The primary purpose of the position is to advocate for and communicate about the HIV, TB and malaria
M&E system and the data that it generates with all stakeholders at all levels; to produce reports; and to
disseminate them widely

a) PLANNING
• Plans all routine data activities on an annual basis
• Provides inputs into RM&E’s annual work plan and the Integrated Action Plan
• Provide inputs into the M&E system revision process
• Supports regional councils to develop M&E action plans
• Supports sectoral umbrella organizations to develop M&E action plans
b) COMMUNICATIONS AND ADVOCACY
• Coordinate the development of a national HIV, TB and malaria M&E communications and advocacy
plan
• Coordinate the implementation of activities included in the national HIV, TB and malaria M&E
communications and advocacy plan
• Plan for data dissemination every year
• Develop the UNGASS report, have it approved and coordinate dissemination
• Develop the Annual HIV, TB and malaria M&E report for 2007, 2008 and 2009; have them approved;
and coordinate their dissemination
• Develop the Quarterly HIV, TB and malaria bulletin; have them approved; and coordinate their
dissemination
• Advocate for data use in all opportunities
c) PARTNERSHIPS
• Identifies, build and maintain professional relationships with all regional M&E officers and all umbrella
organisation M&E officers
• Communicate with officers on a regular basis, and provide them with relevant information from time
to time
• Provide MRLGHRD HIV unit with relevant information from time to time
• Participates in other HIV, TB and malaria M&E-related forums to represent RM&E
d) GENERAL
• Carries out any lawful and reasonable instruction as instructed by reporting line.

QUALIFICATIONS • Post-graduate degree majoring in Public Health or related field
EXPERIENCE, SKILLS AND
KNOWLEDGE
• At least 5 years experience in Program Management (insight into HIV/AIDS programme
management)
• At least 2 years technical experience in the field of HIV/AIDS and/or monitoring and evaluation
• Data analysis and report writing skills
• Project management skills
• Experience in middle level management, supervising staff
• Experience in conducting qualitative and quantitative surveys
• Computer literacy with working knowledge of Microsoft Office (Excel), MIS, HIS, GIS and D-Base
