside the front of the house in<br />
Runcorn Road with a group of friends, and after that she went<br />
missing. I felt totally helpless and eventually called the police.<br />
My daughter was however just playing in a neighbour’s house<br />
and hadn’t asked permission to go there, I was so happy she was<br />
safe and sound.<br />
I just wanted to say a big thank you to all the neighbours and<br />
passers-by who went looking for my daughter and strangers who<br />
wanted to help. I can’t tell you how much that meant to me.<br />
Also a thank you to the police, who were really surprised by the<br />
amount of people out looking.<br />
Many times in life you can be swayed by the promise of<br />
something better. What last week showed me was that good<br />
neighbours are hard to find, and when you find them why leave?<br />
Good neighbours are reason to stay and not move.<br />
Why leave to search for something you may already have on<br />
your doorstep.<br />
