Deputy Director: RM&E<br />

The primary purpose of the position is to advocate for and communicate about the <strong>HIV</strong>, TB and malaria<br />

M&E system and the data that it generates with all stakeholders at all levels; to produce reports; and to<br />

disseminate them widely<br />

a) PLANNING<br />

• Plans all routine data activities on an annual basis<br />

• Provides inputs into RM&E’s annual work plan and the Integrated Action Plan<br />

• Provide inputs into the M&E system revision process<br />

• Supports regional councils to develop M&E action plans<br />

• Supports sectoral umbrella organizations to develop M&E action plans<br />

b) COMMUNICATIONS AND ADVOCACY<br />

• Coordinate the development of a national <strong>HIV</strong>, TB and malaria M&E communications and advocacy<br />

plan<br />

• Coordinate the implementation of activities included in the national <strong>HIV</strong>, TB and malaria M&E<br />

communications and advocacy plan<br />

• Plan for data dissemination every year<br />

• Develop the UNGASS report, have it approved and coordinate dissemination<br />

• Develop the Annual <strong>HIV</strong>, TB and malaria M&E report for 2007, 2008 and 2009; have them approved;<br />

and coordinate their dissemination<br />

• Develop the Quarterly <strong>HIV</strong>, TB and malaria bulletin; have them approved; and coordinate their<br />

dissemination<br />

• Advocate for data use in all opportunities<br />

c) PARTNERSHIPS<br />

• Identifies, build and maintain professional relationships with all regional M&E officers and all umbrella<br />

organisation M&E officers<br />

• Communicate with officers on a regular basis, and provide them with relevant information from time<br />

to time<br />

• Provide MRLGHRD <strong>HIV</strong> unit with relevant information from time to time<br />

• Participates in other <strong>HIV</strong>, TB and malaria M&E-related forums to represent RM&E<br />

d) GENERAL<br />

• Carries out any lawful and reasonable instruction as instructed by reporting line.


QUALIFICATIONS • Post-graduate degree majoring in Public Health or related field<br />

EXPERIENCE, SKILLS AND<br />

KNOWLEDGE<br />

• At least 5 years experience in Program Management (insight into <strong>HIV</strong>/AIDS programme<br />

management)<br />

• At least 2 years technical experience in the field of <strong>HIV</strong>/AIDS and/or monitoring and evaluation<br />

• Data analysis and report writing skills<br />

• Project management skills<br />

• Experience in middle level management, supervising staff<br />

• Experience in conducting qualitative and quantitative surveys<br />

• Computer literacy with working knowledge of Microsoft Office (Excel), MIS, HIS, GIS and D-Base
