) Domestic Policy <strong>Process</strong>es ACTOR-PROCESS-EVENT SCHEME - APES <strong>The</strong> domestic cases show a completely different picture regarding the participation of societal actors. Both the revision of the Swiss unemployment insurance law and the total revision of the Swiss asylum law reveal a great involvement of societal actors (“Zivilgesellschaftliche Ebene” and “Gesellschaftliche Ebene”) during the policy process (see tables 3.5 and 3.6). Of course also state actors – most of all the federal administration – do clearly play an important role in both cases. But the dominant position of the societal associations during the policy process is nonetheless obvious.
