<strong>2011</strong> ESTIMATED WATER USE REPORT<br />

In the NTB WUCA, 76% (116.1 mgd, Table B‐4) of<br />

the 152.6 mgd of groundwater permitted (Table<br />

C‐4) for public supply were used. Of the 187.2<br />

mgd of surface water permitted for public supply<br />

in the NTB WUCA (Table C‐4), only 49% (90.8<br />

mgd) of it was used (Table B‐4).<br />

In the Dover/Plant City WUCA, 72% (38 mgd,<br />

Table B‐5) of the groundwater quantities<br />

permitted for public supply (53 mgd, Table C‐5)<br />

and 20% (.001 mgd, Table B‐5) of the surface<br />

water quantities permitted for public supply (.005<br />

mgd, Table C‐5)use were actually used.<br />

UNIFORM PER CAPITA RATE<br />

Appendix D gives the uniform per capita rate for<br />

the utilities within the District. In response to<br />

concerns that <strong>Florida</strong>’s five water management<br />

districts were using different methods to calculate<br />

public supply water use and per capita rates, the<br />

FDEP developed a uniform statewide convention<br />

for the calculation of public supply per capita<br />

water use in 2009. The document, entitled<br />

“Guidance on Per Capita <strong>Water</strong> <strong>Use</strong>: Uniform<br />

Definition and Performance Measures,” March 3,<br />

2009, was developed by staff members from each<br />

water management district and staff from the<br />

FDEP. The District, using the methods prescribed<br />

in the guidance document, began reporting this<br />

information to the FDEP in 2007, beginning with<br />

the 2006 calendar year. This uniform per capita<br />

data is only used for comparison purposes by the<br />

FDEP and are not used as data sources for<br />

planning or calculating demand projections.<br />

The uniform per capita rate is calculated as<br />

follows:<br />

Population Served” is equal to Housing<br />

Units Served by the Utility times the<br />

Average Persons Per Household within the<br />

Utility<br />

Appendix D also provides a ten‐year history of<br />

pumpage for the larger WUPs. A graph of the<br />

2002 through <strong>2011</strong> public supply pumpage<br />

shows, via the linear trend line, that public supply<br />

water use has remained flat.<br />

Appendix E shows the per capita values used in<br />

the <strong>2011</strong> FDEP Uniform Per Capita Report.<br />
